Commonly prescribed to treat Atten-
tion Deficit Disorder (ADD), Ritalin has
come into vogue among young women at
Corona del Mar High School as a weight-
loss aid, one that also comes in handy if
you have to stay up all night and cram for
a test.
"What amazed me was that someone
decided, 'let's take these Uungs and grind
them up and stick them up our nose,'•
said Corona del Mar assistant pnncipal
Robert Cunard, who first learned of the
problem last fall.
In addition to being dangerous when
snorted, Ritalin, like all amphetamines,
can also be addictive, he added.
The girls made so many trips across
the border to buy black market Ritalin
Students say they get the mild
amphetamine either -from friends or sib-
lings who have had it prescribed by a
doctor for ADD or by purchasing it from
Cunard said he talked to some stu-

"It's really neat for us to be a part of this,
especially my senior year," said Student
Body President Matt Singer, who sat on a
student committee that talked with Judges

his trek up north to accept the award.
He said he thinks the best thing about the

UC Berkeley-bound senior. •1 am the drum
major of the band. I play tennis. I'm on the
cross country team and I am ASB president.
There's a lot of availability to try dilferent
things, which I think is uruque to Harbor.•
State officials agreed with Singer on this,
and also commended the school for its com-
mitment to helping at-risk and special needs
students, for its interdisciplmary programs
arid for offering extra tutoring and late-rught
library hours.

tests, textbooks
THE ISSUE: Replacing the district's history books and
whether eighth-graders should be tested on the U.S. Con-
stitution have been matters of debate.
Boy, the story gets better by the day.
FIISt, teaching history from a different point of view is
criticized. Now the board members and Principles Over Poli-
llcs ts attempting to adopt new textbooks based on pictures
or lack of -of certain politicians ( • Distnct's defense of
textbooks d tough sell,• April 19).
Maybe they will choose to elimfnate Thomas Jefferson
from d course in US history because he had an [alleged)
dffcU.r with (and a child by) one of h1s slaves. When will they
stop? It seems to me the name of the conservative group is
backwards
If we are only to show pictures of Ronald Reagan, yet not
of Woodstock, aren't we then teaching politics over princi-
ples? Is a picture of Reagan going to change what the end of
lhe Cold War means lo our students? Do they really think
Vietnam protests and the Woodstock Music Festival weren't
significant events in our history?
As a parent of a sucth-grader at Lincoln Elementary
School, I would be appalled if the era that now includes my
generation only would be taught through the eyes of Wendy
Leece, Gu Ferguson, e t al.

couraged with the people you got comments from because
you rudn't go to the source.
The person who wrote the reconfiguration plan for our
zone was Sharon Fry. She is the principal at TeWinkle Mid-
dle School.
I would suggest you call her if you would like to get
details on it and not ask parents who were not necessarily in
charge of it. There is some great information that you left out
and important mformabon about the academies, etc.
I resent the fact that you said imperfect solution. We are
trymg very, very hard to come up with the best solution for
the s1tuabon, and we don't need any negativity to start off.
We need some pos1bve thoughts, and we need some cover-

solid foundation for schools,· ApriJ 16).
You reported that Costa Mesa High School does not have
a foundabon. Actually, Costa Mesa High School was the first
district school to have a foundation. It was set up in about
1994, by then-principal Ed Hachank. The Costa Mesa High
School Foundallon was designed to accept only non-mone-
tary contnbubons, so that it would not directly compete with
the all-d1stnct Newport-Mesa Schools Foundation.
I also think the neighborhood
needs to be educated, the residents
who live there. ll lS not only the
landlord who throws couches and
refrigerators and so on out. That is
done by the people who are living
there.
It used to be a very nice area.

Skip the moratorium,
let's get a plan together

building advocates speak up• in
the April 13 paper. My feeling is
that there is a big difference
between quality improvement and
open ideas to quality improvement.
The moratorium is being talked
about on the West Side until better
city planning can be followed up.
The other point is the develop-
ment on 1741 Whittier Ave for the
storage facility-we have so dam
many of those, and it is kind of
dead space. And even though the
view of the bay is minimal, u the
builder insists on building the stor-
age space on the second floor. why
not create office space that is
renta ble so that employees can
enjoy the view? The space on the
West Side for quality development
is very J'T\inimal.
Or, if the storage space is built,
why not surround it with a park
area so the public can (enjoy) the
view of the bay. I think it would
enhance the opportunities for the
public to enjoy (the view).
l think there is a difference
between a moratorium and quality •
policing of the development on the ..
West Side. I think where I disagree
with Mayor Gary Monahan is that
investment is needed on the West ·
Side. Maybe the wrong invest-
ments have been made for too long
on the West Side.

By this time, even the most
obtuse reader of this column is
aware that I am speaking of the
King of Tonga. The reasqn J am
dropping hls name is that I do
happen to know him, or, to be
more accurate, l have met him,
and I noticed his name recently
in the press.
It seems that there is a group

of snooty people living in a
snooty enclave on the San Fran-
cisco peninsula. It is called Hills-
borough. It seems that the King
of Tonga bought a house in Hills-
borough in which to live while
making visits to the San Francis-
co area. So far, so good. The
snooty people of Hillsborough
were delighted to have royalty in
their neighborhood.
However, their enthusiasm
f ooled when the King's subjects
came to visit him. They were
comm.on people. Not only were
they common, they were rather
ark. Tongans are.
The snooty people of Hillsbor-
ough were outraged. They circu-
lated petitions to keep these dark
people out of Hillsborough.
Things became pretty tense
between the King of Tonga and
the snooty people of Hillsbor-
ough. However, wiser heads pre-
vailed, and the matter was set-
tled without a declaration of war
between this country and the
kingdom of Tonga.
Anyway, the matter hit the
press, and when I read about it, I
was reminded of a somewhat
memorable contact I had with his
Majesty when I lived in Ameri-
can Samoa.
I bore the awesome tiUe of
Chief Justice of the High Court
of American Samoa. Thus, I was
on the list of so-called digrutanes
who met visiting dignitaries,
Since Tonga is only about 300
miles from American Samoa, the
king came to visit with some reg-
ularity. And so, I met him a few
times. Qne time stands out in my
memory.
This time there was a recep-
tion for the king. There was a
long reception line. My wtfe,
Katie, and 1. were standing in that
line or, to be more accurate, shuf-
fling along in that line.
Katie looked up ahead, turned
to me and said· •All the .women
are dropping into curtsies when
they meet the king. l can't curtsy
l haven't even tned to curtsy
smce the first grade. If t try, I'll
fall down.•
That presented something of a
problem. When one 1S the Chlef
Justice of the High Court of
Amencan Samoa, one can't have
his wtfe falling down in front of
the King of Tonga. lnadents like
that have led to open warfare
between nations.
I said, "You might do what
Tongans do when they meet the
king.•
"What's thaW Katie asked
uThey get down on their
hands and knees. That will save
you the embarrassment of falling
down. You'll already be down.·
For some reason not entirely
clear to me, Katie rejected that
suggestion.
By this tune, we were at the
head of the lme. ·Just shake
hands with hun, • I wluspered
She did, and the king accept-
ed the hand hake with aplomb,
probably thinking this was one of
those crazy Amencan women
who think the sexes are equal.
Anyway, that seemed to avoid
an mtemational incident How-
ever, if I should again meet the
kmg, I will suggest that if he
should feel the need for another

area would be ideal. •

jects even though they may have

school boards across Orange Coun-
ty, Newport-Mesa board members
are expected to vote tonight to
demand more money from the gov-
ernment to pay for special educa-
tion.
"Congress doesn't pay their fair
share, and 1t continues to place a
tremendous burden on our general
fund, and our regular education
children get shortchanged,· said
board member Martha Fluor. "So I
am in favor of passing that resolu-
tion."
Since 1975, federal laws have
required that school distncts edu-
cate students with learning disabili-
ties and physical handicaps until
they graduate or reach 21 years of
age. But though Congress is sup-
posed to pay about 40% of the costs
of such special educdtion, in prac-
tice, they nev:er pay enough, said
Mike Fine, assistant superintendent
for business services m Newport-
Mesa.
As a result, the distnct must clip
mto its general fund to pay for spe-
cial services, such as speech thera-
pists, computers and physical thera-
pists, lo educate the more than
2,300 students in the district who
qualify for special education
The proposed resolution cdlls for
Superintendent Robert Barbot to
lobby members of Congress and
other federal government agencies
to increase the budget for special
education.
This year, school ofhc1als believe
that about $2.6 million of the special
education budget is the responsibil-
ity of the federal government, but
instead, the money comes from the
district's generdl fund.
Some parents and board mem-
bers say that money should be
spent on books and programs for
regular education students
At the same time, parents and
teachers of students with specictl
needs point out that special educa-
tion programs also desperately
need the money.
·we are providing a free and
appropriate education. Could that
education be stronger or more
effective? Maybe,• said Gary Mon-
tooth, who works for the district's
speoal education program.
More money for special educa-
tion would allow the district to offer
smaller classes and would give the
district's special education staff few-
er case loads. It also would allow the
district to send staff members to
seminars and classes so they can
keep up with the latest develop-
ments in special education, as well
as allow the district to purchase the
computers and software that are the
most effective, and most expensive,
way of helping many disabled stu-
dents.
"I just fixed up five new little lap-
tops, but I could have used more of
them,• Montooth said. "So that's
kind of what the ballgame is.•

and now it's up to district
officials to make decision.

five months of intensive commu-
nity meetings. school board mem-
bers will formalJy consider new
plans for alJ schools in the Costa
Mesa High School and Newport
Harbor High School zones at
tonight's meeting.
Last November, Superinten-
dent Robert Barbot decided that
in order to make better use of
scarce dollai.S, free up classroom
space at c~wded schools and
make room 'for smalJer kinder-
garten classes, many district
schools needed to be reconfig-
ured. The district· has more than
20 different grade configurations,
which Barbot thinks is a record
number for a district the size of
Newport-Mesa.

2000, said Dalia Burgana, director of strategic
planning for the city.
In recent years, the city has experienced a
population surge of immigrants from Ethiopia·,
Morocco, Tunisia and the former Soviet

for 20 years, but dropped his
Newport Beach Tennis Club membership
wtthin the last year.
"Private clubs r8lse their pnces so much,
it tSn't worth it,• said Welbrock, once a
member of the old John Wayne Tennis
Club. "You feel Wee walk.mg away. At
Newport Bedch Tennis Club, there are no
young p ople. They're all over SO. But
we're getting injured and falling apart.
"We'd have younger people if tl wasn't
so exJX>n we.•
The Palisades Tennis Club in
Newport Beach, considered the
area's leader in private tennis
clubs, charges $1,000 for initiation
fees and $1,500 for families, in
addition to monthly dues of about
$100.
"What we compete with, in the
private sector, is free," Palisades
owner and operator Ken Stuart
said, referring public parlcs and
high school courts.
While there might be more
private clubs in Orange Courity
per capita than anywhere in
Southern California (there are 22
clubs aligned with Orange
County's Private Tennis Oub
Association), there are many that
have struggled to survive.
Management types at private
clubs are being la.id off with the
head pros taking over as operators, a
dangerous move, Stuart said.
•Nothing against the teaching pros, but
you can't manage a facility from the tennis
courts," Stuart aid.

Balboa Bay Club Racquet Oub, has had to

in 1998, he responded to a
sportswriter's question by noting
that his most significant honor
came when he was named to the
Orange County Sports Hall of
Fame in 1986.
Out of his five years coaching
at Newport Harbor High School,
he could celebrate two
noteworthy championships,
which included the 1942
Sailor football team and
the 1948 Tar baseball
team.
He drew many
outstand.mg ballplayers
his way to Orange Coast
College from 1948-77.
He coached OCC to two
baseball titles, four
Southern California
crowns and eight
conference Pickens
championships.
In the late 20s, Pickens was an
outstanding athlete m grammar
school in Fullerton and earned
numerous honors for track and
field achievements.
His marks and records were
similar at Fullerton High as a
versatile athlete before shifting
on to Arizona State, where he
played a backfield leadership
role under Coach Rudy Lavtck.
He later earned a state title in
collegiate wrestling.
In time, he coached from
1935-40 at Fullerton High and
Fullerton Junior College before
accepting a football and baseball
position at Harbor High from
Athletic Director Ralph Reed,
who coached track and field and
basketball.
Most all of his athletes came
to hold Pickens in high regard
and respected his tance.

once-thriving junior program,
left the tennis industry

throughout the nation.
"There was a period of time
when tennis had so many bad
boys, I think the image got
tarnished,• said Mesa Verde
Country Club head golf
professional Tom Sargent, whose
club offers tennis and swimming.
"It wasn't just McEnroe who
came off bad to (some of) the
public. There were others
throwing rackets, yelling at chair
umpires and screaming and
swearing. I think it turned a lot
of people off.•
Aided by new, larger rackets,
tennis enjoyed a moderate
resurgence in the late 80s,
eventually reaching 22.6 million
players in 1992, but then
suffered another slide and has
been teetering ever since.
"It seemed like in the early
years of the 90s, we worked like
heck and barely survived,• said
Robyn Ray, director of tenrus at
the Newport Beach Marriott
Hotel and Tennis Club. "It seems
like, tennis-wise, you've got to
work hard just to keep gomg.
Tennis has so many ups and
downs."
D ay and Stuart both said their
.ftclubs are currently
experiencing a mild upswing.
Owners of the Newport Beach
Tennis Club did not return phone
calls for this series.
Even when the game of tennis
can be played for free at local
parks and high school, public
shop operators like Lloyd and
Devin La Bollita are
flabbergasted by customers who
grumble about the price of a can
of tennis balls.
"We charge $2.29 for a can
of balls and they say, 'Oh, we
can go to SportMart and get
them for $2.19,'" said La Bollita,
who has owned and operated
Devin's Pro Shop in Newport
Beach for 11 years. "They're
complaining about 10 cents on
balls and we don't make any
money on (a can of balls),
anyhow. But they'll go to a bar
and spend $2.50 on a premium
beer.•
Added Uoyd: "Golfers are all
decked out with all their bags
full. People are used to paying
for golf. But in the retail industry
in tennis, tennis players have a
tendency to be more cheap than
golfers. They can buy a can of
balls for $1.99 when I'm selling
them for $2.19."
The game is in trouble if the
public parks player is criticizing
the price of balls.

coach and veteran physical education teacher has
