Hougard, who lost her leg in an
accident on Victoria Street last
September, plans to file lawsuits
against the city of Costa Mesa
and the two drivers involved in
the crash, her lawyer said.
The City Council rejected a
$10-million claim last week
filed on behalf of Hougard by
her attorney.
The accident happened on the
morning of Sept. 20 as Hougard
sat waiting on a curb on Victoria
Street near Canyon Drive for
coworker Monica Miyata to pick
her up. Miyata was heading
toward the freeway when she
spotted Hougard and started to
make a lane change.
But Miyata didn't see a second
car, driven by Lloyd Gorman, in
her blind spot, according to
Hougard is finishing seven
months of intense rehabilitation
and recovery. In addition to her
severed leg, Hougard suffered
massive internal injuries, includ-
ing a lacerated liver and broken
spleen, a broken neck and back,
and a shattered right leg.
Family, friendS and strangers
were inspued by Hougard's
effort to reclaim her life and pur·
sue a career in nursing. She will

Hougard said.
But, with more than $1.5 mil·
lion in medical bills to date and a
maxi.mum insurance policy of $2
million, Hougard said she
thought it was best to hire a

While it started rather simply. with a
wagon and a few blankets, the now 5-foot
tall, motley structure mcludes a rruru refng-
erator, table, jungle gym and umbrellas.
Their own structure is pddded inside
and has enough room to entertam three
comfortably, while sipping a Hansen's or
root beer from the fndge.

but she was the one who got a
shock Tuesday.
Brigman has been named
the district's Teacher of the Year-'
and was presented with a bal-
loon bouquet by teachers'
union president Linda Mook
aod Superintendent of Schools
Robert Barbot.
·u shocked me," said Brig·
man, who has been teaching for
25 years. "It was like, 'ob my
gosh.'"
Brigman's boss, Kaiser Ele-
mentary School Principal
Daryle Palmer, was not a bit
surprised.
"Bonnie empowers every
child by ma.king them feel like
actually feels like every child is
the most special child in the
class.
And many of them remem·
ber that feeling for years to
come, crossing vast distances to
return to her classroom to thank
her for what she's done.
Take the student she bad in
second grade nearly a decade
ago.
"He moved to San Diego,
and he was getting ready to '
graduate from high school, and
he showed up at my door and I
couldn't believe it." she said. •I
was crying $ind I hugged him.•
Or the stude~t who, despite
moving to Lake Arrowhead and
surviving a bout of cancer,
comes back every year on her
bi.Fthday to bring a book to the
class library.
"These are my living
rewards," said Brigman.

officials are struggling with as
many as seven different propos-
als for tack.ling the traffic prob-
lems created by the notorious
intersection of Balboa and New-
port boulevards known as "the
mixmaster."
The intersection, which serves
as the primary gateway to the
Balboa Peninsula, has long been
a source of complaints from both
drivers and area businesses.
"It's congested on busy sum-
mer weekends, and it's been
described to us .. as confusing,
especially if it's the first time
you've driven through the area as
a nonresident," said Tony Brine
of the city's traffic department.
"We're trying to provide access to
the businesses, access to the
square horn Newport Boulevard,
and we're trying to Jessen the
confusion through the intersec-
tion. ff
Brine said the current design
of the intersection can cause
everything from pedestrian con-
fusion to cars ending up on the
wrong side of the street, inadver-
tently driving against traffic.

records would indicate that it's
unsafe, but we certainly do bear
of people going the wrong way
down certain streets,~ Brine said.
"I think there's a lot of situations
and close calls, so we want to
make sure we do something
about it."
City officials have thus far held
four community meetings to
solicit public input on potential
solutions for the intersection.
They have met with the general
public, with local business own-
ers, and with representatives
from local homeowner associa-
tions.
Among the proposals: creating
a uy" -shaped intersection at Bal-
boa Boulevai d; creating a "Tff -
shaped intersection at either
25th, 26th or 28th streets; design-
ing a criss-cross intersection at
25th Street; or building a round-

art or landscaping at the center of
the circle.
Initial public reaction was
actually to leave the intersection
unchanged, city officials said,
largely because it wowd cause
the least disruption to the city
and cost no money. But business-
es and homeowner associations
both have smce asked for
changes, endorsing one of the

Balboa Avenue.
Businesses, however, also
urged the city to be sensitive to
parking needs along the route ..
"Parking's a huge problem,''
said Dina Becker, general man-
ager for the Old Spaghetti Facto-
ry restaurant at the comer of Bal-
boa Boulevard and 21st Street.

a parking lot. We're one of the
only places around here that has
one, but it fills up in like 10 min-
utes on the weekend. We don't :

Brine said the city shares •
those concerns.
"We definitely want to main-
tain the parking that we have in
the area, and U any of the propos-
als means that we would lose
parking, then we would have to
look into replacing it,• Brine said.
HWe need to either maintain the
parking in the area, or to provide
additional parking for the busi-
nesses there."
None of the proposals has a
dollar value attached as of yet,
though city officials said they are
currently preparing a report that
will provide in-depth details for
the most likely final options.

council at its meeting Monday
created a Business Improvement
District Coordinating Committee,
which will oversee all of the ells·
tricts and help avoid inconsisten-
cies between them. Members of
the coordinating committee will
include representatives from
each local district's advisory
board, as well as representatives
from the Newport Beach Confer-
ence and Visitors Bureau and the
Newport Harbor Chamber of
Commerce.

• SUMMARY: The McFadden's
Place Farmer's Market has been
closed for several weeks pending
its permit renewal by. the City
Council. Tbe council on Monday
recertified the market, which will
re-open Tuesday at its usual loca-
tion at the Newport Pier near the
intersection of 21st Street and
Balboa Avenue. The conncil also
directed city staff to provide a
report evaluating the market's
operations during the first six
months of the city's agreement
with the market's operator.

• SUMMARY: The Orange Coun-
ty Grand Jury has issued a report
that addresses leaf-blower pollu-
tion hazards in the county and
makes recommendations for local
municipalities to offset the risks.
City officials said only one of the
four recommendations applies to
Newport Beach: banning the use
of gas-powered blowers in the
city. Rather than making such
devices illegal, however, the City
Council unanimously voted to
stay with its current leaf-blower ··
laws, which include restricting
blowers to a noise level of 70
decibels or less, thereby reducing
exhaust and thus the amount of
pollution generated. Council
members also noted that the city
maintains the highest frequency
of street sweeping of any city in
the county, which significantly
offsets the need for leaf-blowers.

ColoradQ shooting proves the time for change is now
I t is fitting that a rogue winter
storm swept down on Colorado
last Wednesday.
After what happened the day
before, dear, blue skies and warm
· sunshine would have been all
. wrong.
Because in a school awash in
bright and promising youngsters,
some of its finest were slaugh-
tered by two peers, also youths of
considerable promise. ·
We have a good handle on the
who, what, when, where and how
of the Columbine High School
tragedy. As the numbness wears
off, the grief will turn to anger
and, once again, society will try to
figure out the most difficult ques-
tion of all -why?
We know that Eric Harris and
Dylan Klebold were weirdoes
_y.-ho wore long, black coats,
thought Adolph Hitler was a right
guy and made videos about
killing people.
But this apparently wasn't
enough to turn a head.
The principal of Columbine
said: "1Tenchcoat Mafia? What's
that?" even though the outcast
group bad its picture in his
school's yearbook, right there with
the football team and chess dub.
Their parents didn't know that
Eric and Dylan were collecting an
arsenal of heavy weapons and
building bombs in their bed-
rooms.
Friends didn't know they had
spent months planning to kill
htmdreds of $ldents and neigh-
borhood residents, bum down the
school and, if they were still alive,
hijack an airliner and crash it into
New York City.
Just two slightly weird, con-
fused teenagers -and, hey,
what's another couple of slightly
weird,confus.edteenagers.
Weren't we all that way at one
time or another?
Of course. But we didn't blow
away our fellow students, even
some of those who might have
made our lives miserable. J. even
remember a time when, if two
guys had a difference in opinion,
they'd go out behind the.gym or
the gas station or the drive-in and
bloody each other's noses.

Yes, it's lack of porental control.
Yes, it's lack of respect for society
and its institutions. And, yes, it's
the proliferation of handguns and
other weapons of mass destruc-
tion.

sacre, from a man who heads one
of the guns-everywhere organiza-
tions that thnve here in Colorado:
"If the teachers at Columbine had
been armed, this wouldn't have
happened.")
Yes, it is a legal environment -
inane judicial rulings, ignorant
legislation and baseless lawsuits
-that has made the educational
system back away from identify-
ing and finding help for children
who show emotional danger signs.
Yes, don't forget the corollary to
that: the "Not-my-kid" syndrome
so prevalent among parents.
Yes, definitely the music of this
generation must take a significant
po{tion of the blame for a culture
that tolerates the shootings in
Jonesboro and Paducah and
Springfield, and now Llttleton.
When 1 was the age of Eric
Harris and Dylap Klebold, my
music came from Duke Ellington
and Count Basie, Red Nichols and
Pete Dailey, Louis Prima and Louis
Jordan.
About as bad as my lyrics went

Assembly candidate stresses individual rights
It isn't just the Republican pres-
idential primary that is drawing
politicians to Newport-Mesa these
days.
There's also the little matter of
the 10th District Assembly seat,
which will be open in 2000 after
Republican Marilyn Brewer is
forced out by term limits.
On Tuesday, Irvine business-
man John Campbell -the first
announced candidate in the race to
repla<.e Brewer -outlined to a
dozen members of the Costa Mesa
Republican Women Federated
why they should cast thei.F ballots
for him; a first-time candidate for
public office.
"I'm very optimistic about our
f"'larty, and I'm very optimistic about
that we can do," said the 43-year-
old founder of car dealerships Sat-
urn of Orange County and Saab of

Orange County.
·A lot of Republicans these days
are down," he said. "Yeah, we got
shellacked, especially in California
(during the last election). Every
once in a while, that happens."
. Rather than giving up -or
worse still, giving into Democrats
-Campbell said the GOP should
stand in opposition to Gov. Gray·
Davis and the Democratically con-
trolled state government.
"We need to fight them when
they take away our freedoms,• he
said. "We need to fight them and
fight them hard."
Republicans also need to return
to the values and philosophies that,
he said, won them majority support
in the days of Ronald Reagan's
presidency.

If elected, he promised to work
for those goals, as well as pledging
to publicize every year the five
biggest wastes in the state budget.
Stressing his . belief in the
"rugged individualism" of the
American people, Campbell said

stay out of people's ways and allow
them to succeed or fail on their
own.
Campbell said he likely would
fund his campaign partially with
his own money, but said be would
not spend more than he received in
contributions.
Among his supporters, he told
the Republican crowd, are Assem-
blyman Scott Baugh, Newport
Beach Mayor Dennis O'Neil and

"They started out the concert
about 10 minutes late, H Jean said.
"They said they were dedicating
the whole evening's performance
to his memory because he would
have wanted it to go on. I felt sor-
rowful the whole night.•
The evening's performance was
an emotional one and singers per-
formed brilliantly despite the pall
of grtef and shock left by Lam's
sudden death, Jean said. Soft sobs
echoed through the chamber dur-
ing a moment of silence for Lam
before the performance.
Earlier in the day, the Sdn
Clemente High School a cappella
choir perforrtted without class-
mates Aaron Cornwell and Kevin
Jordan, who died in a car accident
the rught before, said Julie Bus-
ell, executive director of Pacific
Chorale.
The decision to dedicate the
evening's performance to Lam
and go on with the show was a
difficult one, but everyone agreed
that performing would be an
important tribute to the student,
Bussell said.
Pdcific Chorale members have
performed in the past despite per-
sonal tragedies or crises, she said.
"The majority of them choose
to come to rehearsal because they
find being with friends and
smging their music is ther~y. •
Bussell said.
The evening ended with a
somber and poignant message by
John Alexander, artistic director of
Paaf1c Chorale, who asked every-
one to dnve home safely.

almost certcunly put an end to
plans for a commercial airport at
the site.
The Nc•wport Beach City
Council earlier this week
endorsed a resolution that for-
mally opposes the annexation,
which would transfer ownership
of the base from the U S. govern-
ment to the city of lrvUle.

tial application to annex El Toro
with an area agency called the
Local Agency Formation Com-
mission, which oversees city
annexations.

that two other government agen-
cies have influ nee over the deci-
sion: The U.S. Navy, which owns
the base, and the County of
Orange. which has negotiating
power over property and sales
tax revenues and which has
endorsed the auport plan.
Should the U.S. Navy oppose
the annexation, it would duto-
matically be denied: but should
the Navy not oppose it, Irvme
would be forced to negotiate with
the county over how to divide the
tax revenues.
"If (an) agreement ca.nnot be
reached between lrvihe and lhe
county, then the dnnexation can-
not move forward," Ducey said.
••However, there has been specu-
lation that Irvine may agree to
give up all the property tdx for
the ability to control the land-use
decisions at the base.•
Anti-airport activists hdlled
the move to annex the base, say-
ing it is m accordance with state
and federal law over the closure
of military bases.

LAGUNA HILLS -The pause for concern gave
way to a sigh of relief Tuesday for the Costa Mesa
High baseball team. But the injured pitching
elbow of senior ace Ruben Mancilla may cast a
lingering cloud over the Mustangs' 9-8 Pact.tic
Coast League baseball victory at Laguna Hills.
Mancilla, 7-0 with a 2.98 ERA and 55 strikeouts
in 4 7 innings, said he heard his elbow pop when
throwing a fastball with one out in the fourth
inning. When Coach Kirk Bauermeister came out
to check on him, Mancilla pointed to the inside of
his right elbow and, after a couple of soft tosses to
the plate, handed Bauermeister the ball.
Mancilla said his shoulder had been sore
heading into Tuesday's contest. He threw 123
pitches in a complete-game victory over Univer-
sity April 20, amassed 130 pitches in a first-round
win over Laguna Hills and had reached the 70-
pitch plateau -including a 30-pitch first inning
-when the injury occurred.
Angered when an apparent groundout was
ruled a fqul ball, Mancilla sald he overthrew the
fateful pitch, which the Mustangs (11-5-1, 7-2-1
in league) hope won't eliminate their workhorse
from mound duties as they pursue a PCL crown.
The win put Mesa 3 112 games up on fourth-
place Hawks (9-12, 4-6) with five league games

He was well-featured in the
'50s, battling his way across
boxing rings from San Diego to
Los Angeles and Hawaii.
His love of boxing is still .
apparent from his present home
in Placerville, where he owns
the only boxing ring between
Sacramento and Lake Tahoe.
He bas trained more
than 75 young boxers
there the past five years.
The old spark of
hwnor is still alive with
Perez. Asked about the
count on his brothers
and sisters from the
early days, be
momentarily thought it
was 11 ... or 12 ... then
chuckled.

train horses for him.
