before they do, but 74-year-old
Joe Preston loves his children so
much that he prays every night
that they will die before him.
Preston, whose two develop-
mentally disabled adult children
have lived at Fairview Develop-
mental Center since they were
children,.is among those relatives
who believe state-operated insti-
tutions are havens for their men-
tally disabled relatives.
But w hat "scares the hell out
of him" is tha t when he dies, the I viduals currently living at

COSTA MESA -Few of the hundreds of
developmentally disabled residents at
Fairview Developmental Center have the
mental capacity to defend their right to stay
under the care of state-operated institu-
tions.
About half of FallVlew's res1dents are
visually unpaired, one m five are hearing
,impaired; and 63% experience seizures,
according to Fairview's statistics. In many
cases, family members have either ctied or
abandoned them, leaving them prime targets

on Monday removed dozens of
lead fragments lodged in the bod-
ies of two local geese gunned
down over the weekend.
The geese, known as Leo and
Juliette, were the survivors of a
rain of pellet-gun fire that killed
four ducks and a goose at Te Win·
k.le Pvt. Passers-by found the
bodies on Sunday morning.
Ahmed, who works at the Har· oor BouleVUd animal clinic, said
Leo bad 22 pellets in its ~. at

NEWPORT BEACH -Add
Balboa Island and the-pentnsula
to the list of city areas that could
someday land on a freeway sign
-but motorists will have to con-
tinue finding their own way to
the Balboa Ferry.
The City Council voted Mon-
day to designate Balboa Island
and the Balboa Penipsula, along
with Corona del Mar, as official
geographic areas. That designa-
tion means the c~ty can ask Cal-
trans to erect signs along state
·highways pointing the way ~to
those destinations.
• However, the council rejected
a proposal ·by Councilwoman
Norma Glover to designate the
Balboa Ferry.
•Ferries are always listed and
shown on highways on the East
Coast,• she explained. ~n has
been in the same place for I don't
know how many years."
But City Manager Kevin Mur-
phy said Caltrans rules state that
the designations must be actual
geographic area and the ferry
might not meet that standard.
The geographic designation does
not mean an automatic freeway-
side sign, Murphy said.
_The rush to get Newport
Beach neighborhoods onto those
green signs along nearby high-
ways began with the November
opening of the San Joaquin Hills
toll road. At that time, Newport
Beach atld Corona del Mar were
wiped from all signs on the San
Diego and Costa Mesa freeways.
Now, _what used to direct dri-
ver~ to Corona del Mar says sim-
ply: "To San Joaquln Hills Toll
Road." What used to direct dri-
vers to Newport Beach is now
blank.
Caltrans agreed earlier this
month' on signs that point the ·
. way to Newport Center -
already a designated area -and
that say •Newport Beach Next 4
Exits.• They did not mention
Corona del Mar, much to the
frustration of that community's
business owners and residents.
So the City Council decided
last month to officially recognize
Corona del Mar -and while
they were at it, Balboa Island and
the Balboa Peninsula: Btt alas,
not the ferry that conn~cts the
island and the peninsula .

Panian honored for
community service
Retired Orange Coast College
history professor, Herny Panian;
was given a prestigious Excel-
lence in Community Service

and Marine Lt. John Blauer.
The swimmer helped him out
of the water and flagged down
lifeguards, who used braces to
stabilize Kay's head and neck,
Blauer said.
As coordinator of the Pacific
Symphony Orchestra League's
Music on the Move program,
she rounds up performers for
monthly shows at a home for
Alzheimer's patients.

convent-schooled, retains her
strong English accent despite
35 years away from her native
land. She cuts a strong pres-
ence, with perfectly coordinat-
ed outfits and manicured red
nails -whether' she's feeding
stray ducks as she lunches at
the Balboa Bay Club or volun-
teering at Sherman Gardens.
She now lives full-tiine in
Big Canyon with her husband,
Tom, after giving up her long-
time second home, a West
Hollywood apartment, just a
few months ago. The two keep
an English-themed garden, a
cat named Dickens and two
pet ducks.

In addition to his involvement
with Orange Coast College and
the Costa Mesa Historical Soci-
ety, Panian has devoted much
time and energy to the Mesa
Consolidated Water Distnct
where he has served 19 years on
the districts' board of directors.
Panian was named OCC's Out-
standing Instructor in 1972 and
was honored as Man of the Year
by the Costa Mesa Chamber of
Commerce in 1981. He was cited
at OCC's 1985 commencement as
the college's Citizen of the Year.
Kay underwent treatment at
Hoag Hospital and was released
Sunday with severe neck strain,
Blauer said. ··He was extremely
lucky and didn't break any-
thing," he said.
Panian, who retired from
Orange Coast in 1990, taught
'U.S. and California history at the

large part in a recent St.
Patrick's Day-themed show
when she read lrish poetry in
her resonant British voice.
She also does voice-over
work and served last year as
master of ceremonies of Mis-
sion San Juan Capistrano's
Imagination Celebration arts
festival.
• Her previous work included
serving as the voice of Edith
Carrow Roosevelt in the
Emmy-nominated documen-
tary, HThe Indomitable Teddy
Roosevelt. • Her voice also
pitched the finer qualities of
Mauna Loa Macadamia Nuts,
Dixon Cadillac in Los Angeles
and Royal Jordanian Airlines.
She has kept with her work
at the Alzheimer's home for
three years, she said, because
of her love for getting to know
people. For instance, she met
a woman there, a 95-year-old
former showgirl who Myan
described as Ha dynamo.·
He was honored by the group
for-his participation in the preser-
vation and development of local
history.
Panian has served as director
of the Costa Mesa Historical Soci-
ety, and was a member of the
society's 50th anniversary of the
World War II Commemorative
Committee.

from drowning Sunday afternoon
near the Balboa Pier after he
smashed his head on the ocean
floor while body surfing, authori-
ties said.

• N~ Boulevard: 15 pairs of sunglasses worth S 1,500
were stolen from a business tn the 1500 block. The upstairs rear ~
window was smashed.
•Dakota Avenue: A stereo and speakers worth S 195 were
-stolen from a truclc parked in the 3200 block. The door was
pried open.
• Harbor Boulevard: A car phone, CDs and other items worth
S 1,475 were stolen from a car parked in the 1800 block. The
window was smashed.
•Harbor Boulevard: A case of soft drinks worth S10 was
stolen from the back of a truck parked in the lot of a conve-
nience store by a man who fled in a car.

• Promontory Point West: Ski and bicycle equipment valued
at S9,035 were stolen from a garage in the 300 block. There
was no sign of forced entry.
• Santiago Drive: A S2,040 computer, S540 monitor and an
undetermined amount of jewelry were stolen from a residence
in the 1600 block. The lock on a sliding glass door was pried
open.
• Walnut Street: S 1 in coins and S65 sunglasses were stolen
from two cars Inside a garage in the 200 block. There was no
sign of forced entry.
• Patil Newport: Several compact discs, a camera, walkman
and tools valued at S 1,200 were stolen from a car in the 1300
block. The driver's door lock was forced open

W hen I was on the court
of appe~ I penned the
following bit of death-
less judicial rhetoric while writ-
ing an opinion upholding the
Red Ught Abatement Act.
"Western folklore has it that
prostitutes were good-hearted
wenches who bedded their cus-
tomers without any shilly•shally-
ing around, nursed the sick in
times of emergency, eventually
married homesteaders and
became pillars of the communi-
ty."
As I re-read that sentence I
can understand why serious
legal scholars breathed a sigh of
relief when I retired from that
court. A conformist to judicial
orthodoxy I was not.
I think the background for
part of that sentence can be
traced to that part of my child-
hood I spent in the Q!Ubby little
railroad town of Green River,
Wyo.

I lived in Green River during
the time of the great Spanish
Influenza Epidemic of 1917. That
would have made me 6 years
old. l didn't have the Spanish
Influenza. I was too busy having
measles, whooping cough and
pneumonia -all at the same
time. Because I had all ttt6Se ail-
ments our house was quaran-
tined so I was spared contact
with the Spanish lr\fluenza.
So I had some factual basis for
the "nursing the sick in ~es of
emergency" part of the sentence.
The rest of the sentence, with a
tad of editorial license, comes
from extensive reading of early
western ruswry. • .

My aunt, Charlotte Hawk,
was the town doctor. From time
to time she would drop by to see
if I was still alive, and it was dur-
ing one of those visits U?-at she
told me of the work the town

that when she ran out of nurses,

That took a lot of nerve because
the disease was highly conta-
gious and had a high fatality
rate.
. When the epidemic was over,

I know Cattle Kate was no .
beauty. I've seen a photograph of
her. She was Wild Bill Hickock's
companion in his later_ years. It is
said that he was losing his eye-
sight during those years. He
must have been almost blind to
have found Cattle Kate attrac-
tive.
So much for the glamour of
prostitution in the early West.
However, they did "nurse the
sick in times of emergency."
That I know. My Aunt Charlotte
told me so.

Velasques on Friday became the
latest to reaeive what appears to
be a death threat springing from
the controversy surrounding the
excavation of sacred American
Indian burial grounds along the
coast.
' Velasques, 68, tribal chief of the
<;oastal Gabrieleno-Digueno Indi-
ans, found an ominous-looking
package on his front door contain-
ing a bullet inscribed with the
words "Our ancestors await you."
"I could have had a stroke, a
heart attack, anything, because
that's a death threat," he said. "I
thought, 'My God, I never thought
they would go this far.' I still don't
believe it. That is a frightening
thing to have to go outside and
look over your damn shoulder."
Velasques said he believes the
threat comes from someone
belonging to the Juaneno Band of
Mission Indians, since the enve-
lope had the word • Ahachmai," or
Juaneno, printed -0n it.
Velasques has drawn the ire of
many Juanenos for his decision to
act as an adviser to The Lrvine CQ.,
which last year completed a $1.7
million archaeological dig near
Jamboree and Coast Highway that
unearthed ancient American Indi-

Newport Harbor High's boys track and
field team has been synonymous with
strength. That is, in the throwing events
under the direction of Tony Ciarelli.
Reese, the team's most heralded
returner, has reached 52 feet .. 6 314 inch·
es in the shot and 162-4 in the discus,
marks that could be good enough for the
Masters Meet. Juniors Eddie Clarke and
Pete Hogan are better in the discus than
the shot and-both are reacbilig over 150
feet. •
Junior Daniel Gerlach, who long
jumps 19-7 and runs the 400, is a return-
ing letterman, while sophomore Ozzie
Clarke also specializes in the 400, along
with the 200 and long jump. So when Ciarelli accepted the head
football coaching position at bis alma
mater, Huntington Beach, it marked the
end of an era. .
But Newport Harbor will still antici-
pate postseason accolades this year in the
shot put and discus with Shane Reese,
Tony Mancuso, Ciarelli's assistant the
past three years, takes over as throwing
coach. Mancuso, Wade Tlft, Beau Ralphs
and Steve Gonzales helped put the
Sailors on the throwing map beginning in
1990.

One-two punch gives Newport Harbor dreams of a return to the State Meet.
NEWPORT BEACH -It was a
tradition for Newport Harbor GIRLS
Higb's girls track and field team in the eatiy
1990s, sending an athlete or two, or even more,
to the state meet.
For ~e past two seasons, howeyer, the
Sailors have qualified no one for the CIF State
Championships.
But with the emergence of sophomore dis·
tance sensation Alicia McFall and senior all-pur-
pose standout M.E. Clayton, the team's back-to·
back MVP, seems Coach Eric 1\veit might con-
sider making plans in June once again.
As a team, Newport Harbor will be Mdecent"
in the Sea View League, according to 1Weit, a
league favored to-be won by Santa Margarita.
Newport Harbor, which won a CIF Southern
Section Division m team title as recent as four
years ago, bas plenty of strength this year in the
11600 and 3,200 meters, led by McFall and fol-
lowed by senior Colleen Eadie, juniors Jamie
Swarberg and Megharm Allard and freshman
Carrie Foss. ·
McFall qualified foI the prestigious Masters
Meet last year in the 3,200, an event in which
she is also the defending league champion.
McFall was second in the 1,600 league finals
last spring.
"We expect (McFall) to keep on improving,"
1Weit said. MOur goal is to see her make the
state meet this year."
Another athlete to watch is junior Katie
Bourgeois in the high jump, who qualified for
CIF in that event last year.

fied for CIF a year ago with Puro. McMillen is
Newport Harbor's best chance in the 300 inter-
mediate hurdles.
Other notewQrthy athletes in the program
include sophomores Melissa Hollister and Car-
rie Morrell in the hurdles and relays, with Mor-
rell expected to be 1\velt's leadoff runner in the
400 relay.

"U we can find a sprinter, we'll be OK,• said Mesa
Coach John Camey, who has plenty from which to
choose, but no thoroughbred bas yet to step up and
claim the Mustangs' No. 1 spot.
MWe'll find out Thursday if we're for real or not,"
Camey said, ref erring to the Pad.fie Coast League
dual-meet opener at Aliso Niguel.
The Mustangs ar-e 3-0 in nonleague meets, having
defeated Warren, Cenitos and La Mirada.
Areas of no concern for Camey are middle-and
long-distance running, because senion Jaime Carrillo
and Eric Solis, along wtth sophomore Bruce Hancock,
should conquer PCL competition in the 400, 800, 1,600
and 31200 meten, the same trio that Jed Mesa to its
second consecutive league championship in cross
country last fall.
Solis and Hancock are outstanding in the •OO and
800, while senior Armando Vega gives the Mustangs a
third in those races. Solis bu already been clocked this
year in the 800 in under two minutes.

tory functions and is confined to
a wheelchair when he is out of

nurse of Sean's dormitory, notes
he is a two-person lift, meaning
one person alone cannot move
him to and from a bed, for ex.am-
ple.
He is 51.6 pounds, 48 inches
tall. As for bis condition, he has
severe scoliosis that causes his
body to twist to one side. He has
a special mattress with side rails.
He is non-verbal and legally
blind.
"He is completely dependent
on staff for his needs, .. Enders
said.

The new policy, scheduled for
