Williams spent Tuesday, tidf.ing
up her classroom, prepanng for
the swarm of young chlldten
expected to return to cbool
today.
It's a common routine for
teachers like Williams to arrange ·
the pint-sized chairs, pick up dis-
carded trash and put toys m thelr
appropnate spots. However, this 1 time was different. This time, two
children won't be back.
Preparations for the arrival of
school children at Southcoast
Early Childhood Leaming Center
have taken on a new meaning
this week. No one ls sure bow the .
children will react to returning to
the site where a 39-year-old San-
ta Ana 'man ran his car into a
playgiound, killing two children.
But teachers, grief counselors
and the children's parents hope
the dark cloud that has been
·hanging over the day-care centet
will disappear with the return of
the students. .
·we don't' know what it's
going to be like," Williams said.
·we don't want fo jump back into
the structure before addressing
all of the problems. It's hot going
to be completely normal for
awtiile."
Williams has had 'a tough time
picking up where she left off, like
many oilier victims in the
tragedy. -
She was supposed to be
w~tching over the children who
were injwed and killed on the
playground last Monday.
Williams called in sick, so 24-
year-old Danielle Diaz, a
teacher's aide, filled in for her
friend.

daughter at school·for much of the Ciay.
But Pecora and other parents know
their children will be returning to an
envilorunent that, however welcom-
ing, has been mevooably c1'anged.
The biggest and most awful differ-
ence will be four missmg students.

at the hands of Abrams' Cadillac.

Homeowner James Keller:
raised concerns about the
trees last fall and asked the
Parks Commission to remove
some eucalyptus from the
park. The comrnissien denied,
his request, a decision Keller
p,romptly appealed.
Keller said that, as a child,
he· had a totally unrestricted
view of the ocean and remem-
ber.; watching sailboat races
as a yoWlg boy. Today, he and
his wife still enjoy watching
the sun dip into the ocean, but
he estimates bis view will be

Keller said, who bought his

Parks commissioners
denied Keller's request
because they didn't think it
would make sense to remove
the trees from Canyon Park
because there are about five
times as many trees located at
the Newport Terrace Condo-
miniums -in Newport Beach
-that would continue to
block the-homeowners' views.
said Keith Van Holt, Costa
Mesa's community services
director.
The City Council directed
staff in February to research
the issue. Recommendations
and alternatives, including the
possibility of hiring a consul-
tant will be presented to the
council on Monday, Van Holt
said.
Staff also has been in con-
tact with the city of Newpo
Beadi since the last council
meeting, Van Holt said, How-
ever, solutions do not look
promising since. Newport
Beach stays out of disputes
regarding pnvate property.
Staff will be looking for
council direction on whether
to intervene on the part of the
homeowners to come to an
agr~ment with the Newport
Terrace Homeowners Assod-
• ation.
· So far, no one has contacted
the Newport Terrace Home-
owners Association regarding
the issue, a property manager
there said. ·
Keller said he thought get-.
ting the city's support would
help the tWo sides come to an
agreement. • .
While Keller still can see
the ocean, other residents
have lost their views of it.
' One of those residents, Pat
Dolan, was involved in discus-
sions on how to develop the
park 12 years ago
Dolan, then president of
Van Holt said that plans to
develop • the park in such a
way were abandoned because
the city was not''able to secure
Coastal Commission and
Department of Fish and
Wildlife approval.
Resident Pete Sufficool said
he has other concerns. Suffi.
cool said he is worried that the
canopy of trees creates securi-
ty concerns because residents
are losing their ability to look
into the park.
Keller said he is Dpen to a
number of alternatives, from
contributing the labor needed
to thin out and trim the trees,
or replacing the eucalyptus
trees with another type that
won't grow so high, he said.
"We're pro-tree,• Keller
said.· "We're just pro-the-.

Cotincil balks at ~ost of collaborative bay study
• Costa Mesa officials agreed
to contribute $80,000 to find
ways to reduce pdllution.
EUSE Ger

COSTA MESA -During a study
session this week, staff and some
coWlcil members scoffed at the possi-
bility of contributing $80,000 toward a
collaborative study on how to reduce
pollution into Newport Bay because it
would be an undue burden.
The study is required to meet fed-
eral mandates enacted after the Fed-
eral Environmental Agency was sued
by De(end the Bay, a Newport Beach-
based environmental group. As a
result of the lawsuit, the state was
required to ensure that Newport Bay
and its tributaries meet certain water
Bay watershed, along with the cities
of Tustin, Irvine, Newport Beach,
Lake Forest, Santa Ana, the County of
Orange, the lrvine Ranch Water Dis-
trict and The Irvine Company.
~ouncilwoman Heather Somers
questioned why Costa Mesa was "on
the hook" for the study when t!le
water basin is under state and county
control.
The county is asking all affected
agencies to participate m the cost of
the $2.23 million study. Half of the
study will be paid through federal
funding. If the County of OrcUlge
secures agreements from 10 affected
agencies, the city's share would be
$80,000, prorated over two years.
~omers also ,,said the requested
contribution was' unfau cons1denng
Costa Mesa's contribution was less
than 5% based on square mtles.
of 154 square miles. Runoff from the
city drains into Newpprt Bay via the
Santa Ana-Delhi channel, Dover
Channel and other minor storm
drains.
Somers said the request was aJso
unreasonable considering that motor-
ized vehicles on the bay contribute a
large part of the pollution.
City Manager Allan · Roeder said
that even i! the bay is under state and
county control, the federal mandate
requires all agencies that have land
draining into the' oay be responsible
for cleanup and prevention.
Staff had protested the reciuested
financial contribution but recom-
mended the city participate because it

After clinching at least a share of the school's first Sea View

a 7-' triumph at El Toro High Tuesday, the Sea Kings, by all rights,
could have celebrate<;! witho1't restraint.
But, despite having wrapped up the league's No. 1 spot in the CIF
Southern Section Division VI playoffs (they own the tiebreaker edge
over second-place Irvine, should the Vaqueros erase the4one-game
·lead Thursday), the visitors seemed oddly underwhelmed. .
•nie part 1 was most exctied about," CdM second-year coa~h
John Emme said, "was that it wasn't a mob scene. These guys still
have work to do and that (Jack of contentment) shows the kind of
maturity which has allowed this team to be successful this season."
Emme, and particularly a quartet of third-year varsity performers
-who had endured losses in two-thirds of their league games the
last two·springs -were not, however, above mildly savoring the
accomplishment. · ·
"Jt was a great moment for these guys," Emme said of the final
out, a squibber to seruor ve~an first bas~ tv!ark Hatfield. _Hat-
field scooped it up and raced to the bag to unprove the Sea Kings,
ranked fourth in CIF OlVlSion IV, to 15-7, 10-4, in league. •None of
our guys have tasted this in any sport, at any level, so l'm,.5ure this
tasted pretty good."
Hatfield who let out a loud yell after crossing the bag to end El
Toro's final.at-bat, was, perhaps, the most animated Sea King in the
aftermath. He dJd not, however, cavort for much more than a f.ew
seconds and quickly settled into a pack of. teammates exchangtI\Q
rather reserved congratulations near the mound.
·we want to wm it outright,• Hatfield said. .
Senior Matt Larson, who competed through nine El Toro tuts,
three walks a hit batter and an error to protect a lead cushioned by
Ty Harper's1secand-inning grand slam, was equal parts elation and

Larson 5cored the first run on the first of three El Toro errors and
Harper yanked a 2-2 pitch beyond the left-center field fence to glVe
the right-der some breathing room on the mound.
But El oro (14-11, 6-8) closed to within 5-3 in the fifth, while
starter Bn Hughes went about collecting 13 strikeouts in six
innings. CdM ed 15 bmes against two pitchers.
Hatfield and 'or Nate Lemmennan had RBI singles m the sixth
to provide insurance, but El Toro wasn't through just yet.
•No one in this league is going to gwe it to you,• Emme said.
The Chargers scored agam in the sixth, but Larson jammed pow-
er-hitting Josue Lopez (12 homers coming in) for a meek come-
backer to retire the side and strand his seventh El Toro runner.
Harper, who hit two home runs and threw a complete-game in
the Sea Kings' 14-1 first-round wm over El Toro, walked the bases
loaded in the seventh.
But the Chafgers failed to produce a hit off the right-hander, who
also tied Wiethom, the fourth senior three-year letterman, for the

Waite, but the double pl'ay
proved Harbor's undoing.
An inning later the Sailors
were knocking at the door again
with Sandoval's bunt single. He
was cul down trying to steal, then
Chad Smith singled to center,
only to be doubled up on the next
at-bat as lrville executed .a 4-6-3
killing.
Verhulst wObnd up with nine
Ks in the route-going effort, and
Langsdorf, Waite, Sandoval and

So the Sailors, who have
played the entire season, it
seems, with their backs to the
