It's a common routine for teachers like Williams to arrange · the pint-sized chairs, pick up dis- carded trash and put toys m thelr appropnate spots. However, this 1 time was different. This time, two children won't be back. Preparations for the arrival of school children at Southcoast Early Childhood Leaming Center have taken on a new meaning this week. No one ls sure bow the . children will react to returning to the site where a 39-year-old San- ta Ana 'man ran his car into a playgiound, killing two children. Williams called in sick, so 24- year-old Danielle Diaz, a teacher's aide, filled in for her friend. A note left on a classroom board, which hasn't been erased since the tragedy, said, •Ms. Azizi was out sick ... Parks commissioners denied Keller's request because they didn't think it would make sense to remove the trees from Canyon Park because there are about five times as many trees located at the Newport Terrace Condo- miniums -in Newport Beach -that would continue to block the-homeowners' views. said Keith Van Holt, Costa Mesa's community services director. The City Council directed staff in February to research the issue. Recommendations and alternatives, including the possibility of hiring a consul- tant will be presented to the council on Monday, Van Holt said. Staff also has been in con- tact with the city of Newpo Beadi since the last council meeting, Van Holt said, How- ever, solutions do not look promising since. Newport Beach stays out of disputes regarding pnvate property. Staff will be looking for council direction on whether to intervene on the part of the homeowners to come to an agr~ment with the Newport Terrace Homeowners Assod- • ation. · So far, no one has contacted the Newport Terrace Home- owners Association regarding the issue, a property manager there said. · Keller said he thought get-. ting the city's support would help the tWo sides come to an agreement. • . Cotincil balks at ~ost of collaborative bay study • Costa Mesa officials agreed to contribute $80,000 to find ways to reduce pdllution. EUSE Ger lkif Pb COSTA MESA -During a study session this week, staff and some coWlcil members scoffed at the possi- bility of contributing $80,000 toward a collaborative study on how to reduce pollution into Newport Bay because it would be an undue burden. The study is required to meet fed- eral mandates enacted after the Fed- eral Environmental Agency was sued by De(end the Bay, a Newport Beach- based environmental group. As a result of the lawsuit, the state was required to ensure that Newport Bay and its tributaries meet certain water Bay watershed, along with the cities of Tustin, Irvine, Newport Beach, Lake Forest, Santa Ana, the County of Orange, the lrvine Ranch Water Dis- trict and The Irvine Company. ~ouncilwoman Heather Somers questioned why Costa Mesa was "on the hook" for the study when t!le water basin is under state and county control. The county is asking all affected agencies to participate m the cost of the $2.23 million study. Half of the study will be paid through federal funding. If the County of OrcUlge secures agreements from 10 affected agencies, the city's share would be $80,000, prorated over two years. ~omers also ,,said the requested contribution was' unfau cons1denng Costa Mesa's contribution was less than 5% based on square mtles. of 154 square miles. Runoff from the city drains into Newpprt Bay via the Santa Ana-Delhi channel, Dover Channel and other minor storm drains. Somers said the request was aJso unreasonable considering that motor- ized vehicles on the bay contribute a large part of the pollution. City Manager Allan · Roeder said that even i! the bay is under state and county control, the federal mandate requires all agencies that have land draining into the' oay be responsible for cleanup and prevention. Staff had protested the reciuested financial contribution but recom- mended the city participate because it would be less elq>ensiv&.tban Strik1nQ out on its own. Of the 14 full-time members and alternates, eight members have had three or more absences since January 1998. The committee, which makes recommertdations on redevelopment issues, including how to allocate com- munity development· block grant money to nonprofit agencies, meets once every two months.
