It's · best to listeii when SPON talks llllFLY
as a fal al4nn
Y ou were probably c;le·
brating just yesterday
about how wretched the
traffic is around Newport
Beach. /
Tl took you 10 minutes to dri·
ve from here to there, you were
tlunking; just a couple years
ago, it used to take only five.
But you also thought about
how much w orse things could
be lf it weren't for the sweat,
grit and tenaciousness. of some ,
of your neighbors. •
In addition to e•en more evil
traffic, there could be far less
open space. HJgh·rises might
be higher and den~er Water in
the bay could be loadefi with
stuff a lot worse than duck

In bnef, if you think quality
of life m Newport Beach 1s tak-

your most terrifying nightmare, .
imagine what it would be like ·
with SPON.
SPON is the acronym for
Sto.p Polluting Our Newport. Jt
is a citizen organlzatipn that is
celebrating its 25th year of
m~king lile as miserable as pos-
sible for any individual or cor~

the city's environment or qudlity Qf life. •
I like the name Properly spo-

heart of even the most devious

The fellow spoke of how
epvironmental things work m
the city of Fort Collins and the
county of Larimer (a quart~r
cent county tax that is dedical-
ed strictly to purchasing and
preservirlg open and rural
land).
There seemed to be twinges
of envy when talk turned to
how the councils of neighbo{lng
cities Fort Cqllins and Loveland
hold joint meetings to dlscuss
common concerns.
When the columnist finally
sat down, SPON went nght to
business. And it was like old
times. Bob Caustin, founder of
Defend the Bay, reported that •
the Irvine Ranch Water District
is, despite triple def~ats m court
actions filed by DTB, in its
fourth year of trying to dump
treated sewage into Upper
Newport Bay. Bob also noted
that IRWD finked on its offer to
allow Defend the Bay to record
a meeting on public health.

SPON also led the fight to

defeat, SPON lost·the battle to
preserve the Castaways and
Newporter North open spaces.
It was the most disgusting
political fracas I saw during 35
years in Newport Beach. The
forces against Measure M .
turned the dispute into a per-
sonal attack on Jean Watt, a
lady with more class and
mtegrity than all her opponents
combined .
One of SPON's primary tar-
gets has been traffic and, after
years of toil, it pushed through~
a Traffic Phasing Ordinance
(TPO), which is part of the city's
general plan. In simplest terms,
the rule prohibits development
