Bob Caustin, founder of Defend the Bay, reported that • the Irvine Ranch Water District is, despite triple def~ats m court actions filed by DTB, in its fourth year of trying to dump treated sewage into Upper Newport Bay. Bob also noted that IRWD finked on its offer to allow Defend the Bay to record a meeting on public health. •Tuey won't allow the public to know about a meeting on public health,• Bob said, at onc!! grinning widely and shak- ing his head sadly. Jean Watt, co-founder (with neighbor Claudia Hirsch) of :, SPON in 1974 (first issues: air· port growth and water quality. So what else is new?), reported that SPON has so far raised $40,000 for Santa Ana River • Park. The forces against Measure M . turned the dispute into a per- sonal attack on Jean Watt, a lady with more class and mtegrity than all her opponents combined . One of SPON's primary tar- gets has been traffic and, after years of toil, it pushed through~ a Traffic Phasing Ordinance (TPO), which is part of the city's general plan. In simplest terms, the rule prohibits development that would result in traffic so ./ WoUldn't trust my draperies to anyone but COIT. '1t took a lot of hard work to get our house the way we like it. And it's very gratifjing the walk-in and see how beautifal our draperies look.
