Costa Mesa bans pushcart vendors Marine forest under fire .
COSTA ?v!ESA-City Coun-
cil members approved a ~ew
ordinance Monday night ban-
ning both licensed and unli-
censed sidewalk vendors and
pushcart operators based on a
perceived significant threat to
the public's health and safety.
City Councilwoman Libby
Cowan voted against the ordi-
nance claiming, among other
reasons, the city has insufficient
documented proof that unsani-
tary food preparation and han-
dliRg practices hav~ caused sig-
nificant dangers to residents.
u1 believe it's market dri-

I)'larket there would be no push-
cart vendors."
But City Councilman Joe
Erickson said the city needs to
listen to residents' complaint$
and address their concerns.
Among the complaints: tres-
. passing; noise from bells and
horns: and traffic hazards.
u In my mind it's not a racial
matter," Erickson said of the
largely Latino vendors. ult's a
matter of the private enjoyment
of one's home."
A similar ordinance that pro-
poses regulating cqmmercial
vending vehicles will be consid-
ered at the April 21 City Coun-
cil meeting.

• Rodolphe Streichenberger's 9-year-old project didn't
receive approval from Coastal.Commission.
By Jennifer Armstrong, Daily Pilot
NEWPORT BEACH -When
Rodolphe Streichenberger set out
nine years ago to construct a
marine habitat, he thought he had
everything he n~eded: tires, plas-
tic jugs, plastic pipe, plastic mesh,
nylon rope.
The Newport Beach resident
did, however, leave out' one thing:
a permit from the state Coastal
Commission. And now the com-
mission wants to exercise its
authority to approve coastal area
developments.
Any project in the coastal zone,
including the marine forest,
requires a coastal commission
permit. But Streichenberger said
he thought his permit from the
state Department of Fish and
Game was enough. Then. a few
years ago, the commission got
wind of the project.
"We've been trying to resolve
the fact that they have undertak-

to bring the matter before the

Streichenberger's application

comes before the state agency

staff is recommending denial. The
commission meets at 9 a.m. at the
Waterfront Hilton, 21100 Pacific
Coast Highway, Huntington
Beach.
The French researcher, with
his Marine Forests Society, built
the contraption on a 10-acre
seafloor site to research marine
habitat methods. It sits in a city-
owned area 300 yards off the Bal-
boa Peninsula. The society,
'staffed and funded by about 1,000
volunteers and contributors, has
been fine-tuning the structure
and researching its results. since
1988.
~The need of marine habitats
is great,· said Streichenberger,
adding that he remains confident
that he'll gamer commission
approval. "We built a very special
project. We have demonstrated it

dredging
• Governor's $2 million gesture
appreciated but won't take care of
multi-million problem, officials say.
By .l_ennifer Armstrong, Dally Pilot
NEWPORT BEACH -Local leaders of efforts
to secure funding for dredgmg of the Back Bay
say the governor's pledge of $2 million to the
effort is a nice gesture but far from a solution.
Gov. Pete Wilson last week asked state legis-
lators to designate that chunk of money speafi-
cally for cleaning up the muck in the Upper
Newport Bay. For more than two years, locals
have been trying to dig up the $5.8 million need-
ed for the project.
The city, the county and The Irvine Co. have
contributed $800,000 total to the dredging and
have been asking the state to pony . up the
remaining $5 million. With plans already drafted,
barges can start scooping up the silt and mud
from the 752-acre estuary and dumping it Qut at
sea as soon as funding comes together.

But the governor's $2 million contribution isn't
quite enough, local leaders said -and it doesn't
come without strin~s. Last week's announce-
ment included the caveat that the funding
request is to be matched by $1 million in local
support from the city and other jurisdictJons.

"Eating Bitter" is stunning to
look at; the cinematography and
lighting are gorgeous in that
glossy commercial way. While the
writing isn't as hot (HDenial is not
a river in Egypt") this short film
has a kicker that was eagerly dis-
cussed during the question-and-
answer session afterwaid, an
informed dialogue about the
movie's symbolism and its psy-
chological underpinnings. ·
For the first time, I feel like I
am at something special, not just
another movie.
6:50 p.m.: I'm getting tired,
and since misery loves company,
I drag a friend to the remaining
screenings. After picking him up
in Corona del Mar. we speed
back to Irvine and UCI's Crystal
Cove Theater. I was particularly
eager to see the film "Raebel,
Nevada" about the "UFO Capital
of the World" because I enjoy
documentaries.
That is, I enjoy documentaries
I can hear. The sound quality is
so poor ("It's the worst sound I
ever heard," my friend says) that
it makes it impossible io get into
the film. With the clock ticking
toward 8, we leave before the
movie 'is finished.
8:12 p.m.: Back across the
street to the Edwards University
theater, and the debut of "Sand
'frap." With filmmaker Erik Done
being a local, friends and family
tum out in a huge show of sup-
port. jamming the theater lobby.
It feels like a true film pre-
miere bash, with the actors and
key personnel talring their bows
at the end of the show. Erik and
his brother, Harris, are thrilled to
be there, and that excitement
translates into a celebratory vibe.
The only glitch comes when
the screen blacks out briefly and
the house lights come up in mid-
film. Director/co-writer Harris
laughs about it; the same thing
happened d.uring the screening
of bis thesis film at USC.
Quite frankly, at this point in
the day, I feel ready to black out
myseU. Having already scotched
my original plan to drive to

because of exhaustion, I seriously
doubt whether I can make it
through another film, period.

tion to avoid snack-bar tempta-
tions, I've inadvertently only eat-
en a bag of pretzels, pink lemon-
ade and a Tootsie Roll. We scour
the Irvine Marketplace for suste-
nance.
ln Mrs. Fields, I try to order a
small cookie and suddenly lapse
into a fit of hysterical, uncontrol-
lable giggles. The nice lady
behind the counter -probably
in hopes that the strange girl
seemingly on nitrous oxide will
leave the store -gives me the
cookie for free.
10:35 p.m.: Having calmed
down somewhat, I settle into my
seat for "Darklands." I stay
awake (an accomplishment given
my condition) although my notes
during the film contain indeci-
pherable gems such as "She has
a cool coat" and "Techno."
I enjoy seeing journalism por-
trayed in the film; the reporter
drives a Jag (yeah, sure); people
give him pens at the snap of ~
finger (nice move, buj..J dop't
think it would fly hefe); and he
spendsverylitlletimeactually
writing stories.
As tired as I was getting with
my assignment, at least I had it
better t,han the film's reporter: He
tracks a cult that makes (graphic)
animal sacrifices and aggressive-
ly tries to recruit him to make a
(really graphic) sacrifice of his
own, if you know what I mean.
I would have had serious
nightm.ates from this one, if I
wasn't so tired. To add to the
already-surreal feeling, the lead-
ing man looks eerily like Conner.

Costa Mesa checks in vvith .
new motel regulations
AT ISSUE: Whether an ordi-
nance that regulates bow motels
can operate will help eliminate
pimps and prostitutes from Costa
Mesa and reduce crime.
CITY COUNCIL ACTION:
Costa. Mesa City Council rnem-
bers adopted a law Monday that
establishes new operational and
development standards · for
motels. '
WHY: City Council members
hope to improve the rundown
image of Newport Boulevard by
cracking down on prostitutes and
pimps who reportedly use motel
. rooms along the major street. uwe
are going to clean it up,• City
Councilman Joe Erickson said.
HISTORY: The city's Motel
Strike Team was assigned to
address problems associated with
long-term occupancies, renting of
rooms for illegal actiVities and
poor or non-existent manage-
ment practices. City officials fear
that especially along Newport
Boulevard, numerous motels
operate under substandard con-
ditions and attract crime.
DEBATE: Several motel opera-
tors expressed concerns about the
ordinance in its early stages.
"They want motel operators to
post a sign stating that records are
kept and available to city officials;
that's like invasion of privacy,•
said John Morrin, general man-
ager of Oak C reek Inns, which
operates Super 8 Motel on Harbor
Boulevard.
Innkeepers felt the regulations
would hurt their businesses and
that motels were being unfairly
targeted, while hotels were left
out of the debate.
But city officials said pimps
and prostitutes tend to frequent
motels because of the easy access
to rooms. typically directly from
parking lots.
WHAT'S NEXT: Tue new law
requires motel operators to rent a
room only once in a 24-bour peri-
od and to obtain a conditional use.
permit for rentals that exceed 28
days.
Guests must stay a minimum
of 12 hours, must show proper
identification with a pennanent
address and be at least 18 years of
age.
Also. the new law allows Costa
Mesa police and city building
officials to view guest registration
information.

was funny, raunchy, vulgar and
earthy.
If you wanted something more
refined there was vaudeville at
·the Orpheum. There, for 50 cents
one could see such immortal
stand-up comedians as Jack Ben-

You wanted musical comedy?
You had the Mason or Biltmo~
theater to see such musical come-

ers. This, too,· cost 50 cents,
although for that money one sat
in the second balcony from where
one could see the tops of the
heads of the entertainers plus the
bottoms of the dancers' shoes as
they did their high kicks.

• University of Arizona
softball standout Leah
Braatz-Cochrane doing
it all, and with a flair.
W hen my phone rang at 8
a.m. Saturday morning,
I jolted from my bed
knowing before my feet hit the
floor who was calling. Leah
Braatz-Cochrane and I had
missed each other a couple times
before we finally got to talk last
weekend.
She apologized for not
returning my messages sooner,
when she left a message on my
voicemail. She said she had been
busy.
For the first time in my
journalistic career, I was afraid to
call back. Of course this woman
was busy and who was I to
interfere in her schedule?
Busy.
I remember being busy in
college.
I, too, played collegiate
softball, but not even close to the
level where Braatz-Cochrane
plays. I went to class most of the
time, hung out wi~ friends, even
edited the college newspaper.
But there is no busy like
Leah's busy.
At 22 years old, she is a
two-time All-American at the
University of Arizona, been to a
pair of College World Series and
took home the hardware once, is
an English literature major.
Oh, and a wife and a mother.
When I mustered up enough
esteem to dial her number, she
was on her way-out -no
surprise -had to go play a
doubleheader agair\St yet
another Top 10 team that wanted
to take away her Wildcats' No. 1
ranking.
*If i!'ll be real quick, we can
go ahead,# she politely said to
me. •
No way. I nee ded a few
minutes for this one. How the
heck could J do her any justice if
we were in a hurry?
So, when Braatz-Cochrane
found a few minutes, she gave
them to me, to all of us.
Her story is incredible, not just
because she does all of these
things, out because she does
them well. She loves playing
ball. She loves being a mom. She
featuring
molly
yanity
dreams, and worries, and blows
kisses to her son from the dugout
and then blows balls over the
fence.
Even if the catcher was on the
bench, she would still be a hero.
But because she is out on the
field cranking home runs, driving
in runs and being on the
receiving end of the nation's top
pitchers, she is an inspiration.
Braatz-Cochrane's scenario
brings to mind the recent
situation of another world-class
athlete -Sheryl Swoopes, the
USA women's basketball star
who guided first her Texas Tech
basketball team to an NCAA
championship in 1993 and then
her Olympic team to a gold
medal in Atlanta in 1996.
Swoopes recently signed a
contract with the fledgling
Women's National Basketball
Association to play professional
ball for its Houston team.

the plate, staring at the yellow
ball in the pitcher's hand. Her
focus is a sight that has most
NCAA pitchers at least a little
nervous, and at the most,
petrified.
Her concentration is
unwavering. Until a cry rings
from the crowd. It isn't the cry
of a University of Arizona fan.
It isn't the wail of a harasser
from the opposing team's side of
the bleachers. It's the shrill but
gentle cry of Braatz-Cochrane's
infant son, Dominic. And it's the
only thing that can take her
away.
D
This is the story of a woman.
A modem woman, some may
say. But more than anything
e lse, a woman We've all heard
the working mother story. The
career, the children, the office,
the kitchen. And that, too, is the
story of a woman.
Supennom. They say she
can't eXJSt -can't be great at
the job and a great mother. It
keeps the woman involved in
lhe scenano up at night. Ls she
doing the best she can? Can she
give any more? Does she have
any more? The dilemma
plagues young women who
want it all, too. When do they
decide? Who says? And why?
Braatz-Cochrane, a 1993
graduate of Es tancia High, is on
her way to softball munortality.
With two first team
All-American honors in her first
two seasons as the Wildcats'
starting catcher, her power
hitting and superb defensive
skills make her one of the best,
ti not the best m the country.
But last season, she wasn't
even donning a Wildcat
uniform.
0
Go back a ways to May
1995. The UCLA Bruins had just
rubbed the Wildcats out of the
final series of the College World
Series. Arizona had to settle for
second and hand over its
national championship from the
year prior.
Leah Braatz, a sophomore at
the time, put the wraps on her
second consecutive
All-American season . She
earned a spot on the
All-College World Series team,
again for a second time, and
batted .352 with a team-leading
21 home runs and 69 RBI. Her
fielding percentage was .996.
It was summer, though, and
she would spend the time
preparlng herself for next
season -when her Wildcats
would get those Bruins.
. But about the time school
started, a little wrench was
thrown into the plans, and
Braatz bad to have a talk with
ArlzOtla's Coach Mike Candrea.
•1t wasn't easy. To tell him
wu hard,• she said.
She WU pregnant.
Candrea, one of tbe nation'•
most succellful collegiate
coaches, suggested &he red.shirt

for what would have been her

she'd prepare herself for life as
a wife and mother. But she
couldn't tear herself away from
her team.

she said.

winning its last 17 games and
def eating the Bruins for the
national championship, Braatz
couldn't just relax, Her
replacement, sophomore Lety
Pineda was putting together an
All-American season of her
own.
So, Braatz hit the bicycle.
She did pool workouts with
Arizona's strength coach. And of
course she gained weight as the
life inside her womb
flourished.
·1 wasn't scared. I just knew
I'd have to work that much
harder. One way or another,
l was coming back.• she said.
On April 3, 1996, Dominlc
was born to Braatz and her
husband, Carlos Cochrane.
Then came Braatz's real
t ransitlon.

even know how hard it is
sometimes," she said oi the
roles that she found herself
playing. •1t•s not always fun. It's
a lot of work. But 1 wouldn't
change it for anything."
What Braatz did have to
change, though, was her body,
by getting back into softball
shape.
·1 did a lot of running in the
summer and hard workouts. I'm
in better abape now than I was
before. I think I'm in the best
shape I've ever been." a
1'¥o weekends -.io. the
Wildcats were 1n Southern
Ce.lilomia to kick olf the Pac-10
seuon against UCLA. The
squad wu recov ring from its
first loss of th(! season, a 3-0
defeat to Oregon State that
snapped the team's 47-game
winning streak and made
Arizona 30-1 on the season.
Right there in the middle of
the lineup was
Braatz-Cochrane. (Note the
new hyphenated name.)
The Wildcats would split the
doubleheader with the Bruins.
The first game was a rough
offensive outing for the Costa
Mesa native, but she geared up
and caught the 16th straight
win for her junior pitcher,
. Nancy Evans. And Evans didn't
shake off a call the whole game.
·1 think the pitchers have a
lot of confidence in me. I'm
supposed to be the one doing
the thinking for them. It ma.k:es
me happy. I have confidence in
myself and that affects the
confidence they have in me,
too," she said.
Evans is 16-0 this season
with 105 strikeouts and an ERA
of 0.62.
But something else about
that game was important to
Braatz-Cochrane.
Between Innings, she beard a
little ay. It wun't a sad cry, or a
acared cry, bUt an
attentioo-getdng cry. And
there WU Dominic, a week
away from his first birthday,
standing at the fence behind
home plate.
*In between innings I saw
him and waved. He started
-waving and flailing bis arms. It
was the first time I really knew
he noticed me out there," she
said .
According to
Braatz-Cochrane, her little boy
bas two families -bis immediate
family and the family of Wildcat
softball.
"He's around everybody all
the time. He's a new little
member of the team. Everybody
loves him to death, including
Coach,• she said. *He always
makes everyone smile. He's
really good and happy and
laughs a lot. I can't say enough
about him."
Being a student-athlete is a
challenge. Being a star foI the
defending national champions is
hard. Imagine being both, as
well as a wife and mother.
"It's not easy, but it's not
·impossible," the 22-year-old
Braatz-Cochrane said. "You
have to be willing to make the
time.• , ·
Where does she find this
time?
Friday night, the No.
1-ranked Wlldcats swept a
doubleheader from the
Washington Huskies making
them 33-2. She was up at 7
a.m., left for the park at 3 p.m.
and got home at about 11 after
catching the twinbill. The next
morning at 8 she was doing a
phone interview from Tucson
with Dominic gurgling in the
background. That afternoon
she was off with her team to
the home of the nation's
second-ranked softball squad,
the Fresno State Bulldogs,
which she would battle Sunday
afternoon.
#I have a lot of support from
my husband and his mom and
dad, and my parents when they
come down (from Idaho)," she
said. •Dominic's always No. 1,
no matter what, if it's school or
softball. That's the rule I try to
follow. With him, it's not that
hard.#
She isn't the only one to give
up a •regular" college
experience, she stresses.
Her husband Carlos does, too.
Carlos manages the
apartment complex in which the
family resides, and is giving up
.bis college experience, as well.
"He really wants to go back
to school, but it would just be
impossible right now with both
of us in school,•
Braatz-Cochrane said.
While she says she's not a
Supermom, most softball
enthusiasts would not hesitate
to call her a super player.
Cunently hitting at a .354 clip
with 10 home runs and just one
off the team lead with 39 RBI.
Braatz-Cochrane ls on a pace
that gives her a shot at the
NCAA power records of season
and career home runs set by
former teammate Laura
Bspincrza .
Her field focus ls on another

Swoopes doesn't have to

but simply the endeavor of
setting one's s~ apart as a
hugely successful female athlete
who brings another life into the
world is truly beautiful and
inspiring to not only female
athletes of all· ages, but to

Braatz-Cochrane hasn't signed
a Nike contract (not yet), but the
shoe company would do wise to
waste no time when she wraps it

hopeful on its roster to advertise

shoes would be pretty darn
tough to fill.

in the report:
• The project is attempting to

· • The tires within it could con-
tain compounds that harm some
marine life.
• The materials could break

• It constricts waves' normal

Several of the students' sug-

However, Alison Arnold's

them from approving a 10 %
