yearly business. Other than that,

Recently, for Father's Day, we
sold an Elie Bleu Humidor hand-
crafted in Paris (it cost $2,350).

Father's Day gets in gear at Costa Mesa car show

F or several weeks Cheryl Bixby shopped
around for the perfect ·gift. As the clock ticked
closer to Father's Day, the Costa Mesa woman
skimmed through traditional presents such as ties,
handkerchiefs, watches and dress shirts.
"I wanted this one to be extra special because my
dad has been extra special to me all these years,"
. Bixby said.
She finally came up with what she called a father's

A space and Deeds assessment com-
ple~ in February for the police depart-
ment found that the station needed an
extra 26,000 square feet at an estimdted
cost of $12 million to $13 million if the
station remained at its present location.
Rebuild.mg the police station on a totally
new site could cost S19 million.
The oty is contnbuting $1.6 million to
a $3.6 million upgrade to City Hall and
the Pohce Department to make the build-
ings earthquake-safe The remainder of
the upgrade is paid for through state
grants.
In light of those expenses, Mayor Gary
Monahan said it uught be worthwhile to
give more serious consideration to mov-
. ing City Hall -espectally if one building
could be the answer to all these issues.
But the Council would need a Jot more
information before dead.ing.
A cost-benefit analysis that could be
completed m phases would cost about
$64,000. A preliminary evllluation would
cost Sl0,500.
It's time to get a little bit beyond the
rumor and make our intentions known,•
Monahan said.

Tod's Boutique to open
in South Coast Plaza
World-renowned Italian entrepreneur Diego
Della Valle will open a 2,500-square-foot free-
standing Tod's Boutique in South Coast Plaza July
9. It will showcase his complete footware collec-
tion, his famous handbag line, and a n ew collection
of small leather goods.
The boutique is Tod's fourth American store. Its
projected sales are $10 million for the first year.
Merchant service moves
headquarters to Corona del Mar
Pa~ent Resources international is relocating
its headquarters to Corona Del Mar to create new
opportunities in the fast-growing field of electronic
business, said president and owner Andrew
Phillips.
The company presently serves more than 10,000
merchants across the United States by enabling
and improving non-cash purchasing transactions,
and it is one of the five fastest-growing merchant
services in the world, Phillips said.

are using their unique talents to
fill a gap at every school in the
distnct. If you know of such a

Costa Mesa High School just
had its eighth-grade dance, and
we bad some parents that really
stepped up to bat. Fred Cook, an
ardutecl, designed the volcano,
while his wile Cathy Irwin-Cook.
who is a culinary specialist,
planned the tropical menu.

troupe. Their eighth-grade son
Keola dances m the troupe along
with othPr Mesa students. Yqu
can imagine what d thnll it was
for their classmates to have these
dancers perform, while Roy
accompanied them on native
instruments. Pictures of Keola
eating tire are on the Costa Mesa
1-ligh Web site.
It was one of those unforget-
table experiences that make me
so glad the school has kids from
so many different cultures. The
school is espeoally rare in bght
of d recently completed study
that shows schools are becoming
more segregated than ever. The
schools with Ldllno student<> are
becoming more exclusively Lati-
no, and those with white stu-
dents are beconung almost
entirely whlte
I Wdlched the students at the
dance blend together, even
though the school is one of the
most raaally and cultl:irally
mixed 'in the county, and I won-
dered if they realized how lucky
they are. They don't give a sec-
ond thought to the fact that
many students are bilingual and
bicultural. The dee1ays remarked
afterwards that it wa the nicest
group of lads they had been
around. When I sec~ lack of
integrabon at most scli'ools across
the state and the county, I am

Two parents who decided it is
just as hard to.sell cookies as it
was to get a $15,000 UCI part-
nership grant are David Gar-
diner. assistant dean of biological
sciences, and professor of biolog-
ical sciences Susan Bryant.
They came to a Costa Mesa
High School Academic Booster
Council meeting to ask the date
of the science fair. It turns out
there are no high school science
fairs in the district.
Within a few months, they
applied for and received a grant
to put a science fair in place.
There will be teacher training,
UCI student mentors and equip-
ment and resources for the Costa
Mesa High students. Soon, those
students will have access to
UCJ's computer research
resources.
In addition. they are planning
a "Meet the Scientist" rught.
There, students will be able to
taJ.Jc to scientists in all sorts of
careers so they can more easily
picture themselves in such a role.
These parents want to start the
ball rolling at Costa Mesa, then
send it across town to Estancia
High School.

Costa Mesa High has just
received a grant, which also
includes Estancia High students,
for SAT preparation classes next
year. As more and more students
take private preparation classes
t>efore their SAT Test for college
entrance, it puts those who don't
at a distinct disadvantage.

The two schools have also
paired up for Project GLOBE,
which stands for Global Lan-
guage Opportunity for Better
Education. Initially, they will
coordinate the ESL curriculum at
Ute two schools, and then the
curriculum will be coordinated
and standardized throughout the
district. (1 hope the idea of coor-
dinating cuniculurn in all sub-
jects catches on throughout the
district.) It currently serves 699
limited -English students at the

The kids are -all fit
Some district schools have
foundations to raise money. Cos-
ta Mesa High has a teacher
band. Teachers from the math.
science, English. technology and
counseling departments have
come together in the department
of rock 'n' roll. The band, called
Stage Fnght, has its first CD,
called •staff Infection,• for sale.
The proceeds will go to the
school. They will be performing
at Hard Rock Cafe at 9 p.m. on
Friday. I guarantee you will not
be able to pick out the algebra
teacher, the techie or the school
counselor.

outs. Her fitness bear, Silly Willy,
takes children on educational
adventures using movements and
upbeat rhythms.
•All children should start
developing fitness skills at a
young age," said Colgate. She
believes that her fun fitness con-
cept will en.rich children's health.
Colgate combined 20 years of
fitness experience with teaching
when she created the nationally
distributed Silly Willy CDs and
video in 1995. She uses them dai-
ly in her Andersen Elementary
kindergarten class to teach her
students the alphabet and phon-
ics.
Each letter and sound corre-
sponds to a different movement,
and when file kids use all of their
senses in the learning process
they absorb 1l more quickly, she
said.
The tapes also help children
practice their skills at home.
"The kids really love the exer-
cises and we have had great
response from the parents," says
Colgate, who also is a certified fit-
ness instructor and holds a mas-
ter's degree in elementary educa-
tion.
Colgate writes the lyrics her-
self, but takes help from Norma
Roberts to create the music.
She paid for the Silly Willy pro-

to distributors all over the country.
New York-based Educational
Activities, Inc. started selling her
tapes and the concept took off.

Hodges spent Father's Day resting quiet-
t,y, not many who know the couple ~ould
argue. After all, it promised to be therr last
quiet holiday for a ·Jong time. •
The Costa Mesa couple became proud
• ·parents 18st month to quadruplets at Long
Beach Memorial Medical Center, and all
four, currently still hospitalized, should be
coming home soon.

WebStar and Melissa Karin are said to all
be in good condition and the new parents
expect their t>abies home late next month.
"Th~y are so beautiful," said an ~cit
ed Shelly Hodges, who gave birth to the
quads May 18. •Tuey were all in the two-
pound raage. •
The couple spent the weekend prepar-
ing their home for the new arrivals and
the crowd of guests sure to follow. •1t is
going to be a loud house, but we're excit-
ed and my mom will be in from Seattle.
She'll probably spend about a year here,"
James Hodges said.
The couple said they had been trying
for 3 years to have a baby, and when
Shelly found out she was pregnant, she
just wanted and expected a healthy baby.
•Then they told me they found anoth-
er heart beat and then another and anoth-
er. My concern was whether (here was a
fifth baby hiding in my rib or something,"
she said.
Maureen Williams, a spokeswoman for
the hospital, said the babies were bom at
28 weeks gestation and were doing well
in the Millers Children Neonatal lnten-
sive Care Unit.
She said the hospital is known.for mul-
tiple births. ·we've had quintuplets
before, so this is not new,• Williams said.
•But the Hodges are a lovely couple and

The Hodges said they anticipate the
peace .and quiet, which has been the
norm at their home for the past eight
years, to change drastically.
"I look forward to no sleep ," James
said. •1 can't wait to come home and have
four kids all ove r me, calling me Daddy
James has run a plumbing business out
of Costa Mesa for 12 years and said he
expects his wife to now be a full time stay-
at-home mom.

Flying high
The girls basketball program ended its one-year hiatus from the
CIF Southern Section playoffs and the softball team terminated a six-
year postseason drought to share the spotlight in 1988-99 Estancia
High girls athletics.
Basketball {17-9) finished third in the PAcific Coast League and
won a first-round playoff game, before exiting in the Division ID-A
quarterfinals.
Softball was third in league and sent a sizable home crowd away
happy with a 5-4 wild-card round victory, before exiting in the first
round to finish 15-9.
Cross country finished eighth in CIP Division IV.
Individually, sophomore pitcher Joanna Danner was All-CIF and
Schedule
the Newport-Mesa District Player of the Year, while senior basketball standout Francia Diaz was All-CIF
and all-district.
Junior Lauren Cassity made an impact in four sports and was all-district in basketball, while Llsa Ste-
infeld (Dream Team in basketball and softball) was the school's Athlete of the Year. She also played ten-
nis.
Sophomore Liz Huipe was fifth in league, 10th in CIF Division IV and qualified for the state cross

The difference -Schock Boats
survived dwing an economic
climate that devoured
recognized boat-building icons
like Erickson, Ranger, Cal,
Pearson, Columbia and O'Day.
•My dad (the late W.D.
Schock, who died in 1991) first
built a cold molded boat at my
grandfather's beach house
garage at 417 E. Edgewater in
Newport Beach," Schock said.
•After the war, around 1946,
dad repaired the row boats that
were rented at the Pavilion. He
got some plans out of a Popular
Mechanics magazine for an
lnternational
14. He built
the boat and
was sailing in
the harbor
when a guy
waved him
over to shore
and asked him
if he could
make more of
them. Dad said yes, received Tom Schock
five immediate
orders from members at the
Balboa Yacht Club, and that's
how it all began,• said Schock.
At age 15, Schock won the T
Pacific Coast Championships in c
the Thistle class, a boat that they
built for decades.
In 1967 at the ripe old age of
21, he married his wile, Jane,
and sailed aboard Bill Ficker's
boat in the America's Cup finals,
coming in second to Intrepid.
The '60s were good for the
Schocks as they built Santana
22s, Thistles, Udo 14s, Lehman
12s and the mainstay, the Naples
Sabot. They went on to bwld
Gary Mull designs, 27s and 37s.
Tom was pressed into
administrative service in 1970
when his father sufiered a
severe heart attack. ·1 basically ~
had to take over the company at
that time,• said Schock.
Tom's two brothers, Scott and
Steve, are also working in the
family business. Scott nms
Schock Boats on the Rhine
Wharf and Steve, a licensed P.E.
civil engineer who has designed
the Schock-35, the very popular
Harbor-20 and the Santana 20
and 23, built the boats in Corona.

Schupack is also working in the
business. "I went to Orange
Coast College for two years, but
felt I should work in the boating
business. That was it and there
you have it,• Tom Schock said.
Schock has made some larger
boats u well, three 55s to be

probably the most famous.

, I The University of California, Irvine has completed the Stage One portion of a Two-Stage RFOIRFP qualiflcatlons-
based competitive selection process for Design Build SefVloes relating to the Sprague Hall Project. We wish to
thank all Stage One respondents for their Interest and efforts related to this project. This Request for Proposals
(RFP) establishes the requirements for Stage Two of the Deslgn Build competition/selection process. Only those
Design Build Teams that have been pre-qualified through the Stage One RFQ process are eligible to respond to
this Stage Two RFP.
l'Jie information provided in the previously issued RFQ and It's Addenda is complementary to this RFP. and
remains 1n effect except as superceded by infonnation provided hef'eln. In case of conflict, this RFP supercedes
the previously released RFQ.
This Request for Proposals will be made available to pre-qualified Design Build Teams on Wednesday, June 9,
1999 at the address below. Respondents are invited to review the infonnatlon and to submit their Design Build
proposals 1n accordance with the criteria established.

: The Regents of The University of California have defined "Design Build" as the process for entering into and
~anaging a Contract between the Regents of The University of California and another party in which the other

.. 'party agrees to both design and build a structure, facility or other Items specified In the Contractual Agreement.
For the purpose of this Contractual Agreement, a Design Build Team (hereinafter called •o.algn Build Entity")
could be either a single corporation, a partnership, joint venture, or other legal entity that provides the necessary
architectural. engineering, and construction services, whether by itself or through subcontracts.
Also. for the purposes of this Contract, any reference to "Bid" has been revised to "Cost Proposal" (along with

Project.
This Request for Proposals has been created In an effort to obtain the most creative project approach and cost-
effect1ve facility solution for The University of California, lrvlne. The University's goal Is to select a Design Build
Entity that offers the best possible combination of design and construction services that Is consistent with the
goals of The University of California, Irvine. Submittals will be evaluated in a very systematic and objective
· approach as identified In the RFP.
The proposed Sprague Hall is the second building in the Center for the College of Medicine at UC Irvine. The
project will consist of approximately 65.000 GSF. It Is anticipated that the bulldlng will be three stories above
· grade with a utility/vivarium tunnel connection to the existing Neuroscience (Giilespie) Research Facllity. The
· building will Include space for research laboratories, support apace, and offices. The projected overall Contract
Tlme (tor both Part 1 and Part 2 Work Tenns and Conditions) tor the Design and Construction of the project Is •
approximately 25 months. ..
The site for Sprague Hall ls generally flat; rough grading has been done for the new building. Site development
~ill be limited to the area as Identified in the Detailed Project Program, with a main entry planned on the
: llflOrtheast corner off the existing plaza and a new western service yard wtth 1 loading dock.
•• ~I building floors will be similar In use and configuration and wlfl contain an open laboratory suite.
•Gfflcelconference area and general building support. The laboratory space will be designated as an H-8
occupancy with the remainder of the building being designated u a B occupancy. A central mechanical space
should be located on the lower level near the loading dock/&eMce yard.
The laboratory suites will be based on a 22'x2.2' structurlll grid, with a 22'x11' laboratory module. The structural
system anticlpat~ Is poured-in place concrete sheer waits wtth flat stabe. The laboratory suitee are envisioned
as large open areas suitable for the flexible planning and layout of laboratory and support ..... Lab support ~· will be located within the Interior zones, with lab t>enenes ext.idtng to the north end south. Ideally
