To kick off a new reading program,
the Newport Beach Rotary Club is
sponsoring a breakfast for 20 students
from Back Bay High School. The break-
fast will be held at the Balboa Bay
Club. Students with low reading levels
will participate in a five-week summer
computer reading program. Upon
completion of the program, the
Rotary Club will pay the students $100
each.
A special City Council meeting will
be held to adopt an $81 million bud-
get for 1999-2000. The budget is the
city's fi nancial spending plan for the
coming year and covers everything
from operating costs to funding of
community objectives to hiring per-
sonnel. The meeting will be at 6:30
p.m. in the council chambers at City
Hall, 77 Fair Drive.
The New port-Mesa Unified School
District School Board will meet at 6
p.m. t o discuss $127 million in needed
classroom renovations and to adopt a
tentative budget for the 1999-2000
year. A public hearing on the budget
also will be held.The meeting will be
in the district education cente r, 2985-
A Bear Street. Costa Mesa.

Pomond implemented a schoolwide
quarterly assessment this year. This
enabled teachers to keep abreast of stu-
dent performance and allowed for
stronger collaboration to add:ress the

Pomona staff did not have an oppor-
tunity to celebra te the scores with the
students, as we did not receive the inlor-
mation until nearly dismissal time on the
last day of school. But afte r administra-
tion of the test, everyone celebrated the
effort that had been put forth by all.

Parents assisted by making sure their
children went to bed early the nights before
testing, ate a good breakfast and came to
school in a relaxed. confident manner.

Teachers agree that tlus is definitely a
good starting point. We've made signifi-
cant gams, but we're anxious to analyze,
reevaluate and set new goals.

Numerous stdte laws govern
cotnmuruty care facilities and
,, group homes like Newport Har-
bor Recovery and Yellowstone.
The laws strlct}y limit a city's abil-
ity to deny permits for such facili-
ti'es, even in single-family resi-
dential zones. according to a staff
memo to the Planning Commis-
sion.
For example, the law allows
residential care facilities that
serve si.X or less residents to oper·
ate in a single-family residential
zone.
Newport Harbor Recovery
houses up to 12 residents and two
caretakers in two duplexes, and
is a state-licensed 12-step facility.
The residents are taken off site to ·
Alcoholics Anonymous meetings
five times a week; meetings for
residents only are held on site
five times a week.
Dee Ward, program director,
said she hopes the conditional
use permit will qualify Newport
Harbor Recovery to work more
closely with the cow1s by offering
semces to recovering addicts on
probdtion for drunk driving and
other drug-related offenses.
YeUow~tone would like lo

from an average of eight to a
maxunum of 14. The facility is a
10-day hrst-step program.
Because 1l doesn't offer special-
ized services such as detox:ifica-
llon, it is not required to be
licensed by the state.
Eight weekly Alcoholics
Anonymous meetings open to the
public.are held at the facility. Res-
idents have complained that the
one held on Sunday, in particular,
draws a large crowd and limits
parking in the area.
Staff has recommended
approval of both homes as long as
the homes comply with certain
conditions including building
masonry walls, limiting parking
and ensuring that garages are not
used for meetings.

NEWPORT BEACH -Several
beaches on Newport Bay
reopened Sunday morrung after
an odorous fuel spill stretching
nearly two miles prompted inves-
tigators to dose the beaches and
post warning signs throughout
lhe area.
Authorities said the spill, sus-
pected to be diese l fuel, ctissipat-
ed overnight thanks lo tides and
evap0ration.
"It only takes a little diesel fuel
to make a big mess,• said New-
port Beach Fire and Marine
Department Lt. Eric Bauer.
the Castaways. Bauer said the
largest concentration of fuel was
around Lido Island.
The Lido Island Yacht Club
and the Balboa Bay Club volun·
tarily dosed their beaches after
being alerted to the spill. By order
of the Orange County Public
Health Agency, lifeguards closed
several more beaches on Lido
Island.
The spill's point of origin was
unknown. Authorities suspect the
fuel leaked or was dumped from
a boat.

investigate at about 5 p.m. Satur-
day. A hazardous material team
discovered a moderately heavy
sheen in some locations, extend-
mg from the Rhine Channel to

the incident, with assistance from
the California Department of Fish
and Game and the county health
agency.
The spill was the se<:ond in the
last week to pollute the harbor.
On June 21, authorities found sil·
ver-colored patches of fuel float-
ing in the harbor. Investigators
were called in, but no beach clo-
sures were necessary. 1

meeting last week and gave each

back for the process they started
in October 1998. nus is what we have been
waiting for? As I read it, I could-
n't stop thinking about the song
from "My Fair Lady• It starts
out: "Words, words, words, I'm so
sick of words, words for th.is,
words for that.• lt ends with.
"Don't talk at all, show me, show
me now!"
Board members all admitted
that we have had other plans and
reports. and that the earlier ones
sat on the shell and were never
used. Next came the assurances
that this time, things would be
different. This time, we had a
"living document.• This time, we
had agreement from all of the
district employees, as well as the
parents and the community.
How many of you have
bought into tlus document? How
many of you have the slightest
idea what it says? How many of
you really believe that this will
be the big turnaround for our
school district?
After reading the Strategic
Plan, I still don't know where we
are going to get all of the money
needed to fix the schools, unless
we use all of the possible sources
of funding. Somehow, the board
members and aclnurustrators are
still thinlong about which one
they will use Hello . we need
$125 oullionl Can't we be honest
enough to say that it won't hap-
pen unless we use all of the
fundmg sources, including rais->
mg money from a bond? The
Strategic Plan doesn't tell us how
to get the funds to fix or run the
schools. ll does say that we will
have a comm.ibnent to "prioritize
existing funding and acquire
new fund.mg sources to make our
vision a reality.•
Don't get me wrong. I love the
vision, which is "to provide a
world-class educabon for every

The Rev. Krause was born on
Jan. 27, 1936, m Los Angeles, and
was ordamed a Catholic priest on
May 1, 1965. 1n addition to serv-
ing the parishes in Newport
Beach and Costa Mesa, he taught
at Mater Dei High School in San-
ta Ana.
Father Krause was first diag-
nosed Wlth the cancer in Decem-
ber 1998. He gave his last public
sermon on May 1 -34 years to
the date he entered the priest·
bood

Among the revisions are a new
section that shows the amend·
ments will not affect public safe·
ty, will be less vulnerable to law-
suits by redefining words, and
will protect the environment.
Proponents of the new ordi·
nance claim it will help manage
growth, unprove traffic flow and
decrease traffic congestion.
Opponents are concerned it wW
create unwanted development.
Under lhe proposed ordi-
nance, the city first wW build traf-
fic unprovements before new
development starts. Developers
then would have to pay their pro-
portional share of the cost.
The amendments to the tratfic
phasing ordinance were intro-
duced in 1997 and have beeri the
subject of fiery debates smce the
Planning Commission opened
them to public hearing• last
month.

education and in their chosen

It's easy to write the lofty
goals. The tough part is turning
them into reality. Take the
"Strategies that Turn Vtsion Into
Action• section, which says to
"make art, music and drama an
integral part of school lite.• How
many art programs are at ele-
mentary schools solely because
of PTA and PFO funding? How
many schools offer any drama at
all? Why do most students get
half an hour or less of music edu-
cation, or art education, or drama
education per week?
While our emphasis now is on
reading, why can't we read about
art, music and drama? Why must
these subjects be compartmental-
ized? The district is about to
receive $2 million from the
Orange County bankruptcy, as
part of the recovery of its funds.
How much of that money will be
used to promote art, music and
500 get-well cards, hoping for a
rruraculous recovery. But Krause
couldn't stave off the cancer,
dropping 80 pounds in the last
several months and barely eating
a cup of food in his remaining
days.
•He was very weak and
resigned," said Rev. Patrick
Doherty. "But he was conscious to
the end and went quietly. He was
a very dedicated priest. He gave
everything of himself." ·
He is survived by two brothers,
Robert Krause of San Dimas and
Steve Krause of Torrance, and by
his mother, Dorothy Krause of
Inglewood..
Funeral services will be held at
9:30 a.m. Wednesday at Holy
Family Cathedral in Orange,
which will also host a vigil at 8
p.m. Tuesday. Memorial Masses
are scheduled for 7 p.m . Thurs-
day at Our Lady of Mount Carmel

maybe our school district should
act as a consultant to the United
Nations.
As I sat wrapped in my wet
blanket of cyniciml, awash in a
sea of optimism and hope, I
glanced at the action plans, which
had been posted in the board
room at the beginning of the
school year. These were going to
give us a way to evaluate whether
or not the school district was
accomplishing its goals. One goal
was to increase the SAT-9 reading
scores throughout the district by
10% from last year's scores. The
1999 scores came out this week,
and the goal was not achieved. In
some cases, in fact, the scores
went down 10%.
I only sat through the first
three hours of the board meeting,
so maybe the SAT-9 test scores
were discussed in closing com-
ments. But there wasn't a word
on the agenda about the SAT-9
test scores. No one mentioned
the 10% goal and why we
achieved it at some schools and
at some levels, but not at others.
Not one board member or
administrator said a thing about
the test scores, which the public
uses to make decisions about the
accountability of all of our state
schools. The Strategic Plan even
bad an addendum of last year's
SAT·9 scores, which were divid-
ed by those that spoke English,
those that were proficient in Eng-
lish and those that were not pro-
ficient in English.
Obviously, those test score
averages are very different from
the scores that lump the three
categories together. Will this
year's Strategic Plan be like last
year's goals?

High, one had to look to the roads and trails, where cross country
and senior star Alberto Munoz dominated the spotlight.
Munoz repeated as Pacific Coast League champion, as did
Coach Charlie Appell's Eagles, who then went on to finish second
in CIP Southern Section Division IV.
· Munoz went on to win the state individual title in Division rv,
then capped his stellar career with a PCL crown at 3,200 meters.
Joining the school's Athlete of the Year on the Eagles' only
league champion were Manuel Orozco, Tony Magana, Stephan
Appell, Jose Juarez, Abe Inouye and Martin Munoz.

Borders took the mound in Costa
Mesa, trying to become the first
woman to win and complete a
game.
At the time, it was believed
that Borders was the first female
to pitch in a men'.s collegiate
game, a notion later proven
otherwise. But, nevertheless,
Borders achieved more baseball
firsts than any woman before her
Now in her third summer
. playing in the independent
· Northern League for the
Duluth-Superior Dukes, Borders
has realized most of her dream,
but is still bopmg for a contract
with a maJor league
organization, and, of course, a
shot in the big leagues.

its fans, who have always been

When Borders spun her nifty
five-hitter in a route-going effort
against visiting Claremont on the
aforementioned date, pack
journalism reached the
Vanguards' tiny field, and
following her second start
-another victory 10 days later
against Concordia -she was
featured in Sports Illustrated.
But Borders' historic day, when
she tossed 104 pitches, struck out
two and walked three in a 12-1
win over Claremont, brought
about a media frenzy never
before envisioned at sec. After
lh.e game, a flood of television
cameras, includ.iilg those from
ESPN, surrounded Borders.
With the collegiate door
opened by SCC Coach Charlie
Phillips, Borders posted a 2-4
record with a 2.92 earned-run
average as a freshman in '94,
then toiled for two more years,
before transferring to Whittier
College for her senior year.
As a sophomore under Phillips
in 1995, Borders had her best
outing against Whittier in her
second start, yielding five hits
and three runs in six innings,
finishing with a no-decision. She
struggled most of the season,
however, going 12 straight starts
and 14 appearances without a
win, e nding 1-7 with a 7.20 ERA.
Phillips was fired and replaced
by Kevin Kasper, who used
Borders for just 241/3 innings in
1996, fueling her departure the
following year
Borders, who also caught the
attention of the Canadian media
while playing summer ball for
Swift Current in Saskatchewan,
went 4-5 with a 5.22 ERA in 81
innings for Whittier in 1997, then
became the first woman to pitch
in a men '1 profeuional baseball
game on May 31 of that year
when she faced three batters
against Sioux Palll.

: INTRODUCTION
The University of California, Irvine has completed the Stage One portion of a Two-Stage AFQ/RFP qualifications-
• based competitive selection process for Design Build services relating to the Sprague Hall Project. We wish to
thank all Stage One respondents for their interest and efforts related to this project. This Request for Proposals
; (RFP) establishes the requirements for Stage Two of the Design Bulld competition/selection process. Only those
' Design Build Teams that have been pre-qualified through the Stage One RFO process are ellg1ble to respond to
thl~ Stage Two RFP
The information provided In the previously issued RFQ and It's Addenda Is complementary to this RFP, and
remains 1n effect except as superceded by 1nformation provided herein. In case of conflict, this RFP supercedes
the previously released RFO. •
This Request for Proposals will be made available to pre-qualified Design Build Teams on Wednesday, June 9,
1999 at the address below Respondents are invited to review the Information and to submit their Design Build
proposals 1n accordance with the cntena established.

• '!'hrs pro1ect has been determined to be a Design Build project that will utilize the 1-part Design Build process.
T.be Regents of The University of Cahforn1a have defined wDesign Build" as the process for entering into and
m:mag1ng a Contract between the Regents of The University of California and another party In which the other
party agrees to both design and build a structure, facility or other items specified in the Contractual Agreement.
For the purpose of this Contractual Agreement, a Design Build Team (hereinafter called "Design Build Entity'i
cb!Jld be either a single corporation, a partnership, joint venture, or other legal entity that provides the necessary
architectural, eng1neenng. and construction services, whether by itself or through subcontracts.
Also, for the purposes of this Contract, any reference to "Bid" has been revised to "Cost Proposal" (along with
additional rev1s1ons) as 1dent1f1ed 1n Section 10 Supplementary Instructions To Design Build Entities included
in the RFP document

UCI Issues RFP Documents to Pre-Qualified Design Build Entitles.
Each Design Build Entity subrmts First Component submittal of the RFP to
Include all presentation boards, study model and the RFP written proposal
(as identified in Section Jexcludlng tho Preliminary Design Cost
Component.
Each Design Build Entity submits second Component submlttal of the RFP
to include the Prehmlnary Design Cost Component On a sealed envelope).
UCI reviews and evaluates each RFP submittal and determines "best value".
UCI then awards Pro1ect to selecied Design Build Entity and contracts With
Design Build Entity to provide Part 1 Work Terms and Conditions Services
(Design Development).
Selected Design Build Entity provides Part 1 Work Terms and Conditions
Services and submits Design Development Documents to UCI for Review
and Approval.
UCI reviews and evaluates Design Build Entity's Design Development
Documents and determines whether the Pro1ect will proceed or Is stopped.
If UCI determines that the Project should proceed, UCI wlll issue a Notice to
Proceed to tl\e Design Bulld Entity to provide Part 2 Work Terms and
Conditions Services otherwise tho University will retain the Design Build
Entity's Design Development Documents for future use.
Design Build Entity provides Part 2 Work Terms and Cond1t1ons Services and
submits Construction Documents to UCI for Review and Approval.
Upon UCI Approval, the Design Build Entity starts construction of the
Project.
This Request for Proposals has been created in an effort to obtain the most creative project approach and cost-
effect1ve facility solution for The University of California, Irvine. The Un1vers1ty's goal is to select a Design Build
Entrty that offers the best possible combination of design and construction services that is consistent with the
goals of The University of California, Irvine. Submlttals will be evaluated in a very systematic and objective
approach as identified in the RFP.
The proposed Sprague Hall ls the second bu1ld1ng 1n the Center for the College of Med1c1ne at UC Irvine. The
proiect will consist of approximately 65,000 GSF. It is anticipated that the building will be three stones above
grade with.a utility/vivarium tunnel connection to the existing Neuroscience (Gillespie) Research Facility. The
building will include space for research laboratories, support space, and offices. The projected overall Contract
Time (for both Part 1 and Part 2 Work Terms and Conditions) for the Design and Construction of the project is
approximately 25 months.
The site for Sprague Hall Is generally flat; rough grading has been done for the new building. Site development
will be limited to the area as identified 1n the Detailed Project Program, with a main entry planned on the
northeast comer off the existing plaia and a new west ern service yard with a loading dock. .
All building floors will be similar in use and configuration and will contain an open laboratory suite,
office/conference area and general building support. The laboratory space will be d esignated as an H-8
occupancy with the remainder of the building being designated as a B occupancy A central mechanical space
should be located on the lower level near the loading dock/service yard.
The laboratory suites will be based on a 22'x22' structural grid, with a 22'x11' laboratory module . The structural
system anticipated is poured-in place concrete shear walls with flat slabs. The laboratory suites are envisioned
as large open areas suitable for the flexible planning and layout of laooratory and support areas. Lab support
1 ~e will be located within the interior zones, with lab benches extending to the north and south. Ideally
• mechanical supply 11 to be provided through a vertical shaft located at the south end of the laboratory, with
