15 years, remembered when the 63-year-
old priest was trying to explain the reason

The ring tS described dS u

what appears to be a diamond in
the center and six clear stones
around the sides. A date -
wtuch is being withheld to be
used as identification of the own-
er -is engraved on the inside of
the band. ,
Police estimate i\s worth as
several thousand dollars.
The ring will be held tor 90
days -but even if it's not
claimed by then, it won't simply
become the property of the
Huntington Beach resident.
"The person who found the
ring must place a public notice in
the newspaper if she would like
to cldim the ring for herself,"
McDermott s8.ld .
If 1t goes unclaimed, the ring
will be sent to an auction house.
Although the police department
will not go to the expense to
have the ring appraised, McDer-
mott says it appears to be gen-

Genuine or fake, the woman
said, 1t was clear what she had to
do
"Whether it's real or not,
when l saw the engraving, I fig-
ured 1t had sentimental value to
someone and decided to tum it

Gordon Cohen, a 1979 grad-
Udle of Newport Harbor High,
has been ndJTled the winner of
an international physician's
award.
Cohen will receive the 1999
Francis Fontan Award from the
Europedll Assooabon Jor Car-
dio-Thoracic Surgery, which
includes a g rant equivalent to
$32,500 lo enable Cohen to
undertake research studies.
"I'm particularly proud of
the fact thdl [Gordon's) been
able to sustain hJS work in
research and continue his work
dS a ped1dtnc surgeon,· said
Stan Cohen, Gordon's father,
who lives in Newport Beach.
Gordon Cohen has just com-
pleted a year of advanced
training in pediatnc cardiac
surgery al Great Ormond
Street Hospital for Children -
the late Princess Diana's
favonte hospital -in London.
He also completed a two-year
fellowship in cardio-thoradc
swgery at the University of
Washington Medical Center
and earned hls PhD at the Uni·
versity of California, Los Ange-
les where he studied under
1998 Nobel Prize-winner Dr.
Luis Ignarro.
Cohen will be presented
with the Fontan Award in Sep-
tember in Glasgow, Scotland.

No uniform response to a school policy

It was August 1994 when
Gov. Pete Wilson signed a law
that authorized public school
boards to adopt a reason-
able dress code policy,
which included voluntary
school uniforms.
The law prompted a
discussion among New-
port-Mesa School Board
members and the com-
munity as to whether or
not the board should
unplement district-wide
polices addressing a dress
code and voluntary school
uniforms. At the time the
distnct's dress code varied
from campus to campus,
said Susan Despenas,
assistant superintendent
elementary education.
Those in favor of uni-
forms argued that uni-
forms promoted school
safety and enhanced stu-
dent concentration on
school work. They also
said students were easily
alienated from groups on
campus that dressed
alike -such as skaters
or surfers. Parents were
in favor of a uniform look
because kids "could get
to know each other for
who they are."
Some uniform propo-
nents said the schools
had taken a step back
since doing away with a
uniform dress code
once evident at New-
port Harbor High
School in the '40's
and '50's.

Some objected to the uni-
form policy. claiming students'
v basic freedoms were being
taken away.•
So the board established a
Uniform Dress Code Task Force
to assess the situation.
The task force gathered
input from students, parents,
district staff and the community
and submitted a draft policy to
the board in early 1995.
In May of 1995, the board
drafted two final policies, one
was the first district-wide stu-
dent dres9 code and the other
was for voluntary school wide
uniforms.

are still in place and there have
been no changes, Despenas
said. l Jowever, each school may
make changes under its indi-
vidual school safety {>Ian -a
plan that prohibits clothes that
could threaten the health and
safety of the school envtron-
ment.
One evident change has
been the number of elementary
schools in the district that have
adopted voluntary school uni-
forms. Parents who don't want
their child to wear a umfonn
must sign a waiver.
Despenas said at least seven
elementary schools follow the
uniform policy.

"The parents at my school can't
afford to go out and buy lots of
outfits. Uniforms save my par-
ents money."
Coughlin did say that she is
aware that many people
believe that school uniforms
lead to higher academic
achievement and school safety

port Harbor High School, said
that uniforms are a great idea at
elementary and middle school
levels, but in high school, kids

down for awhile.
However, I will tell you about
some of the exhausting, aggra-
vating, expensive, demeaning,
frustrating and vexatious expert·
ences involved in getting to and
from the reuruon.
l will not quibble about gaso-
line pnces. We filled up on the
way north out of Fort Collins for
$1.03.9 per gallon. Prices grew
incremr>ntally higher as we
worked our way west, reaching

the rest of our stay.
Our rewuon was at a resort in
Ox.nard's Channel Islands Mari-
na. The place has certainly ~een
better days. On our second try.
we were assigned a decent-
enough room.
Other than the hulking
youths whose shctdowy figure
swanned the parking lots, the
police raid on three Jammed par-
ty rooms, the mass anests that
followed and the frre dldllll that
went off at 12 :36 a.m., 1l was
OK.

tage of a revised federal low-I
income housing tax credit pro-
gram. The tax credits had previ-
ously been distributed by lottery I
and had required developers to
have their projects approved by
local agencies before applying.
Because the application process
could cost between $30,000 and
$50,000, developers didn't want lo
take the risk of having to go
through the process and not get-
ting the tax credit.
The tax credits now are award-
ed on d point basJS, and Marshall
hopes to take advantage of the
program He also has asked the
.city for $537 ,000 in financial asSlS-
tance, about the same amount the
oty's Redevelopment Agency
recently spent to provide land for
three Habitat for Humaruty homes.
Housmg activist Jean Forbath
recently critiazed the agency for
that deosion, saying the money
could be used more effioently for a
project that would help more than
three famllies.
The redevelopment agency,
which is made up of city council
members, had a tight budget th.is
year because of increased pro-
grams and the need to repay a
general fund debt.
Marshall's project would pro-
vide 38 dpartments for very low
and low-mcome seniors. Rents
would range Crom $523 to $662 a
month for one bedroom and
remain designated low-income
housing for at least 55 years.
Marshall must apply for the tax
credit by July 15. He hopes to sub-
mit an application for funchng from
the city within the next 60 days.

Ruth Stickler
Ruth Stickler of Newport
Beach died last week, 12 years
after suffering a stroke. She was
82.
Stickler attended Central High
School in Omaha, Neb. and was ll
Phi Beta Kappa graduate of the
University of Nebraska. She mar-
ried Harry Stickler in 1941 and
the couple moved to Philadel-
phia. They moved to ~alifomia in
1944 when her husband was sta-
tioned at the Santa Ana Air Base.
The Sticklers celebrated their
58th wedding anniversary on
June 21.
Stickler was active in commu-
nity service, especially in educa-

budget for the 1999-2000 school
year.

there is no deficit in the general
fund budget. In fact, he said, the
budget is projected to be "$10,000
to the good."

"Very candidly, we've had
some challenges this year,•
Pine said, noting that the dis-
trict's contract with its teachers,
as well as other unforeseen
costs, hit the distnct's ledgers
harder than expected.
The budget, which by law had
,to be tentatively approved by
board members no later than June
30, but which will not be fincillzed
until Aug. 24, forecasts that the
district will take in $115.5 million
next year and spend $117.9 mil·
lion.
Pine said this apparent deficit
will be balanced out by funds from
other sources.
He added that because of com-
plicated accounting procedures,
as well as money that will be
spent next year but which the dls·
tnct received this year, it could
appear -as it will this year -
that there is a deficit.

"When there was a need for another priest,
he would be here," said Kathy Lewis, the
director of the family life program at St.
Joachim. "I think the happiest time I saw
Father Krause was when he was presiding
over Mass. He had this glow around him."

The state budget signed by
Gov. Gray Davis on Tuesday
includes $175,000 to fund a study
to determine the source of conta-
minants in the Upper Newport
Bay.
"It's a maiveJous thing,· said
Robert Caustin, founding director
of Defend the Bay. "This is the
first step to gain an understand·
ing."
In 1997, the bay was ranked
among 10 •areas of concern• in
Calif omia by the Environmental
Protection Agency. That same
year, a federal study found conta-
minants such as DDT end mer-
cury in the bay.
Since then, other contami-
nants such as fecal matter and
urban runoff have caused beach
closures.
The 1999-2000 budget money
will cover the cost of DNA testing
of the contaminants to idenbfy
the source and to determine
whether they are human in on-
gin.
Although determining the
DNA or the contaminants is a
new science, a similar study was
completed successfully an Coron-
ado, another Southern California
beach city With a high number of
pollutants.
That study found that 60% of
contaminants were from various
fowl that nested in a Coronado 'II
Bay. The otber .CO% was human
in origin, according to the ONA.

growing scarce. The 1998-99 boys athletic year did little to curb
such concern, as Cd.M played for four CIF titles, winning two.

the league outright, both earned section titles, while volleyball,
