It's time the state and the districts stop
reporbng scores by geography (school)
and ethructy. It's meaningless and coun-
terproclucbve, with inost people judging
schools by erroneous criteria. Each school
has microcosms of students, and a school's
success is really based on the ability to get
the most out ot each of these groups. Most .
schools are diverse these days.
What parents really need to know is
how their children are perfomung relative
to thelC own academic peer group. Only
then can parents Judge if their children
are pcrfomung Sdtisfactonly in the educd-
tional envuonment of their schoob. By
knoW1ng how a child performed compared
to similar group!> at other schools, the par-
ent then can decde if there 1s a problem

doubt he would have scored any better at
Anderson. To the parentT that meant the
school 1c., doing something right, and the
child didn't need to transfer to get a
decent education Anderson was spared a
transfer.
It doesn't take a rocket scientist to pre-
d1_ct that schools with many limited-Eng-
lish proficiency students and/or parents
w1lh third-grade educations will score
lower on standardized tests The issue is
whether your child will be pulled down.
As the scores were currently reported with
limited-English proficiency numbers on.
the final right side column,.it does take an
advanced calculus degree to determine
how limited-English proficiency numbers
affected a school's perlonnance.
Unlike colleges, public schools have no
admission requirements beside geogra-
phy. Therefore, judging a school and its
teachers by overall test scQ.res is rather
absurd, stupid and potentially demeaning.
Being at an academically selective college
may say something about an individual's
academic ability; bemg at a geographical-
ly selective public school says little.
Very simply, if we really want to judge
and compare schools, we need to be pro-
vided meaningful criteria. I feel the best
criteria are language and educ;ational lev-
el of parents. (Some may prefer family
income as a criteria, but in America,
income and education often correlate.) I
hope that when these groups are com-
pared, all of our schools appear more simi-
lar in academic quality. If they don't, we'll
have some real critena to identify the '
need for change.
Parents may still choose one school
over another for other reasons such as eth-
nic makeup, economic status, facilib.es or
specific programs, but at least there would
be a dearer picture of academic opportu-
ruty. We have enough hard feelings m this
district without fueling it by inferring con-
clusions based on rrusleading statistics.

scores based on language and parental
education levels. Please ask them and
print it.

I do not think the zero-tolerance policy
works (•Reconsider zero-tolerance policy,
board member asks," June 24; Editorial,
"We must tolerate some 'zero-tolerance'
behavior,• June 26; Community Commen-
tary, "Policy has resulted in safer campus-
es, <ljsciplined kids," July 1). When you
transfer a kid to another school. you are
not addressing the problem of drugs or
alcohol. Why not require the teen and par-
ents be put into a mandatory drug and
alcohol program that is monitored?
Get help for the teen. Don't just move
lum to a different environment and further
alienate him into depression.

· I think that expelling a student for drug
possession is wrong. Just think what
would happen if every student that ever
brought drugs to school (or a school func-
tion) got expelled.
I refuse to believe that there is not a
better way to disopline these students. I
can think of so many people I went to
high school with who used and/or pos-
sessed drugs m school, then went on to
graduate, go to college, and fmd. mean-
ingful employment. How would expelling
these students have benefited anyone?
Other than screwing up their record (stu-
qent or criminal), I see no other lasting
effect this policy could have.

I just saw the article about the zero-tol-
erance policy of Newport-Mesa school
distnct, and l agree with James Ferryman
that zero-tolerance polices are counter-
productive and draconian.
I don't see how expelling students who
might need help for drugs or alcohol is
going to help them if they are put out o1t
the streets. rt stigmatizes them. It gives
them a record.
I think we need to find alternative
ways, counseling or second chances, or
whatever to help a student. I just don't see
how 1t helps studenJs to tum our backs on
them and make them criminals. It is time
for compassion and helpmg rather than
such punitive measures that this country is
talcing. .

point out that we had some pretty
sleazy characters who also con-
tnbuted to our history in a nega-
tive way. You can't write a history
of Europe, laud Winston Churchill
and ignore Adolph Hitler. An.d so,
today, I will write about someone
we would probably like to ignore,
but whom we must recognjze as
an ·ihtegraj if unpleasan~ aspect of our town -Tony Comero, gang-
ster, rumrunner and gambler. l

Tony made national headlines
·d uring the late 1930s when he
operated a gambling ship, ."The
Rex," in Santa Monica.Bay. Til.is
was rather obviously withfn the
jurisdiction of the state of Califor.:
nia, and Earl Warren, then the
· attorney general of this state,
decided to shut down Tony's
operation. 'This was easier said
than done. Tony daimed he was
operating outside the 12-mile lim-
it and thus not within Warren's
jurisdiction. He justified his claim
by drawing dil imaginary line
from Point F~rmin to Oxnard and,
lo and behold, the Rex was out-
. side the 12-rnile limit, whereas in
truth she was a couple of hun-
dred yards' off the beach at Santa
Monica.
Probably the lugh point was
when some of Attn. General War-
ren's deputies tried to board lhe
Rex only to be knocked off the
gangplank and into the water by
the use of a tire hose in the hands
of some of Tony's men. Fortunate-
ly, the deputies could swim
ashore, which.they could not have
done from outside. the 12-mile lim·
it. Even Tony could see the logic
of this, so he gave up the battle,
went to Las Vegas, bought the
Fremont Hotel and Casino and
became an integral part of the Las
Vegas Mafia.
How does Tony ~omero come
into the history of Newport Beach?
Well, dunng the '2(},; Tony Cor·
ner6 landed illegal liquor from the
Rex (at that rune safely outside the
12-mile limit) on the city dock in
Balboa. The city dock, as its name
impltes, was owned by the aty. It
was locclted between the Pavilion
and the Balboa Island Terry land-
mg.
How did Tony get ctway with it?
I don't know. All I know ts that at
