eligible for the
death penalty. Cuerrero will be
arraigned today in Harbor Justice
Center where he is being held on a no
bail warrant. .
, Police didn't have to look far to find
their suspeett, who was residing· in
Orange County Jailsince June 16.on a
probation violation for a 1998 weapons
conviction. Thanks to information pro-
vided by the public, statements made
by the suspect and physical eyidence,
police nave little doubt tlrlit Guerrero
• was responsible for the double homi-
cide.
"We felt from the get-go we ·were
going to solve this case," said Costa
Mesa Police Chief Dave Snowden,
"Our gang detectives ·had an intuition
that first night, but we couldn't locate·
the guy. 1 think this y.tas one of those
cases where everybod~ was appalled
by this hollllcide." .
Guerrero allegedly shot 15-year-old
Yuridia Balbuena on May 29 while she
was eating dinner with her family in a
makeshift Wallace Avenue garage
apartment. Balbuena, who was seven
months pregnant, was struck once m
the chest and was killed. Doctors tried
to save the baby by performing a cae-
sarean section minutes after the shoot-

Gifted program revamps identification standards
• Tests alone not nearly
enough to locate talented
students, district agrees in
presenting changes.

NEWPORT-MESA -State educa-
tion offiaals have warned the district
that its criteria for identifying gifted and
talented chiJdren and offering them a
special enrichment program is out of
compliance with the . district's own
guidelines. The state told the district to
change its practices or risk losing more
than $150,000 in state funding for gifted
education.
In an effort to remedy this situation,
district offici.als Tuesday presented the
board of education with revamped
guidelines for identifying such children.
The new guidelines, which empha-
size a wide variety of skills in addition
to standardized tests, will target chil-
~en in Costa Mesa schools, part.lcular-
ly children who -though very bright
-may not have mastered English or
have had little access to the art, music
and books that surround their more-
affluent peers across the bay. The
guidelines will go into effect in January,
ii board members vote to approve them
later this fall.
"We need to do what's best for kids,"
said Cheryl Galloway, principal of
Davis Elementary School as well as the
district's gifted program coordinator.
"Our goal is to look at the talents and
gifts of all children and help them
achieve their highest potential."
Histotically, far more children from
Newport Bea.ch elementary schools
have been identified as "gifted" and
placed in special enrichment programs
than their classmates in Costa Mesa.

intervened in the case on the side of Nedcrlander
to keep sound restrictions in place, did not settle
and -as the remaining defendants -facea pay-
ing $3.3 million in legal and court costs.
Supenor Court Judge Robert Thomas had
ruled in March that Brown ,and Lusk would have
to pay $5,789 of the $60,000 in court costs. He
ruled last week that the women were also respon-
sible ror $45,872 in legal fees.

ruling.

Taco Bell planned to move onto
Manners Mile below Newport
Heights and across from the Bal· boa Bay Club angered a number
of residents
Protesters in the contentious
debate said that increased noise,
traffic and the potential for mroe
assooated with the o~ration
would upset their quality of life.

years, the option to post bond in
exchange for h\s release. Kazar-
ian, who was employed with the
Orange County District Attor-
ney's office, is accused of aiding
a friend who headed a ma1or
drug and money laundering

and Ward would head to Costa
Rica. The judge said the U.S.

of persuasion that Kazanan
would leave if he had the oppor·
turuty.

F or the most part, my
schools and I had an
·adversarial relationship. .
Perhaps that ts why 1 remember
pathetically httle about my years .
as a reluctant student.
1 remember the nun at St.
Raymond's, whose rosary beads
should have been registered as
dangerous weapons. J recall my
discovery of and subsequent fas-
cination with Art Oum erasers at
Blaclfr-Foxe Military Institute, but
nothing of my next two schootS,
Stickney and Chicago Latin.
I've written previously about
my years at a curtous place
called Montezuma, but not the
dreadlul 10th-grade semester I
spent at St. Paul's Academy in
Garden City.NY. I can't recall
the name or face of a single
classmate or teacher, so muth
<:!id I hate the place.
At Chnstmas break, my par-
ents and St. Paul's mutually
agreed to forget about the whole
wretched expenence. Thus I was
enrolled, halfway through the
sophomore year, in the class of
1949 at Harvard School in· North
Hollywood.
About all I remember of my
first day there was being terri-
fied in the morning, and blessed
with half a dozen new friends in
the afternoon.
Many of us have continued
our friendships over the more
than half a century since then. A
few weeks ago, the Class of '49
celebrated the 50th anruversary
of its graduation
It was a small class then -46
-and even smaller now. Only
· 22 of us showed up, far fewer
thart attended our 45th reunion.
As best anybody knew, six had
died. Not bad for a high school
class that was eligible to partio-
pate in two wars. What shocked
me is that at least three of the
dead lads had comrrutted sw-
cide. That seems a lot.
One of the chaps who died
recently took it upon himself at

the last reunion to propose toasts
to our chums who had moved
on. Under his direction we drank
toast after toast to every dead
guy he could think of, including
faculty and fellows in classes,
both before and after ours.
Then one. of our inates -I
think it was my pal Dave Hull -·
got up and said, "Let's toast the
memory of that great guy, Wally
Schremp."
Dick rose unsteadily and
cried, "Yeah, good ol' Wally!"
We hoisted our salutes, though ·
nobody had a clue who •wally"
was.
This time, there was not
much talk of the dear departed. I
suspect that's because-we are
five years closer to whatever the
Great Classmate in the Sky has
m mind for us.
Instead, we enjoyed seeing
one another again, whether it
was after just a few weeks, or
five years, or 50 years. We
seemed a remarkably fit group,
all things considered, and not
terribly prone to "senior
moments ...
With one exception. the guys
we considered dorky then are
delightful men now. Probably
they always were, but we were
too cliqued-up and self-absorbed
to realtze tt. However, the one
guy everybody shunned most in
school is at least as avoidable
now.
One of the wives in our group
had been watching this chap
standing alone and said, "Well,
isn't anybody gQing to go and
talk With him?" Long pause.
Chorus: "Nope.•.
"Well, I will," she said. Three
minutes later she was back:
"God, he's weird."

briefly, erstwhile best buds
whose life paths were far distant
from mine.
George Stevens was one
George and I wrote a lot of war
stories together, but I don't sup-
pose we've seen one ariother for,
oh, 49 1/2 years. George lives in
Washington, D.C. arid is a movie
mogul, as were -and are -
many Harvard types.
. That kind of serendipity was
the sweet part of our Big 5-0.
But there was bitter, too.
Mike Bagnall. an usher at our
wedding, died with devastating
abruptness last Thanksgiving
day, and I missed him very
much. Then I learned that the
cell-count problems of one of the
dearest fnends I have in this
world have been diagnosed.as
leukemia. ·

dating. I'd go to Maureen's
house and pick her up, then
deliver her to Tom.
You see, Tom's half-Tahitian
and.Maureen'~ mother didn't
approve of that. I was pledsed to
help m the fight against bigotry
Tom will soldier on, I'm confi-
dent. He is, after all. descended
from tbe k.i.ilgs and queens of
Tdhiti, and he evM managed
eventually tQ win over 1us moth-
er-in-law ·
Now, Tom is planrung the eel-'
ebration of his Big 7-0 this fall in
Tahiti. It will, he says. be a feast
the.likes of. which haven't been
seen m those parts since Fletch-
er Christian was m town.
I expect we'll still be telling
tales of 1l wh~n our 55th rolls
around.

an antiquated explosive devtce in
her West Wtl on horhe.
Ernst, who works as a nsk
management coordinator for a
bank, found a fish-shaped mortar
shell device that was used in raids
dunng World War I. Back iii May,
she was sifting through some old
boxes left behind by her mother
who entered a retirement home
recently. There we re a multitude
of items. but one Ernst didn't
eipect to fuld at the bottom of the'
box was a bomb.
"l was a littie nervo when I
found it,• Ernst said. ·But I fig-
ured it had been sitting around for
80 years, so I figured it probably
wasn't threatening.•

ed when or even if it will reopen
the Amphitheatre, and will not
for two years. The venue has

football coach Dick Freeman.

new waters this fall in the Paafic Coast League.

The University .of California, Irvine has completed the Stag~ One portion of a Two-Stage RFO/RFP qualiflcations-
based competitive selection process for Design Build services relating to the Sprague Hall Project. We wish to•
thank all Stage One respondents for their interest and efforts related to this proJect. This Request for Proposals
(RFP) establishes the requirements for Stage Two of the Design Build compet1hon/select1on process. Only those
Design Build Teams that have been pre-qualified through the Stage One AFO process are eligible to respond to

The infonnatlon provided in the previously issued RFQ and it's Addenda 1s complementary to this RFP. and
remains tn effect except as superceded by infonnation provided herein. In case of conflict, this RFP supercedes
the previously released RFO •

1999 at the address below. Respondents are invited to review the infoonation and to submit their Design Build

This project has· been determined to pe a Desig~ Build project that will utiliz~ the 1-part Design Build process.
The Regents of The University of California have defined "Design Build" as the pr0<1.ess for entering into and
managing a Contract between the Regents of The \Jniversity of Caltfomia and anotl'ler party in which the other
party agrees to both design and build a structure, facility or other items specified in the Contractual Agreement.
For the purpose of this Contractual Agreement, a Design Build Team (hereinafter called "Design Build Entity")
could be erther a single corporation, a partnership, joint venture, or other legal entity that provides the necessary
architectural. engineering, and construction services, whether by rtself or through subcontracts.
Also, for the purposes of this Contract, any reference to "Bid" has been revised to "Cost Proposal" (along with
additional revisions) as identified in Section 10 Supplementary Instructions To Design Build Entitles included
in the RFP document.
