COSTA MESA -The Police Department
withdrew a request Monday asking City
Council to consider hiring a firm to track
down the city's unlicensed dogs -and their
owners
The request was withdrawn after several
councilmembers raised questions about the
proposal, said Police Chief Dave Snowden.
·1 don't know that that's what we want to
do as a first step,• said Councilwoman Libby
Cowan. "There haven't been any other
attempts on educabon on licensing."
Cowan said she would like to look at oth-
er methods of addressing unhcensed dogs
before send.lhg anyone canvassing door-to-
door. · · ·
Snowden said other councilrnembers had
questions about how the firm, Civic Collec-
lions Inc., would be paid.
Civic Collections was asking for 60°10 of
the first year's license fees and $1 dollar for
each dog identified. A budget ad1ustment of
an additional $175,000 had aiso been includ·
ed on Monday's agenda for approval.
Cracking down on unlicensed dogs
would not only increase compliance but it
could also lead to an increa$e m revenue for
the city, according to staff reports.

cer Alan Kent's retirement last week
brought to an end one of the most

Beach police have encountered "liq-
uid ecstasy.• This is a growing prob-

Rarely is it good news to hear
that anything is over budget. But
that's just what the Orange
County Hispanic Education
Endowment Fund announced
last week. Its goal of raising $1.5
million has already been met
and the hope now is to raise
another $500,000 by the end of
the year. Two million dollars will
fund a lot of scholarships and
help a number of deserving stu-
dents.

Last week saw the closing of
another landmark Costa Mesa store,
Dan's TV Service. Beginning in ·
194S, Dan and Jean McMillan sold
many Costa Mesa residents their
first television sets and kept up
through Dan's retirement at the
beginning of this decade. With
Gilbert 5-10~25'shutting its doors as
well, it's hard to imagine Costa
Mesa soon looking the way many

Eastbluff traffic changes
were much needed
I am wholeheartedly ID favor of the
changes made to the intersection at
Bison Avenue a.nd Ja.mboree Road.
As residents of the Eastbluff neigh-
borhood, we have noticed a dr{lstic
reduction of traffic within the neigh-
borhood, thus increasing the safety -
for all of us. Before the modification,
cars used to race down Bison or even
Aleppo Street to get to Eastbluff Dri-
ve. This created d very dangerous sit-
uation for people hvmg on those
streets ·
Now we see very little of this
spt'edmg through the neighborhood.
Although it takes us a bit ronger to
get to the Post Ofhce and the Bison
center, the mcreased safety far out-
weighs the mconveruence

East bluff
I was one of those in attendance at
the Newport City Council meeting on
Monday, July 26, and addressed the
council. I have lived m Eastbluff for
25 years and the Bluffs area foe the
last four years As a former Eastblutf
resident, J supported making perma-
nent the intenrn traffic now patterns
for reasons of safety and quality of

The bottom line to the res1dt!nl<; of
the Bluffs (and I am one) who
opposed the new trafhc flow condi-
tions was totally one of inconve-
ruence. I personally do not mind the
minor convenience of having to drive
another two to four minutes to •get to
the Post Office,• as it were.
I am concerned, however, with the
ad.ditional traffic load on Eastbluff
Drive during normal school days, and
the city is making improvements to
partially alleviate that problem.
One problem that was not
addressed by any of the studies is the
ever-increasing high school traffic on
Vista del Oro, which is a collection
street running through all of the
Bluffs ruea. Many of these students
dnve at excessive speeds, which pre-
sents a safety hazard to the many
walkers and joggers ID the momll1g
hours. I brought this subject to the
council's attention...p.nd tt is my
·understanding that'Councilman Gary
Adams has requ~ted that the Police
Department be aware and morutor
this matter.

through no fault of their own.

began about 12:45 a.m. at
an apartment in the 4100
block of Hilana Way. Fire·
fighters responded to a 911
call placed by one of the
apartment's residents.
The garage, which sits
below the fourplex, had a
column of smoke trailing
into the sky. Heavy smoke
was visible to the first crew
of firefighters who respond·
ed to the blaze.
Fourteen firefighters
contained the blaze within
15 mmutes. Damage was
limited to the garage. One
vehicle was destroyed,
while the other car suffered
only extenor damage.
Authonties aid an old
mattress that was stored in
the garage was close to a
vehicle eiliaust pipe and
may have smoldered for
several minutes before
emergency crews were
called.

for as long as Nikko can remem-
ber. ·
She hasn't seen her father smc:E!
she was small, and her grandpar-
ents have pasSec;t away. Her moth-
er does have a. network of extend-
ed family and friends, but the clay-
to-day is just the two of them, m a
two-bedroom apartment in West
Newport that both mother and
daughter claim is messy, though in
fact it is hard to imagine how it
could possibly 0e cleaner.

my anger and frustration on her.
Sometimes I feel bad about 1t." ,
But mostly, the two are great
friends, sharing a long, loud peal
of laughter and an easygoing atti-
tude that allows them to get along
with just about everyone.
Nikko says she is not nexvous
about senior year, or the official
end to childhood which is fast
approaching.
She wants to be an enwon-
mental lawyer, a goal sparked by
'her anger of dumping and envi-
ronmental degradation.
And she's not a bit nervous
about going across the country to
Washington.
Her mother tells her the cold
weather is going to get her, but
Nikko thinks if anything's going to
do her in, it's going to be some-
thing much warmer: "I'm going to
miss my mom's cooking,• she said.

to study the idea of building a
marine center. Last week, city
officials met with OCC officials
for the first time to start plan-
ning the project.
Melum said the idea is mod-
eled on a vis1tors center and
artificial tidepool at Doheny
State Beach near Dana Point.
"But No. 1, we don't h8ve
the money; and No. 2, we don't
have the approval of the coun-
cil: and No. 3, we don't have the

through the car windshield and

arm. When Owens woke up, his
arm had already .been cut off
from just above tbe elbow and
the tirst person he saw was

doctor's jacket to enter the room .
While much encouragement
came from coaches and friends,
Owens was able to apply his
gifted athlebcism to track and
field, m which he would set

Newport Harbor to win the relay

one-armed guy running the
anchor leg in front of 17 ,000
fans?" he said. ~It was a fun
event."
Amazed by the maturity of his
peers, Owens was supported by
many close friends in the
Newport Harbor student body.
"Having good friends, and the
coaches in the athletic
department, that was really my
saving grace,• said Owens, who
joked that Neeme was always
upset with him because he
couldn1t use his left hand very
well on the hardwood.
Owens, who has lived in
Newport Beach since 1959, wen
on to enjoy a fine collegiate track
and field career with the
Gauchos. But, follovJing the loss
of his arm, bis Sailor friends and
coaches provided quite a
"testimony of humanity at a
young age, (and) l was
determined ... once (the coaches)
gave me an inch, I was
determin"ed to take the whole
quarter mile."
Owens now plays golf from
the right-hander's side but only
with his left arm and frequently
shoots in the low 90s.
