Personally, I think the officer
has ffilSsed the point, badly.
When you go down a lobster's

the plucker is a customer at

very litUe consequence to the
pluckee. The part where they
grab you by the tail and thrust
you head-first into boiling
water is way toward the top of
the list

Airport supporters on Thurs-

· County officials had
· announced on Wednesday the
poi.tponement of the vote, from ·
December until May. They will
produce a new dr~t environmen-
tal impact report, which is sched-
uled to be released in November.
tJthough opponents or the
plan say the project is way off
scnedule and sigruficanUy over
budget, Tom Edwards, chainnan
of the El Toro CitiZens Advisory
• Committee, disagrees.
The delay was expected since
this is the largest land-use plan-
ning project Ul the tu.story or the
county, il not m the i:;tate of Cali-
fornia, Edwards said.
"Given the scope of the pro·
1ect and the amount of litigation,
I'm not surprised," he said, say·
ing that additional reasons for the
delay include the county's de.ter-
mination in producmg a thor-
ough EIR report to prevent any
possible law.suits by South Coun-
ty cities.
•1 knew it was coming,"
Edwards said .. "The biggest issue
we've been pushing is trying lo
get a realistic timetable. The
ma1ority of delays are a result of a
massive number of comments
and four lawsuits."
Newport Beach Mayor Dennis
O'Neil said he didn't think the
delay would affect the project's
eventual completion. It's just part
of lJje process toward reaching
the ultimate goal of a commercial
airport.
"I support full and proper
environmental dpcumentation

But th~e in opposition to the
propo1;ed airport called the delay
a setback that ' lessens the
chances that an airport will be

for a coalition of antiairport cities,
said she believes the longer the

Wdters opposes the commer-

the anticipdted damage it may
cause to the quality of life. And
there's no need for an airport of
that size in the county.

resolution, they need to have a
wake-up call," said Waters,
pointing out that there is no air-
port infrastructure on the fonner

Odnd Point res1dl'nt Leonard

The city's ability to regulate cer-

required to be licensed by the

of planning.
For example, Newport Harbor
Recovery, in the 300 block of
Hamilton Street, is state-licensed.
If the conditional-use penrut to
