She's taking summer school classes, and
she has her first real job working as an assis-
tant in a doctor's offtce.
This summer, as m much of tbe rest of her
life, Diana sees herself as a solitary rider,
backed . up by loving family and friends
from church, but separate from the rest of
her high school.
"I don't spend a lot of time wtth people
from school,• she said.
Even though she loves Newport Harbor
High School, she feels she does not entirely fit
in.

T he surlboard is solid red-
wood, a massive, crusty
plank turned almost black
with age and wear. It is 10 feet
long, as thick as a man's fist 1n
the deck o! the board is carved
a capital R, a pair of crude
wings sprouting from the sides
of the letter.
It is, according to Marcus De
Chevrieux, spokesman for the
Newport Harbor Nautical Muse-
um, a relic of the eatllest days of
surfing in the United States. The ,
antique fi.nless board was .
chopped out of raw wood by Bal-
boa Island resident Bob Rawlins
in the 1920sr justafter ~
was brought to the US from
Hawaii. A collector's item and an
extremely valuable piece of surf •
history, the board had been
moldenng under Rawlins' family
home for decades.

boards, are assembled. at the
Newport Harbor Nautical Muse-
um in the exhibit "California
Surfriders: A Century of West ·
Coast Surfing,• which runs
through Oct. 31 in the Museum's
Grand Salon. The collection of
boards and memorabilia provides
a comprehen.sJve overview of the
growth of the sport of surfing and
the import.ant role of Newport
Beach at the beginning of that .
process. .

said De Chevrieux, the curator of
the exhibit To that end. he went
on a hunt for surfboard gems,
bringing together important
examples of early hollow wood
designs. He also found some of
the first foam-and-fiberglass
models, and a few forgotten clas-
sics, like a 1949 "Makaha• model
balsa board that had been rotting
in a backyard in Costa Mesa and
an antique board that had been
fished oµt of garbage dwnpster in
Hawaii.
The boards, along with pho-
tographs, text. original art from
seminal surf movies like "Gid-
get• and •nie Endless Sum-
• mer,• and such exotica as a pair

seen cobbled together in one

Pezman praised the nuxture
of "kit.ch and soul" that char-
actenzed the exhibit.
"You're limited m the scope
and the depth that you can do,•
in such a space, be said. "The
overall effect of the show is to
present an accurate overview of
the evolution of surf culnue,
which I had never really seen
before in one place.•
The exhibit emphasizes the
role of Newport Beach, which
hosted the world's fim surf con-
test in 1928 in the sport's early
days. Duke Kahanamoku, the
Hawaiian often credited with
mtroducing surfin9 to the Uruted
States, spent time Ul Newport in
the early '20s and passed on his
knowledge of board. construction
to artisans like Rawlins.
Photographs m the show doc-
. ument bow surfers who used
these early boards frequented
breaks around Corona Del Mar,
one of the first popular surfing
spots 10 California. Text displays
describe the impOrtance of area
board manufacturers like Dale
Velzy and Joe Quigg in the
explosive growth of surfing
through the 1960s.

De Chevneux said that "Cal-
iforrud Surfriders" attracted a
crowd of 300 that attended the
operung.

The show concludes with the
more recent developments m
surfUlg, including the "short-
board • revolution of the '70s
and the evolution of the radical
skateboard-like style of contem-
porary professionals. The last
and newest piece m the collec-
aon, however, 1s one that looks
as ii it could hdve flown out of
an earlier era the elegant
board, shaped by famed big-
wave surfer Greg Noll, is more
then 9 feet long. flnless. and
made not from epoxy or fiber-
glass but from redwood.
It's a design that doesn't look
particularly well adapted to
wild maneuvering. But if Rawl-'
Uls' "flying R" gives any indica-
tion. the board will probably be
clround for years.

lost family members. Scalera's charac-
ter, the preacher's daughter, is caught
between desperately wanting her

things that seem simple but can
be very hard to define, like the
fundamental mysteries of nature.
Why can't you tickle yoursetn
How does dry cleaning work?
Can you use the "10 Items or
Less• line if you're buying a
dozen eggs? Stuff like that. By
the way, who started this affecta-
tion of using "an• instead of •a•
before "historic"? Makes me
crazy. Do we say "an history• of
whatever or "an hill" of beans?
'1)f course not. It's almost as
annoying as people who say
•momento" when they mean
·memento:
Sorry, where were we? Oh
right, history. Anyway, the Costa
Mesa City Council was in an his-
toric Oust kidding} state of mind
recently and commissioned a sur-
vey of all the structures of histori-
'Cal significance in Costa Mesa.
The report identified 172 build-
ings that deserve a little respect,
thank you. Of those, 31 have a
chance of being listed on the fed-
eral or state Registry of Important

Stuff, to use a technical term.
The obviously important'
buildings in town are all on the
list: the Diego Sepulveda, or
Estancia Adobe, which dates
back to about 1800; the
Segerstrom Home Ranch proper-
ty; in the familyformdre than
100 years and still serving as the
company's home office; and the
Methodist church on 19th Street,
built in 1928 and one of the
tallest structures in the county at
the time. By the way, you can
thank the Segerstrom family -
again -for the SWVlval of the
Estancia Adobe, which is one of
the oldest structures in•Cci.lifor-
nia. The SegerlStroms were the
mo::.t recent owners of the land
where the Adobe stands and
donated the structure, along with
five acres of parkland, to the city
in 1963. The Adobe has been
carefully maintained since then
by the Costa Mesa Historical
Society. Estancia Park, by the
way, is also the site of the city's
most important archeological find
.-the well-preserved remains of
a mastodon, a blg anunal that
looked like an elephant draped
lll shag carpet. Interestingly
enough, the home of our very
own mayor, Gary Monahan,
made the cut. So like what was
my house, chopped liver? l guess
so. But I'm not bitter. It seems the
l.t.st 1s of[ to a good start, but I'm
anxious to see the whole. cannoli.
That's because I'm a big "goo-
gie• fan. I'm sorry, Pete, you're a
big what fan? Googie, I tell you,
and you might be surprised to
know thdt Costa Mesa is a must-
see stop for googie fans acro
the country. Googio architecture
is the 1950s' version of thosP.
wonderfully wacky motels and
coffee shops that dotted the
Americdn landscape in the ·~0s
and '40s -adorned with giant
milk bottles, teepee~. 30-f oot tall
chipmunks or two-story dough-
nuts. By the mid-1950s, the space
race kicked m, and googie was
born. The best description of
googie is what you'd end up with
if you let the Jetsons design your
city. For those who can remem-
ber it, the original Tornorrowland
at the Magic Kingdom was
ground zero for the googie move-
ment, wtuch is why Anaheun
became the capitol of googie.
Every other motel, restaurant or
liquor store looked like a head-
on collmon between the Jetsons'
space ship and a truckload of
Fiesta ware.

Police arrest Newport Beach chiropractor for sexual battery
• Case is the third within
the last month. It's no
swprise, police say.

NEWPORT BEACH - A 42-
year-old chiropractor was arrest-
ed Thursday afternoon after two
of hlS female patients claimed he
touched them inappropriately
during their visits.
Police served an arrest warrant
on Steven Wesley Lovell of New-
port Beach at his Riverside
Avenue office. He is charged with
two felony counts of sexual bat-
tery. Bail was set at $25,000.
Lovell will be arraigned today
in Harbor Justice Center.
The two women who made the
cla.ims against their doctor were
being treated for back. injuries
when police said Lovell touched
them in a sexual nature. The two

Two robbers who stormed an
apartment late Wednesday rught
may have gotten more than they
expected when they barged
through a front door.
The suspects -one of. whom
was carrymg a gun -were able
to get away with tWo cellular
phones and about $800 in cash.
But they managed theu haul
. despite the struggles of four vic-
tims to keep thetr belongings.
The confrontation occurred
about 10 p.m. when the two men
knocked on an apartment door

Coast Dnve. As they proceeded to
locate and steal valuables, one of
the residents, a 21-year-old Co:;ta
Mesan,. lunged for the suspect's
gun. The two wrestled to the
ground fighting for possession of
the weapon. The situation grew
~ore frantic wben the suspect
frred a shot that ripped through a
wall No one was injured, and the
resident was able to grab the
weapon and disable its ammuni-
tion clip.
As -soon as it was evident the
two robbers were outnumbered,
the four friends jumped them.
One of the victims found a base-
ball bat and began swinging.

back their apartment,• said Costa

lmon Lockabey lft created a big void
ong the Newport
coast in early January of 1995,
passing away ju.St a few days
after turning 85 on his birthday.
New Year's Day, and therein lies
his fame. There's httle hope
anyone will ever fill
the gaps he left on
· the boating scene.
His wife of 60
years and more,
Virginia, continues
a busied pace, filled
with raising orchids
and tending to her
faithful dog.
A Balboa Yacht
Club member with
strong ties to the
Newport Harbor
Yacht Club, she bas
maintained her heavy schedule
of volunteer work.
It was Vuginia who
introduced •Lock" to boating
with ventures on a Snowbird in
the early '30s and they were
married in 1934.
But it would be a long time
before the seas would eventually
capture Lockabey's heart.
During World War 11 he was
with the Merchant Marines
aboard tankers and freighters,
and after stints as an mswance
investigator, a shipyard worker
and with the railroad, he wound
up at the San Bernardino Sun in
the late '40s.
rt was in land-locked San
Bernardino that he sold the
sports editor on the idea of a
boating column, which became
the trigger for a similar spot with
the Costa Mesa Globe Herald, in
addition to "stringer• posts with
the Los Angeles Times and
Associated Press.
The Globe Herald became the
Daily Pilot and Lockabey and the
Pilot would endure into the '90s
before his retirement.
In 1986 he was awarded the
Ed Kennedy 1\'ophy by the Bahia
Corinthian Yacht Club for
outstanding service to yachting·,
and two years later, the Southern
California Yachting Association
bestowed the Jim Webster
1Tophy on him with similar
recognition.
Recently the Newport-to-
Ensenada Race named one of
its championship categories after
him, the winner awarded the
Almon Lockabey 1Tophy
annually.
The Ensenada race
series was clearly one of lus
favorites, with the same
combination which held
Lockabey captive to the
sport, the blend of
competitiveness and
camaraderie.
Lockabey reported on
the waves for
decades and his
name became
synonymous with
Southern
California
boating, and the
key was twofold·
He was seemmgly
always there, and .
for everyone, 1t
was always a
VlrginJa pleasure.
His jokes were
legendary No one, it seems, can
ever recall meeting up with
Lockabey without the customary
story, almost always off-colored,
and always very funny. ·so, she
said ... • was one of bis standard
comments with a big smile
during a dry moment.
"I don't know if Al could g~t
away with sqme of the things
he used to say nowadays," said
Vll'ginia Lockabey, alluding to
the political correctness of the
present day.
As a competitor, be won a few
races, but his legacy was the
blend of love for the game itself,
intertwined with the generous,
soothing touch of hts better half,

NOTICE OF PUBLIC SCOPING MEETING
SEGERSTROM HOME RANCH
PROGRAM ENVIRONMENTAL IMPACT REPORT-1046
The City of Costa Mesa Is preparing the Segerstrom Home Ranch Program Environmental Impact Report
(EIR)·1046 to assess the potential environmental effects associated with the development of the Home
Ranch site in the City of Costa Mesa. The 93.1-acre site is generally bounded by Sunflower Avenue to the
north, Interstate 405 to the south, Fairview Avenue to the east, and Harbor Boulevard to the west. South
Coast Drive runs east-west through the site; Susan Street bisects the northerty 'section of the site.
The project applicant, C. J. Segerstrom & Sons, has requested a general plan amendment, specific plan
amendment, rezone, final master plan, parcel map/lot line adjustment, planned signage program, and
development agreement from the City of Costa Mesa to allow for the development of retail, office, and
office-related uses and inf~structure improvements on the 93. 1-acre site.
The proposed project would allow for the development of a 300,000 gross-square-foot IKEA home
furnishings store on 16.8 acres of the 93.1-acre site, east of Harbor Boulevard and south of South Coast
Drive. The Program EIR would provide project-level California Environmental Quality Act (~E9A)
documentation for the IKEA site and improvements to the Greenville-Banning Channel which traverses the
site. The remaining 76.3 acres is proposed for 1,994,177·square feet of campus-style office and office·
related accessory uses. Such uses could include restaurants/cafes, document reproduction firms, mail and
delivery aervioes, etc. The EIR will provide program-level CEQA documentation for the office and office-
related uua.

The purpose of the' Scoping Meeting is to present Information regarding the EIR process and data regarding
the project. The meeting also provides an opportur:iity for public Input on the scope of the environmental
analysis which should be undertaken. Information about future opportunities for public participation w111 be
provided,
