COSTA MESA -A shoeless
man attempting to abduct a 4-
year-old Costa Mesa boy outside
a laundromat fled e mpty-handed
Tuesday afternoon when the
boy's babysitter scared the man
off, police said.
The boy, Andy Ornelas, was
not.injured, and police a re circu-
lating a composite sketch in
hopes of catching the culprit.
Andy and his babysitter, 24-
year-old Paula Caceres, left the
strip mall laundromat in the 2200
block of Fairview Dnve around
noon and went to a nearby Cude
K for some snacks.
As Caceres told it, the boy
came out of the store with a hot
dog and a drink and lagged
behind her as she walked back
inside the laundromat to check
the rinse cycle.
She turned to find a stranger
grabbing the boy b'y the arm,
and she ordered him to stop, she
said.
The man gave her "a fright-
ened look" and fled, running
th rough a nearby intersection
toward the post office on the cor-
ner of Wilson and Fauview, she
said.

• Ne wport City Council to join marketing coalition that
could net free equipment. But the trade-off is offering
the sandy coastline up to advertisers.

the same Speedo bathing suits
and driving the same Ford trucks,
it's no coincidence.
In fact, if you notice such
things, that means a marketing
coalition the dty agreed to join
Monday ls doing its job. The City
Council voted 5-2 lo get in on a
program that offers up Orange
and Los Angeles county beaches
as a place for corporations to mar-
ket their products.
For example, the city could
agree to use only volleyball n ts
sporting the Wilson logo. In
exchange, the city could gel mon-
ey or free equipment.
The council members who
approved the idea said they won't
allow obvious advertislng such as
banners or flags. And the three-
year agreement the city signed
allows the council to accept or
reject each marke ting idea.

She described him as -a regular
kind of guy."

College student, said she has
been babysitting the boy since
he was 7 months old.
The boy's fath~r. Francisco
Ornelas, 46, said he has lived in
Costa Mesa for 20 years and nev-
er experienced an incident of this
type. He said he is happy to have
his boy home safe and sound.
"I don't want to think {about
it)," he said.

COSTA MESA -When
Dusty Switzer crashed her
Harley Davidson motorcycle last
month, local bikers and others
thought she was dead.
"The last I heard, she was hit
at the 91 and the 60 [Riverside
and Pomona freeways), and she
was a vegetable,# said Costa
Mesa police Sgt. George
Yezbick, adding he was relieved
to hear she was OK. "We figured
she was dead by now."
But after four crashes and a
head injury 15 years ago,
Switzer has a reputation for
beating the odds.
This time, she is recovering
from a second head injury at the
Tustin Rehabilitation Center and
seems to be feeling a lot better.
After all, she's already slipped
back into her black leather
shorts that show off a large but-
terfly tattoo at the top of her
thigh.
For more than 30 years, the
115-pound woman has cruised
the city, straddled on her 700-
pound scooter with her jet black

About a month ago, the 50-
year-old biker, who is part
Apache, part German and part
French, was driving the black
1988 Heritage softail to see her
daughter in Arizona. She appar-
ently lost control of the bike and
hit her head on the pavement,
said longtime friend Jan King.
"They would have let her go
(from the hospital) earlier, but
they are afraid she will go right
back on her bike -which is
true," King said. "Nothing will
keep her off that bike. The only
thing that would keep her off the
bike is if she is absolutely physi-
cally unable, and then she said
she will buy a trike."
The two women met about 10
years ago on a bike ride. King
has been taking care of Switzer's
three cats while she recovers.
King said Switzer was having
trouble walking three days ago.
But on Tuesday, she was
ambling about the hospital and
talking about the speeches she
is known for at Alcoholics
Anonymous.
"On Sept. 9, I will have been
sober for 12 years," Switzer said.

them laugh and cry."

holics Anonymous meetings,
Switzer participates in charity
motorcycle rides and parades.

aren't too many women who can
handle a Harley Davidson the
way Switzer does. Smith
recalled his first meeting with
Switzer. She called to report an
arson incident.
"She was sitting on the curb,
her fac~ buried in her hands,
and she was sobbing and crying,
'My baby, my baby,' repeated-
ly," he said. "I walked up and
tried to, as sensitively as possi-
ble, talk to her, and that's when
she told me that her motorcycle'
was burned, not her house or a
child.

NEWPORT BEACH -City
officials embarked on the priority-
juggling act of nailing down a
1997-98 budget at a Monday
study session.
They'll be working with
$500,000 more in revenues over
the original $115 million estimate.
They can use that extra money to
make up deficits in the reserve
funds or to fill some of the $2 mil-
lion in requests that didn't make
the prelimlllary budget.
Some issues that surfaced
Monday will likely come up in
future budget discussions. A sam-
pling:
• Council.man John Hedges
suggested considering jumping
back into the Orange County
investment pool, which once
drained the county's finances,
causing the largest ever munici-
pal bankruptcy.
"Under John Moorlach's
direction, the returns have
increased more than anything
we have done on our own," he
said.
• Fire and marine safety offi-
cers make 20.5% of their salaries
in overtime -$1.1 million over
their $5.2 million in base salaries.
And that's an annual sore spot
for money-conscious council
members.
"Because of the cost of salary
and benefit packages, it's cheap-
er to use overtime instead of
additional staffing for vacation
relief," Fire and Marine Chief
Still, some council members
asked for another review of that
policy.
• Hedges questioned why
firefighters drive the ladder
trucks, the most expensive vehi-
cles to run, to pick up groceries
for meals at the station. Riley
said the crews must stick to their
assigned vehicle for the day,
whether they're fighting fires,
rescuing cats from trees or stop-
ping by the supermarket.
"I suspect that for the cost of
taking one of these trucks to do
their grocery shopping, we could
order out a meal and have it
catered," Hedges said.
• Hedges once pitched the
idea of making the Oasis senior
center independent of the Com-
m unity Services Department.

the city's plans to revitalize their
neighborhoods questioned the
proposed budget. They specifi-
cally targeted the earmarking of
$528,000 for the plans, now
being studied as possibilities.
Council members assured
them that no plans will go into
effect without public hearings on,
each project.
Brighter beach bathrooms in Newport's futute ·

NEWPORT BEACH
Expect cleaner beach bathrooms
soon.
The Oty Council voted Mon-
day to bfre three temporary
employees to clean the city's
busy and much-derided bath-
rooms at Newport and Balboa
piers, Washington Street and
Corona del Mar beach.
Council members asked city
staff to figure out which would
be cheaper -hiring the clean-
ers at minimum wage or getting
them from a temporary agency.
And Mayor Jan Debay request-
ed the city check the new hires'
backgrounds and fingerprints
before granting them access to
public restrooms.

the necessary precautions."
The two current restroom
cleaners now bit each bathroom
twice a day. With the new hires,
each employee will concentrate
on continuously cleaning one or
two bathrooms each workday.
The council also agreed to
place a high priority on squeez-
ing onto next year's budget a
request for $20,000 to maintain
the new employees until Sep·
tember.

An organization truly
. in ~ league of its own
: s ome w~ks ago, I was privi-
leged to address the annual
meeting luncheon of the
Orange County League of Women
Voters, an organization I've long
admired. Everything taking place
that day reinforced my admiration.
But something deeper stirred me,
too, and I've been trying to sort it
out ever since.
Then I !:>egan reading about
the trial of Rhonda Carmony -
political aide and fiancee of Rep.
Dana Rohrabacher -for her
alleged role in the rigged election
of Assemblyman Scott Baugh, an9
suddenly the question scratching
at me after my meeting with the
league became clear.
The members of the Orange
County League of Women Voters
are working within the parame-
ters of our election system and
laws to improve a government in
which they passionately believe.
And many of the people who run
that system -at least in Orange
County -are working outside of
it with an arrogant contempt for
the principles and processes of a
government to which they pay
only lip service. My concern that
day at the league luncheon was
whether the efforts of this fine
organization are in any way
meaningful in such a political cli-
mate.
The answer to this question has
nothing to do with mental tough-
ness or political smarts. The
league members -both men and
women -with whom I met aren't
political do-gooders playing at
public service. They identify spe-
cific problems, research them, and
suggest and support solutions.
They a.re sharp, dedicated and
knowledgeable. Their national
theme this year is Making Democ-
racy Work, through increasing
voter participation, campaign
finance reform, diversifying repre-
sentation. rebuilding civic partici-
pation and expanding civic educa-
tion.
By their very nature, these
goals are an affirmation of our sys-
tem of goverrunent. But the
toughest opposition comes not
from people who would seek otb·

er solutions but from those
expressing -through word and
action -a QTOwing contempt of
government itself.
Read the testimony in the Car-
mony trial. Alleged clandestine
meetings in a parking lot where
Republican gnmts, under orders,
are pushing illegal petitions
against an imminent deadline for
"our Democrat" to sign. Arrogant
power brokers telling public offi-
cials they were put into office not
to "screw up.'' A right-wing PAC
memo to eight enormously
wealthy contributors asserting
proudly that "with much effort we
were able to get our Democrat
filed." Three junior aides have
already pleaded guilty to illegal
election activities in this sony
affair, and the token Democrat is
running for cover after agTeeing to
testify in court.
In retrospect, all of this was
brought into sharp focus by the
last question in a spirited ques-
tion-and-answer session after my
visit with the league. It came from
a member who asked, almost
wistfully: "Do the things we do
have any real impact on the peo-
ple who run politics in Orange
County?"
The cynical answer -and the
one that came immediately to
mind-was: "Only if they can
deliver money and votes."
Is that true? The idealist in me
says, "No, your perspective is
warped. You've watched Orange
County politics too long." But the
realist in me says, "Of course it's
true, but the only way to do some-
thing about it is to recognize this
and beat the people calling the
shots at their own game. U they
control the money -and they do
-then it has to be done with
votes."
The League of Women Voters
doesn't support political candi-
dates, which is probably a ~e -
if occasionally regretful -policy.
But it can arrange public forums
in which candidates can face-off
(or look bad by refusing the chal-
lenge). And it can and does work
for campaign reform and an
enlightened electorate, activities
that will get plenty of political
attention when and if they begin
to translate into votes.
. Meanwhile, a powerful ally in
the cause of good government has
entered the fray. Orange County
District Attorney Michael Capizzi
has made it very clear that his
prosecution of Carmony will reach
far beyond her to the real power
centers behind the Baugh election
rigging. Whatever hls motive -
and I have no reason to assume it
is anythmg other than prosecuting
lawbreakers -the effect can only
be the exposure of political forces
inimical to the league's efforts to
improve government at every lev-
el.
So I might, on reflection,
answer that question a little differ·
ently than 1 did on the day of the
luncheon. I might say there is new
hope to be found in a restlessness
among the Orange County elec-
torate at the arrogance and intran·
sigence of the political power cen-
ters here. a hope aided and abet·
ted by the upcoming prosecution
of those charged with violating
our election laws.
So hang in there, league, and
do your thing. Maybe yol,lT worst
enemy, after all, is cynicism. And
maybe the rest of us can draw a
needed lesson from your steadfast
efforts to improve, rather than

manipulate and exploit, our politi-
cal system.

Public Utilities Com.mission over
its plan to split Costa Mesa's
area code into both 714 and 949.
A petition urgmg the commis-
sion to reconsiper the plan was I
denied May 21 , but on Monday,
City Council members talked
about filing suit, appealing the
decision or seeking other reme-1
clJes.
"We've been trying to con-
vince the Caliiorma Public Utili-
ties Commission that splitting
the community in hali is detri-
mental to business and the com-
munity," said City Attorney Tom
Kathe.
Kathe said he will call for a
closed session on Monday to dis-1

said the city didn't have the
funding last year to send a rep-

Despite a rise by two per-
cenWe points for district th.ird-
graders, third-grade scores actu-
ally dropped at seven elementary

"We wondered about third
grade,• Bernd said.
Bernd said he thought the
Los Angeles County has been
offering up its own beaches to
advertisers since 1990. The pro-
gram has garnered Speedo
swimsuits, Ford trucks with Fire-
stone tires and Naya water for
the lifeguards who patrol the
county's beaches.
Hedges suggested postponing
joining the coalition for one year
to see how it works for other
Orange County cities.
"If we sign on the dotted line
on this coalition, Los Angeles
County takes up negotiations for
us," he said . "What may be
appropriate for them may not
work down here."

Association, echoed those

"One of the things that we
have in our favor here on the
island is that the residents really
get along with the merchants,"
Noyes said . "Tr the residents will
help them, it's a great cycle to get
into. But it's something that talces
a lot of organization and a lot of
cooperation lo do it. I would cer-
tainly like to see that happen
down the re, but it's going to talce
a lot of work."
However, it's not an unreason-
able request -at least Council-
man John Hedges, who repre-
sents the peninsula, doesn't think
so.
"I lhink the downtown mer-
chants need to pay attention to a
letter Like this," Hedges said.
"There a re some business and
property owners that really add a
lot to the downtown community.
There are others who are little
more than slumlords, and they
really drag down the image of the
area. I think they need to get a lit-
tle more involved in the commu-
nity and pride of neighborhood."
Hedges also said the city
should be able to ~figure out a
way• to fund the purchase of
flowers, plant boxes and trash
cans.
"These things (outlined in
Doran's plan) are not hard to do,"
he said. "And the businesS' district
has already had a lot of the same
ideas. l don't want to step in and
override what . they are already
trying to do, but with a three-way
partnership, l th.ink the idea has a
lot of merit."

concerns about the plan.
"Please make the transition as
smooth as possible because we're
all concerned about what the chil-
dren will be going through," said
parent Diane Bielland.

concerned about traffic on Arling-
ton Drive and other safety issues.
"The school is not in a neigh·
borhood, it is adjacent to the fair-
grounds," said Sheri Sanders, a
parent at College Park Elernen-

Rosemarie Bodrogi, director of
federal projects and alternative
education services, said the aduJt
education program now located
at Davis could be moved to a
nearby facility.
Trustees voted to authorize

Davis, who prepped at Santia-
go High in Garden Grove before
becoming a standout at Golden
West College, was a two-time
All-Orange Empire Conierence
player for the Rustlers and two-
time team MVP who set numer-
ous school records. He started in
Reynolds' back court for two
years, including 1991, when the
Vanguards won their only ctistrict
title.
Davis married and took a few
years off from basketball, before
returning two years ago, when he
volunteered at Santiago.
Davis, 29 and a substitute
school teacher who lives in New-
port Beach, coached the Newport
Harbor boys N team m 1995-96,
then went back to GWC and
coached in the summer and fall
before the program folded in
November. That's when he joined
Dow atCdM.

NEWPORT BEACH -Estancia High's
Jeff Perry, an award-winning performer on
stage, did a last-minute waltz in the final
two holes to win his all-star match, 1 up,
against Brea Olinda's Emerson Oh in the
Southern California PGA Orange County
All-Star Golf Match at Newport Beach
Country Club.
Perry, playing for the South All-Stars,
shot par on 17 and 18 to overturn a one-hole
deficit as Oh bogeyed both holes, but the
North defeated the South, 14-10, for its first
victory in nine years of competition.
Newport Harbor's Justin Shapiro, who
was also sharp, finished even in his match
against Brea's Steve Bendt.
Perry, a three-time All-Pacific Coast
League golfer who qualified for the CIF
Southern Secfion individual championships
this spring, hit the green on the tough par-3
over water at 17, then ripped a monstrous
tee shot at 18 lo set up his comeback.
Perry, consist~ntly in the 300-yard range
off ·the tee, was shooting for birdie from the
rough at 18 -about 20 feet from the cup -
but Perry's chip kissed the flag and bounced
away, before he drained a short putt to
clinch it. Perry shot 81, Oh 82.
On 17, Perry was the only player in the
group to reach the dance floor. His long putt
stopped about 1112 feet from U1e flag to set
up his par.
"It was a pretty fun day, and there wasn't
loo much pressure," said Perry, who won
the prestigious Macy Fine Arts Award for
the best all-around male performer in
Southern California last Sunday in competi-
tion among SO high· school at Cal State
Fullerton.
Perry played the lead role in the school
play "Carnival," which won for-the best
musical.
Shapiro, who played with Perry in the
last foursome, was a three-time All-Sea
View League selection who tied for sixth
place in the CJF individual championships
this year.
Even if Shapiro had won his match
against Bendt, the North still would've won
for the first time in history.
NBCC, which donates the greens, has
hosted the event for seven consecutive
years, after the first two all-star matches
were played at Yorba Linda Country Club
(1989) and Santa Ana Country Club.
The match consists of the top 16 seniors
in the county, according to Loara Athletic
Director Marty Johnson, who serves as

12-0, when Huntington Beach's Anthony
Mendoza topped Villa Park's Geoff Cohn, 6
and 5, and Esperanza's Pete Hergert defeat-
ed Villa Park's Adam Hambarian, 3 and 2.
The North led, 13-5, after El Taro's John
Chappell got the South back in it, defeating
the North's Matt Ching (Tustin), 4 and 3
Servite's Ed Garabedian (North) and Mis-
sion Viejo Hlgh's Bob Sauer (South) finished

angry about being singled out as the
last man picke d in the NFL draft that
he has refused to show up to be
saluted at the Newport Beach festival
being staged in his honor?
Well, yes and no ... and not
exactly. TyTone McGriff, an \
award-winning offensive lineman for Florida
A&M who should have been Mr. lrreJevant V in
1980 when sel~cted last by the Pittsburgh
SteeJers, is the only honoree in 22 years who
almost ducked the party.
McGriff was so miffed at being the Last Man
that he fled directly to Canada in 1980, giving
his spot at the Irrelevant Week party to
Arkansas quarterback Kevin Scanlon of the
Rams. But McGriff had a change of heart in
Canada, reported late to the Steelers and
actually m ade the squad and stuck three
seasons in the NFL.
By 1981, he also had changed his mind about
the irrelevant Week party and asked to make

the much-decorated, highly ballyhooed Anny
quarterback who is the 1~97 Last Man of the
Week, McGriff is one oTthe most relevant and
talented athletes to be featured in the tu.story of
the event.
Only last year, McGriff was named to th~
NCAA Division I-AA Hall of Fame along with
Walter Payton of Jackson State and Terry
Bradshaw of Louisiana Tech in the new shrine's
inaugural class.
These days, 1'yrone McGriff, married and the
father of two, is a teacher and coach at Dillard
High in Ft. Lauderdale, Fla.
