NEWPORT BEACH -Police
now have an official policy for
informing residents about the 21
sex offenders registered locally,
and they'll soon have a new
computer to help with the task.
The state in September
passed Megan's Law, which
allows police to publish the
whereabouts of sex offenders.
Since then, the Newport Beach
Authorities last month made
their first public announcement
under the law when they distrib-
uted flyers on high-risk offender
James Lee Crummel, who was
living in a Newport Crest condo-
minium complex.
After neighborhood outcry
over Crununel and revelations
that his roommate, Dr. Burnell
Forgey, had lived with a string of

"We love to do things for the
community," said Frank Vining
of the Elks Lodge, who attended
Monday's council meeting. "We
appreciate the opporturuty to do
this for the city."
When the law first went into
effect, the department had
planned to refer residents to the
county files in Santa Ana. New-
port Beach, as a city of fewer
than 200,0PO residents, is not
required to keep the files on-site.

hen Julie Vogt finished a gruel-
ing, two-week lifeguard training
course in Feb. 1995, she found
more than a job with the New-
port Beach Fire and Marine Department.
She also found her fiance.
It was at a party for new recruits that
Vogt met Donny Gray, a department veter-
an who'd been manning guard towers since
he was 16. On July 5, Vogt, 25, and Gray,
28, will mark a first in the department's his-
tory -they'll tie the knot.
Some might call them the quintessential
Southern California c6uple. When they're
not patrolling the sands and waters during
the summer, they hike, camp, water ski,
swim, sail, bike and putter in the garden of
their Newport Beach home.
A former NCAA swimmer who made her
way through UCLA on a swinuning scholar-
ship. Vogt still competes in triathlons. She
said she admires Gray's own ability to mas-
ter quickly any conceivable athletic feat.
"It's a pretty active relationship," Vogt
said. ·Everything the guy tnes to do, he can
do it perfectly the first time."
Yet they have more than a job and physi-
cal prowess in common. Both are teachers
in Huntington Beach. Gray teaches physical
education and coaches the surf team at
Sowers Middle School, and Vogt teaches at
Eader Elementary.
Gray said his mood about the upcoming
maniage is "pretty relaxed."
"We're really mellow," he said. "We're
not uptight people. We don't stress over the

little things. Everybody tells me that's going
to change."
Still, he's "totally excited," he added.
"I'm totally confident," he said. "But that
still doesn't make it any less weird Summer
this year won't be like sununers in the
past."
Vogt, a Fountain Valley nabve. is one of
only a handful of women on the Weguard
squad. She said colleagues have been sup-
portive of the maniage.
"I feel a little nervous," she said. "I'm
excited. I'm really happy. Marriage to me
means having yotir best friend with you.
We're just two twenty-somethings trying to
make our lives what we want it to be.

district trustees adopted a $99.5
nulhon tentative budget for the
1997-98 school year Tuesday that
will amount to $3,655 per student
In discussing the budget,
board members voted to increase
textbook funding by $180,000 by
drawing from end-of-the-year
surplus funds from other pro-
grams. j
They also voted to increase
deferred ma.mtenance spending
by $620,000, specifically for roof-
mg repairs at the schools where it
is determined to be the most
needed.

of leases of space for a mixture of
parkmg and classrooms at Monte
Vista HLgh School, East Bluff
School. Harper Commuruty Cen-

NEWPORT BEACH -The
Balboa Island bulkhead gets
repairs, dog owners get conve-
nient dispensers for "doggie walk
bags," and the Flre Department
and city attorney's office get
remodeled. All three won
approval when the City Council
OK'd the 1997-98 budget Mon-
day.
The budget shows the city's
cash flow decreasing about $17
million and expenses decreasing
$25. l million compared with
1996-97 figures. The financial
plans approved 1onday could
sUll face some changes in the
corrung weeks, as council mem-
bers may try to add a few more
projects to next year's budget.

• Disabled adult group, Vantage Foundation, leaving
site after 15 years to make way for school reopening.

COSTA l'vfESA -It's been 15
years since Vantage Foundation, a
state-funded organization that
supports developmentally dis·
abled adults living in community
fadlltics, set up its home at Rea
Community Center.
But next month, the organiza-
tion will be among several. non-
profit groups packing up and say-
ing goodbye, making way for th
Newport-Mesa School District to
open an elementary school for
children.
The lchool has housed about a
dozen nonprofit organizatiom for
15 years, but a state initiative to
reduce class sizes in elementary
schools prompted the recent ded·
lion to return the aChoOl to chll-
dren this f aU.
Among those nonprofit groups
at Rea scheduled to move next
month are High Hopes, Women
Helping Women, the Someone
Cares Soup Kitchen. The Harbor
Area Adult Day Care Center will
stay at Rea through next year,
Head Start, the Boys and Girls
Oub and Save Our Youth will
remain indefinitely.
About 125 developmentally dis-
abled adults, many who once lived
at Fairview Developmental Center
for most of their lives, are now
bused to the center from commu·
nity care f adlities where they live.
The organization give its
clients a chance to tak part in
community ectiviti and work
assignments.

NEWPORT BEACH -City
officials have been refining plans
for a park at Upper Castaways
for more than two years, and now
they're finally close to setting
those plans in motion.
The City Council on Monday
approved spending $858,625 to
build the 16-acre park off Dover
Drive and 16th Street, which
brings the cost 5.2% below origi-
nal estimates, staff reports said.
Bob Henry Park, which includes
soccer fields and baseball dia-
monds, will open in August on
the other side of the. Castaways
homes.

The City Council in April 1995
approved plans for the park,
which call for building a 30-
space parking lot and grading on
the bluff to promote drainage
and prevent erosion.
City officials modified the
plans 1n fall 1995 to comply with
state Coastal Commission stan-
dards. They removed 10 parking
spots from the plan to save a
grove of willow trees and agreed
to leave some wetlands
untouched.
The park will consist of
asphalt trails with views of the
Upper Newport Bay, lined by
low-level lights and a wooden
fence on the bluff side. The trail
follows the former road leading
to what once was the old Cast-
aways restaurant, the site's
namesake.
City Council members de bat-
ed whether the trail should be
asphalt or a softer material such
as gravel. But Public Works
Director Don Webb said the trail
should be paved, so emergency
and maintenance vehicles can
get in and out.
The 1,800-foot trail will con-
nect with a similar-size path built
by Taylor Woodrow Homes that
encircles the Castaways home
development.
Contractors will plant native
grass and wildflowers as well as
sycamore and oak trees. They'll
also trim and remove some
plants and get rid of concre te
sqaps left over from the Cast-
aways restaurant.
Officials expect construction
to begin in late July and end by
December. ·
The Irvine Co. still owns the
Lower Castaways -where
developers have proposed mari-
nas and hotels in the past -and
has no immediate plans to build
on it.
"The city would probably lik~
to acquire that at some time, but
I don't know how or when/
Webb said.

No. 1 in OCTA study.

It's the busiest intersection in
Orange County -Newport
Boulevard and Pacific Coast
Highway in Newport Beach.
Every day, more than 121,000
motorists travel through it.
A study of 600 Orange County
intersections, released on Mon-
day by the Orange County Trans-
portation Authority, shows that
Newport Beach has two of the
busiest intersections, while Costa
Mesa has four.
"It's a positive thing," said
John Standiford, an OCTA
spokesman. #It's not meant to be
negative. These intersections are
working . .. to be on the list is
actually a good thing.
"Both cities are doing a great
job of making mobility a priority
in the city."
Standiford said just because
these intersections are ranked as
the county's busiest doesn't mean
there are perpetual traffic jams in
those areas.
Most of these intersections
have undergone improvements
using Measure M funds that are
collected by the county through a
half-cent increase in sales tax.
Since 1990, cities have received
about $200 million for regional
and local street and road projects.
The area between the Costa
Mesa Freeway and the Coast
Highway has four intersections
ranked among the top 20. The
second busiest intersection,
attracting 100,755 motorists a
day, is at 19th Street and New-
port Boulevard in Costa Mesa.
The traffic from the Costa
Mesa Freeway is dumped onto
Newport Boulevard at 19th Street
and ultimately, Coast Highway. It
has also spumed the formation of
the East Side Traffic Committee
-a group of residents attempt-
ing to formulate a plan to divert
motorists from cutting through
their neighborhood to avoid
Newport Boulevard.
Standiford said the study is
conducted on an ongoing basis so
that cities can use the informa-
tion to apply for Measure M
funds.
Since the passage of Measure
M in 1990, about $6 million in
grant money has been funneled
into improvements along New-
port Boulevard in both cities.
Additionally, Costa Mesa has
received more than $6 million in
tum-back funds for various pro-
jects as well as $9 million just for
the widening of Harbor Boule-
vard. The city of Newport Beach
has received about $3.5 million.
Rieb Edmonston, Newport
Beach traffic engineer, said the
City Council on Monday
approved an $11.9-rnillion pro-
ject to rebuild the entire Newport
Boulevard interchange at Coast
Highway. The city plans to add
two lanes and widen the side-
walks at the four-lane bridge.

32nd Street to accommodate traf-
fic entering and exiting from the
peninsula.
Peter Naghavi, manager of
transportation services in Costa
Mesa, said improvements to
Newport Boulevard at 19th
Street are in the works. The city
plans to create a fourth north-
bound Jane on Newport Boule-
vard, just north of 19th Street.
The lane will give better and

A mailbag chock full
of friends and enemies
·I don't do letters from readers in
this column very often for sev-
eral reasons, but mostly
because it allows the columnist the
last word, usually without rebuttal,
which doesn't seem quite fair.
This probably isn't so much
because of my commibnent to jus-
tice as it is to a parallel with radio
talk show hosts I detest who beat
their callers around the ears and
then bang up. Rebutting letters in
a colwnn seems to me a form of
banging up.
As I think I've mentioned
·before, there are certain subjects
· ahnost guaranteed to draw mail.
: Ouns and abortion, for example.
· prdesecrating the flag. Or sug-
ftesting that poor people are not
hetessarily poor because they are
~ indigent or social dead-. ¥ts. Or that rich people are not
·necessarily rich because they are
. earnest, dedicated and hard-work-
ing. Or that knowledge of proper
·methods of birth control among
the young is the most practical and
realistic method of preventing
'unwanted pregnancies. That sort
of thing.
Either I've been lightening up
: lately or the local outrage quotient
·is going down, because the vol-
: ume of mail has been falling off.
Jtt any rate, having disposed of
political correctness, let me
respond to two strains that have
been surfacing in recent letters.
Several readers sent me a copy
of a colUJJUl in the Times by Ken-
neth Khachigian about an alleged
series of criminal acts by school
personnel in the Tustin Unified
District that were called repeatedly
to the attention of District Attorney
Michael Capizzi, who chose to
ignore them. This, said the letter
writers, proves that Capizzi applies
a double standard to the cases he
chooses to prosecute, and there-
fore the prosecutions of Rhonda
Carmony, fiancee of Costa Mesa
Rep. Dana Rohrabacher, and Scott
' Baugh are disgraceful.
Now I know nothing about the
Tustin case, but in light of Khachi-
gian's recent expression of
incredulity that any fair-thinking
person could be harboring any-
thing but warm affection toward
Richard Nixon, I would be a little

bit uneasy about buying his take
on the Tustin matter without hear-
ing the other side. I would also
suggest that it is irrelevant to the
Baugh-Carmony prosecution .
This is an example of the every-
body's-doing-it-so-why-pick-on-us
school of logic. If Capizzi was
either incompetent or unprofes-
sional in his handling of the Tustin
affair, he should have to answer
for it. But that has nothing to do
with the alleged law-breaking of
cannony and Baugh.
According to the confessions of
three of their confederates, they
rigged an election. They are being
tried for those acts. Are these letter
writers suggesting they shouldn't
be tried because Capizzi screwed
up on another case?
The second strsiln is chewing
me out not for what I wrote but for
what the letter writer chose to read
into what I wrote. For example, I
wondered in a column if the mood
of the public today would be
receptive to pleas for another boy-
cott in support of farm workers as
it once was with Cesar Chavez,
and an official of the Western
Growers Association accused me
of "making unsubstantiated accu-
sations about farmers. u
When I suggested that the
Orange County Republican hierar-
chy should wise up to fact that the
public is no longer buying into the
Newt Gingrich take-no-prisoners
style of statesmanship, a letter
writer said ttiat what I really meant
was that "a man cannot be both
conservative and a statesman,"
thus proving that I was insensitive

When the dispute over whether
or not to show Franklin Roosevelt
in a wheelchair in the FDR memo-
rial reminded me of the great gaps
in historical accuracy m many
presidential libraries -a question
that seemed to me worth debate
-a letter writer accused me of
"using FDR's handicap" for my
constant "bashing of Nixon and
Hoover" and wanted to know why
since I fought for this country in
World War II, I now "believe in
socialism."
I guess a letter writer named
Justin Wallen caught me best
when he wrote: "Perched on his
ivory tower of government-con-
trolled reform; he denies his own
responsibility to society. Have
some courage, Bell. Have the abili-
ty to make a difference."
Gosh, I'm trying .
And I don't want to leave the
impression that all my mail is neg-
ative. Much of it is kind and sup-
portive, and some of it even dis-
agrees with me without calling me
names. One such letter arrived
after I did a piece on a Stephen
Sondheim show in Laguna Beach.
The letter writer didn't approve of
my interpretation of the show and
backed up her position with beau-
tifully crafted fact and reason. I
answered at the lengtli her letter
deserved, and only then did I find
that my correspondent was 13
years old and appearing in the
Spring musical a t Harbor High
School.
Her name is Felicity Claire. She
invited me to come and see the
snow -Sondheim's "A Little
Night Music" -and my wife and
I did. She was wondertul, and I
think I made a new friend.
Maybe that can count toward
making a difference?

A support group for caregivers
of patients with Alzheimer's or
related dementia will meet at 6:30
p.m. the first Tuesday of each
month at Mesa Terrace starting in
July. A light supper will be

Reduce landfill waste

The Costa Mesa Sanitary Dis-
trict is reminding residents that
leaving grass clippings on the 1
lawn can reduce landfill waste by
18% during the spring and sum-
mer.
District officials say "grasscy-
cling" is the natural recycling of

In an intriguing twist, the
Newport Classic would end after
23 years, but those same hustling
and dedicated volunteers, staff
members and sponsors would
pour their efforts into the Senior
PGA Tour event in March,
making the Toshiba Classic an
overnight sensation with an
ideal, well-established Newport
Beach-based charity that has had
its feet firmly planted in
community golf since 1975.
"It is going to happen," an
insider said Tuesday.
The scenario would
immediately generate
community support. Money
would be saved because Hoag,
for about $75,000, could hire a
full-time tournament coordinator,
while the incredibly
conscientious, loyal and
experienced volunteers of the
long-revered Newport Classic
would retain their same detail-
oriented hats, just play in a big-
ger ballpark.
With Hoag as the charity,
NBCC ownership can also rest.
David Wooten. who represents
the company that owns NBCC,
released a statement on May 10
announcing after two years it
would no longer host the Senior
Classic with the event's current
management, International
Sports and Event Marketing,
headed by Bob Neely.
Among the reasons why club
ownership terminated its
relationship with rsM last month
was because of the uncertainty
regarding the 501(c)(3)
lax-exempt status of Classic
Charities of Orange County, the
organization created by rsM to
officially run the event.
The primary reaSQn for the
acrimonious split was because of

With Hoag as the charity,
everybody wins.
The underlying factor here
seems to be bottom-line charity
dollars, something Toshiba is
interested in being aligned with,
considering $45,000 was

organizations in 1996 and zilch
has been dished out this year by
ISM.
The Newport Classic, the
famous former Crosby Southern
Clambake, bnngs in more than
$200,000 every January for
Hoag. In 1996, it topped
$300,000. In the last five years
with Taco Bell, it has raised $1 .2
million.
Keep in nund, folks, that's
without ESPN television
coverage. It's strictly based on
locaJ efforts. Hoag's fund-raising
team (the 552 Club) has been
one of the community's best for
years.
The PGA Tour? It loves
NBCC. So do the Senior Tour
golfers, especially Jim Colbert
and Bob Murphy. Tour officials
would probably drool at the
notion of Hoag taking over.
For Hoag to step in, it's a
natural marriage, a perfect fit. ll's
like Drysdale joining the rotation

center field fence. Eric Tones followed
with a single, and a single by Jesse Felix
drove Torres across the plate.
Meanwhile, Tones was stifling the

FOUNTAIN VALLEY -Against opponents much closer
to her age, 12-year-old standout Anne Yelsey of Corona
del Mar will open competition today in the 95th annual
Southern California Tennis Association Junior Sectional
Championships as the area's highest seeded player.
Yelsey, one of the hottest Southland juniors in the girls
12s division, is seeded second in the main draw behind
nemesis Dianne Matias of Gardena.
"(Matias) is a little bigger than me, and I've played her
for two years now and 1 haven't been able to beat her,"
Yelsey said with a good·natured chuckle Tuesday.
Yelsey, who will face qualifier Audra Cohen of Camar-
illo in the first round of the main event at 11:30 a.m. at Los
Caballeros Sports Village, heads a list of fow seeded play·
en from the area.
Corona del Mar High's Caytan Leslie (third seed in the
girls 16s), Costa Mesa'• Brtan Morton (fourth seed in the
boys t4s) and Newport Beach's Alexandra McGoodwin
