parents are -questioning the merit
of a district health cwrlcutum
approved last week that covers
information about drugs and the
reproductive ·system in primary
grades.
The curriculum ...... developed
by Julie Chan, director of curricu-
lum for Newport-Mesa, and other
district educators -outlines the
content of health classes for
grades kindergarten througb
ninth and 12th grade.
Sarah Sansevieri was one of
several parents who spoke at last
week's meeting, arguing that
parts of the health plan were
inappropriate.
Sansevie.ri, who had a junior at
Corona 'Ciel Mar High School last
year, took issue with a series of
senior health standards, including
"treat the sexuality of others with
respect."
"We've all been raised with
different' value systems," Sanse-
vierl said Tuesday. "There are
plenty of kids even in this day and
age that don't believe homosexu-
ality is an alternative lifestyle. . ..
We shouldn't make those people
compromise." .
Unda Schwandt, who has a
seco11d -grader in the school dis-
trict, also spoke against the health
plan at the meeting, citing a stan-
dard of teaching second-graders
about the reproductive system.
"[My 'daughter] doesn't need
to know about her reproductive
system at second grade,•
Schwandt said at the meeting.

School board member Wendy
Leece, who dissented in the 6-1
vote, also expressed concerns
with the plan, saying it concen-
trated loo much on feelings and
other inappropriate content.
The cuniculum includes activi-
ties in which students are asked
to describe their feelings or
understand how to appeopriately
express them.
"We're gomg to take more
time from teaching basic skills to
focus on feely-touchy Utings that
have to do with feelings,· Leece
said.
Leece said she.also found fault
with the curriculum's dev,elop-
ment process, as parents were not
seated on the design committee.

NEWPORT-MESA -The woman who cried rape at
Crystal Court in January won't serve jail time for her
fabricated story of sexual assault, thanks to an agree-
ment reached between the District Attorney's office an<l
her lawyer Monday at Harbor Municipal Court.
Instead. Rana Lana Kling, 22, of Mission Viejo, will
.receive three years of informal probation, 150 hours of
volunteer work and a $100 ,fine after pleading guilty to tt
misdemeanor charge of tmng a false police report,
according to coµrt records.
Kling told authorities that a stranger p~hed her into
her car and raped·h~ in the lower parking structure of
Crystal Court on Jan. 27, prompting police to distribute
a computer-generated composite-of the suspect she
described.
Yet hol~ ill lfling's story made police suspicious.. The.
location of the alleged attack, for in.stance, was only 75
yards from the entrance to one of the country's best-
guarded malls. And.while Kling claimed She was raped
between 8 and 8:30 p.m., police were not contacted unW

COSTA MESA -Last year, Costa
Mesa and Anaheim Ued with the sec-
ond-highe1t number of fireworkl-
related inddents in Orange CoUQty
with seven each.
Santa Ana, in contrast, led the pock
with nearly five times os many inci-
dents at 32.
According to 1996 statistics
released by the Orange County Fire
Authority, which represents 19 citlesin
the county, Costa Mesa is one of five
cities that still allows "lafe and sane•
fireworks. Those five dtlel accounted
for 60% of the inddents countywide.
The study was based on fireworks-
related incidents that took place from
June 17 to July 16 of la.st year. .
While some of the incidents
involved illegal firewm:U, the study
shows t~t five out of seven cases
mvolved safe and sane fireworks.
"We are very much advocates of not
allowing personal-use fireworks and
encourage residents to attend profes-
sional shows,• -said Pat Walker, fire

The Costa Mesa Police Department
doesn't plan to beef up its forces over
the Fourth of July weekend, said
Detective Ron Smith. The biggest
complaints, he said, are from neigh-
bors complaining that others are set-
ting qt1 fin!works late at night.

Since 1988, when most cities and
unincorporated county areas prohibit-
ed fireworks, records show injuries
from fireworks have dropped signifi-
cantly. And no injuries were recorded

COSTA MESA -For years,
local automobile dealerships
have coveted the flashy freeway
signs promoting car lots in cities
like Huntington Beach, Santa
Ana and Irvine.
Those efforts were stalled
when the section of the San
Diego Freeway between Hunt-
ington Beach and lrvine was
declared a beautification corrt-
dor, barring freeway signs.

Gray said he believes the city
will benefit from increased sales
tax revenues, based on statistics
he bas gathered from surround-
ing dties.

NEWPORT BEACH-Putting
money into the dty's reserve fund
for insurance expenses may not
be as exciting as widening roads
or buying street lights, but some
offidals say it's just as important.
Council members at their July
14 meeting will consider using
unbudgeted money -an unex-
pected sales tax windfall -to
build up the insurance reserve
fund. The aceount -the balance
of which now sta.ods at zero -
covers liability, workers' compen-
sation and paid absences. Coun-
cil members already budgeted
$4.8 pllllion for 1997-98 but
expect ei:penses to total almost
that much.
Officials now estimate sales
tax will come in $500,000 to
$600,000 over original estimates.
Sales taxes over the pa.st few
months have been pouring in, up
$300,000 pver estimates for April
through June, City Manager
Kevin Murphy said. ·

said.
That extra money will funnel
directly into the city's general
f\lnd reserves, which is tucked
away for emergencies.
Each city department con-
tributes to the insurance reserve
fund, but each year expenses
deplete it. In recent years, it cov-
ered medical expenses for fire-
fighters' work-related illnesses
and settlements for sexual
harassment claims against the
former police chief.
"We find we're really using
it," said Councilwoman Norma

\ NEWPORT BEACH -The
fate of a plan to buy a breathing
mask for jailors in case of a fire
depends on bow council mem-
bers decide to spend so~e
expected extra sales tax money.
The Police Departme11t
requested $8,050 for the equip-
ment in .the 1997-98 budget, but
the item was cut because state
authorities don't require it. Last
week, council members put the
proposal on a checklist of items to
consider funding with about
$500,000 in extra sales taxes.

from her portable office that she

The site has been used only for
storage of large bins that she sends
out to people who need them for
plant ttimmings, but she hopes to
use it...as a place to prepare the
clippings for landfill cover or other
uses, Ware said. ·
"We're going to have to do
green waste recycling. Green
waste is a must," she said, citing
§late laws requiring that more
waste be recycled by municipali-
ties.
Tuesday afternoon she said she
was not familiar with any legal
action the scllool district was tak-
ing and declined conunent later
when informed of the lawsuit.
