story too bitter
to swallow?
So far, the reaction to this col-
wnn has been mixed.
I upset one person who
believes, wrongly l·might add,
that I wtote about her situation
as an act of revenge.
Others have thanked me for
tdk:ing a second look at things
and still others believe it has
become, in effect, a front page
retraction every week and fur-
ther proof that we practice
spineless journalism.
So bear with me please as I
clarify the philosophy behind
Second Thoughts.
It doesn't exist so much for
the purpose of retracting our
statements as it does to better
explain the reason why we make
the decislons we do. And rather
than declaring we were wrong
or right, I'd rather just give the
readers more facts to make that
declSlon themselves.
It's a vehicle to review rec~nt
newsworthy events, errors in
reporting and editing, and to let
readers air their concerns. '
It's also a chance to take an
mren deeper look into the con-
tro-vers1es that we either have
written about or stirred up.
And it's even going to be a
forum for asking why controver-
sies haven't arisen, which brings
me to the topic of this week's
column
On Aug. 28, Daily Pilot edu-
cation reporter Jessica Garrison
turned the spotlight on a brew-
ing epidemic at Corona del Mar
High School.
Garrison's investigative work,
"Starving for Perfection,•
revealed that young girls, so
eager to be thin, have resorted to
using Ritalm, a drug normally
used for ~yperactive children, to
stem theu appetites mid lose
weight.
The story was powerful, well-
written and researched, and it
shed llght on an issue that need-
ed attention.
But. strangely, that attention
doesn't appear to be forthcoming.
Aside from a few comments,
the Newport-Mesa board of
trustees and the Corona del Mar
High School comrnuruty have
barely acknowledged the prob-
lem.
Instead, board President
Serene Stokes said Garrison's
profile of the girls •gave too
much attention to the wrot;lg
kids at the school.•
A curious response from an
official elected to, well, pay
attention to all the district's
schoolchildren, not JU.St those
who play by the rules.
One has to wonder if the dis-
trict and board members and the
community are 1ust gomg to wait ·
until the issue slips away
That way there's nothing to
pay attention to anymore. But,
I'm happy to report, at least one
parent was paying attention.

not too long ago,
when Los. Mlge-
les resident Happy
Johnson couldn't even
walk.
It was two years
ago while undergoing
high-dose chemother-
apy and radiation
treatment for breast
cancer. But on Sun-
day, as she lifted her
bright pink cap to
show off her sprouting
hair, Johnson had a
message for the world.
•I'm a survivor, ..
Johnson said. •I'm
here and l'm movmg ...
Johnson wasn't
the only one moving.
In addition to the
estimated 10,000 vol-
unteers, onlookers
and supporters, a
record 25,000 walk·
ers and runners
showed up at New-
port Beach's Pacific
Life Building early
Sunday morning.
They were there to
show their support
en masse in memory
of breast cancer vic-
tims and in celebra-
tion of the disease's

man was arrested Saturday in connection with
the attempted rdpe of a Coslii Mesa womdll
picked up at a bus stop earlier that day.
Police believe the suspect could be the same
man who is sought for the rape of another
wo)11an Sept 16 .
Brian Daruel Laningham was arrested after
the 33-year-old victim of S<iturday's modent,
who was being interviewed by police &t the bus
stop, saw him dnve by and pomted him out to
officers as·the man who had attacked her.

Officers made a felony stop on Laningham
and arrested him without modent. He il' being
held m the Costa Mesa Jail m lieu of $50,000 bail
on suspioon of attempted rape, kidnapping,

Councilman Joe Erickson

The event pits the children
and teens of Save Our Youth

game. Enckson said the Save Our

Kiff, former assistant to the city
manager, starts his new position
as deputy city manager today.
Peggy Ducey, who previously
held the title of deputy city man-
ager, left the city to become the
executive di.rector of the Orange
County Regional Airport Authori-
ty. Her salary is still paid by the
city, but she works as an indepen-
dent contractor and reports
directly to the airport authority
board of directors, City Manager
Homer Bludau said.
Bludau said Kiff deserved the
promotion because he has been
working on 1rrlportant oty issues,
including the Upper Newport
Bay, tidelands management and
annexation

were much greater than I would
expect from an assistant to the city
manager,• Bludau said "(Deputy
city manager! was a title I thought
he deserved. He's got gredt human
relations skills, gets along with

Kiff was hired in January 1998
by· former City Manager Kevin
Murphy. Before that, Kiff worked
as an assistant to the city manag-

staff member to seasoned politi-

While his duties will be virtudl-
ly the same, Kiff will take a more
active role in managmg the city's
income property, which 1s land

ties. Kiff said he will also work on
doing a better job communicating

about city issues.
Bludau said for the time bemg,
he won't hire a new assistant to
the city manager.
Another change in the city's
structure includes the creation of a
new deparbnent, called Human
Resources and Risk ManagemPnt
-two divisions that were previ-
ously under the Adrrunistrative
Services Department, Bluddu
said.

deparbnent, as well as the Plan-
ning Department.

what they want to be when they
grow up? Expose them to a
bunch of dilferen\ options. The
head of the ucr School of Biolog-
tcal Sciences, Dr. Shin Lin, will be
brtnging together internationally
famous members of the biomed-
ical community fora "talk show,"
where students can participate.
Assistant Dean of Biological Sci-
ences David Gardiner, who is
also a Costa Mesa High School
parent, Will be the co-host.

to sit up front and ask questions,
you can register him or her for a
unit of continuing education col-
lege credit by calling (949) 824-
6252, and paying $40 for the first
or second session, or $60 for both
sessions. The talks will be held at
UCl's Bren Cent.er from 7 to 8:20

Some of the other topics include
"Biomedical Engineering: Engi-
neering Human Tusues,·
"Human Evolution and the Ori-
gin of Races" and •Application
of Computer Science and Tech-
nology to the Study of Cancer.•
Nobody told me about these
careers when l was in high
school, but I guess most of them
dldn't exist back then. Everyone
is invited, whether you are a stu-
dent or not.

The state l~lature is having
more and more of an effect on our
JocaJ budget: Instead of giving
each school district a pile of state
money to use as the school board
~ fit, lawmakers are providing
funds that may only be used in a
particular fashion. For lllStance,
they appropnated $40 per student
in kindergarten through 12th
grade that can only be used to .
buy new textbooks. Kindergarten
through eighth graqes will get
$8.70 per student for instructlonal
materials. All grade levels qualify
for $29 per student for library
funding. Kindergarten through
fourth grades get $10 per student
lo buy reading books to be
housed in the classroom.
While the state provides an
incentive bonus for class-size
reduction, 1t does not cover the
whole cost. So, the extra money

needed to fund the program has
to come from somewhere. First
through third grades are funded
from the district's general fund lo
the tune of $1.3 million.
However, there isn't enough
left in the general fund for
.kindergarten and ninth grades.
The extra $100,000 needed for
those two grades is being funded
by reducing the amount that
individual schools receive for
thelf School Improvement Plan,
or SIP, money.
SIP funds come from the state
through previously passed legisla-
tion. The use of the funds is to be
decided by a JOlllt tec:l11l of teach-
ers, parents, school staff, and (in
~e upper grades) students. They
are to ijse those funds to improve
that pdrticular school. The schools
will see a 21 % reduction in this
year's SIP funds.
All of the elementary schools
receive the same amount per stu-
dent, no matter where the site.
However, differing amounts go to
the secondary schools, with some
not receiving any funds. So, the
effect on the schools and programs
funded by SIP funds will vary. With
the vanation of school grades at
each site, there are six schools in
the ctistrict that do not house a
kindergarten or ninth-grade class
that have had their SIP funds
reduced by 21%. One such school
will lose more than $12,000 in SIP
funds from the 1999-2000 budget.

what their goals are for the new school year -and what they want to be when they grow up.
Between questions they talked about how much fun they were having in first grade. how doing

encroachment to the geheral fund

means that 19% of special educa-
tion expenditures encroach on the
general fund. The number of kids
in the program is projected to

age. The other factor is the grow-
ing number of licensed care facili-
ties in the district, which is greater
than in other areas of the county.

Dixon's observations are in
line with current trends. The
city's current parkmg standards
were adopted 15 years ago, when
compact cars were more the norm
for the city.
But according to the U.S. Public
. ' Interest Research Group, S4les of
SUVs alone grew tenfold since
1980, with more th.an 2.8 million bit-
ting the roads ln 1998. From 1992 to
1997, the number of light trucks
grew from 54 million to 68 million
81ld the Automobile Club of South-
ern California estimates that one in
three vehicles on the road today is
some sort of light truck, and that
includes SUVs, pidrups minivans
and Jeep-like vehicles.
In December, sales of trucks,
vans and SUVs surpassed sales of
cars Jor the first time in historyt
auto makers have reported.
The proposed change should
help both large vehicle owners
who can't seem to find the right
size parking space and compact
car owners who are being
squeezed out by the behemoth
vehicles, Dixon said.
Most other cities have
approved larger parking spaces
than Costa Mesa, according to
city staff reports. Recommenda-
tions from staff will include
adopting a common stall width of
nine feet. instead of the current
standard of eight feet, six inches.
Stall depths would also be
increased from 18 feet to 19 feet,
and .compact space dunensions
would be increased from seven
feet. six inches by 15 feet to eight
feet by 17 feet

had done on the idea, currently
being pondered by the Newport
Beach library board, of bll;ilding
an arts center on land adjacent to

call, said Newport Beach residents
would be better served by having
library board meetings televised,
as City Council meetings are.
That way, residents can see

NEWPORT BEACH -Ever since the
first matchup between boys water polo
heavyweights Newport Harbor High and
Long Beach Wilson, which the Sailors
won, 11-10, in a tense sudden death, fans
have been abuzz about the possible
rematch in the finals of the South Coast
Tournament Saturday at Newport Har-
bor.
Well, the rematch did take place, but
instead of Tyson-Holyfield, it was more
like Tyson-McNeely. Host and the CIF
Division I's No. 1 Newport Harbor blew
away the No. 2 Bruins, 11-5, emphatically.

though, the only thing Garcia found was
Peter Belden, who stuck to him like grass

sending Orange Coast College to the racks
with 226 yards rushing and three touch-
downs in the Dons' 52-6 blowout of the vis-
iting Pirates.
In a football game decided by halftime, the
Pirates (2-1) could not find an answer for the
sophomore running back, nor could they
overcome two lost fumbles and two inter-
ce,.P.tions.

swimmer and
talented water polo player with
good size (6-foot-3, 215 pounds),
h'e knew his place m the pool for
Coach Bill Barnett's Newport
Harbor High Sailors.
In the fall of 1975, the Tars
featured one of the best water
polo teams in Orange County
history, going 23-0 and capturing
Sunset League and CIF Southern
Section 4-A titles.
La.st year, the Los Angeles
Tunes unveiled its Top 10
all-time sports team,
and Barnett's nus of
'75 were ranked
fourth.
·A two-sport athlete and Tar of
the Year in 1976, Dobrott swam
for Coach Bill Jewell and ea.med
prep All-American honors m the
200-and ~00-yard treeStjie
events. His senior year in water
polo, Dobrott was voted
second-team All-Sunset League,
second-team All-ClF 4 -A and
second-team All-American.

Goalie Robln Landauer had four saves ... The
women's volleyball team split two rnatches, hah-
dling visiting Embry Riddle Aeronautical Uni-
versity on Friday, 15-2, 13-15, 13-15, 15-11, 15-8,
but falling to host Biola in Golden Stete Athletic
Conference play Saturday, 16-14, 15-1, 15-7.
Kristy Rostawidd served the last seven points of
the fifth game to lead VU to its victory over
Embry Riddle. Megan Godfrey led the wey with
23 kills. Joelle Mockabee (15) and Noelle
Sturgtl (12) contributed significantly as VU
improved to 8-7 . Biola rallied from a 14-9 deficit
in the first set with seven straight winners, then
ran off 12 straight in the second set to take total
command Saturday.
Zoila Gomez led the way in the women's division
with a 19:13 effort. Bernice Carbajal was second in
19:56, with Sinlo Orozco eighth in the 100-plus field
Stepping up with key efforts were Elsa Ortega, Kim-
berly Lacher, Joanna Wllllams and Marie Valencia, pro-
viding OCC with a 29·point cushion over runner-up Mt.

country team did well against the top San Diego-area
teams and finished fifth in the South Bay Invitational at
Southw~em Community College's 2.47-mile course.
Junior Amber Steen led the Sailors and finished sec-
ond with a 15:13. Sonya Mechkor finished eighth at
15:57 end Carrie Foss was 19th in 16:23. Nine points
separated Newport Harbor from the third-place team.
