Coast Guard officials called
off the search for 38-year-old
Pegye Bechler on Monday morn-
ing and said they had yet to
determine the cause of her dis-
appearance.
A helicopter, equipped with
infrared, searched until 2 a.m.
Monday and then search and
rescue teams reconvened about
5 a.m. to search for Pegye, who
reportedly fell off a rented boat
Sunday afternoon, said Coast
Guard Lt. Dan Deptula.
The.. search was called off at
7:27 a.JO. alter nothing was
found, said Second C lass Petty
Officer Brent Rahe.
Eric told a uthorities Sunday
that Pegye was operating a 19-
foot boat from Balboa Bay

COSTA MESA -City Councl
members unanimously supported
a motion proposed by City Coun-
cilman Joe Erickson to schedule a
rehearing on a decision the coun-
cil took last month lowering trip
fees for developers by about 25%.
The decision would allow dty
officials 90 days to find alternative
ways of funding traffic improve-
ments and to determine bow
much money developers should
have to pay toward those
improvements.
Erickson believes the earlier
decision to lower fees from $228
to $150 per trip would impose a
hardship on taxpayers that might
also jeopardize funds earmarked
for other city projects.

Several residents spoke
against the lower trip fees, includ-
ing John Feeney, who said the
reduction in fees amounted to
taxpayers subsidizing wealthy
developers and cleaning up their
mess.
MBusinesses don't pay. taxes,
they collect them,· h~ said,
adding that Measure M funds
used to make traffic improve-
ments ultimately are paid by tax-
payers.
The fees, levied on developers
of new projects to pay for traffic
improvements, a.re determined by
the amount of business generated
at a particular site. For example, if
the dty estimates a new project
will generate 100 more vehicle

trips in that area the developer
would be charged $2,280 under
the former fee schedule. The
change would lower that to
$1,500.
The city's 1991 General Plan
calls for $177 million in traffic
improvements over the next 20
years, but CW"TeDt traffic levies, or
trip fees, leave a shortfall of near-
ly $1 32 million, said Peter
Naghavi, the city's manager of
transportation services.
The counc::il's earlier decision
to reduce the fees would inaea.se
that shortfall by $11 million for a
total of $143 million.
According to a report released
by Naghavi on Monday night, the
costs levied on developers for trip
fees have drastically fluctuated.
since the $48 fee the city adopted
in a resolution in May 1984.
By 1988 the fee had been
changed four times. It was
increased that year from $95 to
$668, where it stayed for five
years. A $228 trip fee was adopt-
ed in 1993. It dropped to $200 ih
1995 and finally $150 in June.

revamped a bill that designates
$5.75 million for wetlands projects
throughout the state to give $1 mil-
lion of that money directly to
Upper Bay dredging, City Manag-
er Kevin Murphy said.
Next year's state budget
already contains a $3.9 million line
item to fund cleaning the sludge
out of the Newport Bay. City offi-
cials are now looking for ways to
scrape up the remaining $1.1 mil-'
lion needed for the project.
U.S. Rep. Christopher Cox,
whose district includes Newport, is
hoping to help with that. He's
planning lo nave a bill drafted by
mid-July1bat-could mean up to $5
million for the upcoming and
future dredgings. He's also asking
around town

"I have contacted committee
members several times to let them
know how important this is," Cox
said. "My request is to deal with
the sediment that's building up
now -then we can look at the
long-term."
Local officials for the past few
years have combed the county,
state and federal reaches of gov-
ernment looking for the $5 million
needed for the project. During the
search, sediment bas continued to
seep from San Diego Creek into
the 752-acre ecologital reserve,
threatening to eventually choke
off the estuary.

·.Balboa had itS own
version .of the · Jazz. Age
A bout the only thing I
watch with any regulari-
·ty on television is the
biography program on the Arts
and Entertainment channel.
Recently they did one on P.
Scott Fitzgerald and the Jazz
Age. Watching that program I
realized ~e first time that I
had a w6rm's eye view of that
era.
When I came to Balboa at
the ripe old age of 9, I came
from Green River, Wyo. There I
bad been exposed to the rem-
nants of the Wyatt Barp-Wtld
Bill Hickok version of the Wild
West ___; saloons with batwing
doors under which we urchins
could peer at guys with pistols
on their belts bellying up to the
bar.
In Balboa, I moved in with
my brother-in-law, Dick Whit-
son, who promptly put me to
work as a glass washer and ice
chipper at the Green Dragon
Cafe. It was there that I was
exposed to the Jazz Age. ,
lWo people whom I shall call
Betty and George epitomized
that era for me.
They were a young married
couple from Santa Ana, proba-
bly in their early 20s. Betty was
very pretty and very vivacious.
George was the ultimate
sophisticate. He always wore a
suit and looked out at the world
with a half-smile on his face.
Mf first recollection of them
was in the kitchen of the Green
Dragon. Betty was wearing a
hat that looked like a helmet.
She had bobbed hair. In Green
River, the only women I had
seen with bobbed hair were the
whores.
Betty was sitting on a table.

She was wearing a short, tight
skirt. When 'she leaned back
and clasped her arms around
her knees, I could even see a
part of her thigQ. I promptly fell
madly in love with her,
cilthough the fact that I was 9,
and she was in her early 20s
and married made our romance
rather remote.
She was smoking a cigarette
-I had never seen a woman
smoke -and drinking gin from
a flask that George carried in
his hip pocket. This was before
Balboa's drinking habits degen-
erated to straight alcohol dur-
ing the late '20s and early '30s.
The Green Dragon became
Balboa's drinking headquarters
during the Jazz Age. We would
sell some kind of a mix to a
group in a booth. The men
would pull out their hip flasks.

The Green Dragon was locat-
ed at the comer of Main and
Central, now Balboa Boulevard.
Back of the Green Dragon was
the original Rendezvous Ball-
room, located where the Balboa
Theatre now stands. The wall
between the cafe and the ball-
room was lattice. I would peek
through that lattice and watch
Betty danc:.~ the Charleston. She
was great, with her feet and
legs flying madly. After each
dance, she would be surround-
ed by admiring men clamoring
for the next dance. I never saw
George dance. He just stood
there with that balf-Slllile and
watched Betty as she was sur-
rounded by all those men.
Then something unpleasant
happened to the Jazz Age. lb
1929, the Great Depression hit,
and the Jazz Age came to a
crashing halt.
Flash forward to the late
'30s. l had become a lawyer try-
ing cases in the old red sand-
stone courthouse in Santa Ana.
It was a tradition for lawyers to
adjourn to the local bars after a
session of court. From time to
time, I would see Bettv and
George in one of those bars.
They were always alone, just
sitting there quietly in a comer
watching others. The Jazz Age
was over for them.
Edna St. Vincent Millay, the
poet of the Jazz Age, immortal-
ized its spint in a well-known
verse which, modified. would fit
Betty and George.
I burned my candle at both
ends
It dip not last the rught
But ah my foes and oh my
friends
It gave a'Jovely light.

ball coach, CdM Athletic Director
Jeny Jelnick announced.
Emme, a Newport Beach resi-
dent, replaces Joe Koh, who
resigned after three seasons to
spend more time with his family.
Emme, the pitching coach at'
Redondo, has bead coaching
experience on the prep level for
four seasons in Iowa (1987-90).
Jelniclc said the plan is to hire
Emme as an on-campus teacher,
but he holds walk-on status for
now.

Koh compiled a 35-35-2
record, having replaced Matt

90 minutes Monday for the Costa Mesa
National Little League Major Division
All-Stars. .

Vasquez. the lone girl on the team,

Beltran said his team's strong perfor-

4 setbeck to Huntington Valley, brought

"I got a group that gave 110% and had
a great attitude, which is all I could ask.
Beltran and Jorgenson finished with

12-year-olds had not been familiar with the
moniker •snakebit," welcome to the world of
frustrations.

trict 62 All-Stars opener, Mo.Aday's farewell to
the tournament came by the hands of Ocean
View pitcher Matt Candlish, who no-hit Costa
Mesa, 4-0.
Candlish, a big right-hander with an assort-
ment of eff ecttve deliveries, struck out 10 with
his masterpi~ as Costa Mesa batters, with a
history of long-ball productions, were baffled
throughout.
A cousin of former Estanoa High football
and basketball standout Chris Candlish, and
with the same nickname {Moose), according to
bis mom, the Ocean View pitcher allowed two
walks in the first inning and two more in the
sixth, and bit a batter in the third. Otherwise ...
The only real threat for Costa Mesa was in
the third when Joe O'Sullivan was hit by the
pitch.
Pinch runner David Barnett moved up to
second on a wild pitch, and got to third when
Ocean View's defense elected to try to get him
on a bouncer to second by Danny Whitaker.
Moments later Candlish was out of trouble
with an inning-ending bouncer to second.
Ocean View, which had threatened in the
third and fourth, broke it open in the fifth with
four runs as a bunt single, an error. a hit-batter
and a two-run single up the middle by catcher
Jason Kibler got it started.
Three batters later Michael McGuire was
brought in put the fire out. but the damage
had been done and it was 4-0.
