ing ·a city ordinance on Monday to
prohibit outside flower vendors
from cutting into their business.
The council voted against the
change 3-2.
"I wasn't comfortable identifying
one product and saying this is a
protected product,• said Mayor
Peter Buffa.
The decision angered some
florists wh<T pointed out city code
enforcement officers are quick to
crack down on their businesses if
they try to sell their .flowers on side-
walks in front of their store.
•Anyone can just walk into Cos-
ta Mesa and do business and then
walk away,• said Brian Harris,
owner of Franks flowers on 17th
Street.
The ordinance change would
have prevented vendors from
obtaining a single-season agricul-
tural permit to sell seasonal flowers.
The permit allows vendors who
promise to contribute to non-profit
organizations to sell pumpkins on
Halloween and strawberries when
they are in season.

may have knocked herself out of
her vessM by crossing over the
wake of her own boat while tow-
ing her kneeboarding husband
four miles out at sea, Coast Guard
officials are now saying.
Authorities say the Newport
Bea.ch woman and her husband
had been drinking and ,alcohol
may have played a part in the
mishap.
Pegye, 38, who has been miss-
ing since Sunday, probably
crossed the wake of her own boat
while she tried to watch her hus-
band kneeboarding behind her,
causing them both to lose contr~l.
Coast Guard Lt. Jeanne Reineke
said. ~
•'Jbe reason you have a spotter
is because when you're driving
the boat you can ea.sily run over
your own wake,• Reineke said.
•That's what knocked her over-

dent and physical therapist, was
out on a 19-foot Balboa Bay
Rentals boat celebrating her fifth·
anniversary when her husband ,

NEWPORT BEACH -As city
officials negotiate for a cut of
Newport Coast property taxes
before they decide whether to
annex the area, some neighbors
adjacent to the land are worried
the takeover could mean a
decrease in city services.
Officials have been meeting
with county representatives to
work out how much the city
w ould get in Newport Coast
property taxes. Once they know
the payoff, the City Council will
vote on whether to pursue mov-
ing city boundaries farther down
the coast.
Preliminary estimates say the
city would come out ahead as
soon as the area is built out. the
9,432 acres include hundreds of
pricey homes, dedicated open
space and the Pelican Hill Golf
Club. It's slated for retail shops
and a hotel to replace a planned
re$Ort by Disney, who pulled out
of the deal in February.
The possible anne~ation has
become the bot topic of commu-
nity-meeting conversation, par-
ticularly in Corona del Mar,
which borders the Irvine Co .

The area being targeted for
the improvements is along Sun-
flower Avenue between Harbor
Boulevard and Fairview Drive.-
The city's plans to widen Sun--
flower Avenue require the
removal of eledricity poles and
wires, but the decision to replace
them underground is both aes-
thetically better and safer, said
City Councilwoman Heather
Somers.
•Eventually the city would
like to underground ~verything, •
said-Somers, adding that the
underground lines are protected
from hazards such as aluminum
balloons and birds.

Fire bl&Zes through
Costa Mesa home
A fire engulfed a home in
the South Coost Metro Area
Tuesday afternoon. No one
was hurt and the blaze was
quickly extinguiBhed, Costa
Mesa fire offtd.als said.
At 1:38 p.m. the Costa Mesa
and Santa Ana Fire Depart-
ments responded to a roof fire
at 3375 Larkspur St. Seven
Costa Mesa fire engine units
.and 25 firefighters arrived at
the scene and the fire was put
out by 1:55 p.m, authorities
said.
The amount of damage
done to the single family home
is still unknown. Costa Mesa
fire officials said.

Playing in the garden of good arid· evil
W e just returned from a
del1ghttul vislt with dear
friends who live in the •
foothills of the Smoky Mountains
in North Carolina.
Although we were gone only a
week. as with all memorable trips,
we learned a good deal-and we
are just now starting the process of
sorting it out. .
Going and coming -especial-
ly coming home -are the most
difficult parts of trips that involve
flying long distances, and Ameri-
can Airlines didn't make it much
easier right from the top. Just as
we were about to board our plane
in Orange County, we were told
by loudspeaker that •mechanical
problems• -a phrase guaranteed
to curdle trav~ -made it nec-
essary for us to switch to another
flight
While we stood in line to get
our tickets changed, wondering if
we were going to get off in time to
make our connection in Dallas, a
horde of people appeared sudden-
ly from an adjacent gate, and we
were all loaded on the plane we
had just been told had mechanical
problems -a classic ~ple of
the herd instinct. Crew members
with whom I talked after we got
aboard were as puzzled as the
passengers by this state of affairs.
At any rate, we did make the
connection, rented a car and
drove to Savapnah. Ga., a city nei-

ed. We did a fair amount of read-
ing about it before we departed,
including the strange and evoca-
tive book. •Midnight in the Gar-
den of Good and Evil,• which has
been on the best-seller list for
almost two years and is now being
made into a movie by Clint East-
wood.
The movie people had been
gone for two weeks when we
arrived, but their spoor lingered
everywhere we went in the city.
That was our first lesson. History
can be buried under the debris of
pop culture -and Savannah, rich
in history for more than three cen-
turies, bas been reduced to the
bizarre setting for a best-selling
book. And we, God help 45· con-

Savannah is an inaedibly
beautiful dty. The magnificent
homes, dating from pre-Revolu-
tionary War to the mid-1800s -
are built around a sertes of lush
squares, designed by Gen. James
Oglethorpe in 1733. The greatest
surprise to me was the importance
of this area in the fight against the
Bntish during the Revolutionary
War. Many of the monuments in
the squares depict the heroes of
that war, and I look.eel in vain for
the canonizing of the Confederacy
that dominates every Southern
tbwn I've ever visited.
PerhAps this is because Savan-
nah dealt pragmatically with the
approaching army of Gen. William
T. Sherman during the waning
months of our Ovil War. Oty offi-
cials offered to surrender Savan-
nah without a fight if Sherman
would not destroy the city. Sher-
man agreed, and the city was
spared. Spared -it turned out
130 years later -for a book that
made Savannah internationally
famous by describing a grubby
murder case and the fascinating
people who populated the city at
the time it happened.
Our tour, rather than exploring
battlegrounds or other significant
sites in and around Savannah-
the Girl Scouts, for example, were

ish synagogue was built here -

famous by what locals call "The
Book.• I can tell you quite precise-
ly where Jim Williams killed his
homosemal partner, but not
where Polish Count Casimir
Pulaski died fighting for American
freedom. I'm not proud of this.
From Savannah we drove to
Charleston for more history and
another look at the gracious
homes that housed the baronial
culture built by slavery in the
American South. This time we did
our own walking tour, ducking in
and out of air-conditioned build-
ings. We bypassed the trip to Fort
Sumter because the heat and
humidity -as in Savannah -
were so oppressive that the slight-
est exertion bathed me m sweat. It
astonished me to see men walking
the streets in jackets and bes in
apparent comfort.
Then on to North Carolina,
where our friends live atop a bill
in a verdant green forest, where
we could sit on a saeeoed porch
at dusk and savor a martini and
' good talk against the music'.al
background of a nearbywatertall.
There, we discovered that we
have somehow managed to allow •
the minutiae of economic survtval
in Orange County to pre-empt too :
much of the grace in our tives -
especially the grace to be found in
play. We went swin:mllng Jate at
night and set off multiple fire-
works on a lake dock and played
mindless card games and talked
without strings while we enjoyed
forbidden foods. No wollder that
we stayed a day too long, giving
up that preaous day of rest from
travel before going back to work.
We won't do that again. But
meanwhile, we're going to try
very hard to remember how to
play.

city or the county gets the posh
new Newport Coast fire station,
now staffed by the county. An
earlier 'agreement between the
Irvine Co. and the county said
the station would go to the city
that annexed the land. But that
was signed before the Orange
County Fire Authority was
established, and the authority
will now have to approve the
deal.

government that's best. And
right now Newport Coast resi-

cerns to Santa Ana."
