Local man armed with a petition urges council
members to give surfers a spot of their own.

NEWPORT BEACH -Rick Richardson
thinks he and his fellow surlers here
should be allowed to catch some waves on
their boards any time they want.
He's taking his case to the City Council
members, asking them to lift blackball
restrictions -which prohibit hard surf-
boards in the water at certain times -on a
few stretches of beach. Those areas would
be set aside for only hardboard surfers.
Bodyboarders and body surfers already
have their own exclusive areas when the
blackball flags go up. Under current regu-
lations, lifeguards can blackball a section
of the water at their discretion.
Richardson wants hardboarders to have
their own stretches of surf between 36th
and 40th streets, 44th and 48th streets and
52nd and 56th streets. He feels having
defined areas would make it easy for life-
guards to regulate.
"Lifeguards boot out hardboard surfers
just to watch 10 or 12 bodyboarders play in
the water,• said Richardson. who collected
345 petition signatures from supporters,
from preteens to 84 years old. •It is not a fair
thing for the surfers in Newport Beach.•

Despite setbacks,
Mesa Water won't
give up lawsuit
• IRWD officials say they'd like to end
the squabble that has cost ratepayers
thousands of dollars.

COSTA MESA -Although Irvine Ranch Water
District officials decided on Thursday to extend the
proverbial olive branch out to their adversaries at
Mesa Consolidated Water District, Mesa officials
haven't given up their fight for possession of Santa
Ana Heights Water Co.
•Nothing bas changed from our perspective,·
Mesa's General Manager Karl Kemp said. "lt is dif-
ficult to get a preliminary mjunction, but we are
proceeding along the direction.at.the l&wsuil. •
The water districts' meeting. follows a decision
made on Tuesday by Orange County Superior
Court Judge Michael Brenner, who ruled against
throwing out Mesa's lawsuit. ·
The decision emboldened Mesa officials to press
on with their battle to claim Santa Ana Heights as

Squabble over Central
library construction ends

NEWPORT BEACH -The city's conflicts with
the designers ftDd builders of the Central Library
have come to an official dose through arbitration.
After a final round of talks with an arbitratoc and
the SMWM architectural design team. the dty gets
back $130,000 of a $1.7 million settlement paid out
in February.
In that settlement., struck with library developer
Koll Construction Co., the city came out owing the
design team $69,000. SMWM had origin.ally asked
for a $600,000 settlement from the city.
The arbitrator, after ruling on the city's case vel'·
sus Koll, bad resetved judgement rights on the com-
plaints between the city and the design team. After
reviewing the dty's claim that the design team
caused undue delays, be ruled in the citYs favor.
The city's disagreements with both Koll and
SMWM stemmed from disputed extra costs• and
delays throughout construction of the library, com-
pleted in June 1994. Construction stalled over per-
sonnel changes, a lea!cy roof, a flooded batemeot
and rain delays. ~

There are certain lies which
are heard and told so often that
we give them a sped.al name.
We call them -Big Lles. Be
honest. You've heard them all
and you've told your share. We
all have. "That looks good on
you, really.• • Ummm, this is
really good.• (Most Big I.Jes
have "really" in them.) -"Let's
stay in touch. Really." Biggest
lie of all? "It's bot, but it's a dry
heat.•
Let me explain something to
you. When the temperature
reaches 110, as it did my fj.rst
day there, or 113, as it did my
iecond day, it isn't a dry heat, or
a desert heat, or an anything
else heat. It's just plain "heat.•
Heat, as in •bot.•

That's hot as in, "I am Zona
the Fire God, and I will hunt you
down and make you cry like a
little baby" hot. A pizza oven
produces about 500 degrees of
very dry beat. That doesn't
mean I want to go inside. But
let's set hyperbole aside. Exactly
what does it mean when the air
temperature is 113 and the
pavement temperature is 124
degrees?
OK, fine. What could be llm·
pler? We're on our wayl The
automatic doors opened. I
stepped outside, and couldn't
move. It felt as if someone bad
taken'a full swing with an alu-
minum baseball bat and bit me
square in the chest. The whole
world went into slow motion.
Every step was an effort. I
looked down to make sure I had-
n't wandered onto a freshly
poured sidewalk. When I looked
up, a strange thing happened.
The rental car lot had moved. It
was now at least a mile and a
half away. One step, then anoth-
er. Keep moving, I thought. lf
you stop, you'll die.
About an hour later, when I
reached the rental lot, I couldn't
read the space numbers through
the beat waves rising from the
asphalt. I started to stumble
from car to car, dazed and dis-
oriented. What a strange way to
go, I thought, lost in the Gold
Express aisle. I heard a woman's
voice in the distance. It sounded
like a tape player with weak
batteries.

Sinmf • I squinted hard. It was
another Hertz lady. She was
smiling. •Help me,• I gasped, •1
think ... rm ... dying.• She
laughed. •vou•re not dying, you
lilly. You're just from California!

said, u she draped me over my
wheeled suitcase and pulled me
to my car.
On the way I noticed a
woman in a business suit on her
knees between two cars. She
was grabbing for the door han-
dle trying to pull herself up, but
she was sinking fast in the bub-
bling asphalt.
"Shouldn't we help her?,• I
inqilired. •Ob gosh no,• the
Hertz lady said, "she's just from
Seattle. She'll be fine once she
understands it's a dry heat.•
"Great," I said. ·wru I under-
stand that soon? Because I still
think I'm dying.•
The rest of the trip went fairly
well. I left the car running for 36
hours, AC on max. I canceled
my hotel room and slept in the
car. As I made my appointed
rounds, I pulled up at tbe front
door of each office and Jeened
on the hom until eomeooe cmne
outside. I'd roll down my win-
dow just long enough to shout •rm here to see so-and-«>.• If
they refused to come out to the
car, I'd thank them and tell them
I'd be in touch.
When I went back to .the air-
port the next day, I passed the
rental lot and pulled up to the
front entrance of the terminal. I
put a note on the dash, counted
to three, then made a run for the
doors. •Hertz -please send bill
and luggage at your conve-
nience. Didn't want to risk
touchmg trunk.·
As I hurried to the door, a
man was leaning on a luggage
cart, gasping. A Skycap nearby
looked at me and shrugged.
"From Michigan.· he said,
·must not realize it's a dry heal•
"Guess not," I said •but I got-
ta' go. Really."

Conrad Scheafer, who was a
Uom Oub president from 1976 to
1977.
"I am the first second-genera-
tion president of the club,• he
said.
The roar of Uons Oubs mem-
bers can be heard as far away as
Africa and Korea, but no matter
what country a member lives in
their message is to help others.
Scheafer returned earlier this
week from an international con-
venUon held in Philadelphia in
honor of the Lion's Club 80th
annivtmary.
•Almost every country in the
world has a Lions Club,• Scheafer
said, adding that this year's event
included a six-hour pMade with
elaborate costumes representing
clubs from across America to Asia
and other continents.
His strategies for recruiting
new members will include
rewards such as plaques or pins to
current members who bring in
new blood. Also, Scheafer hopes
the Lions Club can work together

bilities around so his eight lieu-
tenant governors will make rounds
to all the clubs while he can visit

need help,· de Boom said. "I still
visit all the clubs when they need
me.·
But the meetings and fanfare
with his new position still keep him
hopping, working 2-3 full days on
club activities per week.

Locally, Scheafer and other
Lions members are grappling
with finding a new location for the
annual Fish Fry and Camtval. tra-
ditionally held in Uons Park.
At a meeting held Monday at
City Hall, City Councilwoman
Heather Somers again urged
Lions Club members to search out
a new location for the affair. The
city is considering pursing an
expanded development on the
site adjacent to the park. includ-
ing building a new city gymnasi-
um and possibly expanding the
city library.
Scheafer said there have
already been steps ta.ken to find a
new site.
"The biggest place to look at is
the Orange County Falrgrounds, •
Scheafer said, adding that
·Fairview Park and the city's farm
site have also been discussed as
possibilities.
"My wife and I at the end of
June in 10 days had six chicken
(Rotary) dinners,• he said. "My
daughter said, 'Dad, do f have to
make a lunch appoinbnent to see
you?'"
De Boom has been in the Rotary
service club for 22 years and enjoys
both the volunteerism and the fun it
provides.
He and his wile, Barbara,
returned last month from the Rotary
International Convention in Glas-
gow, Scotland to welcome in the
club's motto for the ·year: Show
Rotary Cares.
De Boom is excited about work-
ing on various projects including
raising money for Polio vaccines
and study-abroad scholarships.
"I can give back to the commu-
nity and organization that's given a
lot to me,• he said.

"We met with them this after-
noon and they plan to take our

think we could spend a little more
time on talking, instead of on
lawyers and we will all come out

Kemp said Mesa's attorneys are
considering an appeal of the
judge's ruling. He said although
the injunction was denied; Mesa's
standing was upheld and the dis-
trict is free to pursue its lawsuit.
Additionally, Kemp said the
district's attorney's are anticipat-
ing a response to their complaint
from Smta Ana Heights officials,
which is due in early August.
Young said Irvine Ranch
recently spent about $50,000 to
install a 12-inch pipeline that
would provide water flow from
the district to Santa Ana Heights
customers. He added that about
90% of the area's water supply is
supplied through its connection to
Metropolitan Water District.
Mesa officials however
announced last week that they
refuse to stop operations and
maintenance in the area -
despite a request from Irvine
Ranch to terminate their service
beginning Aug. 8.
"Our position on that is the
same unless we are thrown out by
somebody bigger than we are,•
Kemp said on Thursday.

Sucker or not, the people at the
Rainbow booth had a genuine qual-
ity about them that I didn't see at
many other games.
They encouraged disabled peo-
ple to play and if there was no way
they could win, they gave them a
small prize anyway.
And when someone did win big
they took the enormous Pooh down,
carried it a.round and made the per-

COSfA MESA -Renny Jack-
son stood facing the bleachers
by the Costa Mesa American Llt-
Ue League All-Stars' bench. He
was telling some spectators that
once in winterball, he hit a
grand slam home run at this very
same field at TeWinkle Interme-
diate School. So far he hit it, he
told them, that it rolled to the
bleachers at the adjacent field.
A brother of one of Jackson's
teammates laughed and said
that the bleachers must have
been closer.
Jackson nodded , flashed a
grin revealing his white teeth
and strode to the batters' box
after Andrew Carich tjpped an
RBI single to load the bases.
With two strikes OQ tiim, Jack-
son waited for a fastball from

League All-Star Jonathan
Clements.
When it was delivered he sent
it deep to center field. There
were no bleachers out there, but
four runs crossed the plate, just
like they had in winterball.

Manager Adolph Beltran said as
Jack.son put the exclamation
point on a 9-2 win that clinched
a two-game sweep of the
National Leaguers in the First
Annual Mayor's Cup.
Jackson, who went 2 for 3
with. four RBI and two runs, com-
pleted a stellar series and picked
up the Most Valuable Player
honor.
In game one, Jackson
allowed Beltran's crew one run
while fanning five. Offensively
for the series, he totalled seven
RBI, four runs, two home runs
and four hits.
•My dad was "just telling me
to have fun and I did,• Jackson
said. •I have the confidence
from before to just keep thinking
that way.•
Jackson, who was the tallest
player on the field and a muscu-
lar, strong-looking 12-year-old,
seemed to represent the size
advantage that the American
League had over their National

the physical CMALL All-Stars,
but it jumped out the early lead
in Thursday's game two,
nonetheless.
After a scoreless first inning.

a walk off of CMALL's Carich.
He moved to second on a single
by Brett Via. Both runners
advanced on Ben Inouye's sacri-
fice bunt. Aaron Van Geem
worked out another free pass,
and Oements was forced home
when Carich delivered another

up,• CMALL's Manager Jim
Bourquardez said.
Bourquardez's team coun-
tered the run with one of their
own in the top of third when
Danny Whitaker scored on
Carich's fielder's choice.
But the National Leaguer's
kept at Cari.ch while he was on
the mound in the bottom of the
third.
Adam Beltran walked and
was followed by a Derek Garcia
single to right. Both runners
advanced on a wild pitch.
Clements reached on a fielder's
choice to load the bases with no
out. Beltran would eventually
score, but the American League
All-Stars turned the tide of the
game when they permitted just
one run in what appeared to be
the makings of a rally.

Jackson flayed third base

The defensive star of the
game came out on the losing
side, but Cl\1NLL's Adam Bel-

Krikorian of extra-base hits. Bel-
tran also hit a double.
McGuire, who went 2 for 4
from the plate, came in to close
the door on the National Lea-
guers in the sixth.

Paa was born Harvey
Blackston, the first of 13 chil-
dren. in 1 fYl7 LouiliaDa. He
recorded and pedormed with
Lou RaWk, Saro Cooke,
Wolfman Jack and Rmgo Stair.
He joined the Bernie Pearl
Blues Band back in 1986, and
when they started to perform as
an acoustic duo, played mostly
c.over tunes that Pata knew
from his -40-plus years as a
backup hannooica player.

In 1994, Pearl encouraged
Pata to start recording bis own
songs.

Voice artist Foray has been
accompanying children
through the wild world of car-
toons for decades. Now, you
can catch a glimpse of the
woman behind the voice today
from 1 to 9 p .m. at The Chuck
Jones Showroom in Corona del
Mar.
Foray's appearance will
mark Jones' latest limited edi-
tion eel, •Rabbit Recipes.• The
eel features Witch Hazel and is
signed by Foray and Jones.
There will also be artwork fea-
turing her other characters.

brought me over to Warner
Brothers to do Witch Hazel,•
Foray said.
Foray never intended to
become a voice artist. She
began her career as an actress
in Hollywood, but that
changed when Capitol Records
put her under contract to do
children's albums and comedy
records.
Soon, Disney caught wind
of her talent and she provided
voices for characters in
"Cinderella,• •Peter Pan" and
various shorts.
Foray: also freelanced )¥1th
Warner Brothers, where Witch
Hazel, Rocky and Natasha and
Cindy Lou Who came to life.

time. His memory loss is so
severe he doesn't even know he
suffers from skin cancer,
leukemia and prostrate problems.
But the 82-year-old Newport
Beach man remembers the
names and words to every song
from his childhood.
Wrth the help of lus daughter
Penny. P1Sher's ailing body and
ound are stimulated by walks
and rides in the car, and his
favorite event of the week:

doesn't even know who I am. But
he'll remember Tim's name.•

Pounding out show tunes and
standards from the 1910s, '20s
and '30s, Jones said Fisher has
the same Tomantic singing style
of that era.
"The people here are inspired
by him singing because he's from
that time,• Jones said •A lot of
people who get old give up and
die -but not Adam.•

"I thought he was jumping up
to go to the bath.room. then he
started to sing along,• Penny

Humphreys like to sing and
dance along with Fisher.
•He giVes you a feeling that
you never get old," Beverly, 70,
said. "It sure beats watdling TV."
Sometimes Chuck and the
other regulars tell jokes and
change the words to the songs,
but Adam likes to sing them
exactly as they were.written: •tet
me call you sweetheart ... rm in
love with you ~· let me bear you
whisper ... that you love me too."
He was a custams agent iD

adjuster until the age of 62, when
he got a degree tn theology and
became a minister in Thcoma,
Wash.
He's been manied four times,
but cannot remember any of bis
former wives or three of his dlil-
dren.
Fisher was an active senior
until two and a half years ago,
when be was reported missing
and eventually wu found in bis
Glendora apartment UDiCODSdous
and st.mOUnded by what Penny
said were thousands of Hershey's
chC'COlate bar wrappers.
Penny became bis prlmary
caregiver about a year ago, when
she pulled him out of a board and
care fadlity.
"They would have just Jet him
rot ln them,• she said. •They just
ignored him and left him tn bed
all day.•
At the end of last SUnday's
performance, an admirer walked
up to Fisher and put bis band on
bis shoulder.
