Only a month after patrons mourned its closing and neighbors celebrated the prospect of quieter condos in its place, it appears the Cannery will sur· vive. Newport resident Jack Croul, co- chairman of Santa Ana-based Behr Process Corporation, is purchasmg the property and intends to reopen the Can· nery as a restaurant, saitl the restau· rant's longtime owner, Bill Hamilton." Croul could not bi reached for com· ment. · "It's pretty fat along," said Hamilton, adding that the new restaurant will likely continue to serve mainly seafood. "l can't foresee any reason why lt wouldn't happen." Last month's closure or the Cannery sparked fierce debate in the communi· ty. While neighbors were relieved that quieter condos would replace the restaurant, other community members were upset about losing one of the last remaining pieces of Newport's mar· . ibme past. Hamilton said he was thrilled when he first heard the news and plans to cat at lhe establishment as soon as 1t opens "I've known this place since I was a kid. It's hard to believe that Newport would lose such an important land· mark," Hamilton said. "It's going to save a lot of controversy and hard feel- ings." •Previous plans for the land have met wtth bitt~r opposition. The City Council will con- sider the proposal at a study session on Oct. 25. The developer, Steve Sutherland of Sutherland Ta.la Hospitality, has proposed building 18 Italian-style villas on the land. For a month. the commission ha.d been going over plans to enact a moratorium on new development on the city's West Side. The idea IS to prohibit any building before a revitalization plan for the area is approved by the City Council. It makes sense. If you're planning on reshaping an area, supposedly for the better, why allow some last-minute construction and design that goes against your overall vision? Commissioner Chris Fewel had 1t right when pushlng for the temporary halt It was nothmg new· a surular plan had been cbscussed earlier lh1S year, but the council wasn't able to agree that 1t was a good idea. So there was really no redSOn for what happened. Just pnor to the vote, Corruruss1oner Kabe Wilson announced she couldn't vote on the moratonum plan because she had a potenbal confuct of interest -she lives one block from Placentia Avenue and 19th Street, the ~cen­ ter" of the West Side. Her words prompted Commission Chair- man Walt Davenport to chime in that he and Fewel might have similar conflicts -con- flicts that not only affected the decision on the moratorium, but possibly on the West Side revitalization plan, as well. A vote was postponed for the city attorney to detemune whether a conflict eXJSts. Aside from the ridiculous tmung of these revelabons, last Monday's meeting is a per- fect example of the sl.tppery slope local elect- ed offiaals must negobate when making decisions. The11 very relevancy, as opposed to senators, representabves or assembly peo- ple, comes from being in thw community, part of the couunuruty and mb.mately involved in local happerungs. Deasions they make on adding stop SJgns to intersectlons, approving chain stores or, in this case, stopping building in an area, affect them as much, and sometimes more, than the residents they represent Because they live in the towns they represent, there is always some simmering conflict. Thus the slippery slope. But the legal ramificabons are not the problem. Legally, what combtutes a potential confhct of interest is straight and dear: Any decision that might have foreseeable effects on an official's $1,000 invesbnent in business or real estate If Mayor Gary Monahan were an owner of The Ya.rdhouse, he wouldn't have been able to vote to allow 1t in lhangle Square, for example. There are also clear dehnibons for an issue such as unprovmg the West Side, which mvolve how far away an official's property is and whether the decision will cause the property's value to increase by more than $10,000 ma year. The problem, 111Stead, is almost purely a matter of perception. Does it look suspiaous that three of the five plaruung corn.misSJone~ live or own property on the West Side and stand to gain from the area's improvement? A cynic might say it does. But who wants to be represented by people with no personal stake in their community? Local officials must be conflicted in order to be effective. Or should we remain as an environmental trea- sure and the best place to live anywhere? A group of residents have united to conduct an initia- tive campaign to ensure we stay the best The •Protect from 'lraffic and Density~ initiative addresses the consequences of the major development projects recently proposed for Newport Center as well as throughout the city. Last week in the Pilot, the Newport Center Assn. presented its view of the benefits of a 11\ajor enlargement of Newport Center (•Newport Center needs room to grow/ Oct. 12). A key claim was that adding more high-rise office buildings would bring their work- ers to Newport Center to shop and bring revenues to the city. Unfor- tunately, the consequent huge drawbacks to the residents of the city were not mentioned. The most fundamental point to consider is that high-rise office buildings do not earn any net income for the city. A city of Irvine study determined that they require high levels of costly city services (police, fire and heavy wear and tear on the streets from all of the traffic). Revenues from office buildmgs generally are limited to property taxes and barely offset the above costs. Irvine found that sales tax income from them was minimal because office workers do their primary shopping in their home neighborhoods and not where they work. Do you really believe that office workers, tired from their long commute from River- side County, can afford the time or money for Neiman-Marcus or Blooming dale's? Newport Center expansion also means an estimated 20,000-plus average daily a~to trips will be added to our already overcrowded streets. A parking lot at Fashion Island. Also missing from the state- ment of Newport Center benefits is the fact that in adclition to six development projects, there are many other major projects pro~ posed for Newport Center and other parts of the city. And if there are that many this year. 1 shudder to think of the · adclitional traffic congestion from the following yea.rs. If Newport READERS Center will create additional daily auto trips, where is the road space for all the other projects? And where is the consideration for the residents? There certainly ~ not much proper city planning, either. What is needed is a compre- hensive update of the entire city's general plan, not just the Newport Center plan. If passed by voters, it ·would require voter approval before each of these grandiose, economically questionable, con- gestion-creating projects is imple- mented. The initiative protects your property rights. Jt does this by protecting your property values and neighborhood quality of life · from excessive traffic congestion . and urbanization. Given the recent actions of the city government in removing the heart of ow previous protection&> against traffic gridlock, we voters must step in and take control. Congestion and more .conges- tion and hordes of outsiders com- muting from as far away as River- side County to work here is not the same old environmental trea- sure we know as Newport Beach. The best place to live in the world is destined for major change if we're converted into another San- ta Monica. Get involved, support the "Pro· tect Against 'lraffic and Density• Initiative. For example, there are three locations in Bal· boa that have had the same kind of busin~ -although under chtferent ownership - for more than 60 yea.rs. I am speaking of the corner of Main and Bay streets, whJch has housed a bdkery for more than 60 xears, and the two comers of Mam and Balboa Boulevard that have been the site of a drugstore and a restaurant for the same period of time. -First the bakery. When I was a youngster during the early 1920s, Mr. and Mrs. Reber operated d bakery in the Knight buildmg at the comer of Main and Bay. It was so nice to \i'a1k past just to savor.the won- derful smell of the plare. Then, when I was a little older, I was further exposed to the smell or the bakery during the swnmer that Hersh Teeter, the lifeguard captain, and I and a couple other guys hved in the front room of the second story of the Knight building. There we w ere exposed to the smell of the bakery on a 24-hour basis. A couple years later, I lived in a shack on the roof of the Knight building with Bar- ney'Lehman o1 Star Boat fame. Although the smell was somewhat diluted, it was still there. Gomg down Main Street to Balboa Boulevard, on one cor- ner there is a restaurant; on the other a drugstore. Tuke my word for it, a drugstore and a restaurant have been at those locqtions for more than 60 y~. The ongmal drugstore was operated by Walt Eastlake, whom I best remember ~au.se he had a harelip, which 1 must admit lS not a v~ry mce thing to remember a person by. Following Walt Eastlake, Lonnie Vincent came along with ~ drugstore at the same location. I remember Loruue besl b«fiuse we were all afraid Of Nm. Lonnie WdSO't very big, but he had a brother who was a professional boxer named Kid France, and anyone who had a Toll road at MacArthur declared legal ~,._ NEWPORT BEACH -Five years after a local group first sued to bait the conversion of part of Newport C0c1st Dnve into a toll road, a federal appeals court has ruled that the conver- sion is legal. Where the private toll road and the public street meet, motorists have two options: pay a toll of 50 cents to get to MacArthur Boulevard. or take a slightly longer detour under the ~oll road to Bonita Canyon Drive, which connects to MacArthur. The detour is longer than the i .3-mile toll road route to the boulevard. The Newport Coast Onve Defense Fund challenged tbE! • Transportation Corridor Agency's right to charge tolls on a public road. Formed in the ear- ly 1990s, the group was prunari- h' opposed to the conversion of 1.35 miles of the dnve into part of the 17-mile San Joaquin Hills Toll Road The group filed a lawswt agai,nSt the San JOdqum Hills l\'ansportation Corridor Agency in 1994. An Orange County Superior Court judge decided the dgency had the legal author- ity to incorporate the street into the toll road. Across the street is Dillman's restawant. Originally, it was a restaurant called Young's. All I can remember of Young's is that he always had a leg of pork turning on a spit in front of the restaurant. Then the White brothers, Vaux and Art, took over. When they broke up,~started the Park Avenue on the Island. Vaux stayed on in Balboa. The place is now Dilhnan's and although Max no longer iuns the bar, it still has that wonder- ful neighborhood ambience found in cities such as New York. ClUcago and Sari Francis- co. there. His next-door neighbor, Tom Canon's Stag Bar has been there smce the late 1920s, although I was shocked the other day to see a news item that said the Stag was putting in greenery. Spittoons I can see for the Stag, but no greenery. The Arches has been there since the 1920s. The Five Crowns in Corona del Mar bas been there forever under vari- ous names. The place with the real his- tory ls the site now operated as Bandera. Originally, right after World War Il, it was the Chef's Inn, operated by Hugh and Claudia Hutson. It was far and away the most popular restau- rant in the history of our town. Then Hugh was killed in an airplane accident, Claudia lost interest, and from that time to the present there followed a senes of failures you wouldn't believe. One time, Chuck Masters· and l counted rune restaurant failures up to Bandera, which I evaluate as having staying power. Newport Harbor and Costa Mesa high school students. ~ DoNC..vmmu 11e late Les Miller, 1111 ne-tune pnncipal 1111111 of Costa Mesa High School and a former football coach at Newport Harbor, 1943-45, was honored as an Orange Coast College Citizen of the Year before he passed away in 1996 at age 82. He was born and r81.Sed m Kansas, and his early years found him teaching and coaching in the Midwe~t. California drew his attention after vis1bng his pa.rents once during one of their vacations varsity grid teams from 1943 through 1945. The '45 team WM := winless and the '43 team won .. two games. The best team was held together in 1944, despite a few key player losses to the military, including All-CIF second-learn tackle Dick Freeman and blocking back Joe Muniz. The team won its first four games, tied one and lost two. It lost to powerful Santa Ana before 6,500 fans at the old Santa Ana Bowl, 7-6, when many swore Newport bad made the conversion boot by Don Vaughn. One of his top players m '43 also ; .. n scored high recognition and that was blocking oT back Lorrie Langmade. Al-CIF second team. ,. in San Pedro. One counselor at USC directed his teaching interest to Newport Harbor High and said it was one of the five highest-rated high schools in Southern California. Les Miller Owing his many years in the harbor area, tvlillerserved with the Newport Miller was impressed and qwckly drove . down the coast for an interview by Principal Sidney Davidson. He then taught at Harbor from 1943-58. He served at Costa Mesa High, 1958-63, as the school's first pnncipal. He and his late wife, Jo, were graduates of Baker University in Kansas. They had three children. She dted after he bad passed away in '96 Miller held a master's degree in political science and taught civics and history at Newport. He was directed to coach varsity football and baseball, replacing Wendell Pickens during World War Il. He coached the Newport I !arbor-Costa Mesa Llons Club. He played a major role in the Llons Club Fish Fry that drew hundreds of thousands of dollars. Most was donated to charity and youth organizations. He was once a district governor of the Lions Club. Pickens replaced Miller in • varsity football and baseball alter~ the war, but Miller went on to coach .lightweight football at Newport for some years.
