Newport-Mesa officials to

NEWPORT-MESA -The
Newport-Mesa Unified School
District can hold onto $1.65 mil-
lion in back taxes owed to it from
tile county without J!le!>.alty from
the stale, according to a bill Gov.
Pete Wilson si9ned into law
Wednesday.
A Senate bill authored by state
Sen. Ross Johnson (R-lrvine),
ensures that both Newport-Mesa
and the South Orange County
Community College District will
be able to collect property tax
revenues that were held in coun-
ty administered accounts when
Orange County declared bank-
ruptcy in December 1994
•This bill is very important to
our school district," said Superin-
tendent Mac Bernd.
· : After the bankruptcy, the
cbunty withheld the taxes from
the districts but agreed to deliver
them with interest by June 1996,
said Mike Floe, chlef financial
officer for Newport-Mesa. Since
then, the county has disputed the
amount it actually owes the dis-
tricts, Fine said.
In the meantime, Newport-
Mesa and the college district
switched from relying on local
property taxes for funding to state
revenue Um.it funding, which
bales state dollars on student
enrollment.
Without the legislation, the
state could either take the county
money owed to Newport-Mesa or

Christel Susan Rasso, a 22-

Rasso also pleaded guilty to

But on both counts, the court
refused to accept the guilty pleas
and instead ordered Rasso to per-

U Rasso falls to complete the

she will be back m a courtroom to
be sentenced, possibly to three

However, tf she completes the

Rasso's Jan. 11 arrest touched

still being alive last week to
watch Sojourner toodle around
the surface of Mars. On the day
she shed these earthly bonds,
Jeanne was as sharp as she was
as a young girl. I first became
aware of Jeanne Calment two
years ago when all Gaul threw
a party to mark her 120th birth-
day, including comments from ,
French Prez Jacques Chirac.
The festivities made the next
day's· news he re for good rea-

Apparently, Monsieur Le
President waxed poetic a little
too long for the Guest of Hon-

president on the dais, sh e
leaned over to her escort as
Chirac spoke and asked loudly,
"Who is that?" You could hear
a rustle of nervous laughter
from the crowd as the mortified
staffer tried to quiet her down.
A moment later, as Chirac
paused to refer to his notes,
Calment leaned over again and
asked in a louder voice, "Is he
done?* The crowd, and Chirac,
exploded with laughter. I decid·
ed then and there that Jeanne
Calment was a star. That's the
wonderful thing about being
122. Yqu can say and do what-

But just think of what this
woman witnessed in her life·

certain she had only a short

landed in 1969, she was 94 and
probably amazed that she had
lived long enough to see it.
What she didn't know, is that
she would live another 28
yearsl As ls so often the case,
Jeanne Calment bad little
advice to offer in the "secret to

much ate and drank whatever
she wanted and smoked -
until 1995. Her doctor was
quick to note that no, he wasn't
dumb enough to advise a 120-
year-old woman to quit smok-

was that she could no longer
light up for herself and didn't
like asking other people to help
her. She leaves no direct
descendants. Her husband,
daughter and one grandchild
.z-e all long gone.
Jeanne did have the last
laugh, though. She has support-
ed herself for the last 30 years
with a single real estate deal. In
1967, she sold her apartment to
a local attorney. It was d simple
transact.Jon.
The attorney would pay
Jeanne $400 d month and take
possession or the apartment -
upon her death. Since Jeanne
was 92, it seemed Ilke a very
good.idea at the trme. To lus
credit, the attorney has made
every monthly payment s1J1ce
then, totaling $144,000, which
is about three to four times
what the apartment is worth.
When it comes to this business
of living, you did well, Jeanne,
very well. I gotta go.

Airport may operate express shuttle
•The service would taxi corrunuters to and from park·
ing structure during expansion project.
By Tim Grenda, Daily Pilot
JOHN WAYNE AIRPORT -
Airport otficidls are asking the
county for pemtission to start a
new, valet-style parking and
express shuttle service to ease
expected traffic \voes from a
parking structure expansion pro-
ject.
County officials have approved
adding two n1ore levels to the east
terminal parking structure, a
$27 .7 million expansion that is set
to begin next month and last until
May 1999.
The work will force hundreds
of parking spots and some· lanes
around the airport to be periodi-
cally closed. So this week, the
Airport Commission unanimously
agreed to ask for the OK to begin
a curbside parking program and
express shuttle service to run
from the remote parking lot on
Main Street to the airport tenni-
nals.
The plan -which is expected
to go before the Orange County
Board of Supervisors for consider-
ation in the next few weeks -
would give commuters a much
faster alternative to the existing
airport courtesy shuttles.
Air travelers in a hurry would
be able to drop off their cars at the
lot on Main·Street and catch one
of four 14-passenger express
shuttles that will nm all day over
to the terminals.
The express shuttles would run
every five minutes, as opposed to
the standard courtesy shuttles
that would continue to run every
15 minutes.
The fee for the faster service
and valet parking: Sl an hour,
with a maximwn of $7 for the
whole day. for the parking, plus a
$5 charge for the express shuttle
ride.
Sell-parkers would still be able
to park in the Main Street lot for
the $1 an hour or $7 daily charge
and catch the standard shuttles.
Airport spokeswoman Kath-
leen Ca.mpini Chambers said the
faster shuttle service would be
tested during construction and
could, if popular enough with air
commuters on the go, become a
permanent fixture at John Wayne.
"U this is successful and well-
used, we could decide to bring it
back,· Campini Chambers said.
A.mpco, the company that
already runs the courtesy shuttles
and paid parking lots at John
Wayne, also was awarded the
contract to run the new express
service, Campini Chambers said.
U approved by the county. air-
port officials would pay A.mpco
$381.108 to run the service during
the 18-month parking structure
expansion and could opt to
extend the program for an addi-
tional two years after that.

Mesa officials said they do not

10% share of the reservoir, as
indicated in a letter dated June
21, 1995 to the late Santa Ana
Heights Water Co., President
Orville Reinhardt.
At a Mesa board meeting held
Jan. 12, 1995, Reinhardt told
board members the company
bad plans to merge with Mesa,
rather than make lease payments
for their 10% share ($2.9 million)
of the reservoir's cost.
Mesa and Santa Ana Heights
Water Co. never had an official
contract.
The June 1995 letter included
a clause that the smaller company
would lose its $366,000 down
payment if it withdrew from the
agreement. But Mesa never
received a down payment. The
reservoir was built large enough
to serve both Mesa and Santa
Ana Heights customers anyway.
Now Mesa is using its vital
water connections -that provide
for adequate fire flow protection
to the axea -as leverage to get
some of that money back.
Peer Swan, Irvine Ranch board
president, said Mesa officials
wanted a flat $3 million.
"That's not our responsibility
that they overbuilt their system
and are trying to stick it to other
people,• Swan said.
Kemp said Mesa is not neces-
sarily asking for Irvine Ranch to
pay them S3 million.
"We are saying that if we are
forced out of the axea we have a
$3 million investment and every-
thing we are doing is to protect
that investment,• be said.

Q 72 HOURS I DAILY PILOT FRIDAY, AUGUST 8, 1997
'
Taking the 'cha' out of tke cha-Qha ·
W hen features editor
Stacy Freeberg asked
me if I'd be interested
in taking a cha-cha class, I did-
n't miss a beat.
•How fun,• I said. "I'd love
to.•
I'm coordinated. I can hold
my own on the dance floor. Cha-
cha -that should be a piece of
cake. At least that's what J
thought.
So I walked into the DeFore
Dance Center ln Costa Mesa
last Friday with an air of confi-
dence -OK. cockiness.
When I glanced around the
room at my classmates for the
evening -mostly mature
adults, a few younger couples -
my confidence soared even
higher. Surely, I could keep up
with the crowd. At least that's
what I thought.
The instructor -George was
his name -began the lesson
lining the men on one side of
the room and the women on the
other, then talk.lng us through
the basic steps: "Step forward
with your right, step back. cha-
cha-cha. Then step back with
your left, and forward and cha-
cba-cha. •
George coached the guys on
how to work the hips; for that
smooth and seductive cha-cha-
cha motion. Of course, most of
the women already bad that
down -myself included.
Yep, piece o'cake.
We pradioed for a while, and
I was really getting into it. One,
two, cha-cha-cha. Three, four,
cha-cha-cha.
I caught a glimpse of my hus-
band -he agreed to take the
class with me -practicing the
steps with Intensity, his eyes
focused on bis feet. But he had-
n 't quite gotten the hip motion
down for the cha-cha-cha -be
looked more like he was march·
ing in place than dancing. Not
me, though, I bad it down. At
least that's what I thought.
George taught us a few more
steps: •Step to the side, and
back and cba-.cba-cha. Step
back, and forward and cha-cha-
cha. • We practiced some more,
tben we put the lesson to the
test.
"OK. grab a partner lnd
make a circle around the room,•
George belted out the order, so
everyone was sure to hear him.
"We're going to try it Wlth a
partner and some music.•
All right -here we go, I

thought
•0ne, two, three-and step

and cha-cha-cha. S~p side and

... and ... and cha-cha-cha. And
·step ... and step ... and cha-cha-
cha ... •
I was lost.
•Huh?• I said, shooting my
husband a bewildered look.
•He's going too fast. I can't keep
up.•
George belted out another
order: "Change partners.•
My next partner wu an older
gentleman -tan. allm and very
diltlnguished looking.
•All right,• George
announced. •Jet's go. And step
... and ... cba-clla-d:ta .. st.ep ...

Again, I was lost. I apolo-
gU.ed to my dance parl:Der, who
did just fine. He was very gra·
dous, anUed and sakl. •ves, it's
very difficult." Funny, it didn't

I went on to another partner,
and another, and another.
George added to the moves.
And time, after time, after time,
I was lost.
By the time I made it back
around the room to my husband.
I was completely confused.
George had added a fancy but-
terfly step, 1 a pivot step, a kind of
swing step, some fancy move
with your hand. And I bad no
idea what to do when. I couldn'.t
even remember bow to do the
basic footwork.
"I hear ya, baby,• my hus-
band said. commiserating. •At
one point. I froze -just like a
deer in the headlights. I couldn't
move. I couldn't do anything.
My partner just looked at me
and asked, 'What's wrong?' I
couldn't even answer. I couldn't
even cha. Jet alone cha-cha.•
We stole a second dance and
obeerved our dMSllU!!tes,
Everyone else aeemed to be
doing fine.
We dJded the roam a few
more times. With each new part-
ner, I apologjzed with a anile:
•rm aony, I bave no idea what
I'm doing."
Don't ask me how we sur-
vived the lesson without break-
ing any toes, but we did. And
we bad loads of fun, espedally
toward the end of the class,
when George allowed us t9
choose our own partners.
·1 can cha: my husband
offered. •sut I don't tbink I can

"Yeah. me too,• I said, with a
b1nt of disbelief. I thought we'd
leave the studio able to dance as
well as the couples you see on
cruises -gliding aaosa the
dance floor, in perfect step with
one another.
At least that's what I th.ought.
