On most days -particu- larly a sunny Sunday after- noon in the middle of sum- mer -the city's short wooden pier is lined with anglers. Young and old arrive early to jockey tor position. First-time fishermen brush elbows with seasoned veterans, all with the same goal -landing the big 1 one. On Sunday afternoon, Paul Sabandit of Diamond Bar and his two young children spent the day fishing off the pier, with little success. The Sabandit's catch bucket was empty -only one small mackerel that had to be tossed back was caught -but the day wasn't a total waste. •1t•s a lot of fun,• Sabandit said "Especially today. Westar ls almost completely surrounded by hundreds of sin- gle-family homes, a church and is aaoss the street from Vista Park. Some of 'rfestar's neighbors claim the business is too noisy, causes bad odors, uses dangerous chemicals and doesn't fit with the residential and less-intensive uses of the rest of their neighbor- hood. In their appeal of the July 14 commission approval, residents claim the owners of Westar also violated city laws by not obtaining building pemiits before begin- ning new construction on the site, not providing enough on-site parking and allowing trash to build up. The Planning Conunission vot- ed 4-t.o-1 -with Commissioner Linda Dixon dissenting .-to uphold an earlier zoning adminis- trator decision that detennined the merchant was allowed in the area.
