County pledge to
help dredge moves
plans forward

NEWPORT BEACH -Local
officials are launching long-
awaited plans to dredge the
Upper Newport Bay, despi,te
having only 52 million of the esti-
mated S5 million needed.
The county will put the pro-
ject out to bid Sept. 17 and will
hire a contractor for the job Sept.
23, Assistant City Manager Peg-
gy Ducey said. County coffers
will front the cost not covered by
the $2 million promised by the
state.

The state budget, signed by
the governor this week, set aside
some funding toward cleaning
the years of silt buildup in New-
port's prized waterway. City and
county officials had a scare earli-
er this month when the state
money seemed to be on the
chopping block during last-
minute budget cuts.
The state originally promised.
SJ.9 million earlier this year, but
local dredging proponents were
happy to end up with anything.
The federal government, mean-
while, is still expected to con-
tribute $1 million to the effort,
a.nd the Regional Water Quality
Control Board may also pitch in.
Officials have been trying for
years to scrape up enough mon-
ey to clear the sediment that is
slowly seeping into the bay from
San Diego Creek. Their efforts
have intensified. as the bay bas
grown ever-closer to a meadow.
The dredges could start dig-
ging up muck by late September.

before agreeing to discuss issues
involving the service of customers
in the Santa AnJJ. Heights area.
Mesa board members agreed

mation COmmittee that oversees
annexations of dt1el and districts.

Irvine Ranch officials contend
they want Mesa to dismiss all its
lawsuits directed at Santa Ana
Heights Water Co., which is now
owned by the larger district, as
well as charges filed against
Irvine Ranch with the Attorney
General's office and the Public
Utilities Commission.
Irvine Ranch ofticials will dis-
cuss the matter at their next board
meeting Monday night.
Irvine Ranch spokesman Dave
Feiyuson said Frtday that post-
poning the lawsuit would hurt bis
district because its attorneys are
now gathering important Infor-
mation needed to defend itself in
court. That information includes
depooltionl from plaintiffs Includ-
ing lWl Kemp and Roger Sum-
men.

A BOAT-LOAD OF MEMORIES
Pangle seems to have a story
for everyone and everything he
sees when he's at the Dory
Fishing Fleet's dock at the
Newport Pier. That's what near-
ly 70 years of dory fishing will
do to you.
A 30-ish guy walks by and
says "hi• to him. "His grand-
dad was a great fisherman,•
Pangle says.
He sees the fishing boats in
the water. •1 remember when
the outboard motor was first
invented. It bad two horsepow-
er -imaJP:ne that.• .
He pomts to his kha.k1 but-
ton-down shirt with a splotch of
green paint on it. "My mother
once read ill the newspaper
that green was good luck for
. fishing, so all my fishing shirts
have some green on them
now.•
Pangle, now a resident of
Costa Mesa's Bethel Towers,
got the chance to tell all hls sto-
ries, over and over, to family
and friends as they gathered
Friday at the Dory d~ to cele·
brate his 91st birthday. And he
showed that in the few years
since he retired from fuli.time
fishing, be hasn't forgotten a
darn thing about the trade.
CLEANING THE CATCHES
He started fishing in 1926,
on his days oU from a job at
what used to be the Santa Ana
Golf Club on the castaways.
He would come down to the
shore and help the fishermen
clean their catches.
Then the Depression hit, and
he couldn't find work any-
where.
•aut every time I fished, I
made a few bucks,• he says.
•1n '29, the canneries started
buying mackerel for $25 a ton.
That was a lot of money.•
He quiclcly developed a tal-
ent for remembering the
"marks" -rocks, for instance
-that designate the best fish-
ing spots. He would find those
spots, he says, through simple
•trial and error. •
·1 found a couple of rock cod
holes from seals,• he says.
"That's how I found a good
spot in Encinitas in World War
Il. I'd iee the seals going down,
and I knew there had to be
some rock cod there.•
OUTROWING THE MOTOR
Outboard moton didn't start
showing up on fishing boats
until he had been at the trade
for some time. But motors did·
n't impress him much: Pangle,
in his mototlel8 boat, once
raced a fellow fisherman who
was in one of the newfangled
motorized boats and beat him
to the shore.
"He never got over that -
how I could outrow his motor,•
Pangle says.
Pangle may have start~
fishing to get him through the
Depression, but he kept with it
because, be says, "It was a
curte1 it was about the only
thing I could do." ·
He reqi.embers his first fish·
ing experience, when he was
about 6 and living in Okla-
homa. His mother·would keep
him busy by putting bunches of
crawdads in a washtub and
handing him a makeshift fish-
ing pole with a piece of bacon
on the end.
·rd be out there all day, and
I wouldn't even stop to eat,• he
says.
He did dabble in other jobs
as well-gold mining, cattle
ranching, ice packing.
"A guy once said to me,
'You'd have to live 500 years to
do all the things you ~ you
did,t• Pangle says. "But no
~tter w4at 1'did, I always
came back here to fish in New-
port.•

thought is there, I am sure,
because of the dwindling popu-

And then you try and come
up .with even a remotely accept·
able reason why you did not.
A couple of weeks ago, I told
you about going to a lefVice for
a colleague and sailing chum of
more than 30 years. My friend
had blown bis brains out.
About 'O of us said our good-
byes on the beach of an idyllic
little cove north of Point Dume.
It was an especia11y to~gh
morning. Perhaps because of
the shock of how this wonderlul
fellow's llf e ended. But also
because few of us had reached
out to bim in recent years.
It wasn't entirely our fault. In
my case, I had known for two
years that things were going
poorly for the guy. I asked bis
wife -ex-wife, actually, the
second of three, whom he called
bis •ex-wife emeritus" -for his
phone number so we could talk.
She said he didn't want to talk
with me because he didn't want
me to know the condition he
was in and how he had pretty

much bit rock bottom.
Hogwash, I said. Give him
my number and tell him I'm
here for him. Tell him I'll go see
him anytime, anywhere, and I
won't be even the least bit judg-
mental. He never called.
I should have tried harder.
But I didn't, and I will forever
regret it.
A lot of us got up and told
funny stories about our friend.
Others told of more poignant
moments.
The most moving reminis-
cence came from a pretty blond
woman in her 30s. She wore a
long, black sheath dress and a
terribly distraught look.
•Roger called me Saturday
evening,• she said, "but I was
just going out the door, so I told
him I didn't have time to talk
just then. He just said, 'Shooor'
-you know how he always
dragged it out -and said we'd
talk later."
That night, our friend killed
himself. ·u only I'd ta.ken just a few
minutes then, mtlybe ... " The
tears began to stream, and
slowly she sat down.
But enough of this morbid
guilt-venting. Your living,
breathing, happy, well-adjusted
friends 'and family need love,
too.
On a driving trip in July, my
wife and I zigged and zagged
so we could drop in and see my
cousin in the Gold Country and
dear friends who have moved to
Idaho. .
It was'not exactly how the

crow flies from Orange County
to Colorado, but the visits were
a great joy for all of us. Besides,
we hope to set an example for
our friends for when we become
Coloradans in a year or so.
So we're making that list:
friends in Cincinnati, Oklahoma
and beautiful downtown
Okoboji, Iowa. Family in East
Lansing, Mich., New York and
Boston.
You don't have to go cross
country, though. Thursday, Tom
Stadlinger and I went to a great
restaurant in a seedy neighbor-
hood on Pico Boulevard near
Santa Monica.
We had lunch with three
classmates from Harvard
School, which we attended long
ago. I had an absolutely mar-
velous time and I can't wait
until we do it again.
It has taken me a long time
to realize that ·Reach out and
touch someone• is more than a
good slogan.

Marlon Pickens give a hoot? Well,
several weeks ago at the Udo Isle
Qubhouse, the gorgeous Sharon
Mdannon. also of Lido Isle, threw
a party for her office fumiture
mogul husband Brian's birthday.

taste maker. Naturally, Cathie
took off her pearls and fhmg them
into the sea. In hindsight this was
a most generous and proper ges-
ture. Sort ot a retuming ot tbe
goods to whence they caroe. Very
ecologically sound. Politically cor-
rect as well. in some circles. And,
since that moment, Cathie bas
only wom beads.
Pickens explained. in hushed
tones, that it was a social faux
paux to wear pearls in 5\llDJlle?.
Like white shoes in winter, pearls
are worn from Labor Day to East-
er. Maybe you can get away with
them until Memorial Day. Maybe.
Now I bet most of you social
types were unaware of this axiom
of style. Of course, Vesta Cuny
was at the luncheon and she was
wearing beads. BWur Wallerich
wore no jewelry. The striking
Joan IUach wore contemporary
silver earrings and a bracelet And
the glam Glo Gellman displayed
a diamond heart on platinum
chain. So some knew the proper
pearl rules. Or they just got lucky.
Are you still with me on this
train? Good. Then, here's the real
clincher. The Candlelight Conc~rt
luncheon with all the ladies in
pearls was generously underwrit-
ten by the exclusive jewelry salon
Mikimoto at South Coast Plaza.
The afternoon's guest speaker dis-
cussed the history, the mystique
and the facts of the pearl, using
slides and graphics to show the
crowd the fasanating quahty of
the pearl. It was like taking Pearl
101 at the university.
And, he also expJained that
pearls are fragile and have a life.
U not properly cared for, they can
be ruined over time, especially by
the natural excretion of oil from
the slan.
Bingo. The Pickens "no pearls
in summer" axiom has its roots in
logical and practical sense. It's like
the rules for a kosher kitchen.

gone from social reporte r to Help-
ful Hints From Heloise with a little
advice from Ann Landers thrown
in. It's all because of Pickens,
whom I worstup. So does my wife,
even though her shiny whites are
now around Mr. Llmpett's neck.
Back to the Candlelight Con-
cert lunch. I admit, I got earned
away with all of this pearl talk, but
in the e nd, a useful purpose was
served. And, after all, the affair
was underwritten by Mlkimoto.

cert chairs and they are planning
the event of the year for the annu-
al holiday traciltion known as
Candlelight Concert. 1lus year,
guest artist Michael Feimtein will
sing and play Gershwin on his
black grand for the crowd assem-
bled in Segerstrom Hall. A magi-
cal dmner, even outdoing last
year's spectacular winter wonder-
land, will unfold on stage follow-
ing the performance

Judging from the summer pre-
view lunch, thrown at the exquis-
ite French manor of designer Jobn
Benecke, Newport Beach, the
upcoming Candlelight Concert
will be a killer. Benecke threw
one of the most elegant parties
ever on the social circwt. The sur-
roundings, the style and presenta-
tion of the luncheon were perfect.
Mik:unoto was the ultimate
partner, even if Pickens' rules
were bent. After all, there is no
rule concerning the right time to
buy pearls. In fact, if you buy now,
you'll be ready to wear them to
the Candlelight Concert. Christ-
mas IS, according to any m.nnber
of sooal doyennes, the perlect
time of year for pearls.

wate r is exactly what the Local
Agency Fonnallon Commission
process was designed to prevent.
The original pre-annexat.Jon
agreement between Irvine and
Santa Ana Heights and the origi-
nal tender offer to Santa Ana
Heights shareholders promised
that the putcha<e al shares
would not proceed without LA.F-
CO approval.
However, Irvine bu proceed-
ed without LAPC(!) approval.
Irvine circumvented the LAPCO
process in order to steamroll its
way into the Santa Ana Heighll
service area without the ability to
provide adequate service. Tiie
residents of Santa Ana Heights
are today faced with the prospect
of being flattened by the hvine
Ranch steamroller .•
Mesa did not need c'l Laguna
Beach tirestonn to learn that suf-
ficien t supply and water pre6Ure
were needed for the safety of its
service area, including Santa
Ana Heights. And it made the
investment in water distribution
and storage facilities with the
belief that it wouJd continue to
serve the Santa Ana Heights
area.
The Santa Ana Heights board
did not care and failed to pay for
a fair portion of those improve-
ments. Now Irvine assumes that
it has the right to demand -al
Mesa's reseJVoir and water con-
nections without paying a fair
share foe that original Invest-
ment.
Irvine RAncb did, doe<, and
will continue to thumb its noie at
the Santa AnA Heights water
users, at the LAPCO process; and
at the water users served by
Mesa. The truth is that IRWD
baa neither thl! right nor the abil-
ity to adequately &erve Santa
Ana Heights water users. I
applaud Mesa's board for &tic.k-
ing to its guns and pursuing this
issue in spite of the aitidsmi
that have been raised. Mesa has
proven that it has the best inter·
ests of the people in its service
area at heart, as well as the
vision and conviction to act upon
their future water and safety
needs.

hood, Santa Ana 1-Jeights, with
lawsuits.
Why would I call them incom·

$18 million reservoirs that were
to improve water qUality and
lower rates. Neither came truel
The cost ran to over $25 million,
plus the cost to finance the over-
run. The single inlet reservoir
they built with that enormous
sum is fa ulty in design. It costs n
lot in trying to maintain even

acceptable levels of water quality,
far from the improved quality we
were promised. By the way, why
did Mesa Consolidated invest so
much to build a reservoir in the
Santa Ana Heights district?
In a recent article in the Daily
Pilot, Karl Kemp was quoted as
saying that $3 million dollars has
been invested in the infrastruc-
twe of the Santa. Ana Heights
w4ter district. I didn't notice any
of the ratepayerw asking why
their money was invested this
way .

full-time schedule, whatever they

Wallace, who coached the
Pirate baseball team, has yet to
fill the softball coaching vacancy
left by the resignation of Erin Gal-
lagher. A fall softball class has
already been canceled.
If he were to stay at Coast,
wouldn't it make sense for him to
fill a vacancy rather than oust a
successful and respected fixture
such as Tucker?
•There are two things we are
interested in Orange Coast,"
Wallace said. "One is that we
assign people to their area of
expertise, and second is we
assign people where they really
want to be.·
With the fall competition slate

breaks from the game, but
have been enjoying increas-
ing success playing together
on the CaWomia Beach
Volleyball Association circuit.
Comprised. of amateurs,
fledgling professionals, and
those who played previously
on the major Women's Pro-
fessional Volleyball Associa-
tion beach tour, the CBVA
schedules several tourna-
ments each summer, at
venues from Santa Cruz to
San Diego.
Stewart and Whiting,
however, will be vying
against CBVA competitors,
as well as those ranked
below the top 24 on the
WPVA tour, in the Cuervo
Q?ld tournament, today and
Swtday at Hermosa Bee.cit.
Stewart, currently ranked
No. 1 in the CBVA's AAA
Division, is a former Corona
del Mar High standout, who
started four seasons as a
5-foot-8 outside hitter at Cal
Poly San Luis Obispo. She
won CIF Southern Section
championships. her final two
seasons with the Sea Kings
in 1977-78.

Now 36 and an Irvine
resident, the former Monica Park
played local beach townaments ,
after college, but stepped away
from the game to start a family.
With the blessing of her
husband and with her boys, now
5 and 8, maturing beyond the
toddler stage, she decided to
return to serious beach
competition.
"1 first got back into the beach
game as more of a social outlet,
but it became more of a
competitive thing and I started
doing well in some tourna-
ments,~ Stewart explained. "I've
been playing consistently in
CBVA townaments for about
three years now. I was ranked
t 0th the first year and third last
year. Coming back, after having
the kids, forced me to work
harder. I think I'm in the best
shape of my life."
Whiting, 29, is a six-year CdM
resident, who played at Laguna
Beach High, then two years as a
6-0 starter at Cal. She, too,
walked away from serious com-
petitive play for about five years
(1988-93) to concentrate on fin·
isbing her education at UCI.
Whiting, however, remained
active on the beach, where she
e ventually resumed serious
competition. She competed on
the WPVA last summer with
partner Laurie Ruser, posting
some 17th-place finishes.
•(Volleyball) is just something
I love doing," said Whiting, in
her second year as a fifth-grade
teacher at Santa Ana's Garfield
Elementary.

teaching which rendered the

said Stewart, who believes
Wbiting"s playing style, and
personality, offer a perfect
complement. They fint played
together about three years ago.
"I'd say we win with a
combi.Mtion of (Whiting's)
strength and more of my
finesse,• explained Stewart, one
of the CBVA's older competitors.

I'm more of a deep thinker and
she's a little more fiery. I feed off
her intensity.·
"I think I've surprised
myself,• Stewart said of her top
CBVA ranking. "Since I started
playing again on the beech.
things have just snowballed. I
still have that competitive fire
and I'm.having a blast It gives
me something to work for.
"When I fim came beck, my
goal was to get an AAA {highest
skill) rating. Then, I wanted to be
in the top 10.
"Maybe my next goal should
be the WPVA. but with my two
boys, the travel would make it
difficult. ..
