But when it came time to

As it turned out, though,

Benson's exciting prize was

Starting with the area that bas
been re-created as a desert, she asks,
"What are the ingredients of a
desert? I used to think the desert was
just sand, rocks and cactus, but it's a

years at the nature center to figure
that out."
She said she always tries to teach
kids about bow Native Americans
used natural resources.
"The .desert is a pharmacy and a
hardware store," she said.
Gielow then points out a man-
made stream and how the surround-

Gielow said her mission as a vol-

Part of the problem is that
high school sports have lost
focus of their role in keeping

winning as llie only goal. Those

is the second-leading cause of
preventable deaths &fter smok-

lack of exercise and the con-

When I visit secondary schools,
students are lined up to buy

high 10 fat and sugar, and low
in nutrttional value.
In the district's quest to get

Police housing program has few takers
•Only four have applied for first·time home buyer
deal that aims to help Casa Mesa's officers
live and work in the same city.
!kit Pict
COSTA MESA -A city
program that was designed to
encourage police officers to
live where they work hdS only
attracted tour applicants in lts
first year, otficials say.
The flISt-time home buyer
deal, which was created last
year, provided enough mo~y
to lend 18 officers down pay-
ments on their homes.
But the favorable financing
hasn't garnered as much atten-
tion from officers as planned,
leaving a hefty balance -
about $216,000 -sitting in the
bank.
"We were expecting a few
more officers to respond," said
Muriel Ullman, the city's
Neighborhood Improvement
manager. •we haven't done a
loan sirlce March. We thought
it w~ a good opporturuty. •
The opportunity is lucrative.
There are no required income
limits. Applicants must be first-
tlme home buyers and put
down a 5% payment. The loan
program also Allows $10,000 of
an officer's application to be
forgiven over a 10-year ~od.
Yet there are many reasons
why officers aren't signing up
for the program. Many of them
already own homes or don't
want to work and live irl the
same dty. A swvey taken last
year estimated 20% of the
city's police live in Costa Mesa.
•1 think it's not so much the
concern about living in the city
they work in so much as the
present rate of interest for
loans,• said Garth Wilson,
president of the Costa Mesa
Police Asflociation.
"There is plenty of money in
the account for the program
but probably there will be a
push after the first of tlle year
when the interest rate go
down. Right now probably
wouldn't be advamageous. •
With .more than $200.0QO
sitting in the bank waiting fot
takers. some residents may not
feel their tax dollars are being
put to the best use.
Mayor Gary Monahan, who
supported the program to fur-
ther the commu.pity-ortented
. policing philosophy, said it may
·be too early to evaluate the
program and reallocate funds.
•we're not even halfway
through the fiscal year,• he
said. •w_e might see more offi-
cers apply at the beginning of
the year. It's too early to make
a decision right now •

Last May, the commission
approved a permit for the
Mekambe Development

three-bedroom and have two-

The commission has issued
the Mekambe several condi-
