NEWPORT BEACH -The City
Council on Mon day decided un'aru-
mously to change its regular meet-
ings to the second and fowth Tues-
days of the month, begmning in Jan-
uary. ·.
With next to no debate, council
mem~rs decided to change the day
m order to give themselves and city
staff more time to review their week-
ly PilCket to better prepare for meet-
mgs.
The quick vote was 7-0.
Changing the meeting dc1.y would
also give staff an extra day to prepare
the reports, said Dave Kiff, deputy
city manager. Reports are now avail-
able to council members on Wednes-
ddy. After the change, that will shill
to Thursday and the public will be
able to receive the information on
Fridays.
The council first discussed chang-
ing the date of the meetings at the
Sept. 18 council and staff retreat. ·
Despite the change in days, the
tune of both the study sessipns and
the council meetings will not change.
The study sessions will continue to
stdrt at 4 p.m. and the meetings at 7
p.rn.
Now thdt the proposal has been
approved, the counal and city clerk's
office will begm to notify residents
and. other mterested parties of the
news Notice..<> will be mailed to all
homeowners' associations and will
be included m the November and

W ith the announced retire-
ment of South County's
Rep. Ron Packard, Rep.
Dana Rohrabacher CR-Huntington
.. Beach) can breathe a huge sigh of
relief. While Bob Doman has not
yet decided whether he will run to
fill Packard's seat, he has taken
bis sights off of Rohrabacher's.
•My friend Dana Rohrabacher
... despite treating me badly, he's
home free,• Doman said Friday
from his Virginia home. "I endorse
him." .
Doman .had been toying with
the idea of running against
Rohrabacber, with whom he has a
tense personal relationship, since
he lost a rematch with Rep. Loret-
ta S~chez (0-Garden Grove) last
year.
Now, he's considering whether
to jump into what could be a
crowded Republican tield or stay a
radio and TV personality, which
gives him a national platform for
his conservative message. .
"Team Doman• -essentially
his family -are huddling, and the
opinions ace mixed, Doman said.
He may hold a press conference
as soon as Wednesday or Thurs-
day with a decision.
The family debate, Doman
said, is about how he can best
serve his country: returning to
Congress or remaining a conserv-
ative spokesman on his radio
show and as a guest commentator
for Fox News.
Doman also said he's not inter-
ested in returning to Congress if
the Democrats win back a majori-
ty, so the GOP's narrow and pre-
carious control is a factor in his
thinking.
He said his own pdlling shows
·that he bas the highest name
recognition in Packard's 48th Dis-
trict, making him confident he
could win the seat.
"Whoever wins the priJnary ...
will be the Congress person," Dor-
nan stated.
While Doman's run isn't yet a
sure thing, one thing is certain: U
former GOP Senate hopeful and
millionaire Darrell Issa runs, Dor-
nan won't make it easy on him.
. "If I don't go, I'll.make sure he
doesn't make it," Doman said.
Another thmg that's tor sure,
Rohrabacher i5 sleeping a whole
lot easier.
"Obviously, I will be relieved to
not have a maj~r primary fight,•
Rohrabacher said, adding that be
didn't want to speculate on a .
future Doman race, other than to
say "I'm happy that it won't be
against me.•

greatest hopes was that Doman
and Rohrabacher would tear each
other apart, and spend lots of
money to do so.
Now, he admits, he's an even
longer' shot than before.

be for the 21st century. ·

Zero-tolerance debate far from over

I n Jur.ie 1999, the Newport-Mesa
Unified School District Board of
Education established a subcom-
mittee composed of the three board
members, who currently have chil-
dren in our schools, to review th~
4210 (zero-tolerance policy) with
district staff. This is not the first time
that the Qoard of Education has
reviewed the pcilicy. Ov~r the
course of the last four years, this
board has "tinkered" with the exist-
ing policy.
In 1996, as a result of lawsuits,
the board of education defined the
terms "under the influence" and ·
"school sponsored event.• lo 1998,
the board amended the automatic
transfer section of the policy to

allow ele~entary principals the lee-
way in dealing with kindergarten to
third-grade students caught with
nail files (weapons) and aspirin
(drugs). Now, this subcommittee is
looking at the automatic transfer
policy for all students.
Not one of us on this subcommit-
tee is interested in ~getting rid H of
the automatic transfer section. We
all believe that
an effective zero-
tolerance policy
mus~Jiave some
significant conse-
quences for those
students who
violate the policy.
We believe that
they must b~
firm and strictly Martha Fluor enforced. We
believe it should .
be' applied uniformly to all students.
We are interested in looking at
what is in the best interest of the
student. We are interest~ in a poli-
cy that is consistent, fair and uni-
formly applied to all students. We
are interested in looking at inter-
ventions that work, of providing a
student and his or her parents with
options that assist the student and

family in dealing with his or her sit-
uation, of providing opportunities
for growth in responsibility and
decision making. We are interested
in a policy that provides staff and
families with options.
The staff of Newport-Mesa Uni-
fied School District will be making
recommendations to this subcom-
mittee on constructive options to
consjder. The NeWJ:?Ort-Mesa Uni-
fied Sdlool bistrict"Board of ·Educa-
tion will not mak~ this decision
without a great deal of input from
parents, students, experts, legal
counsel and interested community
members. This is just the beginning
-no decisions have been made.

park. Jf the Marinapark peo-

don't have any really nice
public beaches here for the
public to come and use ~ow
that the Fun Zone beach has
gone away. When I was a kid
that's where we used to
swim, in front of the Fun
Zone. That's gone. Hotels
they don't need.
Regarding your eclitorial
1 about the redevelopment of
the Marinapark piece of land
on the peninsula, and the
issue of "highest and best
use" ("Marinapark should
hold up its end of the deal,"
Oct. 30). Well, I usually do
not take a stand against my
own cause, however in this
case, l think l must' agree
with the city.
I have been a Girl Scout
leader for five years and I
have visited the Scout House
numerous times. Although
'
the Scout House ts charming,
and has a great deal of hJsto-
. ry behind it, I feel it is both
physically and situationally
obsolete. Girl Scouts could
use a site with some addi-
tional land in which camp-
out training and overnight
events could be held. Addi-
tionally, parking is extremely
limited, which forces moms
loaded with armfuls of sup-
plies to cross the middle of
Newport Boulevard while
monitoring large groups of
small children.
The dilemma for Girl
Scouts in making a move will
primarily be funding:. The
city should take this into con-
sideration if ·asking the Scout
House to make a move. The
city is contemplating redevel-
opment uses that could be
very high sales-tax and bed-
tax generators; therefore the
city should fund the relocat-
ing of existing users, espe-
cially a nonprofit low-budget
user such as Girl Scouts.

space for public. What is
wrong with some people who

Isolated beaches
have richer habitats

of fact I don't remember seeing

years. And it pointed out even more

Corona Del Ma.r is. We have CdITi.ed
out nine surveys down there, scientif-
ic surveys, and the difference in the
diversity of life, the size of animals
and the actual species presence in
astonishingly different when you visit
a rocky intertidal that receives little or
no human unpact and compared it to
one that is DE>mbarded by,buman
impact.

a combination of trees,
screen.s and paint will rnidi-
mize the visual effects of the
new Harbor Duy School gym
and will ap?f:ase distraught
neighbors.
On Sunday, re. idents who
live near the school received a
letter from VICe mayor Tom
Thomson regarding the coop-
erative effort on the par!: of
city and school oUic:ials.
"I walked around the
neighborhood Md put [the
letters} on fences arid on the
front door. l also talked to a lot
of people and (almost) every-
one 1 talked to was fine with
it,• said Thomson, adding that
the st.U' caused by construction
oJ the gym was unfortunate.

from two months ago, when
about 60 residents vented
their frustrations at a meeting
called by city officials.
The gym, which was con-

complained that the 40-foot-
tall building was an· eyesore
and would devalue their
properties.
Despite assertions by resi-
dents that the city did not noti-
fy them of the proposal, the
project did go to the Planning
Commission and City Coun-
cil, said City Manager Homer
Bludau. He also said the
building is part of the school's
master plan and is therefore
legal.
As a result of the com-
plaints raised at the meeting,
city staff and consultants met
to explore ways of reducing
the building's effects on
neighbors.

Sculling and Punting Society, a group famous for

It is estimated that a wall of

$70,000.

NEWPORT BEACH -The
riverboat Angela Louise will be
making her maiden yoyage
through Newport Harbor this
evening as an electrically pow-
ered vessel.
The boat is the first of its
class to be approl,(eQ for elec-
tric power, said Capt.· Joseph
Warren. The boat's power was
switched to create a boating
experience that is quieter for
passengers·and less hannful to
the marine environment.
The boat still has diesel
engines available for use, War-
ren said, but they M ve been
"relegated to a minute or two
of use during each trip."
The change means a si~
icant reduction in the pollution
created by the Angela LouiSe's
trips across the water. ·
"Th~: cleanest of diesel
engines has a great deal of fuel
blow-by," Warren said, '-refer-
ring to the waste left in a boat's
wake. He added that many of
the constituent chemicals of
diesel fuel are considered car-
cinogens.
An electric engine, howev-
er, produces no pollution, War-
ren said, and it doesn't' pro-
duce much noise either.
"It's a : wonderful experi-
ence," Warren said of the elec-
tric boating experience. ''You
hear nothing. You feel no

• Thelma Harwood was
remembered for h~r quick wit,
polite mannerism and love for
cats. She was 85.

Longtime Corona del Mar resident
Thelma Harwood, historian and secre-
tary with the Coast Community College
District for 27 years, died Friday of com-
plications from Parkinson's disease. She
was 85. .-·
Mrs. Harwood was born in Indiana
and married Meredith "Woody" Har-
wood. The couple moved to Corona del
Mar during World War II, when her hus-
band was stationed at the Santa Ana
Anny Base and she was a Red Cross vol-
unteer.
After Orange Coast College was bWlt
on the land of the former base, Mrs. Har-
wood became employed at the school.

From 1951 to 1964, she served as secre-
tary to OCC's founding president, Dr.
Basil H. Peterson.
When Peterson retired in 1965, Mrs.
H~ood was one of three editors to pre-
sent him with a 300-pdge book titled
"Tumbleweeds to Roses: A History of
Or~ge Coast College.• Mrs. Harwood
wrote the book's second chapter, which
focused on the three-year history of the
Santa Ana Army Base. . \
Mrs. Harwood also helped research
and edit chapters written ~y 17 other
authors. Only 500 copies of the book
·were made, and college officials said a
Jew copies remain today in private col-
lections, libraries, college campuses and
historical society archives. An online
yersion is available on the college's Web
site.

ting myself into," Mrs. Harwood report-
edly said about the book during a 1997
interview at the college. MI was a secre-
tary, not a writer or editor ... I've always
been a quick study, so I picked things up
fairly swiftly."
Mrs. Harwood later worked as secre-
tary to the chancellor of the Coast Com-
munity College District, Dr. Ncmnan E.
Watson. She retired in 1978 and was
diagnosed with Parkinson's disease sev-
eral months later. Her husband died in·
1981, but Mrs. Harwood continued to
live in their Corona del Mar home.
In 1991,· the college awarded Mrs.
Harwoo4 with an.-honorary associate's
degree. In 1994, Mrs. Harwood was con-
fined to a wheelehair and moved t6
Manor Care in Fountain Valley, where
she died. She did not have any children.
Friends and family of Mrs. Harwood
described her as "cordial,• "brilliant"
and "courageous .• And, ~he loved cats.
"Her room was surrounded by cats,"
said TI.ffany Laplante of Manor Care.
Mrs. Harwood's grand nephew; Bar-
rett Bailey, adqed that she also loved the
Southwestern artist De Grazia. He also
said while his great aunt had no children
of her own, she was very generous to
him, writing letters and always remem-t>et1ng to give him Ch.risbnas gifts.
Mrs. Harwood is survived by her old-
er sister, Mary Bailey, of Fountain Valley.

that the rules that refer
directly to government,
legal and education codes
are up to date and correct.
They also are proposing
tha t policies be renum-
bered to align with those of
the California School
Boards Assn., to avoid pos·
sible confusion.
The board will also vote
on allowing the Associated
Student Body to have . a
checking account through
the Orange County Teach-
ers Assn ., and will hear a
presentation by Newport
Heights Elementary
School. .
