ing shortcuts and speeding
through their neighborhood.
It's been nearly two years
since these reside nts initially

room class at Newport Harbor High
School and wlll follow the teens
through the wonder yean to their grad-

As swnmer comes to a close
.and the school year nears, we
caught up with our Oass of 2000
students and decided to pepper
them with some questions -
kind of a way to get them ready
for the grueling pop quizzes they
are sure to race this fall.
The following is what we
asked the group of Newport Har-
bor High School students. Some

cashing in on the bumper crop of
larger, more exotic fish being lured
to the area by warm ocean waters
brought on by El Nino.
And there's no sign the fish are going to stop
biting any time soon.
"It's been excellent," said George Eddy of New-
port Landing Sportfishing. "More lish. more peo-
ple. This w11s one of our best swnmers ever."
Other local anglers tell a similar fish tale: more,
bigger fish and types not typically seen in this area
without the warming inlluence of El Nino.
Local anglers are reeling in barracuda,
albacore and plenty of other exotic fish
Newport Beach sport fishing operators are filled
with "Stories about the local abundance of yellow-
tail, dorado, albacore and barracuda -wann-
water exotic fish that either don't frequent the area
or usually only show up in small numbers.

Cavezas felt rejected and con-
fused when he IDOYed hil lami-
ly from El Salvador two years
ago.
His daughters couldn't enroll
in school because they did not
have proper immunizations,
and his employer's medical
insurance did not cover bis fam-
ily's entire health needs.
But when Cavez.as entered
the Rea Assessment Center, a
clinic run by the Newport-Mesa
Unified School District, he
received more than the
required shots for his daugh-
ters.
·1 started to feel like part of
this society,· Caveza.s said. ·we
found people really interested
in helping us. . .. Everything
was fixed in a couple of hours.•
Secretary of Education Mari-
an Bergeson and the Secretary
of Health and Welfare Sandra
Smoley on Friday vtsited the
trailer next to Rea Elementary
School, where the clinic has
provided t, 722 immunizations
and 981 tuberculosis screen-
ings in the past year. The pair
introduced Gov. Pete Wilson's
$885 million annual plan to
provide health insurance for
children in poverty.
The plan, funded by federal
dollars, would target CaWor-
nia's unimured 6-to 17-year-
olds for insurance, costing $8 a
month, Smoley said.
The plan would not increase
numbers on Medi.Cal rolls
because the state plans to pur-
chase health benefits in bulk
from private insurers, she said.
"It's the kind of coverage
we're all going to want for our
children,• Smoley said.
Rosemary Bodrogi. director
of adult education and student
support services, estimated that
between 3,000 and 4,000 New-
port-Mesa children would qual-
ify for the program.
The plan still must win
approval from the state legisla-
ture.

it a form of socialism.

away responsibility from par-
ents to care for their children's
health.· Leece said. "It's creat-
ing more people dependent on
government.•
Leece said she wanted to see
healthy students, but parents
should seek out health care
from other agencies besides the
schools.

Healthy Start funding for its
first three years and bu relied
on grants from PacifiCare
Health SystelDI and help from
other groups since then.
It isn't beyond Bodrogi to
confront her own doctors with
needs at the clinic.

we'll call a doctor,• she said.
"We'll say, 'This kid needs ser-
vice. Will you do it for freer
in addition to shots and tests,
the clinic screens for vision,
hearing and dental problems,
Bodrogi said.

I have tried to fry eggs on the
lldewalk. gone marlin fishing,
and once even went to a baseball
game for you.
Prom city councils and school
boards to congressional commit-
tees and water-distrtct bearings,
even in that cave of winds where
the county supervisors meet. I
have been there for you.
I have, generally speaking,
served our readers far above and
beyond the call of duty.
Why, on that wann evening
last Tuesday, I even went sailing
for you. Yeah, I lqiow: It's a rotten
job, but somebody has to do it.
This was the first time I have
been sailing in a couple of years;
niy wife and I having transferred
our allegiance from sailboats to
~ts. I still love it.
The occasion for this rebirth

was an invitation to check out the
Schock family's latest creation -
the new Harbor 20. The Schocks
designed and built the ubiquitous
Udo 14, the remarkably success-
ful Santana series and a ftock of
other sailing vessels.
They used to do all this in
Newport Beach, then Sant.a Ana
when the company outgrew its
original plant in the Cannery Dis-
bict. Property values and manu-
facturing structures for fiberglass
boats being what they are, Tom
Schock moved the manufacturing
pJant to landlocked Corona.
The Harbor 20, however, ls
strictly a Newport Beach water
baby, a concept bom on the local
waterfront. sired by longtime
sailors who finally began to admit
they weren't quite as agile as
they used to be.
It is not generally known, but
sailors occasionally will gather
over a round or two of adult malt
beverages and talk about boats.
As these veteran racers grew old-
er, as theil' hair fell out and
grayed, and their backs creaked
and legs wobbled ever so slightly,
the consensus was: MWe've gotta
get us a boat that fits our refine-
ment and stature but that still has
our coltish ways and sex appeal."
Unlike generations of such
conversations, these guys took
the ideas out of the yacht club
bar and into reality. Tom Schock's
younger brother, Steve, put the
ideas down on paper. along with
Arthur Strock, and the Harbor 20
began to take shape.
Equally important, the progen-
ttor group -guys like Phil
Ra.J:nser. Don Ayres, Pat Sauggs
and John CUrc::d -told Tom
Schock. •vou build Lt. and we
will come -with cash.•
Not one to look a gUt boat in
the bow, so to speak. Tom Schock
commissioned a final design, built
the molds and is selling boats.
Schock's sales manager, Lenore
Collins, says 25 have been sold
this year in Southern California,
most in Newport Harbor.
Eight of those turned out for a
three-race regatta in the bay
Tuesday evening. Ralph Rodheim
invited me to crew with him and
his regulars, Lee and Holly
Sutherland.
We had a great time. Ralph got
a fabulous start and we won the
first race handily. There was a
fairly stiff breeze so, with four of
us aboard to bold the Harbor 20
down on her optimum lines, we
were unbeatable upwind. We
rounded the first mark at least 10
boat lengths ahead.
In the next race, we were sec-
ond by a couple of noses; the
third go-round will not be dis-

The Harbor 20 is everyth1ng its
god.fathe.ra hoped for: fut. nim-
ble, good looking, comfortable,
eosy to sail. When you need to
tack. you simply tadt. No sheets
to deal with, no winches to grind,
because the jlb has its own little
boom that does all the work for
you.
For the dieha.rds among us, the
Harbor 20 bas a panel of 10
strings that can tweak everything
on the boat. But it also has two
ice chests that are standard
equipment.
And an optional, ingeniously
installed electric motor that lurks
in the lazarette for when the wind
dies.
After all, this is a civilized boat
for civilized people. It will even
shred the old sailing cliche,
MGentlemen don't go to weath-
er •

Webb will 'address Speak Up Newport
on the subject of the proposed new
Arches bridge over Pacific Coast High-
way on Wednesday. The meeting,
which begins with refreshments at 5:30

orders are consistent of what we
usually see with projects of this

Board President Martha Fluor
said delays between the plan-
ning of the building and actual
construction also accounted for
some of the changes.
In 1994, trustees allocated
funds for construction, but the
project did not break ground
until 1996 because of financial
troubles from the Orange Coun-
ty bankruptcy.
"By the time we started con-
struction, it was two years later,
and we did not have plans re-
drawn,~ Fluor said. •There were
a lot of changes related to reor-
ganization. When the building
started going up, we had to go in
there and move a wall here and
open up a space there.•
In addition, there were many
delays in the · project, including
long waits from the state archi-
tect's office for approvals and a
rainy period last winter that pre-
vented crews from completing
groundwork.
A man escaped with an unde-
termined amount of cash around
noon Friday after giving a clerk
at a Bank ol America branch in
Costa Mesa a th!9atening note
saying he bad a gun. authorities
said.
Around 11:56 a.m., the man
walked into the bank at 2701
Harbor Blvd. and passed the
note to the teller in a magazine,
demanding cash, said Costa
Mesa police Sgt. Dave Ander-
son.
The teller opened a drawer
and emptied its contents into the
magazine, passing it back to the
robber, Andenon sak1. 1be rob-
ber then ran out ot tbe bank and

No gun was spotted during
the robbery, and there were no
injuries, Anderson said.
Wrtnesses desaibed the rob-
ber as a white male, about 25 to
30 years old, 6 feet tall. 180
pounds, with brown hair. He
wore a blue baseball cap, a
white-and-green striped shirt,
blue jeans and sunglasses, wit-
nesses said.

Virgil Partch was an
artist to remember
When old cartoonists die,
they don't just fade away, their
fate is to get their last name
misspelled in the Daily Pilot,
and on the front page!
Balboa Island's famed "VIP"
who was know locally as
"Virg, • had a real name: VJ.rgil
Partch, not PATCH, and he
used to draw cartoons for us on
the back. of slightly damp cock-
tail napkins while sitting at a
table in a local bar.
Where else? Our firm used
them in ads for one of our real
estate clients. When this
builder offered homes with two
bathrooms, Virg quickly drew a
guy standing with one leg in
each of two side-by-side bath-
tubs, while above were two
sh~wer heads going full blast.
Oh, ye~. the guy had two
heads, one for each shower.
Typically zany, typically Partch,
who did have a fancy for that
tugboat.
He had such a free spirit that

late, but just in-time for the

new pool and stadium at Costa
Mesa and Estancia High
Schools.
You bet they should. They
should even consider additional
funds.
Since 1972, no improvements
have been made to Costa Mesa
or Estancia High School. In 1972,
the Newport-Mesa Unified
School District contributed to the
construction of a SO-meter pool
at Newport High School.
In 1990, the School District
contributed to the construction of
the Marian Bergeson Aquatic
Center at Corona del Mar High
School.
The school district then came

up with money construct a wall
on the Corona del Mar campus
because of noise complaints
from the neighbors. In 1992, the
school district shelled out money
towards a shower/locker room at

been spent in Costa Mesa.
At Costa Mesa High School,
the floors in the main gym need
to be replaced. The paint is peel-
ing off the windows in the gym.
The gym lockers are the original
lockers and can't be securely
locked. The showers are inoper-
able and the boiler doesn't work
so there's no hot water.
We can't compete in the pole
vault competition because we
don't have a vault and pit for the
team to practice on. Costa Mesa
is the only school in district that
doesn't have a year-round te~
team because our courts need to
be resurfaced and our nets
replaced.
And sadly enough, w~ don't
have a regulation-size swim-
ming pool for our state champi-
on water polo team to host home
games.
Yes, the school district should
spend $500,000 to upgrade the
sports facilities at Costa Mesa
and Estancia high schools. Then
th~y should find it ~ their hearts
to-vote to spend another
$500,000 Improving what has
been allowed to deteriorate over 1
the last 20 years.

for the Upper Newport Bay
Dredging Project
Originally, Sen. Johnson and
Assemblywoman Brewer had
secured $3.9 million for the
dredging project. Because of the
difficult budget negotiations dur-
ing the tast few days, we almost
lost all of our funding for this
project.
Sen. Johnson and Assembly-
woman Brewer really went to
bat for us and spent many hours
protecting our interest and,
working with Assemblyman Curt
Pringle who was involved in.last
minute negotiations, were able
to restore the budget item in the
amount of $2 million for this pro-
je<;t.
U.S. Rep. Chri.s Cox is also work-
ing on our behalf at the federal f
level to secure at least S 1 million
for this project. We sincerely
thank him for his many hours of
effort on our behalf.
The Newport Bay is a special
place and has special meaning
for the citizens of Orange Coun-
ty, and through the efforts of
these four elected officials, we
will be able to start the dredging
project beginning in November.
The county of Orange has
agreed to advance the $5 million
necessary to complete the pro-
ject; however, we win need to
find additional fundi above
and beyond the $2 m'nf ion from
the state and the anticipated S 1
million federal funds ih order to '
make up the shortfart.

now expected to finally approve
one ot four detailed plans on
Tuesday that were put together

Side residential traffic manage-

The city's staff is
proposing that coun-
cil members approve
the newest of the four
alternatives that
focuses primarily on
inaeased regulations
and warning signs as
well as increased
police enforcement.
The seven-member
ad-hoc committee
formed of residents
from the area is also recom-
mending the fourth plan.
The area is bounded by 17th
Street, Irvine Avenue, Mesa Dri-
ve and the ever-busy NeWport
Boulevard.
A recent study of 600 Orange
County intersections, conducted
by the Orange County Thans-
portation Authority, showed
Newport Boulevard at 17th
Street and at Harbor Boulevard
ranked in the top 20 in terms of
traffic volume. The study sho~ed
that about 80,000 motorists
passed through each of those
intersections on a daily basis.
But not everyone believes the
situation is critical.
•1 happen to think there is not
that much of a problem on the
East Side when you consider the
freeways, the mall and the air-
port and all that stuff,• said Peter
Naghavi, manager transporta-
tion services.
Past proposals to reduce
speeds and cut-through traffic
have included placing traffic
barriers, one-way streets and
cul-de-sacs throughout the area.
But a community meeting held in
June, touched off a bitter war
between those neighbors who
supported change and those who
opposed it.
As a result, a fowth plan was
developed in an effort to keep
the changes minimal while
addressing the problems initially
brought forwud.
That plan would include
among other thiqgs slmtal tlmlng
modiflcatlon1, fow--way atop
signs at two locations and the
lilltallation of raised pavement
muken and painted lines to ere·
ate islands in the middle of
streets adjacent to schools tn the
area.
Some residents have also sug·
gested movtng bus route 53 from
Orange Avenue to Newport
Boulevard. But an evaluation
made by the Orange County
Transportation Authority out-
lined several concerns should
the route be moved.
According to a letter sent to
the city by Chairman Robert
Wahlstrom, there could be a
potential hardship on the area's
senior population if the bus route
shifted. The elderly might be
forced to walk a quarter of a mile
to new stops on Newport Boule-
vard.
At least 400 people are esti-
mated to use the bus service
along 0l"ange Avenue in
between 15th Street and Del
Mar. The route has served the
area -since the 1970s and tbe
route ranks in the top 10 out of
71 ·routes in terms of overall rid-
ership, Wahlstrom said in the let-
ter.
Naghavi believes the bus
~oute will eventaully be moved
because of its adverse affects
including noise, fumes amd the
speed of bus traffic.
"Generally these bus routes
should be on the outer edge of a
residential area,· he said.
Additionally, on-street park-
ing spaces supporting businesses
on Newport Boulevard may need
to be eliminated to allow for bus
stops and turnouts. A new bus
route on Newport Boulevard will
also affect traffic on that street.
The meeting will be held in
City Council chambers at 6:30
p.m. at 77 Fair Drive.

it comes to Balboa Bay Club's
generosity.
For over 20 years, the Balboa
Bay Club has been extreme-
ly supportive of the develop-
ment and opportunities for vol-
leyball in the Newport· Beach
area. From early leagues to
instructional clinics, they have
always allowed the sport to be a
tnainstay in our area.
The history of this relation-
ships is one of which l am very
PfOUd.
-• The clinics have been a start
ldr many IocaJ stars but, more
ilpportantly, have a1so given
many more a touch of what the
gapie is all about even though it
¥.'.as their only real pursuit of the
game.
The 1998 summer clinics at the B4lboa Bay Club were equally as
successful.
One age group that flourished
Was the 1 to 11-year-old players.
Using the Mikasa Ultralight vol-
leyball, which is regulation size
but weighs half as much as a reg-
ulation ball, coupled with a much
lower net and smaller court, this £i:roup of very young futw"e super-

semifinals of the CIF Southern
Section girls volleyball playoffs,
Newport Harbor High Coach Dan
Glenn informed preseason
pollsters this could be a special
season for the Sailors.
But despite the recent and
unexpected loss of all-league
returners Melissa Snow (moved
back to the Bakersfield area) and
Beth Waterman (decided not to
play), Glenn is sticking to his
story.

said Glenn of the unexpected
departures, which combined with
the graduation of all·leagu~rs
Joanna Fielder (now playing at
Michigan) and captain ·Meghan
Haller, leave the Sailors with just
two returning starten.
"We're going to be really, real-
ly good next year, but we should
be pretty good by the end of this
year, too. This just means some of
our younger girls are going to
have to step it up.•
Glenn, entering his 12th sea-
son with the Sailors, may h~ve to ·
step up just to make eye contact
with most of his starting lineup,
which includes four players 6-foot
or taller.
Among the towering Ta.rs is 6-
0 junior Jennifer Carey, the Sea
View Co-MVP last fall who is
expected to be among the top
players in the Southern Section in
her third varsity campaign.
"She's without a doubt one of
the top setters around,• said
Glenn, who will ask Carey to
expand her role as the trigger of
the offense by providing a hitting
presence at the net, as well.
·1 might use her more as an ·
attacker, now, than I originally
would have (with Snow and
Waterman as outside bitters).
"But she hds hit for us before, as a
freshman, when Jeannette
Hecker was our settet. •

nate to have the support of the
Balboa Bay Club in allowing the
Newport Beach community the
opportunity to play and learn the
game of volleyball. Each person
has a level that fits their need as a
player.
The second annual Bill Ray
Volleyball Sportsmanship Award
winners, presented by the Balboa
Bay Club, are Corona del Mar's
Hayden Aley and Blair Hoppe .
The award, in remembrance of
Bill Ray's tremendous community
support, is presented to two grad-
uated seniors who have shown
exceptional dedication and
loyalty over the yea.rs to their high
school and club volleyball pro-
grams.
The desire is to recognize
those players who have
continually contributed to the
successes of their teams
throughout their years.

Kelley Kilmer, the awards are

"Kathy is very, very
unproved and she'll be a very
good player for us.• Glenn
said. .. And Krista is the girl I
think will improve more than
anyone else on the team this
year.•
Aley played on the volleyball
team for four years at CdM and
was a standout softball player, as
well. She participated in the
Orange County Volleyball Club
and various traveling softball
teams. This summer, she played
in the Balboa Bay· Club summer
