hatches in anticipation of El Nino,
the warm-water weather pattern
that is ei:pected to deliver a pow-
erful, windy and wet punch to the
area this winter.

business license to open up a law
school?
None?
The city learned this week
that Whittier Law School opened
its $21 million state-of-the-art
doors last month without a busi-
ness license and continues to
operate witliout the required
license.

COSTA MESA -Give out more traffic tickets.
Don't take away the parking spaces on Broadway
Street. Relocate bus route 53. Stop motorists from
cutting through to the freeway.
Or maybe the city should just leave the neigh-
·borbood the way it is.
Those are just some ol the comments the City
Council heard Tuesday night trom more than 41)
East Side residents who spoke both for and against
the city's tow elaborate proposals to curtail speed-
ing motorists and cut-through traffic in that area.
At press time, City Council members were still
grappling over how to appease residents and
address their concerns about speeding motorists
and a perceived increase in traffic.
About two years ago, the city formed a committee
made up of residents from the East Side who were
concerned about traffic and safety.in the .area ..
The committee's final proposal -based on input
received from residents at two community meet-
ings -was to paint lines that would narrow streets,
modify traffic signal timings, put more speed signs
up and install traffic islands near schools. .
Block by block and street by street, residents
repeatedly described to council membelS their
feaxs that some of these suggestions might div.ert
motorists from larger streets onto smaller streets
and hidden alleys. .
Peter Naghavi, the city's manager of transporta-
tion services, told the council that despite the resi~
dents' concerns about increased traffic, a recent
study shows there has been very minimal diange
in traffic flow over the past 20 years.
Tony Petros, president of the Costa Mesa Cham-
ber of Commerce, is a resident who liVes in the area
and believes that the majority of the problems are
caused by residents thf!mselves.

decrease with the installation of ~ bumps or
other traffic devices being discussed by the dty.

But some residents like Gail Perkins, who lives

Kohan complied and removed
the offensive sticker. But, he
claimed, that wasn't enough for
Teller.
"He grabbed me. punched me
andxoughed me around," Kohan
alleged.
Kohan said he was not seriously
mjured in the altercation, but he
filed a complaint against Teller
alleging assault and battery with
the Orange County Sheriff's
Department.

Kohan has long alleged that
Teller regularly intimidates ven-
dors and forces them to chip in to
an advertising fund. And last year,
Kohan said 162 swap meet mer-
chants filed formal, written
demands for refunds of their share
of the advertising fund.
Despite Teller's alleged attack,
fair board member John Crean
said he is skeptical of Kohan's lat-
est claim.
"I imagine that Teller, after all
these years, just lost his patience
with this idiot," Crean said. "And I
can't blame him. I would, too,
because he's a real pain.•

Orange Coast College football players
are getting their picture taken for their
program, the other athletes are lotll_lging against
trees, shoving each other around like boys ... which
brings us to a point.
They are boy11.
.Of 106 players, 90 are true freshmen or redsh.irts.
Ilurthis has1ts advantages.

Workman said almost surprised. ·usually you have
two separate teams, the Offense and the defense.~
Not this season . According to Workman, there
haven't been any skinnishes, except one when one
defensive player snapped at another for going aft~r
the quarterback.
The youthful air that is prevailing around the
practice field is one that has drawn the kiddie corps
together. It is aJso one that has no memory of the
agonizing season Workman had to endure last year.
The 1996 campaign saw the Pirates go 1-9, the
worst mark in Workman's 11-year _stint at Coast.
One Player d~ remember, though, and he will be
called upon, by nature of his experience and position.
1 to lead the team to improvement -sophomore
· J quarterback Chad Collins.
·There are a ·Iot-of fresh faces and young tal~nt.
Right now I would say there really are no-weakness-
es. Last year is in the past.• said Collins.
Last season Collins, a 'Irabuco Hills High product,
set a Mission Conference record by throwing just two'
interceptions in 180 attempts.
'"He's put on 20 pounds of musde since last year
and his 40 time has improved, .. Workman said. '"You
can see the difference in his throwing velocity and in
his confidence. He's re&dy to lead this team ...
Collins' does not have a deep pool of wide
receivers, but will zone in on his tight ends.
•Although there are three of them, (tight end) is
probably the deepest and most talented position on
the team,• Workman said.
•Mike Knox (6-4, 245) and Joe Khamis (6-2, 255)
return to the Pirates after posting good marks in '96.
Knox led the team with 20 receptions and a
touchdown, while Khamis hauled in 16.
Adding to the tight end unit is transfer Ivan
Mercer, a towering 6-foot-7 transfer from Washington
State.
' '"Mercet is quite an athlete. He's too fast for a
linebacker to cover and too big for most OBs,"
Workman said.
Mercer spent a season with the Cougars as a
redshirt freslunan, but madj!: the move to Southern
California to play volleyb~ for Coast.
Originally from the Sacramento area, Mercer said,
•1 came down mostly to play volleyball, but to
experience a new place and the football iS so
competitive, Coach Workman will be able to use me
in a lot of dilferent spots and can use my strengths in
different ways.• .
The biggest question mark of the season may lie al
the end of an untested offensive line. Padfica High's
Don Douglass (6-5, 275) should lead the corps at left
tackle with Costa Mesa's Jose Tuscano included in
the hunt for starting spots.
