COSTA MESA -Dressed in

up, about 25 members of the
Chamber of Commerce took time
off from their jobs Tuesday to do
something completely violating the
rules oi business: work for free.
For the first time, members of the
chamber's L'"M900 Club gathered
about 5,000 pounds of food to pro•

The group has been working for
the past seven months to collect
donations of food and sel'VJces.

pounds of turkey was an easy task

he said.
The group met at Newport Noo-

boxes together, each containing a
15-to 20-pound turkey, pies, home-
made salsa, a five-pound bag of
lima beans, tortillas, rice, canned
fruit and more. After the packing
was done, a surplus of hams and
poldtoes was dropped off at Some-
one Cares soup kitchen.
ln the afternoon, the men lo(lded
the boxes into trucks and took the
goods to Shalimar Leaming Center.

SUSAN McCORMAO:
COSTA MESA -The Plan-
ning Commission on Monday
unarumously recommended
that the City Council support a
light rail project lh&t would
enter the city via Main Street.
According to a staff report,
this option will "have the
greatest potential to capture
ridership and conform with
the city's desire for system
routing.•
The county Centerline Pro-
ject supported by the commis-
sion would travel west along
Anton Boulevard and stop at a
station at Avenue of the Arts.
The project has faced
intense scrutiny. most recently
from the Santa Ana City
Council. Opposition has
forced the county to scale back
the proposal from a 27-mile
route to one that would begm
at just 11 nules.

NEWPORT BEACH -People travel
along East Coast Highway every day to
get from Mariners' Mile to Corona del
Mar or Laguna Beach. While stopped at
a traffic light at B~yside Drive, they may
chat on a ceUu.lar phone, change the
radio station or even admire the beauti-
ful surroundings
But many are unaware of the ongoing
rent battle many seniors at the De Aro.a
Ba.yside Village mobile home park face
on a daily basis. M.any of the fixed-
mcome residents run to their filing cabi-
nets to assess their net worth when the
possibility ol any rent increase draws
near.
In 1994, residents of 1he .,eruors-only
mobile home park drew local attention
when they refused to pay rent increases
ranging from 6% to 47°,,
"You have to make yourself heard
today ttnd that's what we are trying to
do." 80-year-old resident Ruth Walley
stnd then.
Residents in 1994 received a letter
from the park's landlord, De Anza Assets
Inc., which ihreatoned to evict if pay-
ments were not made.
"If full payment is not received no lat-
er than the seventh day of this month,
you will be served with a three-day
notice to pay rent or quit and a 60-day
notice of termination of tenancy," the Jet·
ter said The issue ultimately ended up 1r1
the hands of a judge in the form of a law-
suit against De Anza. The judge ruled Ul
favor of the mobile home park owners
and allowcP rent to be raised a certain
amount.
There continued to be legal wran-
glings between De Anza arid a number
of tenants until 1997. ·
Bayside Village seemed content until
a letter signaling rent increases landed
on the doorsteps of about 50 tenants in
September. De Anza has five lease ver-
sions among its 277 residents. FolloWlflg
the 1994 lawsuit settlement, some ten-
arits chose to keep their original leases
that protected them from certain rent
mcreases. Tenants subject to the new
rent hikes are those who did not sign the
new leases.
Rent for these 50 tenants will be
$1,200 per month-a difference ol $200.
However, De Anza has a program at the
park which allows financially strapped
seruors to be excused from rent increas-
es. De Anza has already allowed several
residents off the hook for the Jan. 1
changes.
•All they can see are bucks, bucks,
buck~.• said 28-year ~esident Helen
BRIEFS
Other residents fear the rent hikes are
a way to push the seniors out. They claim
if there are less than 180 residents living
in the park, the property owners have
the right to bulldoze the place.
De Anza president Michael Gelfand
said those accusations are completely
false.
•we are not trying lo chcil\~t! u~ lC>t!
ol the properfy," GelfanCi S&d. However,
he aid the company will be approacb-
mg the ciW in the next year to redevelop
abo\lt five aaes of the park's storage
space for some type of community use.
Tenants currently usmg that space may
have to make other arrangements, he.
said.
Gelfarid said one major charige that
will take place next year will be the
"senfors-onlyn statUs of the park.
"In abaut a year, that restriction will
disappear," Gelfand said. The change
will allow for a variety of tenants to move In .
Gelfand said he does not intend to sell
the hot piece of property that abuts
Upper Newport Bay and doesn't expect
to change the land's use from mobile
homes to a more vis1lor-seivmg use, such
as a hotel.
•Our business is mobile home parks,"
Gelfand said. "Mobile home parks are
stable.•

Mayor O'Neil,• Glover said.
When asked about the com-
ment, Glover said she misunder-
stood Noyes and was in fact
offering O'Neil the first choice
because he had been mayor. ·
With the elimination of five
council members, including
Gary Adams and Tod Ridgeway,
who lacked the seniority gener-
ally necessary for the position,
the race for mayor was left to
Noyes and Thomson. While
Noyes ScUd he hadn't given the
matter much thought, Thomson
indicated that he would be very
interested in becoming mayor.
Although the position of vice
mayor is traditionally an office to
groom the next mayor, Thomson
was not nominated.
"Of course I'm disappoint-
ed! said Thomson. •[Former
mayor O'Neil] has said that I
have done an excellent job in
this last year as (vice} mayor. I

chang~s. which sound like
good ones. But we are hoping
to get more information from
the hydrologist as to what he
thinks might be improvements
to these changes,• said Fern
Pirkle, president of the Friends
of the Irvme Coast.
The biggest change sug-
gested by the developer is the
proposed installation of a well-
and-pump system. It is
designed to intercept and col-
lect runoff water from the
development before it reaches
the ocean and export it into a
sewage treatment system.
The runoff water will be
treated in the sewage system
and disposed of several .miles
up the coast to ensure contam-
inants will not reach the beach,
Thomas said.
Also among the proposed
changes are frequent street-
sweeping to remove debris
that would otherwise clog the
drainage system; a storm drain
system that could catch and fil-
ter out debris; and the use of
native plants to further reduce
the amount of runoff. ·
"These changes give us an
added measure of assurance to
those concerned about runoff
from Our project,• Thomas
said.
However, the sewer system
would not be able to contain all
storm water.
The Irvine Co. also has pro-
posed a community education
plan . to provide residents with
information about the impor-
tance of preventing pollution in
stoOJ.l water runoff.

I was reminded of that a

my wife and I packed up the

:north. This was. in my book,
way up north. ! My wile's relatives live in a
tiny town with d tiny name 111
the shadow of Mount Shast4,
a wondrously beauWul spot
tangled m pines, surrounded
by craggy mountains and
blessed with dark blue lakes
and crisp air.
The town consisted of pre-
oous little. A hardware shop,
a grocery store, a five and
dune and a tired-out A&W
Root Beer stand that looked
like it had been snatched
straight out of the '50s The
town was still mourning the
loss of its moVie theater, which
had been shuttered when the
owner finally conceded he just
couldn't make a go of it.
It was a friendJy place.
When we stopped at the gro-
cery store, the lone cashier
looked us over and said, "You

The lake was glass, golden

then a wicked gray as the
clouds rolled through. It was

I saw a buck standing in the

the lake. But when I looked

eat. I was thankful, suddenly,
that there was an A&W on the
edge of town.
When the meal was over,
everyone wander.ad out back
and watched the sun go doy.rn.
Watching the sun set, it turned
out, was also something of a
local tradition. And when it
went down, we sat in the dark
and talked and laughed.

the sun went down. And they
would be thankful again when
it came back up the next
