The man police believe was the intended 'lictim, David Leland of Capitola, is . the estranged husband of Robin Min- er-Leland of Watsonville. O'Neill told the informant a woman wanted her son-in-law, Leland, killed ~cause he got Mine r- Leland hooked on drugs and because of a custody dispute involving the couple's young boy, reports show. Robin Miner-Leland's mother, Mae Miner, who lives on Lido Isle with her husband, Guy, has denied involvement in the case through the couple's attorney Paul Meltzer. The informant, described by police as having provided tips resulting in successful pro,ecu- tions on at least three major cas- es, told police he first dismissed O'Neill's request for a gun as •drunk talk,• but O'Neill made the same request to him two days later in a sober state, the police report said. The Daily Pilot received dozens of calls, letters and e-mails from parents both denouncing and defending bilingual programs in the district. Bilingual instruction involves teaching non-English speaking students in their native language as opposed to the immersion method in which teaching is done solely in English. Parents have complained that Spanish instruc- tion hinders education for their English-speakmg students. But Lori Walker said she's had two English-speaking children in Kaiser Primary school's bilingual program, and she gives it high marks both for academics and . sndalmtion. ·1 think that it helped them.• Walker said. WO<, THE RESIDUE OF DESIGN Unda Taylor's first lucky break was landtng a job designing an enclosure for an oxygen tank at Hoag Hospital In 1919. Now her firm ii master planning an entire addition for the posh local hospi- tal and the recently built OCC Children's Center. "I bad a lot of good fortune,• said Thylor, sitting in her Univer- sity Avenue office overlooking the Back Bay. "My first office was down on the peninsula, right near Hoag, so I got a lot of their small- er projects -basement bathroom remodels and stuff." Prom there, other hospitals started hiring her, and health care buildings quickly became her specialty as her firm grew. And just as she entered the field, hos- pitals were undergoing rapid technological changes -a defi- nite boost to her business. A FIRM GRASP ON HEALTH CARE PROJECTS Though her firm does tackle other types of projects, Taylor, 48, still enjoys the hospital and child care center work the most. She went on to earn both her bachelor's and master's degrees in architecture from UC Berke-.ley. She went to work for a firm that specialized in tract housing, but she left the minute she got the chance to take a project on her own. "I thought I knew everything, and I decided I had nothing to lose," she said. By the time she was 30, she had started her own firm. And now she's using that firm to keep her semi-retired father in the business -but he works for her part time. Why aren't people way down the line encouraged to think in terms of, "Hey, is this right for a parlc?• Or, "So what 1f their hired-gun scientist says the radi- ation level of the antenna is well within standards; do we want any radiation at all in our parks?• And if that doesn't happen among lower-level staff, why not up the ladder? At the top? Plan- ning Com.mission? Parks Com- mission? City Council? ·Or is the whole thing driven exclusively by a lousy 30 grand? Seems to me, quality of life is worth magnitudes more than that. Not far from the proposed antenna.site, trouble continues to brew between the new Aetcher Jones Mercedes store and its devastatingly bright lights and people who live near- by, especially in Eastbluff and the Bluffs. And I am one of those. So bright are the lights that naturalists are genuinely con- cerned about wildlife across the street in the Back Bay. Seems the fauna literally have a tough time figuring out what's day ud what's not. · Jonet bas shrouded 80IDe al the lights, and now tuml them down considerably around 10 p.m . But residents are still con-' cemed. "There is just no compati.bill-• ty between that business and ' the people who live nearby," says a neighbor who is con- cerned about what the dealer- ship and its lights will do to property values in the area. No question the sales tax rev- enue from Jones is important to Newport Beach. But you just have to hope that residents mat-· ter, too. When Newport North home- owners stormed the last City Council meeting. one of them bottom-lined the problem quite eloquently: ·I paid m excess ol $100,000 (more) just to hve in Newport Beach,• John Wilkins told the council. For this premium over what the same house might cost in, say, Anaheim, Wilkins said he's seen •A new toll road, a huge apartment complex, another large storage facility, a huge auto dealership and now this antenna.· All in less than one year, all within a mile of his house. By Jennifer Armstrong, Daily Pilot CRYSTAL COVE -When pri- vate developers move forward with a deal they struck this week with state offidals to build a resort at Crystal Cove State Park, it will be under the watchful eye of local environmentalists. Crystal Cove Presetvation Part- ners, a three-firm coalition led by San Francisco-based Resort Design Group, signed a contract with the state Tuesday. The partnership is charged with planning a $20 million "vintage California beach resort• on the 12.3-acre historic district section of the 2,700-acre park. The plan's centerpiece: the transformation of 45 waterside bu,ngalows that have housed resi- dents for 70-plus years into up to 90 beach cottages to be rented out to vacationers. The state bought the stretch of beach between Corona del Mar illld Laguna Beach in 1979, and residents of the quaint cottages have fought resort plans since then but now seem resigned to the fact they will be moving. The preliminary proposal also includes swimming pools, a fitness center, a restaurant and a chil- dren's center. Retail sales could also be a possibility, state parks spokesman Ken Colombini said. Some local environmentalists worry this week's contract already sets too much in stone and won't allow flexibility to public input. "I'm angry that they signed the contract without public comment,• activist Allan Beek said. "The whole thing is still a big mystery. • But Colombini said there will be plenty of time for citizens to raise objections. Prices for a stay in the resort cottages have yet to be deter- mined, but officials have estimated they'll be between $100 and $400 per night, Colombini said. The resort could be ready to open in about five years, and the developmen t partnership will operate it for 55 years under the contract. Environmentalists don't seem to mind the refurbishing of the cot- tages -in fact. they welcome it because it will allow public access to the "historic distrtct" section of the park. "We feel that it is important'for the public to have access to the area, which they haven't really bad,• said Fern Pirkle, president of the Friends of the Irvine Coast. "With the swimming pools and the restaurant, we do worry that it would change the historical char- acter of the area. We hope there is some way to work it out to retain a lot of the aspects of the historical district ... Beek said he, too, will be fol- lowing the plan closely through its reviews to ensure the area retains its ambience -and stays as acces- sible as possible to the public when it comes to prices. Tokyo Gate owners Yung and Judy Wood offer many of the same Japanese dishes found at larger, more elaborate restau- rants, at very reasonable prices. Healthier alternatives include rice bowls, sushi, lean beef and chicken teriyaki and noodles. A full sushi menu is available, from one piece ($1 .50) to a large combination plate ($14.99) of eight pieces of sushi and six pieces of California roll .. Japan- ese and domestic beer, sake and wine are also available. The vegetable bowl ($3.65) is · ,a wholesome meal of fresh steamed and stir-fried broccoli, cabbage, carrots and onions over SIB rice, and the Tokyo bowl (M.50) is beef, chicken, vegetables and rice. When we visited the restau- rant on a recent Friday after- noon, we were greeted by Judy and given a bowl of edamame (soy beans), a fun and healthy snack that looks like pea pods and is packed with protein. My brother-in-law, Mike, ordered a combination plate of beef teriyaki and California roll ($7.95). All combinations come on a large plate and are served with salad and steamed rice. The California roll was deli- cious, with six round pieces of sliced aab, cucumber and avoca- do wrapped in seaweed and Japanese-style rice. The beef teriya.ki was lean and appetizing and covered with a tangy, sweet terlyak:i sauce. I tried the tempura entree ($6.50), also served with salad and rice. The entree came with deep-fried, tempura-coated • shrimp, potato, carrot, onion, broccoli, squash and zucchini accompanied by a deliciously light dipping sauce. The tempura batter was light and crispy but the dish was filling -an abun- dant amount for my lunch appetite. That's why it's heartening to see Mesa Consolidated Water District officials hold to their principles and refuse to pay out a cash reward to an employee who was fired for reportedly drinking and driving on the job. That employee, Daniel Valdez, was on his way to a Mesa employee picnic when he was arrested in a company vehicle. He :-1 • was charged with driving under the influ- ' l ence and possession of marijuana. ' , I ' ' I I I I I ' I t. After an investigation into the matter by Mesa officials, Valdez was let go. · But that wasn't the end of the matter. Valdez filed suit and charged that he was dAJs said, •Not one penny." The legal machines started turning, aDd Valdez bargained for less and leu money. Each time Mesa officials shook their heads no. . Filially, Valdez gave up and recently dropped the lawsuit altogether. The cost tQ Mesa1 Some $30,000 in legal fees, hall of which were paid by its insurance company. But it's money well spent. The message is clear: The ratepayers of Mesa Consoli- dated will not be victimized by' frivolous lawsuits. It all seems like common sense, b11t that's a rare commodity in today's liti- gious world. Let the city run things• Daily Pilot Sept. 11), Devlin's attack on Mesa Con- solidated Water District includes a lot of misinforma- tion. But first, be.fore I go any further, I want to make it Trudy completely Ohllg-Hall clear that none of my com- ments' are in any way directed towards the d:ty of Newport Beach. We at Mesa have an excellent working relationship with New- port Beach. The following com- ments are only in response to Devlin's comments. I wish the space was available to complete- ly respond to Devlin rather than just these few comments. Now, none of Devlin's com- ments about •problems" have any validity. He apparently has relied on inf ollilation supplied by others rather than personally investigated the details. Devlin is well aware of the intrlcades of the operation of a water depart- ment He was in charge of the New- port Beach Water Department from 1970 to 1987, when he retired from the water depart- ment. Devlin talks about the great effidencies of a dty-nm water department. Let's look at the facts. Under Devlin's guid- ance, the water rate for Newport Beach is now $2.00 per unit, 50% higher than Mesa's $1.33. HI! cites other cities with low- er rates but forgets to mention most cities and water agencies are subsidized with property tax. Therefore, their true water rate is bidden, and in most cases, when the tax subsidy is added to the direct water rate, the water is more expensive than Mesa. Mesa receives NO property tu subsidy. The last rate increue for Mesa was 1995, the last rate inaease for Newport Beach was 1996. At the present time, no rate increases are anticipated by Mesa, and further, Mesa ju.st ini- tiated a rebate to its customers. In 1970 the city of Costa Mesa divested itself of its water depart- ment in favor of a separate, inde- pendent agency for operational and fiscal efficiency. In 1996, Cost.a Mesa reaf- firmed its position with a resolu- ti()ll x-ejecting the idea of merging Mesa with the city. Much is made about those cities and agencies that were involved in the Orange County bankruptcy. Mesa saw the problem and had none of its customeIS' money invested in that pool. Mesa has not had the embar-. rassing problem that Newport Beach did with the embezzle- ment of S2 million from its Utility Department. Mesa has wells within the city limits of Costa Mesa and does not have to run a water line from a distant city to obtain its ground water, as does Newport Beach. Mesa h as a long-range plan to mHimize the utilization of ground water. Those who are involved with the water industry generally comment that Mesa is one of the best-run agencies in California. We are proud of our operation and are willing to make a comparison to any other agency. But I also think parents should be give n an opportunity to request inunersion or bilingual, so, I guess. those programs need •to be available. The sooner the students can learn oral English language, the sooner they can learn to speak it, read it and write it, the better for them. But as the Spanish-spea.king 'kids come to us, I see the sooner that they are put into oral English language and given that opportu-. nity first in kindergarten, for instance. the better chance they have to be more English profi- ,dent by the time they reach j unior high and high school. I have a lot to say on this issue because I'm so concerned with where we're going with the at- risk kids needing one language. In the United States, we're one of the few countries in the world where our children are not growing up learning two, three maybe four different languages, and it's a real defidt. I think that not only do you learn your own language better, but you learn more about other countries and other people.
