readers care?
I t's every journalist's biggest fear:
You put your heart a.t\d soul (not
to mention overtime) mto a story.
and no one reads it.
For 1oumallsts covering politics,
it's a problem raced now, still more
than a year away from elections.
The •horse race· coverage has
begun, along with the quests to
determine whether George W. Bush
broke drug laws in his youth and
JUSl how bad a temper John
McCain has. And the bulk of read-
. ers don't care.
A recent Pew Research Center ·
study found that in September, only
46% of Americans were paying any
-substantial attention to the presi-
dential race. And that was down
. from 53% two months earlier.
Such findings, which aren't sur-
prising, lead -not surprisingly -
to much soul-searching and brow-
beating among journalists trying to
figure out how to cover politics in a
· way that connects with readers.
, The most recent edition of
Columbia Journalism Review, a
·media watchdog magazine, con-
tains a series of articles devoted to
.this problem. The most interesting
. and insightful is written by veteran
• political reporter Jack Germond of
the Baltimore Sun. He bas a new
book out, in wtuch he describes Just
how disgusted he has become with
politics and government, and, by
extension, political 3oumalism.
In the article, Germond says the
main problem with political journal-
ism is that reporters fail to give
readers an accurate and full portrait
of candidates and the dynamics of
the campaigns.
The magazine also looks at the
ebove numbers and what a series of
•major newspapers -inclucling the
Los Angeles Times, the Washington
]>ost and the St. Petersburg limes
-are doing to try to unprove the11
coverage.
Mostly, these solutions involve
• bnngmg in reporters who don't cov-
• er politics, who can off er fresh
; insight, and getting out and mter-
viewing actual voters to find out
what they are Uunkmg.
In terms of presidential politics,
.. these problems are penpheral at
• papers such as the Daily Pilot,
which can only cover presidential
•candidates when they make their
mevitable stop here (Steve Forbes,
Dan Quayle, Pat Buthanan and Bill
Bradley already have swung
through).
But the same problems exist for
.our o\vn ~Big CampaignsA for Con-
gress and the state houses. The
• "fields for these races are set, and

day m and day out, but many
of out constituents have indi-
cated that lt 1s still very confusing.
As an elected official,· 1 am often
asked: Who dre all these vanous
groups we read about in the paper? ·
What side are they on? What a.re the
unpacts of the Safe and Healthy
Commwuties Jrutiative? What is the
impact on our community it El Toro
isn't built? Could John Wayne Air-
por:t really be significantly expand-
ed? Didn't we already vote ort the
airport issue?
Here arc some key points that
may serve to enlighten people with
more information about the pro-
posed commercial airport at El Toro.
In 1994 and 1996, ballot measures
A and S, respectively, were placed
before the voters of Orange County
to determine the fate of the now-
closed Marine Corps Air Station at
El Toro. On both occasions, voters
supported the plan to build a com-
mercial airport at El Toro.
The county Board of Supervisors
were federally designated as the
reuse planning body. ln the past few
years, based on that legal mandate,
the supervisors have proceeded lo
plan for a com.meroal auport. The
land is to be conveyed by the feder-
al government to the county at no
cost once the environmental impact
report is completed and the final
plan approved.
The county enjoys support from
such groups a,s the Orange County
Regional Airport Authority, C1tizens
for Job& and the Economy, the
Orange County Business Council,
the Orange County Airport Alliance,
dnd the Airport Working Group.
The regional airport authority is a
jOint-powers authority composed or
15 Orange County cities represent-
ing nearly two million residents. Both
Costa Mesa and Newport Beach are
active members. The other groups
mentioned represent business, labor
groups and community activists, as

well as other private citizens.
A contingency of seven South
County cities, dubbed the El Toro
Reuse Planrung Authority, adamant-
ly opposes the airport at El Toro and
vows to replace it with their Millen-
nium Plan. The Millennium Plan
eliminates the airport and focuses
instead on planned commercial and
residential development typical of
much of South County.
The El Toro Reuse Planrung
Authority is the primary opposition
group but is also associated with
other anti.airport groups such as the
committee for the Safe and Healthy
Commwtities Irutiative, Taxpayers
for Responsible Planning, ProJect 99
and No Jets. The city of Irvine is the
most rughJy visible and active mem-
ber of the reuse authority. Goals of
all of the above groups include
defeating the airport through the
Safe and Healthy Communities lni-
tiative.
U the antiai.rport groups are suc-
cessful in influencing voters to
approve the irutiative in March, it
would require that two-tlurds of the
voters in a county general election
ratify any county action to appr_ove
any new or expanded jail, hauudou~
waste ldlld!ill or civilian airport.
In effect, it would render any
such project vutually impossible to
develop, given the challenges of
obtairung a so-called super majority.
ln the ca. o of El Toro, 1t usurps
the federally de ignated responsibil-
ity tor public policy-making from
duly elected officials and allows
one-third of the electorate to control
the outcome of the election, and the
ultimate use of the land .
County Sheriff Mike Carona· has
also openly cntiC1.Zed U1e initiative as
hindering his law enforcement
strategies for the future, because it
would make locating new j~ even
more difficult.
A lawsuit was filed by pro-airport
Citizens tor Jobs and the Economy
and the oty of Newport Beach in
which the irutiative's constitutionality
was challenged. Although the judge
ruled in favor of the initiative, she
expressed. serious concerns about it
withstanding further legal challenge,
even if it does win in the election
process. Moreover, two recent polls
show that there is a great deal of
confusion surrounding the initiative.
Voters aren't clear about what their ·
yes or no vote actually means.
For those of us who view the pro-
posed. airport at El Toro as a necessi-
ty given the recent air transportation
forecasts done by the Southern Cali-
forrua Assn. of Governments, the ini-
tiative is completely averse to good
public policy and responsible land-
use planning. Not only must we
meet our own air transportation and ,
cargo demand or lose state and fed-
eral funding for other designated
transportation projects, but passing
up this once in a lifetime •gift" of
land from the federal government
just doesn't make sense. The base is
4,700 acres and is surrounded by a
14,000-acre •no-home• buffer zone.
Building the auport at that location,
where development has been legalJy
constrained to preclude incompati·
ble types of u s such as homes or
schools , would seem to .be fairly
uncomplicated decision.
Unfortunately, that is not the case.
. Fears about noise and other unpacts
have been magnified out of propor·
tion resulting ma heightened emo-
tions among South County reisidenls.
Although no one can totally mollify
the11 fears, J can say that the impacts
of an El Toro Airport are far less
severe than those of an expanded
John Wayne Airport. ThC?re is no pro-
vision for a "no-home• buffer zone
near John Wayne Airport. Several
schools are located within the flight
conidor from Orange Hills and
:fustin to Santa Ancl, ·Costa Mesa and
Newport Beach All have more than
120 flights a day pass overhead.
The negabve unpacts of an
expanded John Wayne would be
exponentially more severe than an
airport the same size sjtuated at the
former Marine base. U you were to
place an overlay of the outline of El
Toro over an outline of John Wayne,
you would see that by comparison,
the noise impacts of aircraft over John
Wayne affect many more people and
are more intrusive they will ever be in
the areas surrounding El Toro.
In spite of this reality, if El Toro
Airport is not built, the burgeoning
demand, especially with the growth
of South County, will one day force
the expansion of John Wayne to
accommodate the need .
Expanding John Wayne means
disrupting or displacing many well-
established businesses and burden-
ing homeowners who have endured
noise for years, with even more
noise or the loss of their homes. To
nuss the opportunity to build El Toro
to meet Uu.s county's demand would
be irresponsible: to choose to
expand John Wayne instead would
be outrageous .

with 30 computers and a theater .

program for advanced technolo-
gy, it cannot run
the computers MAILBAG without the risk of
destroying them
in the wiequipped rooms
Paulanno and Wilson schools
just lost their arts program (and
Sonora is on a waiting list for
their art program) because of
lieck of funding. Wilson Elemen-
tary is beyond repair and is rec-
onunended to be tom down and
rebuilt.
Meanwhile, in the past years
dUring the recovery of the dis-
graceful bankruptcy, Costa
Mesa schools have been selling

The following is an open letter to Costa Mesa resi-
dent Don Knipp In response to his letter printed in
the Community Forum ("More debate on Heights
annexation,· Nov. 30):

smell something that I have alway
essumed was hydrogen sulfide, but now I
guess it is really "snob appeal smell."
We Newport Beach residents pay good mon-
ey to enjoy that smell. Being that th.is smell 15 a
gas coming from the ground and
REBUTIAL that it is lighter ~n air you are
absolutely correct m your
assumption that a "Berlin-type
wall• would not keep the smell from wafting
your direction when the weathe.r is right.
As lor the soil, we Newport rasidents pay
really good money to live on top of abandoned
oil wells and ngbt on the edge of a very large
earthquake fault. If Costa Mesa has such bad
soil. how come your yard is so lush? My dog
seems to like Costa Mesa soil just fine.
• .. even though the outcome is alJ-but-
assured (Newport-Mesa voters, llke
-theu counterparts throughout most
of Orange County, will elect Repub-
1icans), there appear to be enough
senous Democratic candidates that
a lively, important debate about
. (and leasing) theu schools and
d.lstnct land to fill the Newport-
Mesa general fund account.
What do we do about this? A
suggestion of a bond to fix our
schools has been met with hos-
tility from th(' Newport-area res-
idents Newport Beach is claim-
ing to be already overtaxed and
many send their kids to private
Maybe it is time for Costa
Mesa to be a separate district to
really help our schools, teacher:;,
and, especially, our children
grading We recejved a letter
from the Irvine Co. telling us
that this grading and blasting
wouJd go on six days a week
from 7 a.m. until dusk.
And finally, let's talk about the sun. We
Newpon Beach residents pay gobs of money
.to live near the beach and enjoy the "late
niybt and early morrung low clouds near the
coast· that some days never clear up. It
seems to me that there are lots of day where
1 have to travel a whole mile inland to find
the sun shining bnghtly. I believe there might
be more sunny days in your neighborhood
than there are in mine.
To give you some background, l wa~ born
at Hoag Hospital and I'm sure that I was kick·
mg and screaming as I was dragge<.1 l><lck into
Costa Mesa.to live. I enjoyed my We as a
Costa Mesa kid.

Manhandling the mini-mob on Main Street
For thP c.1ty of Newport
Beach, 1928 was a l>an-
ner year. .·
Before 1928, B tll.>Ocl was a
. kind of hokey Sm City. Oh,
we had Tony Comero land-
ing illegal liquor dl the city
dock We had T~d the Boot-
legger distnbutmg hi!. wares
rather publicly. And, of
course, we had our gamblers
nmnmg gambling joints,
which were strictly illegal
(except that om City Council
said they were legal)
But that was all rather
small potatoes before 1928.
Then the new Rendezvous
was built and crowds of hun-
dreds became crowds of
thousdnds. Because there
was no public parking,
dancers parked from McFad-
den Place to the Wedge and
from there walked to the
Rendezvous and thought
nothing of it.
But with that big crowd of
dancers came d small crowd
that always follows a big
crowd, a group I shall call
the hell raisers.
And who did we have to
handle the hell raisers? Our
new chief of police, Rowland
Hodgkinson, whose back-
ground in law enforcement
left something to be desired
When appomtcd, he and
his mother ran a hamburger
THE VERDICT

hire as the new police
department? He hired three
middle-aged men whose
expenence in law enforce-
ment equaled his own -
nada.
They were George Calli-
han, who ran some rental
cottages named Callihan's
Court; frank Naylor, whose
wife was the postmistress on
Balboa Island; and Ken Gor-
ton, whose only outside
actiVity I could see was play-
lll9 goU at the Santa Ana
Country Club regularly with
Phil Harris and Dick Whit·
son, the posbnaster and
manager of the Rende:lvous,
plus being my brother-in·
law.
He was a very patient
brother-in-law. I moved in'
with him and my sister m
1921 and stayed until I mar-
ned m 1941. But enough of
personal history.
Back to the saga of the
three middle-aged police-
men whose job it was to con-
trol the nuni-mob on Main
Street on Saturday rught. I
saw them in action from a
wonn's view.
I was walking along Mam
Street, rrunding'my own
busmess, when someone hit
me on the'bdck of the head
with enough force to knock
me down. Actually, I spun
a round and landed on my
rear end, s1tbng against Bill
Ireland's hamburger joint.
I wasn't hurt; the blow
probably hurt the guy's fist
more than my head. I wasn't
mad at anyone, so I JUSt sat
there and watched the
action.
The fight that had pro-
duced the blow to my head
was swirling around right
over my head. Another one,
a spmoff, was starting
Just then, Ken Gorton,
Frank Naylor and George
Callihan arrived. They lined
up behind the fighters and

th.is weekend claimed the lives
of two Newport Beach men.
The first inadent occurred
Saturday night when 55-year-
old William Richard Miller of
Newport Beach was killed after
he lost control of his minivan on
the Corona del Mar Freeway.
The accident occurred short-
ly before 9:30 p.m. near the Bris·
tol Street overpass, police said
Miller reportedly lost control of
the vehicle, spuming out of con-
trol and striking a concrete sup-
port column. Miller was alone in
the van and no other vehicles
were involved
An emergency crew man-
aged to remove Miller from the
badly damaged van, but they
were unable to resuscitate him.
Miller suffered major injuries to
his head and chest. Authorities
couldn't confirm whether he
was wearing a seat belt.
The Orange County Coro-
ner's Department will 'conduct
toxicology tests to determine
whether Miller was driving
under the influence at the time
or his death
The second accident
occurred at about 1 u.m. Sunday
in Irvine, where 36-year-old
Carlo Saluca of Corona del Mar
was killed m n hornfic crash on
Alton Pcukwdy. .
Authorities said 34-year-old
Gina Simone was driving her
1995 Honda Prelude westbound
on Alton Parkway at <ibout 75
mpb and apparenUy lost control.
The ensuing crash ripped the
car mto two pieces, leaving the
front end sitting about 40 feet
away from the rear.

years back, he sought· his roots.

With the gumption that took
him from grunt to president of
a worldwide engineering and
construction firin, Vince is on a
mission to prevent vast acreage

"In my cab, we were really
jammed m there, seven of us,"
he said. "It took us about 15 min·
utes. A lot of the cabs got strafed,
but we didn't."
Hammett and about 50 others
just made it through the gate at
Pearl Harbor when the second
wave was co.ming in.
He was immediately put to
work. He would work four hoW'S
in triage then four hows of iden-
bfying the dead, then back to
triage.
Tounsts were already unable
to resist the attractive features of
Newport-Mesa. Its sprawling
beaches, rolling temun and
coastal views were Wee a slice of
heaven.
Yet the area's popularity
became a headache for resi-
dents who put up With tourists
fiood.ing the area.
One of Newport's annual
passages was Bal Week, which
attracted thousands of high
school and college students to·
the area. Spurted by the popu-
larity of surfing, Newport Beach
was clogged with traffic. And
of randlland from becoming
anonyinous,nonproductive
housmg tracts or 35-acre
"ranchettes."
"If the current trend contin-
ues,• Vince told a Denver
Rotary Club audience, "we'll
(lose) precious opep space,
wild.lite habJtat, agricultural
production and a ranching her-
ltage that will dffect all future
generations."
For hJs part. Vi.nee has taken
ranches that had been in the
same two families for 100-120
years and restored them -
both physically and as busi-
nesses. However, the. profit side
still needs some help.
