NEWPORT BEACH -Judging by tonight's packed agenda, the City • Council plans to end the year with a . bang. The revwed Newport Beach Film Festival is req\lest:mg the council endorse them and allocate up to $10,000 for start-up costs. The festival board is also requesting the city support the screening costs for next year, which are not expected to exceed $40,000 .. This new festival follows the demise of the Newport Beach International Film Festival, which shocked the com- muruty when orgaruzer Jeffrey S. Con- ner filed for bankruptcy this fall The new film fesbval has announced plans to start screening between March 30 and April 6, 2000. Resembling the dwarfs from Snow White, the "Piolo- teers• obediently went through a complex obstacle course or rides that stretched from Tomorrowland to Toontown. The cheeriness finally got to Risling -a self-described cynic -who cracked on the Tom Sawyer's Island bridge. While cr05$ing the bridge, which is buoyed by barrels, a maniacal grin surfaced on Risllng's face as he began to violently shake the supporting ropes. Co-worker Amy Spurgeon slipped and fell, nearly losing her video camera. Fortunately Risling snapped out of it and fellow reporters got the chance to see his sensitive side. It seems the 25-foot silver-tipped Christmas tree donated by a San Diego nursery was stuck at the immigration checkpoint in northern San Diego County for close to an hour. No par- ty.• Up·to 45 people turned out for the annual tree lighting ceremony. The event has brought the local community together in year's past, but never quite like this year. The sense of urgency came to a head in September when the Alliance to Rescue Crystal Cove was formed to raise awareness of the cur- rent contamination taking place at the parks marine life refuge. Cottage residents are also faced with the reality the State of Callf or- nia is working with developers to change the use of beacbfront proper- ty. Some of the most funda- mental staples of Chrisbnas celebrations can cause as much heartache as happiness when carelessness, improper wtallation or mishaps cause house and apartment fires. "Fire knows no holidays, and dry Christmas trees burn Wee toidles, • filers at the New- port Beach Fire and Marine Department said. But achieving a fire-safe environment doesn't necessi- ldte becoming a Grinch. Following some simple tips from fire authorities is all it takes, and many are common sense, said John Blauer, com- munity relations officer with the department. "It's really just about being practical," he said. Dry, unsafely lit Chrisbnas trees are the biggest fire cul- ptit, Blauer said. •A tree is always gomg to be a fire hazard to some extent,• he ~aid. "But by mru.ntaming its freshness, we can minimize that." Some tree tips: • Keep the fr<'sh tree moist by securing it to a sturdy hold- er kept filled with water. Cut two or three inches off the trunk so sap doesn't prevent the tree from getting water. • Resist the urge to show- case the tree in a sun-filled window. "Even sitting in the sun all day can cook it,• Blauer said. Stand the tree in a shady spot, away from heat sources, where it doesn't block exits." • Don't throw tree branches in the fireplace. The "flash flames• can be dangerous. After the holidays, cut up the branches and put them out for trash pickup. . • Replace broken bulbs on light strings. One broken bulb could .cause a short, leading to a fire. • Unplug indoor and out- door lights before going to bed. • Choose illumination care- fully. Keep the tree away from flames on candles, cigarette ·lighters and fireplaces. Other tips: • Carefully place decora- tions that are not flame resis- tant.
