COSTA MESA -A stretch of land
between Costa Mesa and Irvine will be
considered (lS the first segment of a pro-
posed couptywide light rail system, offi-
cials decided this week.
Despite apprehension from several core
cities-including Orange, Santa Ana and
Anaheim -the Orct.nge County nans-
portation Authonty voted to continue
exploring whether to construct the contro-
versial, 29-mile rail line, said Dave
Elbaum, the authority's director of plan-
ning and development.
Costa Mesa's transportation seJVices
manager, Peter Nagha.vi, said the voto
shows the county is on track to finally
approving the project.
#We're really pleased with the out-
come,• he said.
· A complete rail line wo~ld connect
Irvine with Fullerton, with stops at John
Wayne Airport and South Coast Plaza,
Elbaum said the county will know
exactly which cities are on board by July ·
2000. At that time, he said the authority
also will know whether an unconnected
Irvine-Costa Mesa segtnent would be
worthwhile on its own.
"It gives some of the other cities with
reservations a chance to hop on board,"
said Naghavi, who said he has attended
more than 100 meetings over the past nine
years with the cities and the authority .

I n 1994, the Newport Beach Police Department
considered a plan to put gates on Back Bay
Drive to seal off the route from cars during
special events, such as field trips. The gates
were also meant to play a role in alerting bicyclists
that pedestrian's were touring the wildlife pre.-
serve.
The plan came after a $2.85-million settlement
in 1993 to a bicyclist who was critically injured on
the road ..
It wasn't long before oppos1llon to the gates
swfaced · .
"How would one momtor when the thing
should be closed and when it should be opened?"
longtime Upper Newport Bay environmental
activist Frank Robinson asked five years ago. "It
would be an administrative nightmare.•
Robinson said it was the responsibility of the
poliee to enforce the 15-mph speed limit posted on
the road, which applies to both motorists and bicy-
clists. Newport Beach police Lt. Tim Newman said
he disagreed that law enforcement alone Wds the
answer.

Bill Patapoff, Newport Beach city engineer,
said current plans are to ledve the road open to
everyone. But, he sd.id, motorists and bicyclists
need to obey the posted speed limit, especially
around children.
Mandy Strohmyer, who ts a lead naturalist for
the Orange County Department of Education's
hands-on sc1encE! program, "Inside the Out-
doors," said she takes students on daily field tnps
along Back Bay Drive from 9 a .m. to 2:30 p.m.
Children are led in a single-file bne along the road
in the bicycle lane by an ddult m the front and
rear.
Strohmyer said she is concerned about the
speed of some of the cars on the road. ·A lot of •
people cut through here to beat the traffic on Jam-
boree," she said.
Strohmyer said there are normally no problems
related to sharing the road Wlth motorists and
bicyclists. A close call with a motonst in Septem-
ber has made her more alert, however.
"Any time you hetve a lot of pedestrians close to
traffic, you have the potential for conflict," said
Sgt. Mike McDermott of the Newport Beach
Police Department.
McDermott said there have been some serious
accidents on the roetd, but none within the last
several years. He said most motorists obey the
speed limit clJld are mostly in the area to enjoy the·
view.

In the wake of news that
South County residents will
probably have to conserve
water for the next 10 days
beciiuse a major water ma
ruptured Monday, Newpo -
Mesa offic1als said they are
well-prepared for an emer-
gency.
"If a pipeline broke, we
would be OK,· said Coleen
Scanmnach, admmistrativc
services manager for the
Mesa Consolidated Water
District. "In South County,
they are nearly 1 oo•x, reliant
on imported water. That isn't
the cdSe here.•

Because importing water tram
other a reas was too expen-
sive, the district decided to
build a colored water tredt-
ment facility that will be func-
tional next July.
' The prunary source for a
majority of the district's water
has been from underground
wells. When ttie plant is oper-
ational, the district will be
nedrly self-reliant. Right now,
the distrjct reties on the Met-
ropolitan Water District to pro-
vide about 25% of its water
needs.

In Newport Beach, city offi-
cials said it would take a
three-pronged failure to sig-
nificantly reduce the water
supply to residents. Because
the supply taps three ctifferent
resources -ground water in
Fountain Va lley dDd two
reservoirs -the city would be
hard-pressed to encounter a
major disaster.
"We have the largest back-
up water system in the coun-
ty," said Newport' Beach Pub-
lic Works Drrector Don Webb.
"To take us totally out of
water, it would take three
simultaneous failures. The
probability is very slim.•

Leece for the clerk position,
longtime board member Judy
Franco was elected clerk by a 5-
2 vote, with Leece and Brooks
dtssenting. Brooks' nommation
was seconded by Leece hersell.

Leece said after the vote,
addtng, "I'm a team player."
Last year, Leece was in line
to be named VIce president of
the board, but her colleagues
broke the traditional rule of suc-
cession and instead chose Black
for the post.
Brooks said Leece's support
of Costa Mesa's West Side is
what motivated him to nomi-
nate her.
"I felt it was unportant we
have more representation of the
West Side (in the board's lead-
ership),• Brooks said
"
Other board members did
not elaborate on why thE!y opt-
ed not to choose Leece for the
clerk's spot, although Black
alluded to it.
"I'm a p ubllc education
advocute, as is Wendy Leece,
but I think there are some'con-
ditions on that,• she said.
Black also said ttiat Franco,
who has served multiple times
in nearly every leadership
capaoty du.iing her tenure on
the board, expressed an interest
in the clerk position a month
ago. Leece only threw her hat
into the ring on Monday, Black
said.
ln 1997, Leece was bypassed
for the clerk's post in favor of
then-member Ed Decker
because of his experience with
superintendent searches. But
after Decker decided to apply
for the superinte ndent job him-
self and stepped down, the
board voted for Leece to fill the
clerk position.
When Leece was again
passed over last year, she
expressed her frustration, say-
ing she deserved to move up
the chain of conunand just as
other school board members
have.
Al the time, board members
said they were concerned
about Leece's conservative
views on issues rangmg from
the creatiorusm vs. evolution
debate to her anti-tax stance,
wluch some feared could derail
the district's attempt to pass a
bond to repair crwnbling facili-
ties.
In an attempt to end any
future tension, Brooks said the
board decided to abandon the
notion that members will move
up for positions in sequential
order. He s.aid this will ensure
the job is done by the person
who is best suited for the posi-
tion.

the district to be certified as
digital schools, but at least they
are almost there
The school board Tuesday
certified that Newport Harbor
High School and Corona del
Mar High School both qualify
for i;tate fundmg to become
digital schools.
The grant provides $300 per
studcn't to provide Internet
access and advanced technolo-
gy to schools. The funding will
be ma tched by the district
through past or future
improvements, said Mtke Fine,
assistant superintendent of
finances.
The certificabon is a stipula-
tion in the grant, which
requires all teachers be m favor
of becoming digital schools
With ijte board's endorse-
ment, school leaders will now
write and send their respective
grant applications to the state
for final approval.
Those apphcations may be
returned for fme-turung of the
school's plan for improved
technology, Fme sd.id, but there
is no doubt they will get the
money.
"We're writing our grant as
we speak,~ said Corona del
Mar Principal Don Martin.

want to go in terms of technol-

all had their chances, and now
the final two high schools are
on their way.
If all goes smoothly, the
schools can expect to receive
the grant money in late spnng
or early summer, Fine said.

support the idea and give

costs. .

new festival bodes well
for its future survival
because strong conunu-
mty backing was an ele-

Earlier this fall, the
International f'ilm Festi-
val's organizer, Jeffrey 1S
Conner, shocked tne
community when he
filed for bankruptcy.
Many involved wlth
the former festival specu-
lated that it feU apart due
to overambitious plans to
draw international
crowds and hold celebri-
ty-powered events, such
as golf tournaments.
The revived festival
hds aueady announced
plans to debut on March
30 The scaled-down ver-
sion of the annual event
will run for one week in
Newport Beach.
The festival will fea-
ture films from around
the world, including fea-
tures, documentaries and
animations. In addition,
it will host severdl galas,
industry semindrs and
sessions with filmmak-
ers.

strong, offensive third quarter, then
swvived an early, fourth-quarter rush
for a 6-4 nonJeague win over visiting
Esperanza Tuesday.

That streak Barnett was referring to
was a three-minute stretch of the third
quarter when the Sailors (6-1) scored
four consecutive goals to turn a 2-2 tie
into a 6-2 lead over the Aztecs (5-2).
Kyndra Cox scored two of the
team's four goals in that span, while
Kathertne Gregg and Ali Taylor scored
the other two goals.

Cox finished lhe game Wlth four of
the Sailors' six goals with her strong
piay at the two-meter slot.
"It was a hard, defensive game for
both teams out there," Barnett said.
"We're still making some mistakes out
there, but it's early 1ll the season."
After a scoreless hrsl quarter,
Esperanza got on the board first when
Sunny Rasbidi scored on a 6-on-5
advantage. '
Newport, ranked No. 4 in the CIF
Southern Section Division I preseason
polls, bed the game les than a rrunute
later when Cox found the upper-right
comer of the goal with a shot.
Cox made 1t 2-1 on a four· meter
penalty shot, before Esperanza's Amy
Erwin caught the Sailors' goalie too

nearly empty net with 30 seconds
remaining in the fin;t half.
"We need to stop making mistakes
that result in the other learn scoring
goals,• Barnett said. HWe also need to
generate some more offense. We have
the tools to do so.•
After the 4-0 run by the Sailors in
the third quarter, Esperanza, ranked
tees
eighth in CIF-SS, answered with two .
quick goals by Diana Catran and Jes-
sica Conner less than a mmute into the
fourth quarter to cut the lead to 6-4.
"In both of those situations, we
probably could have stopped both of
those goals from happening if we
would have fouled a little bit earlier,•
Barnett said.
From there, the Sailors' defense
clamped down and the Aztecs would
get no closer.
"It was definitely a game of runs
out there,• Barnett said. "Fortunately
we were able to hold on to the lead
after their last spurt.• .
In goaJ for the Sailors, Heather Dey-
den had three saves, while Kelsi Mills
had six saves for the Aztecs.
It wasn't all good news in Sailor
country, however. Senior Jenna Barto,
an All-CIF player with 40 goals and 40
assists last season, is lost for the
remdinder of the season with a stom-
ach injwy.
"They can't figure out what 1t is,•
Barnett said. "It's a tough loss for us
because she was one of our top scorers
last year.•

When Hess accepted the
scholarship offer Crom Texas, he
didn't realize the Longhorns'
coach at the time was a former
Bobby Knight assistant who
wanted to be just like Bobby
Knight, and, well, "there's only
one Bobby Knight."
After Hess got out of high
school, UCI dldn't need a pomt
guard. But when he left Texas,
Anteaters Coach Bill Mulligan
was looking for one and, once
again, Hess seemed to make a
perfect fit.
•For me, (the UCI experience)
was a great wne, • said Hess,
who redshirted one year, then
played three seasons for the
Anteaters, backing up future
NBA player Scott Brooks m 1986
and '87, then starting his senior
year in '88.
In his sophomore year, UCJ
faced UCLA at Pauley Pavilion
in the first round of the NIT and
upset the Brwns, "'ho were led
by Reggi~ Miller and Pooh"
Richardson. "But it wasn't
UCLA's best team," said Hess,
who enjoyed his best game as a
collegiate player.
After a successful playing
career, Hess stayed at UCJ as a
graduate assistant for two yeara
while working on his MBA, then
the opportunity to play overseas
came up and Hess dldn't
hesitate. ,
"It was a lot of fun (playing in
Dusst::ldorf). It was like being 1 back m high school again,• said
Hess, who played in the secob.d
division and was expected to be
the team' best player, handhng,
