NEWPORT BEACH -The
Upper Newport Bay could be
studied, inventoried, tested and
monitored, thanks to a slew of
environmental bills signed by the
governor this week -but its
dredging won't get any more
funding.
Gov. Pete Wilson approved 11
coastline-related bills ~d ordered
studies of water quality monitor-
ing programs and state policies on
marine management.
But he didn't approve the one
proposal local leaders have been
hoping for: a bill that would have
created a clearinghouse to fund
wetlands restoration throughout
the state.
That is, a bill that could have
provided the remaining $2 mUJion
needed for the impending dredg-
ing of the Upper Bay.
Local officials have collected $2
million from this year's state bud-
get and $1 million from the feder-
al budget to cover the $.5.4 million
cost to suck the muck out of the
bay.
Leaders of the effort have been
counting on the cleannghouse
proposal to make up the differ-
ence. But Wilson vetoed the idea,
saying it would create more

Cahn, who has tieen pushing for
dredging funds as chief of staff for
Assemblywoman Marilyn Brewer.
"We have been talking with the
governor's office about expediting
the process in next year's budget.•
The dredging will still start
next month as planned, comple-
ments of a loan from the county,
but government sources to repay
that money are running dry.
Officials will try for private
foundation funding and plan to
start lobbying the state early for
next year's budget cycle, Newport
Beach City Manager Kevin, Mur-
phy said.
"In terms of public dollars,
we're done until next year," be
said.

NEWPORT BEACH -El Toro airport oppo--
nents failed in their attempt to halt plans for a
commercial airport, but a judge cleared the way
for a bearing on the issue.
San Diego Judge Judith McConnell will
begin hearing arguments from both sides Tues-
day, then issue a final ruling on the lawsuit. In
the meantime, county officials must take a hard-
er look at the potential environmental effects of
the proposal, McConnell said.
The lawsuit, filed by South County Cities,
challenges the county report that recommended
making a commercial airport of the El Toro
Marine base when it closes in 1999. The tenta-
1 tive ruling favored airport opponents on nine of
their 17 points -but didn't approve their
request for an injunction to stop the airport plan-
ning process.
McConnell's tentative judgment said the
report that led to the Board of Supervisors'
December vote to pursue an airport ·artificially

the big picture, complete in

What will the city look and
be like if all the development,
traffic-phasing and annexation
proposals currently in various
stages of discussion should
become reality?

That was before it ran into the
buzz saw that was the people
whose kids go to Andersen.
These folks take no prison-
ers. But filling Andersen to the
brim ia only one of myriad dis·
putes lurking around the
annexation maneuvering now
going on.
One popular scenario holds
that if Newport Beach doesn't
annex Bonita Village and New-
port Coast now, the dty may
blow the opportunity of a Ule-
time.
On the other hand, the Com-

"The annexation will create
dual classes of citizens ....
Those who have Mello-Roos
And so it goes. These aren't
just $64,000 questions. They
involve quality of life and, at
the very least, tens of millions
of dollars.
Some of it is tangible, bard,
on-the-ba.uel-head cash.
Some is not visible at all.
For example, developers in
Bonita Village and Newport
Coast can build to more lenient
county codes. Does that mean
lower costs, thus lower housing
prices?
If so, what will that do to the
value of comparable houses
built to Newport codes?
What will traffic be like,
intersection by intersection?
How will the city fund growth?
What will happen with open
areas? Schools? The airport?
Taxes? Public safety? Munici-
pal overhead?
If that big picture ever is
painted, I doubt it will be very
pretty. .

cials are looking for a few good
• residents to fill several vacant ! seats on two of their volunteer
citizen a~ory committees.
The.re is one alternate mem-
ber position open on the Rede-
velopment and Residential
Rehabilitation Committee, a
group that promotes communi-
ty understanding and involve-
ment in efforts to redevelop res-
idential and conunercial prop-
erties aroUJld the city.
The committee serves as an
advisory board to both the city
Redevelopment Agency and
the City Council on housing-
related and neighborhood
issues and also advises city
leaders on the annual allocation
of Community Development
Block Grants, federal money
dties receive for programs bat-
tling urban blight.
Oty ottldal.s are also seeking
to fill three regular member
vacancies on their Child Care
and Youth Services Committee.
The committee makes rec-
ommendations to the City
Council on various child and
youth issues, and the group is
now putting together a citywide
Child care and Teen Services
Directory.
The committee meets once a
month.

Historical Society of Orange

Jewish community was like when

Coach John Uebengood set about trying to
convince bis Eagles what the scoreboard
couldn't. ·ne better team didn't win tonight •
said a downcast, but also justifiabiy
encouraged Uebengood, after the oppor-
tunistic Knights cashed in five tumoveu
for a 21-19 triumph.
Before Uebengood addressed the

just three games, the winless
Orange Coast College football
team is searching for something,
anything that could gtve it a boost
and avoid the longest losing
streak in the program's history.
Homecoming could be that
thrust.
The rival tonight (7 p.m, at
LeBard Stadium) is Riverside,
which stands at 1-2 and received
enough votes to rank at No. 18 in
the Southland poll. Riverside is
coming off of a 25-14 loss to Cer-
ritos, a team that manhandled the
Pirates, 40-0, in the season Open·
er.
Coast, however, needs to
revive itself from a 66-14 flogging
at Mt. San Antonio College.
"We had no chance,• Coach
Bill Workman said of his squad's
obvious outmanned situation in

green.• Williams said. "But we
teach (football) like a class. There
aren't a lot of Xs and Os, but lots
of repetition of simple things.•
The classroom approach is
working so far for Williams and
his coaching staff of Bucky
Gillette and Gary Almquist.
"Football is basically a foreign
language to the kids,• Williams
said. "But they're working really
hard and they're real excited.•

"Offensively, we're still
learning. But the defense is

Williams predicts that David
Richardson, an offensive and
defensive tackle, and a handful
of the rookies, will make an
impact on the varsity team in the

Case in point: the office of
Terry Z.eigler, head trainer and
chair of the exercise and sport
science department at Southern
California College, and assistant
trainer John Beardon.
The office is decorated with
team pictures, softball
memorabilia and stacks of
papers and books. The door is
always open. so you can bear the
bounce of the ba.sketbalk and
the squeaks of shoes from the
gym that is just around the
comer.
And on this particular
morning, the working day prior
to the beginning of two-a-days, a
young woman is jabbering to the
two about her acceptance to
graduate school
"Just think, you were
considering Changing fields not
too long ago," Zeigler proudly
said to the obviously ecstatic
former student.
1bat sort of captures the
essence of what trainers do.
"H you talk to people first
coming out of school, I think
they'll all want to be trainers at
big-time Division I schools or in
the pros," Beardon said. "But I
really don't think you're going to
find a better environment than
here."
The small co~ege setting,
which boasts competitive and
successful athletic programs,
seems to fit Zeigler and Beardon.
"I feel the same way," said
Zeigler, who has been with sec
since 1985. "I get satisfaction out
of seeing development We help
them personally, not just
academically and athletically. We
have them in our houses and get
a lot closer than you'd be at
other places."
Zeigler began her stint at sec as an assistant trainer. She
has served as the school's softball
coach and built the Vanguard
program from a team that had a
grassy patch to play on to one of
the best in the NAIA. She gave
up on that endeavor after
magging a~ caQfaeoce cha~ and having her
tint Cdie, mid.way
through her final leUOll.

duties. Beardon takes on most of

duties. Both of them are called
upon to hone the abilities of
student-trainers, who work in

(the training room) will never
forget these two,• said, Wendy
Andel, a recent graduate of the
program who also played tennis
for the Vanguards.
"Terry is an excellent
professor and John is very good
at improving manual skills," she
said.
Andel, who has been
accepted to USC's physical
therapy doctoral program, has
been on both sides of the athletic
training job, though. As an
athlete, she has suffered injuries
and has been treated by her
mentors.
"They are very positive," ·
she said. "They tell you what
you have to do and they are right
on."
As you sit in their office,
student-athletes and student
trainers jaunt in and out, peek
their heads in the <1oor to say hi.
Their rapport with Zeigler and
Beardon is obviously good. ·
MYour ethics aren't going to
be compromised here,• Zeigler
said. "No one is going to tell us
to shoot someone up so they can
play and win. The priority here is
the relationships.•
But this can be a hurdle for
the trainers, espedally when
they are hunching over a softball
pitcher who has just been
smashed in the face with a line
drive, or treating a soccer player
whose face is covered with blood
after slicing open her scalp when
colliding with another player.
"It makes it hard when you
are emotionally tied in," Zeigler
said. "They are writhing around
in pain, and you feel their pain.•
Beardon, who has been at
the school since 1990, added,
MYou have to detach yourself,
and talk to them calmly and
examine them."
After the examination and
diagnosis, their jobs aren't over,
though.
"Sometimes they'll come in
crying because their season is
over, and their parents aren't
around and you really do have to
help them get through it,"

is the only one in the Sea View
League who should be able to
