Father of two victims impliGated as potential accomplice. By Christopher Goffard, Daily Pilot COSTA MESA --Police are trying to identify many of the vic- tims of a Costa Mesa man who allegedly videotaped at least 25 l.lltino boys while molesting them over the last 10 years. James Soto Nogales, 49, apparently molested the 12-to 17-year-old boys after hiring them into hotels from Santa Ana. to Mexico with cash and gifts such as radios and, in one case, a pair of shoelaces, said Costa Mesa police Lt Ron Smith. Searching his West Wilson Street· home and a Pomona Avenue storage facility, police found photographs and 74 video- tapes that Nogales used to docu- ment his molestations of the boys, Smith said. Nogales, who was arrested Sept. 26 and arraigned Friday in Harbor Municipal Court on 48 counts of child molestation, is also accused of molesting the 8-year- old stepson and 6-year-old son of the friend he lived with, 28-year- old Samuel Montes. Nogales paid Montes $20 each time the father left him alone with the boys to have sex, Smith said. Montes was arrested Oct. 2 on suspicion of procuring the boys for sex, molesting his own 8-year- old stepson and molesting two other underage boys, Smith said. Both men are being held in Orange County Jail on $250,000 bail and could fate life in prison if con- victed . Montes will be arraigned Oct. 23. "Some (of the boys) look like they're willing participants, oth- ers look like they're in shock -a deer-caught-in -the-h eadlights look,• Smith said. Nogales, who once worked for the community outreach program Hermano Pablo, may have used the group to find victims, gaining parents' trust and then "ingratiat- ing himself with their children,• Smith said. Nogales moved into the West Wilson Street home with Montes, his wife and their children in June, Smith said. Nogales appar- ently molested Montes 11 years ' ago when Montes was a 17-year- old junior at Estancia High School, after Nogales had come to the school to speak at a Hennano Pablo event, Smith said. : It's a cycle of molest&tion repeating itself, with the victim becoming the victimizer,• Smith said. "This is one of the most depraved cases that I've ever been involved with.• On Monday. By Husein Mashni, Daily Pilot For the 200 or so students of the Waldorf School in Newport Beach, almost any school district solu- tion to a projected influx of Boruta Canyon area students will mean getting the boot Tuesday rught, the Newport-Mesa Uruhed School Dlstrict will seek board authorization to negotiate an early termination of the district's lease of the Eastbluff School to Coastline Commu- nity College, which subleases the campus to the Waldorf School. A K-8 pnvate school, Waldorf has been meet- ing at Eastbluff for at least three years. Under the original terms of the lease, Coastline could contin- ue to sublease the property unW August 2002. But with the large projected influx of students, East- bluff could be reopened as a public school as soon as September 1998, d.lstrict officials said. "Wow, that's scary!· said Sandi Ames, a par- ent of a Waldorf School second-grader. •That would place us m great hardship.· "We have a very encom- passing hands-on approach to education. " Waldorf School ofhoals could not be reached for -5ANDI AMES comment. But Ames said the vast majority of the students attending the Waldorf School live near the campus. Some students come from other parts of Orange CoWlty to attend the school for its spe- cialized cumculum. "We have a very encompassmg hands-on approach to education,· Ames sa.td. The Waldorf School uses a nonsecular, nonde- nominational educational philosophy Ongmally from Austria, the curriculum 1S m use in schools around the world, but the closest option to the Newport Beach location is in Los Angeles County. "That's a long commute,· said Ames. who is very committed to the curriculum. Although she knew the school would eventual- ly have to relocate, Ames said she was surprised it would come so soon. By Tim Grenda, Daily Pilot COSTA tvm.SA --The Latino Leadership Council, a group of local leaders, merchants and activists with a goal ot promoting and enhancing the city's Latino community, has a new name and a new focus. On Monday, the council's board of directors unanimously voted to change the name of the group to the Latino Business Council, a move that signals a philosophical shift toward promoting the area's Latino business community. The group has operated under the umbrella of the Costa Mesa Chamber of Commerce for several years and will continue to do so. The new name is meant to bet- ter define the group's continuing role in promoting local businesses, officials said. • l think it's important that we at the chamber represent the Latino business community as much as the larger Anglo business commu- nity,• said Costa Mesa Chamber of Commerce Executive Director Ed Fawcett. Since McKelway bad been · the editor of the New Yorker : magazine before the war, I have • some kind of dim recollection : that Oscar, too, had something · to do with the publishing world : before the war. . To begin at the beginning, . along came World War II. and '. Oscar joined the Air Corps. He . had dreams of being a fighter pilot and shooting-down Ger- man or Japanese pilots. Unhappily, be flunked his physical and ended up a paper pusher assigned to a training command. There is nothing more boring than being a paper pusher dw- robe rt gard"er ing wartime. For every fighting man there are hundreds, perhaps thou- sands of paper pushers. They write and receive witold thou- sands of forms , all of which are supposed to be furthering the war 'effort. The training corrunand that Oscar was assigned was located in Virginia. It was the headquarters of a general who bad not only this training command wider his jurisdiction but several others. And so it happened that one day Oscar was sitting at his desk filling out forms. He was ·bored to deft.th. Idly, he counted the number of rues on that particular coil of paper. Suddenly, he had a great idea. He put together a very offi- cial~looking form that called for the recipient to count the nWn- ber of flies caught that day on each of those pieces of adhesive paper . The form had a diagram of the room with a number for each fiy trap. His form was an instant suc- cess. Soon he began to receive stacks of these fly cowiting fonns from the various com- mands. Then one day this whole scheme came to the attention of the commanding general of th.lt command. The general, to put it mildly, was annoyed. His first inclina· ti.on was to have Oscar court- martialed and, hopefully, shot. However, on further consid- eration, the general realized any disciplinary action would reflect unfavorab\y on bbnself . for having let this thing happen under his nose. So b B d8cided to send Oscar as far away a.s possible, prefer- ably Outer Mongolia. However, at that stage of the war, Saipan. was the farthest point from Virginia under ow control, &O the general bad Oscar sent to Saipa.n. Col. McKelway heard Oscar was on the island and decided to visit him. I went along. Although in military dis- grace, Oscar was not in discom- fort. All the rest of us lived in ugly, drab, khaki-colored can~ vas tents. He was living in a silk tent worthy of Rudolph Valenti- no in 'The Sheik.' Oscar's current commanding officer was taking no chance of Oscar doing anything that would bring military disgrace to that officer. A green light from the school board tonight will place the Eastbluff campus on the list. A projected influx is the result of The Irvine Co. 's plans to build apartments and single- f amily homes north of MacArthur Boulevard and Boni- ta Canyon Road. A propos~ annexation of the ~elopipent bJ the city of New- port Beach will tesult in as many as 430 new student,s said Mike P1ne, the assi~ant superinten- dent of business services for the sc;hool district. In all, Fine said there are as many as eight options the dis- trtct may consider to deal with the new students. The three campuses likely to absorb most of the influx will be Lincoln Elementary, Eastbluff School and Newport Coast Ele- mentary. The Newport Coast school is expected to be completed by 1999. The soonest the Waldorf School would have to vacate Eastbluff would be June 1998. School district officials said there aren't any other spaces available for the private school to lease.
