$17 million to fill in missing sidevvalks

• Report identifies 717
blocks that need work;
council sets priorities on
improvements to the
costly city walkways.
By Tim Grenda, Daify Pilot
COSTA MESA -A report
released this week estimates the
city has more than 52 miles of
missing and insufficie nt side -
walks scatte red around town.
especially a1ong streets near hos·
pitals, !>Chools and senior centers.
On Monday night, the City
Council reviewed the Missing
Sidewalk. Study it commissioned
e arlier this ye ar and adopted a
priority list that puts areas that
need side wdlks the most in line in
front of sections that will have to
wait.
City Engineer Bill Morris
called the findings in the report
·significant• and noted that most
of the pro ble m a reas with no side-
walks are in residential neighbor-
hoods and the older industrial
parts of town.
Those two areas alone account
for more than half of the project's
total cost of $1 7 million, accor'ding
to the report.
The report identified 717 city
blocks -totalling more than
277,582 feet in length when
stacked end lo end -that cut-
rently are without sidewalks or
have ones with long gaps in them,
which officials called missing
links.
Filling tho.se gaps -where
side walks a brupUy drop off to a
dirt shoulder, forcing pedestrians
to walk a long the shoulder of the
road -are the prime focus of the
city sidewalk improvement efforts
and will receive top priority, offi-
cials said.
While council members agreed
on the city 's need for new and
improved sidewalks, they were
not united on what areas should
receive top priority for help.
Topping out the priority list
were streets located within 300
feet of hospitals, schools, conva-
lescent centers and senior cen-
ters, foUowed in descending order
by those near public buildings;
arterial highways in commercial
and residential areas; collector
streets; local streets near apart-
ments and single-family homes;
and industrial areas.
Councilwoman Heather
Somers objected to placing
improvements to arterial high-
ways -such as along the north
side of Adams Avenue near Pla-
centia Avenue -as a higher pri-
ority tha n residential streets
where school children and other
pedestrians frequently walk.
Saying she had ·grave con·
cems" about missing links near
many East Side schools , Somers
suggested the council ·shufile the

"I'm just sort seeing what sup-

Genis cited he r frustration with

lnceiuliary radio slww is questionably ChJfStiaii
A fewweeks ago, a tnlk-
ahow host named Rich
Agozino on an allegedly
Christian radio station in Cost.a
Mesa raised the question of
whether or not homosexuals
lhQUld be put to death.
As his authority, he dted the
Bible. In the ensuing uproar •
from the gay community, Agozi-
no was stoutly def ended to a
Daily Pilot reporter by his station
manager on the grounds of free
speech and good radio. The
manager also pointed out that
Agozino didn't advocate killing
bomoSexuals but merely raised
the question as a topic of discus-
sion. •
Apparently he made these
statements with a straight face.
Then he invited those who dis-
agreed to an on-the-air debate,
which would clearly be even
better radio -rather like debat-
ing the merits of gun control
before a fully armed board meet-
ing of the National Rifle Associa-
tion.
Shouting "fire" in a crowded
theater is not adjudged a proper
exercise of the First Amendment.
Justifying the execution of
homosexuals on biblical ground.S
in l,l society full of homophobes
eager to act out their fear and
anger would seem to fall pretty
directly into the same category.
Since this lethal nonsense is
being ·offered up in the name of
Christianity, it seems to me the
obvious place to mount a coun-
terattack against the likes of
Agozino is ~ong the Christian
joseph n.
bell
clergy who don't buy into this
apocalyptic view and can quote
Bible passages right back at him.
Yet, local mainstream churches
have remained mute since
Agozino's showboating, thereby
offering what could be interpret-
ed as a kind of approval by
omission.
Not so, I discovered when I
met on Tuesday in the office of
Newport Beach's Harbor Christ-
ian Church with its pastor, Den-
nis Short, who bad also invited
St. Mark Presbyterian minister
Gary Collins to sit in. I suggest-
eq that the gay community
seemed to be fighting this fight
alone and wondered why Christ·
inn clergy who disagreed with
Agozino hadn't spoken out.
Two answers were immediate.
First, they saw no reason to offer
Agozino a broader platform for
his views by taking him on pub-
licly; and, second, they recog-
Local mechanic driven by passion
for German cars
nized the futility of debating him
before an audience of already
committed fundamentalists. Yet,
neither of tbe pa.sto.n seemed
altogether satisfied with these
answers, and both were quite
willing to reftect on a proper
response to a broader audience.
•The Bible .has great authority
to Christians,• said Collins, •but
it must be looked at historically
and interpreted in the light of
the issues being dealt with by
the cultures of that time.
•por example, in various pas-
sages, the Bible supports slavery,
and women are considered to be
the property of free-born men. It
even suggests there are circum-
stances under which it is all right
to stone children to death.
•Christians today denounce
such positions, yet some persist in
citing similar passages to con-
demn homosexuality. This in
spite of the fact that the few Bibli-
cal references that are repeatedly
quoted as dealing with homosex-
uality never address a homosexu-
al relationship that is long-lasting,
loving and monogamous."
Added Dennis Short, who
phoned in his displeasure to
Agozino's radio station: MThe
overwhelming focus of the New
Testament is God's love. Words
of the Bible must be measured
against what we know and see
in the person of Jesus, and we
must ask if his teaching con-
forms with the passages in ques-
tion. He did a number of things
routinely during his ministry, like
not keeping the sabbath, that
were severely judged in~

About two-thirds of the ~ple
who packed the Newport-Mesa
school board room Tuesday night
were there in support of a one-
year extension for the Waldorf
School of Orange County.
Eastbluff has been closed for
about 10 years because there
were too few students to support
a full academic program, school
officials said. Most of the students
who would be going to Eastbluff
attend Lincoln Elementary
School.
For the past five years, the
Waldorf School has subleased the
campus from the Coastline Com-
munity College. which leases
directly from the school district.
Although the school district
does not lease the property direct-
ly to the Waldorf School, the
options it ii considering would
requiretheschoololabout200
students to vacate Ea.stbluff by
June 1998.
"U the board closes us by June
1998, it's a death sentence for us,"
Scott said.
School board member Ed
Decker told the Waldorf parents
the school district would do all it
could to help them find a suitable
home, but the school board had a
primary obligation to house pub-
lic school students.
But Scott said the crux of the
issue is verbal and good-faith
agreements between the Waldorf
School, Coastline and the school
district.
Based on those agreements,
Scott said the Waldorf School has
until June 1999 to vacate the
Eastbluff School.
Several audience members
spoke in favor of reopening East-
bluff as a public school, and said
they sympathized with the Wal-
dorf School.

Q: What's going on with the electric
utility industry in California?
A: Early next year, California will become
one of the first states to open the
electric utility industry to competition. So,
for the first time, many Californians will be
able to choose an electric service provider
other than their current utility.
Q: What is changing and how does it
affect me?
A: The electric utility industry is
divided into three parts: generation
of electricity, transJl\ission and distribution.
The generation of electricity is being
opened to competition. Your current utility
will still deliver your power. And you can
still call your current utility company for
service questions and emergency repairs,
even if you choose another company as
your provider.
Q: When will this change happen?
A: After January 1, 1998, many
Californians will be able to choose
an alternate electric service provider for
the generation portion of their electricity,
if they wish to do so:
Q: Does everyone in California have
a choice?
A: Most Californians will be able to
choose a new electric service
provider. The new law mandates that
customers of California investor-owned
utilities, namely Pacific Gas and Electric,
Sin Oif!O Gas & EJedric, Southern
c.Jiforrua Edison. Southern California Water
Compa.ny, Sierra Pacific Power Compiny,
Kirkwood CJ.S & Electric; and Pldficorp .
· will hive a c.hob beginning ln 1998. '
Cusl'oQ\ers of munidpal CalilornJ. utilities
1n1y or may not ~Offered a choke.•
Q: What happens if I choose to do
nothing?
A: There is no obligation to swttch
providers. You can take no action and
staY. with your current utility company. Or you
can ~ a new electric service provide!' that
may offer you alternative prices or incentives.
Q: Wtll my rates be higher or lower?
A: Rates will actually go down. In fact,
beginning next year, residential and
small business customers of Pacific Gas· and
Electric, San Diego Gas & Electric, and
Southern California Edison will automatically 1
get a 10% rate reduction whether they stay
with their current utility or d~ a new
electric service provider. This rate reduction
will be financed by low"°51 bonds, and will
remain in effect until as late as Mmh 31, 2002.
You can also compare rates by shopping for
different electric service providers for your
home or small business.
Q: Can I get a lower rate with a group?
A: You might consider joining a group
that buys electricity in bulk. By using
collective buying power, your group may be
I able to get a better deal than you could
alone. Offers may come to you from
' various groups or Haggregators," which
could include credit unions, school districts,
companies, Rotary clubs, cities or even fast
food outlets.
Q: Will l still get the same reliable el~c
service for my hoJJ\e or small business?
A: It' important to know that no matter
which electric service provider you
' chooee, you will still gtt the same consistent
electric service you now rely on. One reuon
l" that neither power Jines nor rnaintenantt
wtll change. So even if you chC>C>R a new
e~ service provider, au exisdr:'S power
lines will stay in place and continue to be
maintained by your current utility company.
Q: Who do I call if something happens to
my power?
A: If an outage or any kind of electrical
safety problem occurs, be sure to call
your easting utility company right away.
They are still responsible for aU service-
related problems, including local distribu-
tion lines, repair crews and emergency
services to your home or small business.
Q Can I be switched from one electric
: service provider to another without
my knowiedge or approval?
A: No. To protect customers, legislation
prohib1b switching a customer to a
new electric :.erv1Ce pro\•ider without
written authoriz.atmn and independent
verification. In add1hon, providers will be
forbidden to charge tudden fees, such as
for swilchmg your service.
Q: Who will protect me from getting
ripped off?
A: You will be protected by the California
Public Utilities Commission <CPUC>
.-gainst unfair or unscrupulous marketing
practices. To begin with, providers will
be required to clearly state prices and terms
for accurate comparison shopping. The
CPUC will also monitor and track
complaints, issue alerts agaJnst abusive
compAnies, as well as resolve all consumer
complAints against electric service provid~
and ~ utilibe9.

On Monday night, the City

priority list that puts areas that

City Engineer Bill Morris
called the findings in the report
"significant" and noted that most
of the problem areas with no side-
walks are in residential neighbor-
hoods and the older industrial
parts of town.

total cost of $17 million, according
to the report.
The report identified 717 city
blocks -totalling more than
277 ,582 feet in length when
stacked end to end -that cur-
rently are without sidewalks or
have ones with long gaps in them,
which officials called missing
links.
Filling those gaps -where
sidewalks abruptly drop off to a

to walk along the shoulde r of the

While council members agreed
on the city's need for new and

not united on what areas should
receive top priority for help.
Topping out the priority list
were streets located within 300

·HOME SWEET HOME
Annual Corona del Mar Home Tour raised $65,000 for high school
By Jennifer Armstrong, Daily Pilot
CORONA DEL MAR -The line snaked
out the door oJ the wooden-shingled home,
down the street past the house next door, as
women in business suits and flowered skirts
slipped baby blue booties over their shoes.
Crowds of women -and a few men -
wandered through the Bayshores home
Tuesday morning. admiring its every fea-
ture, from its Ralph Lauren bed linens to its
walk-in closet to its bay view. The home, the
second stop of six on the Corona del Mar
Home Tour, marked a deporture from the
first, which featured Versace decor and life-
like stuffed animals.
More than 1,800 people paid $40 each for
the privilege of walking through houses that
spanned the Newport Beach area from the
Balboa Peninsula to Newport Coast. The
event raised about $65,000 for the Corona
del Mar High School PTA. with money
going toward classroom equipment and
supplies.
"We had so many positive comments,"
co-chairperson Adrienne Thomas said.
•our homeowners enjoyed themselves.
Evecyone had a great time."
Almost 300 volunteers directed traffic
flow through the houses, and some of the
homes' interior designers were on hand .to
answer questions.
In its 24 years, the tour bas cultivated a
loyal following. Suzy Metcalfe and Sue
Carlson, for instance, have been coming for
four years, even though neither has kids in
the school.
•1t•s so much fun," said Carlson. who
drove to the tour from Santa Monica.
But doing the tour rtght does require
some strategizi:ng, they said.
•vou never know which of the houses is
going to be crowded." Metcalfe said as she
stood in line to enter the Bayshores home.
"'Ilult's part of the challenge. And we've
also been debating -see more houses or
eat lunch?"
The day included a lunch at Sherman
Ubrary and Gardens as well as· evening
refreshments at The Butera Collection.
The returning guests cite the variety of
homes as the event's biggest draw.
"There have been cottages, there was
this bachelor pad on Balboa Island," said
Newport Beach resident Gerda Sparks. ·we
always get lots of ideas for decorating."

l"fl!:,'endimy mdio slww is questionably
A few weeks ago, a talk-
show host named Rich
Agozino on an allegedly
Christian radio station in Costa
Mela raised tbe question of
whether or not homosexuals
lhould be put1o death.
~ hls authority, be cited the·
Bible. In the ensuing uproar
from the gay community, Agozi-
no was stoutly def ended to a
Dally Pilot reporter by his station
manager on the grounds of free
speech and good radio. The
manager also pointed out that
Agozino didn't advocate killing
homosexuals but merely raised
the question as a topic of discus-
sion.
Apparently he made these
statements with a straight face.
Then he invited those who dis-
agreed to an on-the-air debate,
which would clearly be even
better radio -rather like debat-
ing the merits of gun control
before a fully armed board meet-
ing of the National Rifle Associa-
tion.
Shouting Mfire" in a crowded
theater is not adjudged a proper
exercise of the First Amendment.
Justifying the execution of
homosexuals on biblical grounds
in a society full of homophobes
eager to act out' their fear and
anger would seem to fall pretty
directly into the same category.
Since this lethal nonsense is
being offered up in the name of
Christianity, it seems to me the
obvious place to mount a coun-
terattack against the likes of
Agozino is among the Christian
joseph n~
bell
clergy who don't buy into this
apocalyptic view anct can quote
Bible passages right back at him.
Yet, local mainstream churches
have remained mute since
Agozino's showboating, thereby
offering what could be interpret-
ed as a kind of approval by
omission.
Not so, I discovered when I
met on Tuesday in the office of
Newport Beach's Harbor Christ-
ian Church with its pastor, Den-
nis Short, who had also invited
St. Mark Presbyterian minister
Gary Collins to sit in. I suggest-
ed that the gay community
seemed to be fighting this fight
alone and wondered why Christ-
ian clergy who disagreed with
Agozino hadn't spoken out.
Two answers were immediate.
First, they saw no reason to offer
Agozino a brqader platform for
his views by taking him on pub-
licly; and, second, they recog-
n1zed the futility of debating him
before an audience of already
committed fundamentalists. Yet,
neither of the pastors seemed
altogether sat:lsfied with these
answers, and both were quite
• willing to reflect on a proper
response to a broader audience.
•nie Bible has great authority
to Cbrls1ians," said Collins, "but
it must be looked at historically
and interpreted in the light of
the issues being dealt with by
the cultures of that time.
"For example, in various pas-
sages, the Bible supports slavery,
and women are considered to be
the property of free-born men. It
even suggests there are circum-
stances under which it is all right
to stone children to death.
"Christians today denounce
such positions, yet some persist in
citing similar passages to con-
demn homosexuality. This in
spite of the fact that the few Bibli-
cal references that are repeatedly
quoted as dealing with homosex-
uality never address a homosexu-
al relationship that is long-laSti.ng,
loving and monogamous."
Added Dennis Short, who
phoned in his displeasure to
Agozino's radio station: "The
overwhelming focus of the New
Testament is God's love. Words
of the Bible must be measured
agai.Qst what we know and see
in the person of Jesus, and we
must ask if his teaching con-
forms with the passages in ques-
tion. He did a number of things
routinely during his ministry, like
not keeping the sabbath, that
were severely judged In early
Bible wrllings.
•Jesus taught us to loVe our
neighbor, and he made DO
exceptioll for bm:Doeuuall. He
never even mentioned them. He
just gave us equality aJid love.•
Both ministen said the New-
port-Mesa Interla.lth Coundl is
so broad-based that it would be
difficult to find a stand all the
members would support, but
they intend to brlng up the
Agozino matter before a group
of clergy in Corona del Mar to
which both of them belong. Said
Gary Collins: •The people mak-
ing such irresponsible and
incendiary statements about
homosexuals must accept
responsibility for labeling gay
people as morally inferior and
offering extremists a sanction to
attack them.•
Dennis Short will be teaching
a Bible class this winter that will
deal with homosexuality. He
showed me a portion of the
classnotes that included this
statement from Methodist Bishop
Melvin E. Wheatley: "Homosex-
uality, quite like heterosexuality,
is neither a virtue nor an accom-
plishment It is a mysterious gift
of God's grace communicated
through an exceedingly complex
set of chemical, biological. chro-
mosomal. hormonal, environ-
mental, developmental factors -
totally outside my homosexual
friends' control.·

Q: What's going on with the electric
utility industry in California?
A: Early next year, California will become
one of the first states to open the
electric utility industry to competition. So,
for the first time, many Californians will be
able to choose an electric service provider
other than their current utility.
Q: What is changing and how does it
affect me?
A: The electric utility industry is
divided into three parts: generation
of electricity, transmission and distribution.
The generation of electricity is being
opened to competition. Your current utility
will still deliver your power. And you can
still call your current utility company for
service questions and emergency repairs,
even if you choose another company as
your provider.
Q: When will this change happen'
A: After January 1, 1998, many
Californians will be able to choose
an alternate electric service provider for
the generation portion of their electricity,
ii they wish to do so.
Q: Does everyone in California have
a choice?
A: Most Californians will be able to
choose a new electric service
provider. The new law mandates that
customers of California investor-<>wned
utilities, namely Pacific Gas and Electric,
San Diego Gas 4c Electric, Southern
California Edison, Southern California Water
Company, Siem PadfiC Power Company,

Q: What happens ii I choose to do
nothing?
A: There is no obligation to switc~
providers. You can take no actron and
stay with your rurrent utility oompany. Or you
can select a new electric service provider that
may offer you alternative prices or iocentives.
Q: Will my rates be higher or lower?
A: Rates will actually go down. In fact,
beginning next year, residential and
small business customers of Pacific Gas and
lines will stay in place and continue to be
maintained by your current ublity company.
Q: Who do I caU if something happens to
my power?
. A: U an outage or any kind of electrical
safety problem occurs, be sure to call
your existing utility company nght away.
They are still responsible for all service-
. related problems, including local distribu-
tion lines, repair crew~ and emergency
services to your home or sma II bu mess.

You can also compare rates by shopping for
different electric service providers for your
ho~e or small busines,,.
Q: Can I get a lower rate with a group?

that buys electricity in bulk. By using

able to get a better deal than you could
alone. Offers may come to you from
various groups or "aggregators," which
could include credit unions, school districts,

sald. •1t seems to me that the sta-
tus quo was rejected by the
Southern Section (Tuesday).•
Before the proposal was
defeated Tuesday, it was amend-
ed to take effect for a two-year
cycle (1998·2000), half the origi-
nal four-year span.
Section Commissioner Dean
Crowley, however, said the time
span of the next releaguing pro-
posal. and, to a certain extent, the
placement and status of parochial
powers Mater Dei and Santa
Margarita, is now left to the dis-
cretion of county principals.
•To a degree it does (change
the two-year pilot program
involving Mater Dei and Santa
Margarita),• Crowley said. •1
expect to have an announcement
in the oat t 0 clays from Lbe .
Catholic AlhletJc Anodation
about how that &11 might work.•

In other council bustoess:
• Fonner COlta Mesa tngh Prin-
cipal Bob Packard, a put presi-

Coundl. received an award for
distinguished service.
• Tbe coaadl voted to have sec-

state championship event in soc-
cer (to be held in March of next
year) at the Oct. 31 State Federat-
ed Council meeting.
• Staunton Introduced a proposal
from the South Coast and Sunset
leagues to implement girls golf as
a sanctioned fall team sport,
beginning Sept. 98. This proposal
can be approved at the Jan. 29
section council meeting.
Sailors edged at Santiago, 1-0
GARDEN GROVE -Newport
Harbor High's field hockey team FI BED H 0 CKE Y
watched its shot at a Sunset
League title disappear Tuesday as Santiago's Amber Puskask knocked
a goal into the comer of the net with 1:19 left in the first half to give the
hosts a t-0 win.
The loss dips the Sailors to 5-2-3 as Santiago goes to 7-2-1.
•nat's taken us out of a hope for a first, but we're in it for second or
third,• Sailors' Coach Sharon Wolfe said.
Newport's goalie tallied six saves in a game that Wolle described as
a defensive battle for her team.
