20 lawsuits file.'<.! by cities ucross
the nation. The lawsuits claim
manufactwers like Bryco are
llable for gun-related deaths.
Bryco is~ of the notorious
•Bi.pg of .Fire,• a group of LQs
Angeles·based 9\Ul manufac-
turers that produces .small-cal-
1ber handguns. Most of the
companies were either owned
or operated by members of the
Jennings family. But since the
set of sweeping lawsuits
against the gun mdustry, three
of the companies have been
slowly snuffed out.
New laws have also placed
ftirther restrictions and stricter
standards for manufacturers.
. .
lfho stron{Jest fonu of legisla-
tion comes by WdY of a state
;Senate bill that r~ gun
companies to have their prod-
ucts tested by an mdependent
laboratory. ,EJtectivc m January
2001, the bill would make it a
misdemeanor to sell any gun
that isn't certified. .
While anti-gun advocates
b~ralded the bill, g\Ul mantifac-
turers like Jennings tblnk it Will
actually aid the mdustry.
•Any gun thdt doesn't pass
the test won't ·be sold,• Jen-
rungs said. "The anti-gunners
thought they were going to put
Bryco out of business, but what
they actually did by supporting
the bill was put standards in
place so we can be credited.
We have no doubt Bryco's gWlS
will pass the tests." ·
Janice Jennings, who runs ,. . .
Bryco's doily operations,
~ that the Jaw gives gun
compa.DJ.es more credibility.
"No one will be able to can
us a junk gun manufacturer
ever agam," she sald. "When
WC pass those tests, they will
put us out of that category."
The nwnber of ~ Bayco
produces has • dramatically
droP~ from 300,000 m 1993
to a littk! more than 70,000 last
year. Although the lawsuits
and leg1slatio11 has affected
Bryco's business to some -
degree, there is one thing the
Jennings pronuse will not
change. ·we aren't going any-
where,• Jennings said. "Mod-
em-day companies lik.e ours
will evolve to comply with the
standards, no matter what they
are."

The board will continue to
look at the curriculum and
make sure it aligns with new
state standards. Adjustments
may be needed to integrate the
state's new testing and high
school graduation standards
with district ruJes, and the
board will likely attempt to get
in lock-step with the state's
crackdown on "social promo-
tion."
When it comes time to write
. the budget, the school board
• will need to look closely at how 1
programs are funded, because
the way the district is funded
may change.
If property taxes continue to
rise in Orange County, the dis-
trict may soon qualify as a
"basic aid" district, as opposed
to the current "revenue limit" 1 status. That would mean rely-
ing on property taxes as fund-
ing as opposed to receiving
money from the state per child.
