of Amanda Arthur, 18, Kevy
McNelll. 17, WUliam Watson, 18,
and Dali Townsend. 18 -accuse
the. dty of negligently maintain-
ing sprinklers that made the curv-
ing road wet and slippery.

Ten Newport Harbor High
School students were on their
way home tram a party in a 1989
Chevrolet Bluer when it struck
the median and flipped just north
of Heather Lane in the early min-
utes ol May 23.
·Donnie Bridgman, 18, was
ejected and killed instantly.
Arthur was plunged into a coma
from which she has only recently
emerged, with bratn damage.
Townsend also suffered brain
damage. Others suffered frac-
tures, cuts, and intern.al injuries.
The designated driver, 18-
year-old Jason Rausch, faces
charges of felony vehicular
manslaughter and misdemeanor
reckless driving. Police say he
was speeding.
The claims against the city,
which must be filed within six
month• after the acrideot under
state law, are a precondition ol a.
civil suit and preserve the ~

Council considers
one commercial
city trash hauler

COSTA MESA -The City
Council is set to decide Monday
night whether or not to at least sit
down and publicly discuss an
idea that has become a sort of
political hot potato.
At the request of Mayoi: Peter
Buffa, the council may schedule a
joint session with the Costa Mesa
Sanitation District board of direc·
tors to examine the pros and cons
of converting the city's current
trash hauling structure to a fran-
chise-based system.
Residential service would not
be affected by any changes city
leaders do or do not make to their
commercial trash service.
The city now has about 14
commercial trash haulers operat-
ing on non-exclusive permits,
meaning just about any qualified
company can apply, pay a nomi-
nal fee and start picking up
garbage in the city.
The result is an open market of
trash companies covering the city,
but little money -just about
$10,000 a year -hauled in by
City Hall.
Commercial franchise""'propo-
nents -including district board
members Jim Fenyman and Dan
Worthington -say quite simply
there's a better way.
The two point out every city in
Orange County except Costa
Mesa has gone to a franchised
commercial trash system as rea-
son enough to change course.
And most importantly, they •
claim the move would provide the
city with up to $1 million a year in

cess of class-size reductions in
Newport-Mesa schools is the
subject of an article published in
the October issue of ·califorma
Curriculum News Report" maga-
zine.
The study, which measured
administrator, teacher and stu-
dent attitudes toward class-size
reduction in the first and second
grades, was conducted by retired
Newport Beach physician
Mkbael Glueck and Mac Bernd .
superintendent of the Newport-
Mesa Unified School District.
Glueck said he was inspired to
study class-size reduction when
he noticed his wife, Mimi Glueck,
a teacher at Paularino Elementary
School in Costa Mesa.. started
coming home happier and more
excited about her work.

struck some as a miracle, gener-

Marine Department Safety Offi-
cer Brian O'Rourke estimated
that 50,000 people took advan-
tage of it.
Temperatures on the beach
averaged mid-to high-80s
through the day, with a 69-
degree average water tempera-
ture and surf 1 to 2 feet high.
