shortfall bargaining ploy
. •But district officials say $4.8
million deficit is linked to last
years salary increases.

NEWPORT-MESA -Teachers'
union offid.als a.re saying a $4.8 million
shortfall in the school district's 1997-98
budget is just a pre-negotiations ploy to
ma.Jee it appear as though the district
can't pay for teacher raises.
•Every year prior to negotiations,
the district paints the same dismal pic-
ture,• said Llnda Mook, president of
the Newport-Mesa Federation' of
Teachers.
Using the district's own numbers,
Mook. said the shortfall is closer to $1
million.
•'The district's reserves could oovw
the lhortlall, • she added.
But district offldaJs stand by their
numbers.
•rm not SUJ"e what numbers they're
looking ·~ but the 5'.8 miJllon is what
we showed the school board,• said
Mike Fine, assillant superintendent of
b1lSiness services for the district.
The district's numbers show it will
spend $105.7 million compared to pro-
jected revenue of $100 million for the
1997-98 school year. By adding rev-
enues from other funding sowces, the
district's sborttall comes out to $4.8 mil-
lion, records $how.
The sbortlall is largely aedited ID
the district's decision to hand out raises
to employees l4st year.

that gave them a 7% raise that began

for the two subsequent school yean,
which Mook said wculd bring New·
port-Mesa .......... salaJies up to par
with other Orange County dislrids.
Newport-Mesa teachers are paid
the lowest of all Orange County K-12
teachers, she said. .
·There's no question that the school
district needs to look at how it's spend-

On the other hand, in those
days, lobster fishermen took
their guns along in cue they
had a difference of opitlion
about someone pulling some-
one elae's traps. Out of this sit-
uation grew the story of the
murderer. According to the sto-
ry -or legend -our murderer
believed the eventual victim
was poaching his, traps.
So, waiting at the top of the
Corona del Mar bluffs over-
looking the channel mouth, the
man supposedly shot his fiUS-
pected thief as the suspected
thief was chugging up the
channel mouth after a day of
pulling not only his own lobster
traps but, by suspicion, the
traps of the guy waiting for him
at the top of the bluff.
As far as I know, the alleged
murderer was never charged,
tried or convicted of the
alleged murder.
Actually, the whole affair
had become al.most a legend
that probably had about as
much substance as the average
haunted house tale.

you always kept a wary eye on

That fact upset many of the
: ,more than 30 residents who
: poke to the council both in
: ofavor of and opposed to the plan,
· who saw the park's focus on
: conservation as a negative, not a
• positive.
' Resident Mike Egan said the
: plan will effectively shut off
: mu~ of the park to the public in
: the name of conservation
: beca\lie, of the 155 acres in the
: western section, 135 will now be
: fenced.
•Jt's so passive and restrictive
that it's nearly dead," Egan said.
"We're being fenced out."
The inclusion of 3-foot-high
cabled fencing also upHt Mayor
Peter Buffa and Councilman
Gary Monahan, who cited its
use throughout the park as their
key reasons for voting against
the master plan.
Resident Nicole Lloyd said
the city should leave Fairview
Park alone rather than build it
up with trails, parking lots and
picnic areas.
"I think it's a wonderful place
the way it is," Lloyd said. "I
don't see why we have to have
such an elaborate plan."
But city officials and consul-
tants praised the park's many
amenities, including more than
two miles of asphalt and stone
paths for walking and bike rid-
ing, a small pond for model
around town

Responding to concerns from
horse-and dog-lovers, the coun-
cil also asked staff to return with
plans to add equestrian access
and a dog park to the master
plan.
While the city now has a plan
for what to build in Fairview
Park, the money to pay for the
improvements is far from a real-
ity.
The city has not set aside any
money for the approved
improvements, but city officials
hope that by adopting a formal
master plan for the park, they
will now be able to apply for and
receive county, state and federal
grants to fund construction.

With particular regard to barbs

Coach of the Year, is in bis second
season at the helm. It is, however,
his sixth year contributing to a
program that demands more of bis
time than he is remotely
compensated for.
He has, with admirable
commibnent, continued the high
standards established for the
program by previous coaches Usa
McNamee and Russ Davis,
including an extensive off-season
program that features a hectic
summer schedule.
Furthermore, in my observation,
Kirby knows bis X's and O's, and

Kirby, however, in numerous
conversations with this reporter,
has consistently praised this team's

preaching, optimism that includes
contending for a PCL title. Hardly
sounds like whining to me.
Having watched them play last

competitive energy displayed by
current Eagle players Amy
