By Husein Mashni, Daif't Pilot NEWPORT-MESA -Teachers' union offid.als a.re saying a $4.8 million shortfall in the school district's 1997-98 budget is just a pre-negotiations ploy to ma.Jee it appear as though the district can't pay for teacher raises. •Every year prior to negotiations, the district paints the same dismal pic- ture,• said Llnda Mook, president of the Newport-Mesa Federation' of Teachers. Using the district's own numbers, Mook. said the shortfall is closer to $1 million. •'The district's reserves could oovw the lhortlall, • she added. The district's numbers show it will spend $105.7 million compared to pro- jected revenue of $100 million for the 1997-98 school year.
