Parking ban enacted for Old Newport Boulevard
• But move is called unfair
by some tenants in area
mobile home parks.
By Tim Grenda, Daily Pilot
COSTA MESA -A move by city
officials to ban overnight parking in
an area considered a haven for
homeless people living in their cars
has some residents of two nearby
mobile home parks crying foul.
On Monday, a new regulation
went into effect that outlawed park-
ing from 1 to 6 a.m. seven days a
week on Old Newport Boulevard -
a two-lane street that runs along the
east side of the busy boulevard -
between 15th and 17th streets.
The road, divided from Newport
Boulevard by a narrow landscaped
median, ls lined by several small
businesses and at least two 'mobile
home parks that are affected by the
new ban.
City ottldals said the move was
prompted by complairits from 20
area merchants that large rea.ation-
al vehk:lee and other can parked on
the m.et. often for days at a time,
taking away valuable parking their
customers and employees could be
using.
In a notice sent to affected busi-
nesses and residents outlining the
n,ew policy, offidal.s also said vehi-
cles parked overnight along both
sides of the street hampered street-
sw~ping.
But tome residents of the Bl Nido
and Snug Harbor mobile home parks
call the ovemlght parking ban 1n
front of their homes unfair. ·
•If anfbo4y hu a rtgbt to park out
there, it'• the~ w)lo 11ve here,•
said m Nido rMklent John Harrts.
Harris, WliO jj .c:.:Omlderlng starting
a petition to try ~d revene the deci-
sion, Mid many of the mobile home
residents are elderly and have rela-
tives or caretakers who come to help
them -visits which often require an
overnight stay.
Since parking inside the mobile
home park is generally .reserve<l to
one space per mobile unit, parking
on the frontage road is a must for vis-
itors, h e said.
Virginia Rockholt, another El Nido
resident, said forcing all ca.rs to park
on the property will make it hard for
residents lik.e herself to get around.
Rockholt, 54, uaes a cane and a
motorized cart to travel longer di.s-
tances and said the parking ban will
force everyone to squeeze inside the
narrow driveways.
•If anybody ii parked outside [my
mobile home], I can't get in,• Rock·
bolt said.

Next time I looked. the boat was

Now, even a kayak couldn't

a bit discouraging that I couldn't

office, who knew about this vital
dredging project that's supposed
to begin in 12 days.

Long paw of law has gone too far!·
Readers chew over whether professional dog walker should be banned from Bark Park
Yes, I do believe that as long
as all professional dog
walkers follow the same rules
that other Bark Park users fol-
low, and as long as they're
responsible in their dog walk-
ing duties, I strongly believe
they should be allowed in Bark
Park. Based on the fact that
nannies use regular parks and I
know that dog training classes
are conducted on dty property
at city parks, I think that the
city ordinance is inconsistently
applied to ban dog walkers
from city parks.
SUSANGROUX
Newport Beach
The Bark Park is a place
where dogs go, accompanied
by people. While the dogs are
well-behav~ the people are
not always. I have seen Gary
Ballantyne and h1a dogs at the
Bark Park when I have taken
my dog, Watson the Great
Dane. He ca.res for h1a dogs. He
keeps an eye on his dogs.
And I really don't under-
stand why someone who brings
food and causes the clogs to get
excited and want the food,
which is something a dog
would do normally, is now
going to cause Mr. Ballantyne
to be banned from the park.
Wu there a citation issued to
the person who brought the
food?
StJSAN SMl11f
NnpOrtlellcll
I absolutely think that Gary
Ballantyne should be allowed to
use the dog park. Babysitters
are allowed to take children to
public parks and they're con-
ducting business. I think there
are so few places for dogs to go
that this is a great thing for him
to do. And definitely, I'm all for
him being able to carry out bis
business there.
NANCYSHEPPNl!ll

I reed the utlcle about Gary
Ballantyne and bis canine
babysitting service. Yes, I do
believe that he-should be
allowed to use the Bark Park. I
feel that if he comes there with
15 dogs, it alleviates 15 other
people coming along.
I don't think he should be
excluded from using the park.
That's what it wu designed for
and if you start setting rules
excluding people you're going
to end up with a lot bigger
problem than you already have.
I think that the 111ue remains to
be M8l1 that the people were
eating in the perk.
They lhouldJ1't have been -
they weN the ones breaking
the law not him. And I am in
full support of him continuing
to UM -the perk.

My IUppOrt is for this protea-

H0ages should.help the .
system not criticize it
By Gay Geiser-Sandoval
A s a volunteer and parent
of students in the New-
port-Mesa School District,
I am dismayed by the perception
held by Newport Councilman
John Hedges about our local
school system, and his sugges-
tion that we revert to many of
the boring teaching methods that
I endured 30 years ago.
I agree the system has its
problems, and I am often at
board meetings pointing them
out. But, the problem with blam-
ing it all on •the system" or "the
teachers" is that one should then
expect every student to be per-·
fonning at a sub-standard level
. I know that 11 not true. My
kids have attended Colta Mesa
public ICboola llnce kindergarten
and they have been in the top
1 % of whatever standardized
test the d1strict was using that
year. My 10th-grader and her
friends did better on the PSAT
than most high school junion
across the nation. My 1eVenth-
grader is reading boob that I
read in college.
So, how did these Costa Mesa
High kids "make u· 11 the school
system ls in so much troublel Dld
the teachers only pay attention to
them? Did these kids attend
some private program in verb
conjugation, dicUonary drills, and
reading textbooks out loud? Did
they get ·booked• on sentence
diagntmmtng? Have they bad
weekly tests in reading compre-·
hension?
No, none of these kids have
taken any outside curriculum. nor
did they participate in some spe-
cial education grant. But, they all
love to read and they do read for
pleasure. They have found that
the television bas an ol1 button
and that there is a life without
Nintendo. They can carry on a
dinner convenation with adults.
I agree that it might be in
many student's best interest to
group by ability. But. don't make
these students take daily tests,
and let them write essays about
tneftnfngful subjects instead of
making all tests in tl)e eaay for-
mat. Don't let their class day be
spent listen1.ng to each other read
from boring textbooks.
Right now, teachers are using
many exciting teaching methods
that "spice up the day", and
encourage students to delve into
subject matters on their own. In
seventh grade science, students
are designing their own space
stations, which will be used to
cany out their planned experi-
ments.
My student was shocked
when she had to do the cost
accounting for her group's pro-
ject. and found out that the tax-
payers spend billions to build
space stations, but don't spend
the money needed to !ix leaky
school roofs. The space proposa.i,
will be submitted to Boeing as
part of the school's goal to let ..
students see themselves in a : career.
In ninth grade English. stu-
dents read Steinbeck's •ot Mice_
and Men,• then put George on
trial for Lenny's murder. Those
students got a mini-coune in th&
criminal justice system and bad
to analyze the autbor'11 pldk>-•
sophical \lie ol the bomkide •
against the reeli1ies of tbe justic8' system. ..
Math students were asked to :
interview a working person and.,:
give an oral report on how that ...
person uses math in the work ..
place, including formulas. All at.
these methods will cause stu-..
dents to have longer retention ff:
material than reading aloud ~
a textbook or doing drills. .
Pinally, there are •reading -
moms" at Paularino School, ~
am sure they are scattered at J
other schools. We were each in .;
charge of a classroom and we -:
did everything we could think~
to get kids to read, including ~

Late in the ~nd. Alshuler scored on

With CdM g~g a 22-18 halftime

OT, BARONS PULL
IT OUT, 58-55_
Fountain Valley's three-pointers
and off-balance runners spell
demise for Estancia quintet in
Irvine World News Classic
quarterfinal Wednesday night.
By Barry Faulkner, Daily Pilot
IRVINE -Though the 58-55 overtime
loss to Fountain Valley High was indeed
difficult for Estancia's boys basketball
--tlO ltclnach. it could ~ 'COneeiv-
ably been
worse for the
Eagles
Wednesday in
the champi-
onship quar-
terlinals of the
Irvine World
News Classic
at University
High.
It could
have been a
game of H-0-
R-S-E.
That 's
exactly what
the Barons
appeared to
be playing
during the 36-
minute see-
saw affair,
which featured 10 Fountain Valley tbree-
pointers (in 25 attempts). The bombing
Barons' field-goal percentage from tbree-
dom (40%) was, in fact. far superior to
their standard inside the arc ( 11 of 44 for
25%).
This long-range efficiency, including
five three balls after the third period,
combined with a couple other circus
shots worthy of any H-0-R-S-E competi-
tion, helped turn what appeared to be an
uplifting come-from-behind win for the
Eagles into a lamentable loss and a trip to
the fifth-place semifinals Friday at 6 p .m.
Eltanda'1 Sam Nellem Ml It Ids w.y.
against Wednesday's Capistrano Valley-
Irvine loser.
•niey wanted to win more,• said a
disappointed Boyce after the Barons held
the Eagles scoreless the final 3:39 of reg-
ulation to earn a deadlock, then never
trailed in overtime.
•(The Barons) deserved to win and the
better team won tonight We were play-
ing not to lose and they knocked us on
our butts. Give them all the aedit. •
A great deal ol the Barons' postgame
praise fell on 6-foot junior guard Ryan
Moreau, who netted 18 of his team-high
2.C points after halftime.

One scene, shot from the deck of

Not to mention all of the shots
within the ship's hold, the various
courtrooms and jail t'ells, where
light and shadow is used like
the chiaroscuro painting tech-
niques o1 a Dutch master.
What I didn't expect from this
serious drama was humor. Yet it
is injected in minor doses, pri-
marily in the observations of the
Africans to one another regard-
ing the behavior of the Ameri-
cans. And I think it works to
humanize them.
I did find, however, that while
I enjoyed the film and recom-
mend it, it lacked the emotional
punch and payoff I expected.
Maybe it is just because I'm com-

The film captures the tenor~

The photography, sets, cos~

actually a fine history lesson.
However, it was slow in places
and I thought over-acted at
times.
But it is a quality movie,
thought-provoking and one that

By Bruce Van Blair, miniater, Community Church. Congregational
Af years back there wa1 a etrong movement to atop Chriltmus

energy that might be aaved for better purpoeee. Our ne r"
bd pretty grim and the daring 1oul8 wbo did put up · ta
felt half guilty part of the time and defiant the ffilt of the time. Not
much Chrittmaa feeling in the decoration1 during that time.
I kept remembering that puaage from Mark 7:3-9, And while hf' wa11
at Bethany in the home of Simon the leper, •• he H t at thr table, a
woman came with an alabuter Ouk of ointment of pUtt nard, nry
coetly, and abe broke the ftatk and pored it over hia bear. But ~ere
were aome who aaid to tbemtelvee indignantly, "Why wae the omtment
thut wa1ted1 For thi.e ointment might have been sold for more than
th... hundred denarii and given to the poor." And they reproached
her. But Jeam aaid, "Let her alone; why do you trouble ht>r? She ha11
done a beautiful thin« to me. For you alway8 have the poor ~th you
and whenever yoa will. you can do good to them; but you will not

body beforehand for burying. And truly, I eay to you, wbt."revt'r tht"
ppel ia pracbed in the whole world, what aht" has done will ht-told in
memory of her."
I paa Chrittmaa lights can't match the devotion and love of that
woman, but I know tome people who put them up with an attitudf' of
joy and celebration -and u a true proclamation.
I .like to ponder all the changee that have come to our world a8 a

the celebration of it aD -the Advent of th.it amazing new word and way

the livee of individuals .like you and me. I like to bf' thoughtful aa

He not only had a way with words, but be had a way with people.
The words were never put down on paper during hia lifetime, but they
were unforgettable. The people he touched, healed and inspired
treasured his words. Thia would not have happened without his great
powere to draw people to himaelf, to arouse their coneciences, to give

together 10 that they could function as human beings and do the work
in the world that God 'intended them to do. He gave people wholeness,

And he had a life with God unparalleled in its intimacy. As a reuslt
of this he had a freedom and simplicity that none of WI hae. We are so
tied up, so interested in so many things, so often diverted into
