Dec. 28 arrival of football fans.

NEWPORT BEACH -Buttons have been
delivered, chocolate footballs have been ordered
and banners have been put on display in antici-
pation of the some 6,000 University of Michigan
fans who are expected to converge here for the
Rose Bowl.
The thousands of alumni and dedicated
Wolverines fans will be spending their time and
money in the city after flying in Sunday and
before heading lo Pasadena lo watch their team
play against the Washington State Cougars on
Jan. 1.
Local hotels, Fashion Island and other tourist
attractions are preparing for the flood ot visitors.
A\ The Sutton Place Hotel, little chocOlate
footballs will be placed on each guest's pillow, all
the sta1f will be wearing Wolverine buttons and
a University of Michigan retail sales outlet will be
set up.

NEWPORT BEACH -The 89th annual
Christmas Boat Parade, which coasted through
town last week in a blur of twinkling lights and
faces turned red and pink with holiday cheer, bas
left some sour feelings in its wake ..
Some Balboa Island residents claim they were
shut out of their own neighborhoods for lack of
street parking, while some businesses owners
say the parking problems kept c.illtomers away.
Mary Macdonald, 71, whose Ruby Avenue
apartment bas no garage, said she drove past
•every nook and cranny" on the island on Dec.

have estimated to cost between
$15 millton and $30 million. The

In light of the size of New-
port-Mesa's capital improve-
ment needs, board president Jim
Perryman said he doesn't see
another way for the district to
fund all the required repairs.

Board member Wendy Leece
said she doesn't support a reduc-
tion in the number of votes
needed to pass a bond issue.

as raising taxes, I believe we

man agreed that the initiative
attempts to do too much.

the oldest charitable and civic
endeavors on the West Coast.

Unified recently adopted a
new policy giving more
authority to each campus. -M ac Bernd came into tb1s diltrict
five years ago spouttnq shared
decision-making. He formed a com-
munity task force, of which I was a
member, that was supposed to imple-
ment shared decision-making in our
schools. We're no further now than
we were five years ago.
With the kind of tbinJcing Wendy
Leece peipetrates through our school
board, we probably will never get
any closer. The only people who can
make decisions about an individual
school and what affects that school
are the people who are at that school
-the principals. the teachers, the
parents.
Ms. Leece may see things as one
size fits all. You only need to travel
from one side of this district to the
other to understand that one size will
never fit all in the Newport-Mesa
Unified School District. Your diversity
is too strong. There will never be
equity. It cannot happen.
Therefore, the only way to make
our schools better is to put decision-
making back where it belongs --
with the people on the front lines. I
think Mr. (Jim) Perryman should be
applauded for his.efforts to do that.
And I think our school board needs
to stop being so autocratic, to stop
telling us bow to educate our chil-
dren and that what is good for a
child who lives in poverty on one
side of the district is the same for a
child who lives in a $300,000 home
on the other side of the district. It is
not poaible. ~ dedsio~·maldng · ·
needs to become a reality.
Mac Bernd let us down by not
allowing us to do that in the last five
years, and I sincerely hope that who-
ever our school board picks to
replace Mac Bernd has some under-
standing that only the people in the
trenches can make these decisions.

children grew up in the Newport-
Mesa school district, and now my
grandchildren are in Newport-Mesa,
and I don't have enough faith in the
principals to give them that right, to

schools. Please make sure the board
members keep their authority, as giv -
en them by the electorate of the com-
munity.

dated Water District's board of direc-
tors to engage in a costly and futile

when the larger Irvine Ranch Water
District took up Santa Ana Heights on
the offer, Mesa suddenly decided the
deal must not be so bad after all. The
result was costly legal wrangling and
a public relations nightmare for Mesa
Consolidated, which ultimately lost
the battle.
PUBLIC SYMPATHY OVER CRASH
In a dty like Newport Beach,
where people talk a lot about personal
responsibility, we saw too little evi·
dence of it when four surviv-0rs and
the family of a boy who died in the
May 23 QU crash on Irvine Avenue
filed legal claims again.st the dty. It
reeked of hypocrisy and greed
because before the claims started fly-
ing, many of those same people inlist·
ed designated driver Jason Rauach -
who was driving 65 mph through S-
tums in a 35-mph zone -wu to
blame. Now they're pointing the fin.
ger at the dty, saying the sharp
curves, improper banking and water-
slick roads from negligently main·
tained sprinklers contributed to the
single-car crash. Shame on them.

We'd walk a tightrope or do contor-'

huge blue and yellow tent in Costa
Mesa again, but we may have Mid .

dian traveling troupe'• visits have
been a boon to the dty. But during Its
most recent stop, at the Orange Coun-
ty Fairgrounds, nearby resldentS com-

unbearably loud. At the end ot its

pulled up stakes and vowed never to
return to the fairgroundJ. We hope
tbJs noise flap doesn't dissuade them
from returning to another site in town
because although homeowners
deserve a good night's sleep, local
Cirque fans deserve a good night of
entertainment.
DANONG DENIED AT CANNERY
lt was unfair and disgraceful that
the Newport Beach Oty Coundl
turned down The Cannery restau-
rant's request to let its customers
dance. Owner BW Hamilton turned
the eatery into a popular nightspot
and s.tmply wants to keep his cus-
tomers coming ba£k and attract new
ones by ottering dancing. It seemed a
reasonable request. But then emotion
-u lt often does -interfered with
reMOn. Some people living in Can-
nery Vlllage near the restaurant com-
plained trafllc and noise from area
eaterries and bars were already bad.
One penon even said dancing at The
Cannery would attract prostitutes and
drug dealers. No one ought to have
done a jig after the council sided with
the residents instead of helping a first.

Holiday Tournament. The Mus-
tangs (3-7) were led by 6-foot-7
senior Todd Hylton's 18 points.
Jon Payne tallied 17 points,
while Travis Rice added 11,
