Newport Beach Sand Replenishment Maintenance — Notice of
Completion for Contract No. 8309-1 (17H04)
On February 28, 2017, City Council awarded Contract No. 8309-1 (17H04) for Newport Beach
Sand Replenishment Maintenance, to GCI Construction, Inc., in concert with the Lower Santa
Ana River Sand Management project by the County of Orange. The required work is now
complete and staff requests City Council's acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for
the project. The County of Orange processed Addendum IP -15-359 as part of
Environmental Impact Report No. 583 for the necessary environmental clearances and
regulatory permitting for the project-,
b) Authorize City Clerk to release Labor & Materials Bond 65 days after Notice of Completion
has been recorded in accordance with applicable portions of the Civil Code-, and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
In the 2017/18 fiscal year, the County of Orange was dredging approximately 800,000 cubic
yards (CY) from the lower Santa Ana River and placing this material within the near shore
area along West Newport Beaches. As part of their project, the County also agreed to provide
and stockpile up to 50,000 CY of beach sand for the City as part of the September 27, 2016
Council Approved Cooperative Agreement with the County. This contract also allowed for
approximately 25,000 CY of sand to be placed on Balboa Island and China Cove. In addition,
this effort included minor maintenance activities within West Newport and Balboa Peninsula
for moving accumulated beach sands to areas where sand has been lost during this past
year's winter storms. Between 2016's EI Nino's storms (heavy winds and sea currents) and
rain events, significant oceanfront erosion has been realized. This contract took full
advantage of the County's effort to manage the sand buildup in the lower Santa Ana River to
maximize the City's effort to address the erosion and sand displacement areas along the City
beach area. In addition to working with the County on lower Santa Ana River large sand
management project, staff also coordinated with the County maintenance staff during last
year's normal river mouth sand maintenance effort and again used GCI to further place this
river mouth sand in areas of need on the Peninsula.
The original plan allowed the contractor to have 45 consecutive working days to complete the
work prior to Memorial Day 2017. However, the County of Orange was unable to remove all
the necessary sand near the Santa Ana River Mouth prior to summer and arranged for their
contractor or maintenance staff to return the following fall to complete the work. GCI agreed
to hold their bid prices and was mobilized two additional times to complete our city sand
maintenance as part of this contract, while adjusting to the County's changing operation. No
additional mobilization charges or increases to the bid prices occurred with the extended
contract efforts. With the opportunity to receive additional high quality sand and the increased
need for city beach sand management, additional work was completed within the bid
quantities resulting in an 8.7% increase in the final contract cost.

ENVIRONMENTAL REVIEW:
The County of Orange processed Addendum IP -15-359 to its 1989 Environmental Impact
Report No. 583 related to this project which was recorded April 29, 2016. The addendum also
addressed the City of Newport, San Clemente and Huntington Beach utilizing portions of the
LSR sand for beach nourishment in needed city areas.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
