The following comments on an item on the Newport Beach City Council agenda are submitted by:

Item 9. Resolution Establishing Off -Street Parking Zone 32, Located at
2807 Newport Boulevard
The proposed Council Resolution No. 2018-62 contains several typos:
"WHEREAS, the nearby parking, which includes on -street and several small City
managed lots, are is all metered or paid parking;"
2. "WHEREAS, NBMC Section 12.44.030 further des requires the City to establish
rates for paid off-street parking zones;"
3. "WHEREAS, the City Council previously adopted Resolution Nos. 2000-38, 2010-39,
2013-33, and 2015-56 relating to off-street parking meter zones."
This passage omits several other resolutions (2014-16, 2014-39, 2014-102) and most
importantly, Resolution No. 2015-20 which (much like the present one) established and
defined Zone 31 (the Marcus Avenue lot).
4. "Section 3: The fee for parking in Zone 32 when paid parking is in operation shall be Two
and 10/100 Dollars X00 ($2.10) per hour."
In addition, Newport Beach Municipal Code Section 12.44.030 cited as the authority for the
present resolution contains an odd passage dating from Ordinance No. 1200 in 1967 — not
1957) stating "This section shall not be applicable to the property on which the City Hall is
located. (See Section 12.12.040 for regulations applicable to parking meters on the City Hall
property.)"
The intent of that is no longer obvious, and since there is nothing about parking meters or
parking meter rates on either the old or new City Hall property in Section 12.12.040, it would
seem wise to work to delete that.
