Message: Strongly suggest a moratorium on scooters until we know how to reasonably regulate their use and
we can learn from other cities experience .
City of LA today is having discussions at the city council level for things like having the vendors indemnify the
City and our residents for any damage, injury, repair, or any other cost associated with the use of their product
(such as law enforcement costs). Require the vendor provide significant GL policy and a bond to guarantee such
timely payment.
Also strongly suggest they only be allowed to operate on public streets and be fully responsible to follow the
rules of the road -drive in the same direction autos are going, not on the boardwalks, sidewalks, or bike paths.
Also strongly suggest they have their speed electronically limited (they can do that with their software) to 12
mph.

I am concerned that even more bicycles and especially motorized scooters will make the boardwalk even less safe and
enjoyable. People do not obey the posted speed limits (haven't for years) and skateboarders ignore the safety of
others.

Good afternoon,
I was reading the city council agenda for Tuesday's meeting and wanted to comment on the potential use of
Bird Scooters and other shared -use mobility devices for your knowledge. I was visiting a friend who lives in
Santa Monica yesterday and there were an abundance of people on Bird scooters with no regard for traffic
or pedestrians. My friend said the Bird Scooters are a nightmare and people just throw them on residents
lawns and driveways when they are done. She has had them on her front steps and no one came for days to
collect them so she had to bring them to another location herself. This type of service is NOT something we
need in Newport Beach given the tight quarters, city time and funding that will be needed to monitor the
reckless behavior of those who use this type of "throw away' service. It is potentially dangerous as well for
tourists who are unfamiliar with the town.
We have enough bikes and scooters available to rent already. Please don't add to the congestion and take
away the charm of our beautiful city.
Beverly Hills city council implemented a zero -tolerance ban because of the situation. (See below)

Hello Council Members,
I am a resident down on the peninsula and as I'm sure you're well aware, we have a serious issue with electric bicycles on
the boardwalk.. I have two children that attend Newport Elementary and we frequently use the boardwalk to ride bikes,
walk, etc. I know the 'shared mobility devices' are a topic that is going to be addressed at a council meeting but I wanted
to get your input on the electric bicycle situation. Every day I see multiple people riding over 15-20mph on the crowded
boardwalk without helmets, experience, or a care in the world.. The problem is that a child is going to get hit and most
likely be killed from one of these bicycles.. How can we be proactive about this issue before we lose a child? Every
person I've talked to supports a ban on electric bikes on the boardwalk (except those who own them of course).
feel there is a way we can obviously have exceptions for persons with disabilities (as I'm sure that is a major concern)
while returning the boardwalk to what it is meant for.. casual bicycle riding and walking/running.
I'd appreciate any comments you have here and I appreciate you taking the time to respond.

City Council members,
We are extremely concerned that the council may approve ride -share electric vehicles- in particular electric scooters- in
our beach side community. While some tout them as the future of urban transport, the few benefits do not relate to our
City as they might to other true urban centers such as San Francisco or New York. Even if they did relate, none of the
touted benefits- reducing traffic, less environmental impact, etc. - have any solid data to support them and the negative
impacts far outweigh the benefits.. These are the facts:
1. While the scooters have zero emissions, they use energy for power. They need to be picked up (more vehicles on the
road), re -charged and re -delivered.
2. Some people contend that scooters give people a cheap easy way to get around while reducing reliance on their cars
and easing congestion on public transit. Personal mobility will NOT be greatly improved in our community like it might in
other urban centers and campuses, and there has been no detectable impact anywhere on car congestion.
3. Scooters are cluttering sidewalks, roads and other public spaces. Bikes and scooters left on sidewalks or in any public
right of way are more of a nuisance and public safety issue than transport revolution.
4. The Scooters are a public safety hazard. While riders are supposed to be licensed drivers, helmeted and are meant to
be ridden on streets, improper use abounds. Few riders wear helmets in any of the cities that have allowed them and it
is common to see children riding scooters, two people on one scooter, parked scooters cluttering sidewalks and moving
scooters scattering pedestrians on sidewalks. Speeding is rampant on sidewalks, even where there are posted limits. We
experienced this on the boardwalk in person the weekend that the Birds invaded Newport. We also saw dozens of kids
riding them on the sidewalk on Via Lido and over the bridge to Lido Island- sans helmets.
5. There is already a scarcity of space to safely ride. While much regulation requires they must be ridden on the street, a
reasonable fear of being hit by a car pushes many onto the sidewalk.
6. While Santa Monica has recorded 11 accidents, some serious, 328 citations and 694 traffic stops, enforcement of
regulations is difficult. Reality is that Illegal vehicles are already rampant on our boardwalk- we don't need to add to
more possibilities.
7. E -scooters are arguably easier to ride than bikes, with less of a learning curve, but they are not as stable. As speeds
increase, the small wheeled scooters are more susceptible to a crack or a bump or a curb than an e -bike.
We live where we do because we love the bay, our beaches and our boardwalk. We do not want to see us turn into
Mission Bay where we have experienced first hand getting run off the boardwalk and the proliferation of e -scooters and
bikes laying all over the boardwalk and other public spaces. The e -vehicles should be banned, not regulated. We are
tired of not being able to fully enjoy our own peninsula and boardwalk because of the skateboards, surreys, and
speeding bikes that abound and because existing regulations are not being enforced. Please stop eroding our quality of

Dear Mayor and City Council,
I own property (currently being remodeled) in the heart of the Lido Village area. I understand you will be studying
whether to approve or prohibit the use of electric scooters in the City. Please, learn by the experience of other cities
facing the ongoing problems electric scooters have caused and have banned them or are considering a ban. There have
been front page news stories about how residents are so angered by the "drop off anywhere" policy, they are now
vandalizing the scooters, throwing them in the trash, and clipping wires. The scooters block sidewalks and are left on
private property. They are ridden illegally on sidewalks. Even when ridden in the streets, they have caused injuries and
continue to create a danger of accidents, injuries and deaths.
There are enforcement issues. Do you want police to use their time to chase scooters on the boardwalk and sidewalks?
Do you want police to chase vandals who are fed up with the electrical litter in their neighborhoods?
It's true visitors would probably like to have them in Newport Beach because they have no skin in the game—nothing to
lose and fun to gain (if they don't get hurt). Do we need even more visitors to clog the City? Parking is already a
nightmare. Where are the scooter users going to park—wherever they find a scooter? We faced hoards of visitors
during Council meetings in favor of the jet packs. The residents most affected were against them but the Council
allowed them to operate in favor of the visitors. The fiasco ultimately failed but it was an experiment that was at the
expense of the residents who vote you onto the Council to represent us.
Please use your best judgment and the unhappy experiences of cities who have tried to allow them to ban scooters as
one too many visitor "attractions" the City does not need.
