Police Enforcement and Speed Counts
At Community Meetings, the Residents have Requested Additional
Enforcement of Stop Sign Violations, Texting, Parking Violations and Traffic
Speeds.
• Speed data was collected on 21 street segments in Newport Heights.
• Streets in Newport Heights have measured 85th percentile speeds with a
range of 25 — 31 mph.
• Consistent with measured speeds from previous years and studies.
• Streets do not qualify f or traffic calming measures per Council '-1Z--- T

Clay Street Bike Lanes
Proposal
is to Stripe Bike Lanes and Restrict
Parking on South
Side of Clay Street
Between
7 AM - 9 AM, and on the North Side
Between 2 PM - 4
PM.
• In the Morning Peak, there are 82 cyclists riding EB toward Ensign Intermediate
between Tustin Avenue and Irvine Avenue. There are 40 cyclists riding EB
between Santa Ana Avenue and Tustin Avenue.
• In the Afternoon Peak, there are 43 cyclists riding WB on Clay Street west of
Irvine Avenue, and 25 cyclists west of Tustin Avenue.
• Parking counts were collected on all streets in Newport Heights as part of the
study.
• Data collected show that parking is sparsely occupied between 7 AM - 6 PM on
Clay Street.
• The striped bike lanes and parking hour restrictions would be exactly the same
as currently exist on Irvine Avenue.

Sidewalk Requests
A Couple of Requests to Add New Sidewalks on Various Streets:
Clay Street, Santa Ana Avenue, 15th Street west of Santa Ana Avenue, Tustin
Avenue, Westminster Avenue, Beacon Street, and Irvine Avenue.
• Study is silent on issue of sidewalks.
• History of discussion in Newport Heights over last 20 years has shown that
majority of residents do not support adding sidewalks in neighborhood.
• In past, residents have stated concerns over "urbanization" with sidewalks.
• Many streets used by students have existing sidewalks including 15th Street,
Irvine Avenue, Riverside Avenue, Cliff Drive. Some sidewalk in -fill segments
are recommended.
• Existing encroachments in public right-of-way would present a challenge in
providing continuous sidewalks.

Stop Sign Requests
Requests for More Stop Signs on Clay Street.
• Currently eight (8) of twelve (12) intersections between Westminster Avenue
and St. Andrews Road have stop signs.
• Typically agrid-pattern of streets has stop sign every 2 blocks.
• Corona del Mar generally has an alternating pattern of stop signs.
• Lack of accident history and low traffic volumes would indicate that other
intersections do not meet warrants for new stop signs.
• Individual locations could be reviewed on a case-by-case basis.

on street.

landscape encroachments.
Existing crossing guard on Irvine Avenue @ Beacon Street.
Some adjacent residents object to parking time restrictions.
Red curb and ane -Way Streets
• Red curb was reviewed for sight distance requirements at all intersections and alleys
along 15th Street.
• All intersections along 15th Street meet Federal, State and city standards for sight
distance.
• Specific location requests for red curb in other areas of Newport Heights can be
reviewed by Public Works staff on a case-by-case basis.
• One-way streets were not reviewed or recommended in study.
• They have not been supported by majority of residents in other areas (CdM).
• May be considered inconvenient for residents. Forces drivers to take longer routes to
their destinations.
• Add degree of confusion
• Possible increase in speeds.
