Richard Kirkbride, information ser-·
vices manager for Costa Mesa, said the
money ?Jas used over a period of three
years, upgrading the city's computer
software and hardware.
The spending apparently paid off.
Not one of the city's computers
behaved abnormally when the clocks
turned over at midnight.
"It was absolutely worth it," Kirk-
bride said.
Newport ·Beach started its Y2K
preparations two years ago, when offi-
cials started identifying computer and
ph.one systems thai needed to be
replaced for Y2K compliance, said Paul
Malkemus, the city's. managemen,t
information systems manager. Faulty
systems were upgraded and the city's
voicemail service was replaced.
"There llave been no problems· at
all. Everything is great,• he said. "If
some do surtace, they'll be extremely

Because the city's systems ·were
nearly a decade old and needed to be
replaced anyway, upgrading them for
the year 2000 seemed llke a good idea,
Malkemus said. And so the city shelled
out $100,000 for both the phone and
computer systems.
ln addition to upgrading computer
systems, staff for sefVlces such as
police, fire and 'public works were also
beefed up for any potential New Year's
·disasters.
The extra staffirig cost $10,170, plus
an additional $3,500 spent for a special
weapons team that was summoned to
dilfuse a domestic fight that occurred
over the weekend.

Health officials will take bacteria
samples to detennlne the level of cont-
amination near China Cove, Harbor
Patrol and Rocky Point beacties. The
cove beaches, which stretch for about a
quarter of a mile, will be closed for at
least three days.
The sewage leak occurred near
Avocado Avenue and Waterfront Dnve ·
in Corona del Mar. A half-mile stretch
of pipeline cracked because of tree
roots that. blocked the passageway,
authorities said. A buildup of grease
was also found inside the pipeline.
Work crews will spend part of the week
cleaning out the debris accumuldted

Newport Harbor residents
were rustled from their sleep
late Sunday night when a

sounded offshore.
The noise, some residents
said, resembled that of power-
ful fireworks, which are illegal

explosions, 1t turned out,
weren't from tardv New Year's
party-goers but from a fiShing

off seals.

by the 41,000-square-foot confer-
ence center by projecting a usage
-level of only one person CON· for every 52 square feet
of conference space.
According to Newport Beach's own
Planning Department, the fire code
allows a usage of one person for ·
every 1 square feet, and a conserva-
tive usage rate would be one person
for every 15 square feet.

taken the step to establish a
site (or the long overdue
and much deserved skate-
· board facility ("Location
isn't great, but it's still a
place to skate,• Dec. 11).
So instead of the 771 people
using the conference center as the
report projects. up to 5,851 people
per event could legally fill the cen-
ter, with a conservative estimate of
2,733 attendees per event.
ltwas noted that
although the site at Charle
and Hamilto.n was not nec-
essarily the best, at least the
park can proceed. As a
commissioner on the Parks,
Parkways and Recreation
Facilities ·commission, it
was by my impetus that the
issue was raised to build the
facility. Prior coupcils had
dropped the issue for vari·
ous reasons.

The report further lowers the pro-
jected traffic ilnpact 6y assuming
that there would be at least two pelo-
ple in each car for conference center
events, thus antiopating that only
386 cars would carry those 711 folks
to the Dunes. So instead of admitting
that up to 5,857 cars could add ~o the
gridlock at Bayside and East Coast
Highway, the report assumes just a
fraction of that number.
To a layman, this appears to be
incompetence. Our Planning Depart·
ment ought to be screaming foul.
Instead, the Newport Beach Plan-
ning Depf)rtment has earnestly
asswed us that these numbers are
accurate. Once th.is project is built, a
"mea c ulpa" will go nowhere.
The city of Newport Beach should
turn this project down cold. We have
411 the traffic we can handle right
now.

proposed Dunes Hotel and the
traffic it would create. -
I have reviewe9 the environmen-
tal impact report and found that it
prognosticated the traffic generated
by the _.1,000-square-foot conler-
ence center by projecting a usage
-level of only one person · CON for every 52 square feet
of conference space.
According to Newport Beach's own
Planrung Department, the fire code
allows a usage df one person for
every 7 square-feet, and a conserva-
tive usage rate would be one person
for every 15 square feet.

To a layman, this appears to be

ment ought to be screaming foul. ·
Instead, the Newport Beach Plan-
ning Department has earnestly
assured us that these numbers are
accurate. Once this project 1s built, a

to voice my extreme dis-
pleasure with the fact that
the City Council chose the
site they did. In fact, in my
view, the council acted m
an urespons1ble manner,

groups who had no motive
but lo keep the park out of
"my backyard.• The site
chosen was not the site
recommended by city staff
or the parks commission

nowhere to get help.
Al the other sites there is
a police substation or the
tennis facility to get aid.
The council overlooked -
these facts and chose to lis-
ten onJy to the residents
who complained. They have
deoded to shove the skate-
boarders into an unsafe,
undesirable location. The
council liked this site
because of the surrounding
·businesses. They are right,
if a skateboarder needs auto
repairs or wants to rent

watching my son skate,
and he enjoys having me

of preteens won't be mere-
ly dropping their kids off
and disappearing, espe-
cially at the chosen site.
This facility belongs in ·a
multiuse park. Skating is
often a family activity, .
although it is one the
council has ignored.
Skaters are not delinquents
who should be segregated
from the general public.
These yoUJlg people are
well-behaved, responsible,
well-organized and terrific
members of our communi-
ty. They will be voters
soon, and I hope they see
fit to elect more responsi-
ble CJvic leaders.
This counal has made a
huge mistake, but at least
the counal members won't
have to listen to the matter
anymore. At least that is
what they may think. A
group of concerned parents
has gotten t0gether to hope-
fully make a differehce.
The Daily Pl.lot stated that

best, but at least a skate
park in the works. I, and
others, disagree. We need to
do the right thing fol' our
kids. Second-best or igno·
rance by the City Council is

ning of the third millenni.uni.
. But if the first page of all
our new calendars shows the
year as 2000, that certainly
smacks of virgin territory --; a
new millennium and a new
century.

"When 1 started playing, I was a little
mad at mysell for never having played
before," Jones said. •I always liked
watchin~ basketball on TV, but I never
got into 1t. 1 was JUSt into other thmgs. •
He know~ what its like to play m the
paint, though somewhat undersized at
6-foot-3, but has also savored the
freedom wtuch comes with playing on
the perimeter.
It is no surprise, then, that resiliency
1oins qwckness, leapmg ability and an
innate knack for scoring, among the
attnbutes which have shaped his on-
court success.
Jones, who averaged 7 4 points as a
sophomore and led the Mustang Ul
scoring a year ago (15.4 ppg), said he
has welcomed Serven's high-decibel
harangues.
Jones has done nothing to discourage
prospective college coaches about his
ability lo contribute facing the basket.
Jones scored 21 points ma Dec. 20
tournament loss to Carson, which ended
a five-game Mustang winrung streak.
He then had 23 points and eight
rebounds in a 63-59 Win over 1'-abuco
Hills and collected 10 points, all in the
second hall, in a Dec. 23 nonleague
triumph over Sunny Hills.
He also bit 15 of 16 foul shots in those
three gam
