NEWPORT BEACH -Council mem-
bers are debating their next move after
the legality pf Green.light's initiative peti-
tion was called into question by the city
attorney this week.
"I'm apt to go on the side of what
might stand up. in court," said council-
wpman Norma Glover. "The City Council
has had to face a lot of legal [issues) on
the El Toro ·airport and it's made us more
aware of livhig by I.he law."
City Attorney Bob BWnha.m advised
the city clerk to reject the petition
because it did not comply with the format
requirements of the~ate's elections cQ,9e.
Burnham found that the initiative's pro-
posed change to the City Charter -
Newport's eqwvalent to a constitutional
amendment -was not properly indicat-
ed to potential signees. ·
Burnham is out' of town this week and
could not be reached for.comment.

parents' cars Wednesday. they
had with them a police lier
with a sketch of Raymond,
who is listed as a serious sex
offender with the state's
Department of Justice.
Raymond's 1997 conVlction
stemmed from harassing a 11-
year-old boy, sources familiar .
with the case said. He called
the boy, who was fnends with
his son, dnd tried to arrange a
meeting, the source sald.
Raymond reportedly made
some sexual suggestions to the
boy, who promptly hung up
the phone and tqid his p,arehts.
Although parents' vigilance
at Lincoln and nearby Ander-
sen Elementary School notice-
ably increased, some parents
said they have been on guard
s~ce an incident several yec:trs
ag~ ~ .
In May of 1998, an 11-year-
olQ. girl at Lincoln reported
being sexually assaulted in a
school restroom 'Although no

Every day, Robert Chao
comes to work, straps on a
green apron and waits for
customers to stop by rus stand
at Fashion Island.
His job can be monotonous
some d~ys.
The pay is barely enough
for him to cover his rent.
The 65-year-old immigrant
from Taiwan is part of a dying
breed. Chao sbines shoes for
a living.
Tucked behind a pole illu-
minated with neon signs,
Chao's stand can go virtually
unnoticed by shopper~ who
walk through Atrium Court,
unless they are headed for the
bathrooms or the public tele-
phones. ·
Yet nearly every head turns
to look at the Atrium Shoe
Shine, ds if to pay respect to a
profession nearly extinct.
A LOST PROFESSION
Built with $3,000 of his sav-
jngs, the stand dates back to a
time when -people took trains
instead of planes an~ a sl}ine
cost less than one dollar.
Chao decided to polish
shoes for a living mainly
becaus~ of his broken Eng-
lish.
He came to the United
States in 1984 and tried to run
a motel in Texas.
When it became obvious
the language barrier was
hampering customer service,

Newport ~an
indicted for toxic
dumping
A Newport Beach man this
week was indicted, along with
his business partner and broth-
er, by a federal grand jury for
illegally storing and 'disposing
of toxic waste in the Mojave
Desert.
Donald Wayne Unrein, 47,
co-owner of Wheel Specialties
in Anaheim, is accused of pay-
ing people to transport to the
desert drums· of solvents and
aaps used to remove paint
from automotive wheels.
The waste was then
dumped illegally.
Also indicted were Unrein's
partner, Leonard Louls Stahl,
43, of Lake Arrowhe.ad, and
Unrein 's brother, Dennis
Eugene Unrein, 39, of Lake
Elsinore.

eight counts leveled by the
grand jury.
According to the indictment,
the drums of waste were tem-
porarily stored at a residential
property in ApRle Valley,
Calli., and some of the waste
was dumped in a park.mg lot of
a Vons supermarket in Vic-
torville, Calif.

more list of the best, worst or

sand years, I wa~ ready to turn
to TV news, which is a real act
of desperation. Even a parody
of the yeat-end lists was more
than I could contemplate
attempting.
As Jules Pfieffer said in his
cartoon in the Los Angeles
Times last week: •For Christ-
mas, editorial cartoonists and
columnists are expected to pro-
duce goody-two-shoes, touchy-
feely, sqllishy puff balls. So how
can I work in my established
mode of scathing, scabrous
political and social satire?"
Now, thank God, it's all over,
and the greatest satisfa,.ction I'm
drawing from the new millenni-
wn is that I'll never again in my
. lifetime be subjected to those
· confounded lists.
The second greatest satisCac-
tion is the k,nowledge that all ·
those neurotics who laid in a
lifetime supply of canned
goods, bottled water, flashlights
and portable toilets are now
stuck with them.
A Kmart manager was quot-
ed in the Pilot as saying that
•paranoia is very good busi-
ness." That is certainly prophet-
ic and could be funny except
that a lot of the "good business•
was done in,guns and ammuni-
tion, in which we were already
overstocked. J hope.-but don't

$3,500. Newport Beach
police estimate 20 to 25
motors·have been taken dur~ ing the last six months.
Police said many of the
stolen items can be easily
resold for a frdction or the
retail cost. And when you
are talking about boating
accessories that are worth
thousands of dollars, 10% to
50% of the retail value isn't a
bad deal.

extensive variety, from hot
and cold imtrees, soups, sal-
ads, desserts, and of course '

baked mussels, barbecue pork
ribs, tempura vegetables, crab
cakes, shrlmp cakes and egg
rolls -are only a few of the
choices of hot entrees.
The pork egg rolls and
crispy ~b cakes with scal-
lions were my favontes. The

ad, salted soybeans, crab sal-
ads, vegetable and shrimp
spring rolls, asparagus in oys-
ter sauce and roast beef in a .
horseradish/mustard sauce.
The list goes on. Wonton,
eggflower and miso soups are
always on the menu, with a

seared ahi on a spoon-sized •
mound of wasabi mashed
potatoes all on a crispy won-
ton. I only wish I had found
thls earlier. With this kind of
selection, something is bound
to suffer, and unlortunately
the CI\.\flChy roll, one of my
. favorites, was soggy and a lit-
tle greasy. The sushi snob may
find other issues, but for good,
· fresh -and may I remind you
all-you-can-eat -sushi at a
!av price, Sumo is the place.
One of the real eye-catch-
ers at Sumo is the bakery to
your left as you walk in. There
is a constant flow of baked
goods coming out pf the oven,
which also makes for a won-
derful smell.
1Wo long rows of desserts
are available, all very big on
VlSUal presentation. Fresh fruit,
chocolate mousse cake, choco-•
late-covered barumas (get these
early, as they can get a little
mushy), cream puffs, lemon
cakes, cupcakes and a frozen
yogurt machine begin the bip
-it is up to you to finish.
My only complaint here is
that I am one who believes
the masses -including
myself -should not be
allowed to cut their own
dessert. Jt makes for a messy
and awkward experienc~
Beer, wine and cock~ are
served at Sumo and make it a
nice place for a large party. I
am always interested ma buf-
fet for the sheer volume, but I
have no problem never return-
ing il the food isn't good That
won't be the case at Sumo. The
sushi alone is worth the return,
and the rest is up to you.

state's largest nature reserves.
They were able to envision
beautiful communities with ·
some of the best parks, beach-
es, schools, glimmering shop-
ping malls, libraries.and per.:
forming arts centers in the
state and nation.
Now, as the new century
has begun, perhaps it'~ time to
quit reflecting on the past and
look tow~d the future.
, We see that future filled
with many challenges and
many pitfa~ut also with
plenty t'O look forward to.
Alld the· overwhelming
theme w~ hear from our read.:
ers is this: We must preserve
our quality of life.
As we see it, that worthy
goal has sev~al face ts.
Ensuring that Jo:Qn Wayne
Airport does not expand and
other alternatives for air trans-
portation are found would be
our first concern.
Finding no solution to either
of those dilemmas would be a
dreadful blow to both New-
port Beach's and Costa Mesa's ·
quality of lite. We hope a reso-
lution can be found to that in
the coming year.
~ Repairing the sagging
school infrastructur~ would
also be high dn our list.
Voters here .will most ~ely
get a chance to weigp in on
that debate as Newport-Mesa
school officials take their bond
request to the ballot _box in the
coming year.
Next on our list would be .
how to strike the appropriate
balance between economic
gr:owlli and the desire for citi-
zens to live in peace and. har-
mony.
There is a way to do it; we
just need the leadership at the
local level to. get YS there. -
Speaking of that, leadership
would be our next priority.
Newport-Mesa residents
will get the chance this
Novemoer to make important ·
decisl9ns as· to who their polit-.'
ical leadership will be as the
races for c;-ity councils, school
board, state Assembly and
Senate and the U.S. House of
Representatives shape up.
It is our hofte that Newport-
Mesa will be blessed with

fathers had.

pulled this off 20 years ago, but

living under the proposed flight
paths. The county seems to have
no problem deciding to place an
airport in an area where the ,
affected residents don't want one.

John Wayne Airport and the
resultant·complaints from the air-
line industry. Short of congres-
sional action to mandate a cu.rt

proposal continue to pipe 6.ream.
As a former longtime Newport
Beach resident who now resides
in south Orange County, I am as
• opposed to an .expansion of John
W~yne Airport as I am to a com-
mercial airport at El Toro. It is .
extremely unfortu11ate that New·
port Beach and Costa Mesa took
the environmental brunt of an
..expanded John Wayne, imposed
on them by the county Board of
Supervisors at the time, and now
live with the aftermath. But two
wrongs do not make a right. It is
time for Newport Beach and C~
ta Mesa to get on board with
South County in finding alterna-
tive solutions to a regional airport
system using the existing, full-
oapacity airport at Ontario, a com-
munity that has welcomed airport
" eKMnsion. ·
Those options are there, and if
Newport Beach and the other
" North County cities can get .
beyond "the politics,· then
maybe the win·win solution can
.be acbieved.

fic Control Initiative to gather
sufficient qualifying signatures
with such rapidity bodes well for its
ultimate approval at the polls
(MGreenlight group wants special

expect that political pressure from
developers will increase exponentially,
pushing the C.ity Council to approve -
their 11 huge pending projects before
the initiative comes to the polls.
The C ity Council should either
make a comrnitrnent_!_lot to approve
any further large developments
before the Novembei: 2000 election
or approve a special election. If they
scramble to approve these projects
before voters can decide the fate of
Greenlight, they will be thumbing
their noses at the voters in this city.

Wedge have expressed their collective
support for long-term renewal of leas-
es for the American Legion as well as
for the mobile home owners and ten-
ants at Marinapark on the bay.
We live in a delightful and very
public area, which we happily share
with tourists, day users and business-
es. Unhappily, and of necessity, we
also are beneficiaries of 60% of the
police department's

ocean beach, but only a half dozen
bayside beaches, including the three
blocks between 16th and 19th streets.

four public tennis courts, a basketball
·court, the Neva B. Thomas Girl Scout

Along the bay, there is a wide beach,
which is accessible to the public from
16th, 18th and 19th streets, and in

of these figures are still unknown to
anyone at the foundation. .
Now is the 'time to focus attention
on the real story. The real story is that
a passionate, forward-looking founda-
tion board established an endowment
fund to support the library's Illdterlals
budget in perpetuity. The real story 1S
that committed volunteers organize
programs and ask their peers to gwe.

would take a while in learning

Instead, it is 5-3, winning
the consolation championship
in the Magnolia tournament.
"I think we'll be really com-

seruors, Helen Flores, Mehgan
Fay, Elizabeth Reynoso, Nerei-
da Martinez and Becca Silva.
Midfielder Silva has lit up
the scoreboard &o far, scoring
over half of Estancia's goals,
with Reynoso contributing on
offense as a forward. Pay has
been solid on defense, and Flo-
res, according to Striegl. has
done a good job at goalie.·
But the underclassmen still
need to contribute, and they
have. Of all the incoming fresh-
men, dub player Ruth Chavero
has impressed the most.
"She's really aggresS1ve and
has good ball sk:illS," Sbiegl
said.
Among the freshmen class,
Amanda Abbott plays defense,
while Karleen Curran,
Dustinne Lau, Nereyda· Quin-
tana join Chavero to form a
young midfield. Maria Sanchez
sees playing time at forward.
Among the sophomores,
Artis Reroolds has teamed up
with Fay"'to give the Eagles a
potent defensive duo. Reynolds
plays out of the sweeper spot.
Olga Estrada and A.l'ny
·Ippolito joins Fay on the def en-
sive line, while Elicet Gonzales
and Emily Lopez play in the
midfield. Yvette Ramirez is
Estancia's third forward.
While the Eagles have got-
ten off to a solid start, Striegl is
wary about Estancia's league
performance in the past.
