COSTA MESA Councilman chris Steel asked the city attorney's
office Tuesday to determine whether
the city may legally require its com-
missioners to be United States citi·
zens, mtroducing yet another point
of contention into the -already diVl·
s1ve debate about how to appoint
residents to city panels.
"I think it. will be a benefit to the
communtty lf we require citizenship
screening for city employees and par-
ticularly to appointees to the commis-
sioos; -Steel said. "The-Costa Mesa
City Council is the problem~ its
voting record has attracted undocu-
mented noncitize~ through our chari7 ties and job center into our renldls and
schools, lowenng the quality of our
schools and affecting our property val-
ues and our crune rate. This IS one of . '
the issues I was elected on, and I'm
obligated to follow up.·

repeatedly pleaded innocence, say-ing a wave pushed Pegye mto the
water as she was driving the speed-
boet that towed hµn on a bodyboard.
The hourlong tape was an inter-
view recorded by Dan Richard Mot-
ley, a Coast Guard investigator who
was called to testify for the prosecu-
tion. The teleVlsion -wluch was
turned away, from the gallery to face
the judge. jury and attorneys -
played the interview, taped a day
after Pegye Bechler disappeared at
sea .
In the tape, Motley and another
officer were heard questioning Bech-
ler about what exactly happened
during the excursion.

The Huntington Beach resident has
worked in >car repair for 38 years. He
has been at the Costa Mesa business

before then.
His favorite type of car to work on is
the Volvo. He-espetjally enjoys ·work-
ing on turbocharged' parts, which can
be found in Volvos, Saabs, Mercedes,
Ferraris and some BMWs. ~
"But I've been trained bumper to
bumper,• Johnson said. · ·
GREASE
His tools include reguJar sockets, pli-
ers, air topls and cylinders. The usual
jobs -oil changes. tuneups and other
preventive maintenance services -are
easy for him. But he can take apart an
engine down to its valves and pistons
and then put it back together again.
Johnsoll. gets dirty doing these jobs.
Smudges of grease appear on his
clothes and skin. It doesn't bother him
though.

al times a day, when they get in and out

This ls the best holiday of all.
lt is noon on New Year's
Day. [ have just watched
South Carolina bomb Ohio State
in some bowl or other, and I will
now watch Michigan and.Auburn
until Ule Rose Bowl comes on.
And after that, I will watch Ore-
gon State and Notre Dame. I will
• have a beer soon and probably
another during the Rose Bowl. I
will have cheese and crackers and
maybe a bowl of chill. My head
will be filled with mush and foot-
balls and peace because I don't
really care who wins. My wife
more or less accepts such. behav-
ior as a male aberration and wiJJ
leave me alone on this strange
planet.
The decorative lights have
been taken down. The Christmas
tree is stuffed into a trash can. The
ornaments are piled in the garage,
where I will one day get around to
packing them away. There will be
no more shopping, excessive eat-
ing and drtn.lang, unreal expecta-
tions or emotiof!S in overdnve
And no more holiday gwJt.

have for more than two years
debated the location or the
park. The city has been inter-
ested in buildmg a park for 10
years and began looking at
locations tn 1998, when the
state law changed to protect
cities from skateboard liability.

after neighborS' pointed out
potential flooding and traffic
problems.
With designs for the Charle
and Hamilton park now in the
final stages, city staff are less
than a month away from bid-
ding for a contractor to build
the park -although plans may
be tossed back to the drawing
board if the COW\ol votes to
reve~ its October decision.
Residents continue to
express emotional oputions
about a skateboard park and
its location. A number of Costa
Mesa skateboarders said they
are frustrated that there may
be yet another delay in the
oty's attempts to build a park.

the conlerence met at the
Hyatt Regency Hotel an
Irvine for a gafd dinner to
salute local 10d1v1duals
whose lives are testaments
to human understanding.

EDITORIAL
Let's set goals
and make this a .
happy new year
0 n the natiohaJ and international stage, 2000
certainly didn't live up to the tumultuous
and dire predictions that preceded it.
No gf'1 nt computer crashes. No planes f alllng from
the sky. No ATM machines spitting out · -__
money.
But while the much-anticipated world drama
11 didn't pan out, there was no shortage of it here, with
the fi ght over the anti-El Toro Measure F, the squab-
bles between library trustees and the fo undation, the
contentious and costly battles over the Greenlight
lnillative and. of course. the surprise adclitions to the
Costa Mesa City Council.
Newport Beach in part.Icular had a raucous year
with the anti-growth battle that pitted friends and
family members against each other in the debate
over the city's future developments.
And Costa Mesa is already showmg ttiat with the
addition of council members Chris Steel and Karen
Robinson, there could be more rancor on the council
than accord . .. -.. -................. -
So just as President-elect George W. Bush has
promised a new spirit of co111promise and bipartisan-
ship, we'd like to propose the same for our local
leaders arrd residents.
Let's make 2001 the year that petty diffe re nces
are set aside and goals a re reached in a number of
quarters.
There's much to accomplish.
Top on the list should be a new set of flight restric-
tions and passenger caps for John Wayne Airport that
will put to rest any ideas of e xpansion and ensure
some semblance of tranquillity for our residents.
In Newport Beach, city leaders need to face the
new reality of Greenlight and develop new guide-
lines that will allow developers and residents to live
in harmony once again. 1
But most of all, we propose that we all get better
at communication .
Not only should local council members make
every effort lo hear the concerns of their constituents,
but those same constituents need to become more
involved with local government so they will always
feel that their voices are heard.
If we can all adhere to this final goal, the rest will
be easy to attain.
