though was the city of Irvine's $14-

all plans for a commercial airport at
El Toro. An attempt that has includ-
ed countless mass mailers sent to
county residents crying how an air-
port at El Toro will destroy their city
(ano Ole entite county). Meanwhile,
their own city is becoming divisive
and theu own schools are suffering
due to their tax dollars being
squandered on propaganda materi-

to participate in any compromise

failed to recognize the underlying
flaws of the proposed county air-

the safer, quieter, more efficient

very leaders still cannot see the
obvious: that despite proposing
restrictions on El Toro similar to
John Wayne Airport, you still have
flights over residents, which -just
like at John Wayne -will continue
to fuel the propaganda for this divi-
sive war. There will be no "peace

endorse and support the alternative
ru.rport V-configuration plan.
~ The purpose for proposing a sec-
ond commercial airport for Orange
County is to best provide for the
long-term future economic needs. lt
is clearly recognizable that John
Wayne has a cast on its leg, handP-
capping it from greater growth and
expansion. And rightly so -it is a ••
small facility surrounded by resi-
dential commwi.ities that were
established long ago. El Toro has
the potential for being a great com-
mercial airport for the long-term
future, yet the pro-airport leaders,
ignorant to support an alternative
runway plan that bests utilizes the
opportunity to plan and bwld a
modern, safe, quiet and efficient

.Jmted instead to propose to break
both legs of El Toro to cripple it
much like John Wayne.
What a waste.

I applaud the Costa Mesa City

scaled-down version is adequate for
our county's air trafhc needs at this
time. There is a lot of land at that
base (4,700 acres), and if the need
arises in the future let another gen-
eration decide whether to expand.
The most important factor is that

certainly know the 470 acres at

We recently attended a meeting
of the Airport W9rking Group of
Orange County. We feel that every-
one in the John Wayne Airport com-
dor should be supporting their, pur-
pose, which is alerting us to the air
traffic needs within our county. Our
cmlnty has grown to such an extent
that John Wayne Airport cannot
accommodate the air traffic needed.
Consequently, passenger and com-
mercial revenues, and jobs are lost
by our county.
El Toro air base and its sur-
rounding no-home buffer zone con-
tains 18,450 acres. The base
already has four good runways in
place, app,roved by the Federal
Aviation Administration, and plenty
of room for service buildings, park-
ing and expansion. John Wayne
Airport cannot expand without the .
necessity of purchasing expensive
land for the building of new run-
ways and. service areas, requiring
the displacement of numerous
homes.and businesses, surface
streets, and perhaps even changmg
existing freeways. This does not
make economic sense, let alone
common sense. It seems wise, also,
for El Toro to be maintained as an
airport in any event, in the case of
U.S. military involvement.
Judgment should be made soon
on the basisf>f practicallty. County
revenue potential and possible tax
increases for residents.

1 attend~ lln informallon meet-
ing in Costa Mesa that, opened my
eyes regarding the El Toro debate.
There is no question in my mind
that people affected by John Wayne
Airport are not getting enough facts
on the possible expansion of that
airport. In fact, I learned more at
that one meeting than in all the
years this subject bas been around. I
heard facts as to how my life would
be negatively affected without El
Toro airport. Why hasn't the media
and/or my City Council been active-
ly getting this information to me?
Why was it necessary to learn vital
information from a volunteer organi-
zation like the Airport Working
Group?
I was pleased when the Daily
Pilot began running a column on
the airport issue from the perspec-
tive of bow it affects me. It was in
plain, understandable language
that allowed me to better under·
stand the specific issue. What hap-
pened to it? One week and gone.
Looks lo me as if those anti-El Toro
airport letter writers from South
County forced you to cancel it. I
sure do hope I am WTong.
Isn't the Pilot our paper? We'll still
be he re wlien the aitport issue is
resolved, but they sure will not.
Wouldn't it be a lot smarter for the
Daily Pilot to be considerate of its
subscribers' community than cater to
the demands of people in opposition
to us? It is not a subject on which
one can stay neutral. At least not in
an area that is greaUy impacted by
airport issues. Please, Pilot, be fair to
the ones who support you. Give us
information we need, based on how
the issue affects us, before we lose
El Toro and are stuck with a giant
expan'Sion of John Wayne.

booking officer during Prohi-
bibon. He told me that when
the vomit came under the
door between the jail and
booking area, he just goUs
garden hose, turned it on full
blast and blew the stuff back
into the jail.
In 1936, when I was the
booking officer, there wasn't
quite as much vomit but the
crowded conditions were just
as bad.
Getting prisoners in and
out presented something of a
problem. Complurucation
between the booking office
and the jail was via a steel
door. In that door was a 3-inch
by 5-inch slit. When a prison-
er's mandatory five hours was
up and his buddies bad
I arrived with the $20 for ball, I
would yell the name of the
about-to-be-released pnsoner.
He would come to that little
slit in the door, identify him-
seU, the door would be
opened, and be would slip .
out. ·

board tonight.
TWo other major compo-
nents of the group's proposal
are ge.ared toward preventing
this issue from haunting the
district again in the future.
The first is estabUsh.ing a
citizens review committe.e,
which would be a safeguard
for voters that their tax money
is being used properly.
The second is a special fund
to ensure the sChool board has
the means to maintain .the
schools once they are repaifed,
Schultheis said.
The matching state fvnds
the district is applying for
require that 3% of the general
fund be set aside for the pur-
pose of maintaming the
improved facilities.
With the cwrent general
fund of $120 million, the dis-
trict would need to set aside
$3.6 million each year for
upkeep. ' ·
As part of its recommenda-
tion tonight, the facilities com-
mittee will propose several
sources where the d.lstrict may
gain those adclitional funds.
The first key source,
Schultheis said, would be from
the sale of the Banrung Ranch
and Baleanc properties owned
by the disbict.
The revenue from those

where it could earn interest in
the neighborpood of $600,000
annually for the maintenance
fund, Sch\lltheis said.
A second source would be
money from the state if the dis-
trict qualifies as a basic-aid dis-
trict -a designation that
would d.l.low it lo receive the
base amount per student, plus
some additional revenue from
its own tax base.
Although ofbcials are wa.it-

amount iS anuc1pated to be
about $800,000 tor the next
five years, Schultheis said.

think will be strrug ht forw ar<l
